During the early weeks of the Libyan people's struggle the Wall Street Journal was one of the rare voices that stood up for freedom in Libya, saying the U.S. had to have the will and was not so overstretched that it could make a difference working with its allies in NATO. It took some time for the Obama administration to make up its mind by which time the Gaddafi forces would have entered Benghazi. It was the leadership of Sarkozy of France and Cameron of Britain that made the decisive difference at the right time. And as the tide turned it was the young people of Libya who could be seen in the video footage who showed bravery against the organized heavily armed forces of the Gaddafi regime. The lesson from the U.S. support for the Libyan people's movement for democratic government is that the U.S. can make a moral difference and a strategic difference when it follows the right instincts that have guided the country since its founding.

International issues took on larger significance for the U.S. Federal Reserve in September 2015 as it looked at a small increase in interest rates. Schwartz points to the memories of the 1997 emerging market crisis and how fragile economies like Mexico were adversely impacted by rising rates in the U.S.. Mexico needed a large bank bailout and contagion spread to other countries. Kenneth Rogoff says the risks are real with declining commodity prices and falling currencies of emerging markets such as Brazil, Indonesia and Russia. Ripple effects would carry over to India and other countries. The sharp slowdown in the Chinese economy in the second half of 2015 was too recent for the Fed to take any sort of risk in September 2015.

His experience includes working as chief of staff for Warren Christopher in the Clinton administration, and 8 years as an executive at Fannie Mae before being brought into the Obama circle by Rahm Emmanuel as deputy to national security advisor Gen. Jones. Robert Gates view was that Donilon would be "a disaster." His early experience as a political operative for the Carter campaign to his work for the 1988 Biden presidential campaign, and work at Fannie Mae as a business executive, suggests lack of experience in foreign affairs needed for this role. A focus on efficiency and being able to sync with Obama's thinking on foreign affairs may not be the qualities needed in this critical role.

Egyptian president Morsi's address at the UN General Assembly as "the first Egyptian civilian president elected democratically and freely." On the Egypt-Israel treaty he said: "we are committed to what we have signed on." He defended the Syrian people, who he said were trapped in "the tragedy of our era." For Syria, Morsi has formed a contact group of Iran, Egypt, Turkey and Saudi Arabia to defuse tensions in the region. As negotiations eased the sanctions, China increased oil imports in 2014 by 30% in 2014 over the prior year. China's Foreign Ministry sees a "win-win spirit" in the nuclear deal that opens up economic relations with Iran. Analysts say China has setup three new storage facilities on its eastern coast with about 45 million barrels of new capacity, which could be filled with new supplies as its growth slows and demand decreases. China's imports were about 7 million barrels a day in June 2015.
