How the French health care system works. France comes in first and the USA 37th in aWHO health care ranking. THe difference in deaths from respiratory disease is half that in the USA, and lower rates of death from heart disease and diabetes. IT has more hospital beds and doctors per capita than the USA. 65% of French people are satisfied with their health system compared to 40% in the USA, and yet France spends 10.7% of GDP on health care and the USA spends 16% for poorer results. THe French system is more generous to its seniors. Unlike Medicare there are no deductibles, just modest co-payments that are often dismissed for chronically ill. And diabetes and critical surgeries are covered 100%. French also buy supplemental insurance like Medigap for extra expenses like dental and eyglasses. Cancer patients are treated free of charge. Avastin treatments costing $48,000 a year are provided at no charge. France's PMI or Protection Maternelle et Infantile, is rated highly. It is anetwork of thousands of healthcare facilities, that ensure that every mother and child in the country receives basic preventive care. Mothers even receive afinancial incentive for attending their pre and post natal visits. France makes this care affordable by reibursing doctors at a much lower rate. The average yearly net income for doctors is around $55,000, about athird of what doctors in the USA make. But French doctors don't have to pay back huge student loans as medical school is paid for by the state and malpractice insurance premiums are only a tiny fraction of that in the USA. And again the French government pays two thirds of the social security tax for most French physicians- which is typically 40% of income. So the $55,000, is more like $92,000 taking that into account and more like $110,000 when student loans and malpractice is taken into account at US levels. Specialists who have 4 or more years experience can charge what they want, but as one gastroenterologist says, there in an unspoken and undefined limit to what you can cahrge or what is socially acceptable. Yet even in France there is inflation in health care costs that the government deals with through price controls and more spending. The French national insurance system is running increased deficits each year and this is now $13.5 billion, and it has led to higher taxes for employers and workers. ...

On the issue of Russian speaking people in neighboring eastern European countries Putin has strong emotional reaction, as evident in the 2008 Georgian conflict. In Ukraine the issue assumes significance because of the effect of western sanctions, adverse foreign investor sentiment and the tendency of rich Russians, similiar to Argentines, to shift assets abroad. Capital flight was $75 billion in the first 6 months of 2014. Add to this adverse effect on foreign investor sentiment on an already slowing Russian economy, and growth will be seriously affected. Car sales are expected to decline by 12% in 2014, according to a trade group. The rhetoric has been toned down on Russian television. And Russian analysts now say relations with the West must be maintained. Polls by state run polling company WCIOM show 66% of the Russian public oppose Russian forces entering Ukrainian territory.

Sanders wins in New Hampshire Democratic primary election with 60% of the votes, to Clinton's 34%. Voter turnout was record breaking in the Democratic primary. Women voted for Sanders 55% to 44% for Clinton. In the Republican primary Trump won 35% of the vote to Kasich's 16%, followed by Cruz, Rubio, and Jeb Bush. The Republican primary continues to show a fragmented vote with many candidates.

Indian and Chinese leaders agreed to increase trade from the current $60 billion to $100 billion by 2015. China agreed to open its consumer markets to Indian pharmaceuticals, information technology and agricultural products to better balance trade between the two countries. During the first 10 months of 2010, China exported goods valued at $32.9 billion dollars to India and India exported $17 billion to China.

New auto sales in Japan experienced a sharp decline of 51% in April 2011, higher than the 37% fall in March. Sales of Toyota fell 69% to 35,557 vehicles in April, Nissan's dropped 37%, and Honda's dropped 49%. About 500 suppliers in northeasern Japan are affected by the earthquake. Toyota president Akio Toyoda says the production will return to normal by November or December.

Indonesia's Lion Air makes an order of $24 billion new single aisle jets from Airbus. Lion Air ordered 234 A320 and A321 series jets. This includes 60 of this generation A320s and 174 of a new series of A320 and A321 aircraft with more fuel efficient engines. United Airlines incurred a loss of $779 million in the third quarter of 2008 largely because of a$519 million charge to reflect the declining value of its hedging contracts for jet fuel. About 10% of the $100 billion in remittances each year from Indians overseas come to the state of Kerala. Life span is about 75 years in Kerala exceeding the national life span of 69 years. However this is looking at it backwards as India remains a vibrantly young country even with the advances in longevity where much of India is close to age 70 years in longevity and advances in medical care and health are taking place at a rapid pace. Pennsylvania is one of the critical states in the 2020 U.S. election. It is also one of the states hit hard by the coronavirus. Pennsylvania has also seen the impact of layoffs in the vital steel industry during two decades of neglect by previous administrations till the tariffs on steel from China by president Trump began a reversal of this trend. Unemployment is high in Pennsylvania as a result of the pandemic. 51 of 67 counties in the state recorded unemployment rate increases for 2020 that are in the top 20% for the U.S. Pennsylvania and Michigan are two critical states for the 2020 election. Pennsylvania has done much worse than other states including Michigan when it comes to the impact of the pandemic on unemployment rates in all counties. Most questions about the vaccines from Oxford, Pfizer and Moderna are answered in this Q&A in The Times.  The Oxford vaccine is the only vaccine that is being provided at cost to the public at a cost of 4 pounds, Pfizer using German technology at 15 pounds and Moderna from Cambridge, Massachusetts, at 28 pounds. The Oxford vaccine can be stored in a fridge, the others use mRNA technology of messenger RNA which requires ultra low temperature storage. Astra Zeneca could have handled the trials and methodology for results in a better way. As the two trials one that produced results of 62% and the other results of 90% cannot be combined to give results of 70% but are two distinct and separate trials. However too much emphasis has been placed on the vaccine, as other prevention measures remain important for 2021. Other vaccines are being developed in Britain with new technology and in India by ICMR which are in trials stage and about which not enough is known. Hit hard by the pandemic the people of Argentina, Brazil, Chile and Mexico are showing less vaccine hesitancy. This is enabling this region to catch up with the US in vaccinations. The difference is that people trust vaccinations. About two thirds of people in Chile and Uruguay are vaccinated. Supplies of vaccine are coming in from US, UK, Russia and China. Brazil is now doing 1.5 million vaccinations a day, compared to 750,000 in US daily. This report says that on a per capita basis taking into account the populations US is currently vaccinating at half the rate of Mexico and a third of the rate in Peru and Colombia, Argentina. With 8% of the population Latin America had one third the deaths making vaccination urgent and essential for this region. People are taking the threat of Delta variant seriously in the region. Astonishing as it may sound after all the publicity of deaths in Brazil this report in WSJ says 88% of people in Brazil want to get vaccinated, while 67% say this in the US, poll from Ipsos. French president Hollande's approval ratings dropped to a new low of 12% in a survey by TNS Sofres. In 2013 Hollande's approval ratings dropped to 26% before increasing to 30% after the Charlie Hebdo terrorist attacks in Jan. 2015. The recent terrorist attacks, France's high unemployment rate, his appearance of being indecisive, and the new labor law, have increased Hollande's unpopularity. As a result his colleague in the Socialist Party, prime minister Manuel Valls, now plays an important role in the administration. Middle class workers 35-49 years are the group where Hollande does poorly. Former president Sarkozy's rating never dropped below 30%. Compared to Hollande, Merkel of Germany has an approval rating that is far better at 54% and Obama in the U.S. of 56%. Martin Feldstein points out why the recent agreement for a "fiscal compact" is no more than an empty statement about fixing the eurozone's finances. In this respect it is no different than the Stability and Growth Pact it replaces, with serious weaknesses. Feldstein cites the weaknesses in the language of the agreement. Each eurozone country is required to limit its"cyclically adjusted" budget deficit to 0.5% of GDP and bring its debt down to 60% of GDP. Compliance will be performed by the European Court of Justice and fines imposed. In practice the questions loom large- for a country like Spain with a 23% unemployment rate, isn't all of the 6% budget deficit cyclical? Again the agreement says deficits are calculated "net of one-off and temporary measures." Under this provision a lot of the stimulus programs would be considered in the category of "one-off." Other language lets eurozone countries frame budgets based on "exceptional circumstances" and "periods of severe economic downturn." Italy has declining economic growth, does it make sense to have a large budget surplus in that situation to lower debt to GDP, and how does that goal relate to "exceptional circumstances."...

India's broadband prices have dropped to the point where they are the lowest in the world. A UK comparison site shows 1 gigabyte of mobile data  costs $0.26 in India compare to $12.37 in the U.S. and $6.66 in the UK, and globally about $8.53.  Reliance Jio the company which dropped prices starting in 2016, says it is using voice and data on a spectrum known only for data use. Reliance Jio is using only one fifth of its capacity. and says is it is making more revenue per user than competitors. Competitors including Airtel and Vodafone have lowered prices reducing margins of as high as 30 percent to being barely profitable. Reliance Jio gives away its 4G feature phone JioPhone against refundable security deposit of $21, with plans of $1 a month. The handset supports Wifi and WhatsApp. India ha 1.17 mobile subscriptions, 55% in urban areas. Most broadband use now comes from Jio. Mobile data consumption has jumped in India in 2 years to more than 10GB per user per month, which is close to that in the U.S.    ...

Young South Africans, the so called born frees- born after the end of Apartheid and free elections in 1994- are diillusioned with the African National Congress of Nelson Mandela. They are disssatisfied with the lack of jobs, a poor education system, and tired of the corruption scandals under former president Jacob Zuma. A recent IPSOS poll shows only 55% of 18-24 year olds supporting the ANC compared to 61% overall. Some polls showed support dropping from born frees to below 50%. Almost half of the 58 million people of South Africa are born frees. Their view is expressed by one mother of three living in a shack in Alexandra Township in Johannesburg. She says we tried the ANC but are still living in squatter camps and dirty places. Only the ANC's reach into rural areas, its superior organization, and lack of viable alternatives, are likely to keep the ANC back in power. Germany's furlough scheme is called Kurzarbeit. About 10.1 million workers are signed up for the scheme with about 5.6 million actually using it because they are working shorter hours than normal. Under the scheme about 60% of workers earnings are normally replaced with government aid with contributions from companies. For the pandemic the German government increased benefits to cover 70%-80% of lost earnings if a worker has lost over 50% of working hours. It cost about 9 billion euros and payments are made by the German Employment Agency. This scheme is being extended from the initial 12 month period to 24 months. A similar scheme in Britain that ends in October covered 80% of earnings for workers lost earnings up to 2500 pounds a month, at a cost of 35 million pounds up to August for 9.5 million employees at the peak. The British scheme is not being renewed. The U.S. has its own program of payments and unemployment insurance, yet unemployment is higher in the U.S. In Germany it was 6.3% in July, a moderate increase.  ...

Teri Scultz rightly points out that the biggest surprise on May 7, 2017, was when Emmanuel Macron stepped out to give his victory speech in front of the Louvre museum- what was played was not the French anthem but "Ode to Joy" by Beethoven, the European Union's adopted anthem. It was this unabashed defense of the  European Union at the time when it most needed it, not just frequently, but at every step of the way in the last two years, and in a forceful way at the last debate with Le Pen of the National Front, that marks the way Macron has presented himself to the French people. And not just in a fuzzy way with a feel good program, but clearly outlining the steps that needed to be taken to revive the French economy, yet do it from a centre right and centre left perspective drawing in the best ideas, with the close cooperation with Germany and the European Union.

This WSJ editorial by Joffe of Die Zeit in Hamburg and the Hoover Institution in the WSJ, says Italy's odd coalition of Five Star Movement with the Northern League cannot last as it is like having a coalition between Bernie Sanders supporters and the Tea Party in the U.S. This coalition is full of conflicts. Five Star leader Maio had earlier dismissed any idea of a coalition with a party having many opposite views, yet the coalition was put together to prevent going to the polls again. This editorial even says the coalition is as stable as nitroglycerin, and looks weirdest even when compared to other events in Italy. It says Italy had 66 governments since 1945, and Giuseppe Conte cannot last long as prime minister. The coalition is euroskeptic but 72% of Italians support staying in the the eurozone, which makes it even more inconsistent with Italian opinion.

Sharply lower consumer spending is hurting Apple sales in China. Apple cut sales and issued a sales warning in January 2019. This follows Apple's sharp slowdown in India with its uncompetitive pricing.

Retail sales growth in China- which bounced back in previous downturns- dropped to the lowest level in 15 years in November 2018. Auto sales are down with the sharpest drop in 7 years- the first annual drop in sales since 1990. Fears of a housing bubble have led to restrictions on home purchases for speculation which have not been lifted. Income tax reduction has not increased spending. GDP growth for the fourth quarter dropped to 6.4%.

Further signs of a sharp pullback are seen in the drop in consumption tax revenue falling by 61% in October and 71% in November 2018. The consumption tax is placed on cars, gasoline and luxury goods, and is paid by the companies making the products.

This analysis in the NYT shows that Labour won 412 seats in the British Parliament with only one third of the vote, and only 60% of voters participating. And Reform UK of Nigel Farage with 14% of the vote across UK won only 4 seats. The Greens won only 4 seats with 7% of the vote. The Conservatives with 23% of the vote won 120 seats. Labour's share of the youngest vote in the youngest seats actually dropped from 51% to 44%, with votes going to Reform UK and to the Liberal Democrats. Conservatives dropped across the board but still did better with older voters. And the Liberal Democrats astonishingly gained about 60 seats with just a slight increase of votes of only 0.08% increase in votes from 11.6% to 12.2% pushing its seat count from 11 in 2019 to 71 seats in 2024. This is why Keir Starmer has won big yet knows he has alot of work to do and promises stability as well as change that begins today for Britain, a cautious approach that also seeks to make further gains in the future by winning the hearts of the British people and also bringing relief for cost of living to the British public and good government. Building infrastructure and public services will come as Labour wins the confidence of Britons with a larger vote share in the coming years to support sweeping changes that Britain needs for infrastructure health, education and public services. ...
