Nitish Kumar, a former leader of the BJP party in the populous Indian state of Bihar, and the state's chief minister, wins the Nov. 2015 Bihar state assembly elections running against the BJP led now by Narendra Modi from Gujarat state. Mr. Kumar allied his new party with the party of an old style politician Lalu Yadav, (who is part of Bihar politics for many years), and ran on his pro-growth record of improving development in Bihar. The election provided a landslide for Nitish Kumar's coalition. A dozen Conservative lawmakers including Nicky Morgan support a new customs union with the European Union. The bipartisan motion had the support  of the majority in Britain's parliament. Conservative lawmaker Nicky Morgan stated in parliament that "this country is being asked to experiment at other people's pleasure with a free trade policy where we do not know what the costs will be for constituents and businesses in this country." This reflects changing sentiment in Britain about the costs of Brexit supported by a part of the Conservative Party that includes Liam Fox and Boris Johnson, the Foreign Secretary.  There is a sense that Britain's economy will be hurt by Brexit and Britain leaving the European Union without any way to lessen the consequences of the break in trading relations.

India like China is more interested in modernization that brings equality with Europe and America so that the period of misfortunes that struck India and China- as a result of the vastly superior technology and force of Europe as it found a passage to the East around the Cape of Good Hope- is over.  Think about this. If anything happened to democracy and pluralism in the US Indian democracy and pluralism would still be standing a hundred years down the road or the next hundred years after that. What does that say about India? Why? Because India has learnt its lessons under Vivekananda, Tilak, Gandhiji, Modiji, and understands the need for technology, trade and modernization, which is what Modi as a Gujarati with the trading mentality like the British is really after. The so called Hinduism as it is really about the Upanishads and the Gita and the Buddha, and Communism, are really not the driving force in India or China.The Upanishads and Bhagavad Gita like the Bible offer a way an ethos to resolutely fight the corruption and leakages of funds that take the investments out of modernization leaving everyone poor. And India also benefits when democracy works and acts as an enabling force for a modern economy that creates "a rising tide that lifts all boats" (people). Democracy is the tool for development and to tackle diversity of 1.4 billion people. Adam Smith was right writing then in the 1780's around the French revolutionary period and American independence - "Hereafter perhaps the natives of these countries (India, China, Indonesia) may grow stronger, or those of Europe grow weaker, and the inhabitants of all the different quarters of the world may arrive at the equality of courage and force, which by inspiring mutual fear, can alone overawe the injustice of independent nations into respect for one another." India's leaders fought hard after the 1700's for preserving independence from the Portuguese, the Dutch and the British, only they were divided. Ranjit Singh in the north fought the Mughals and the British in the Punjab. The Marathas on the western front fought the Mughals and the British. The result as Gandhi points out in Hind Swaraj in his question "who made the British Company Bahadur?" It was Indian princely kingdoms vying for support from the armies of the British East India Company interested in profits from seizing Indian princely treasuries and trade. Note that Sri Lanka or Ceylon fell to the Portuguese in 1505. The technology gap between Europe and Asia had opened up even that early by 1500's in ship building, in warships and use of maritime navigation technologies. Consider that in 1534 Jacques Cartier was out on his first trips from St Malo, France across Atlantic to explore past Newfoundland to the mouth of the St Lawrence river. The Portuguese and then the Dutch had already beaten the British and the French by 100 years- Britain's exploration of India through East India settlements in Bengal began much later in the 1600's. India like China built around river based civilizations as Adam Smith points out in his Wealth of Nations, Chapter 7, Part 3, America and East Indies-of the natives of India and China Smith says their struck "a dreadful misfortune" that arisen more by accident, that "the superiority of force seemed to be so great on the side of the Europeans, that they were able to commit with impunity every sort of injustice in these remote countries." Every Indian or Chinese will agree with this so great was the misfortune for India and China from the injustice of European nations in the 19th century so much so that Cordell Hull speaking for Franklin Roosevelt and all Americans broadcast to the world in the throes of World War II in 1942 America's call to the world for a new world order based on freedom and development for all nations of Asia, Africa and Latin America. Even lower levels of toxic chemicals can be seriously harmful, says the Biden administration.The head of the Environmental Protection Agency leads this effort by putting 1 billion dollars from last years approved spending into the plan for clean drinking water. 2021 approved spending for Workers and Families plan of Biden has $10 billion for preventing PFAS contamination. Of this the first $1 billion will be made available to affected and most hard hit communities for clean drinking water. Money would go to water quality testing, contractor training and new water treatment systems. In addition Food and Drug Administration agency will tackle testing for food and packaging, Agriculture Department for livestock contamination. Defense Department for checking contamination in military installations. It is a sort of Gati Shakti Master plan that brings in all agencies of government, an approach the Modi administration has adopted for India. One does not have to look far to understand the priorities of the world's two greatest democracies. This is the common struggle in the world's two great democracies to bring a better life for all the people.  "People on the frontline have suffered far too long. How times change. A series of acquisitions in the 1990's in a buying spree accounts for a big part of the $4.5 billion in debt of Nortel. Now it is finding it difficult to sell some of these assets including a unit that makes internet related and fiber optic equipment. And the company is declaring bankruptcy to avoid an interest payment of $107 milllion. Even with $2.4 billion in cash that amount is rapidly depleting. Since 2000 the company has gone through several overhauls and 16 rounds of layoffs. Analysts do not expect it to survive and expect it to go into liquidation. Competitors like Cisco have prospered while Nortel declined. The year 2000 when the tech bubble burst was the beginning of the decline of Nortel. Before that Nortel was worth one third of the value of the Toronto Stock Exchange. It traded then at $124.50 Canadian dollars in July 2000, it now trades at 12 Canadian cents. Along the way the company was mired in a accounting scandal leading to criminal charges against 3 former executives. The economic downturn appears to have sealed Nortel's fate. ...

Andrew Stuttaford's excellent review of a book on the hyperinflation of Weimar Germany. In early 2010, the out of print book, "When Money Dies," by Adam Fergusson was trading for four figure sums. It describes life under hyperinflation in Germany and the events leading to it, the efforts to find a solution, and the collapse of the German economy with the worldwide great depression. The book describes the death of the German mark, with 20 marks needed to buy one British pound in 1914, going to 310 billion in late 1923! The story starts with the onset of war in 1914, and the fateful German decision to fund the war effort largely through debt and the printing presses. What exacerbated the situation was the relatively shallow capital markets in Germany, the creation of 'loan banks' funded by a printing press used by the central bank, and the muffling of all information. The stock markets were closed during the war and foreign exchange rates were not published. The destruction of the war, revolution, protests, imposition of reparations by the victorious powers, and terrotorial occupation worsened the situation. The efforts of central bank president, Rudolf Havenstein, to prevent mass unemployment by devaluing the currency to keep exports competitive, worked only for a time. In the end, says Fergusson, the music stopped. Lacking a reliable pricing mechanism and faced with huge strains, including the onset of the worldwide depression, the whole German economy stopped functioning at even the most basic level. The whole economy was reduced to barter. Rent was payed with butter and lumps of coal were bartered for something else. The only time an economy was reduced to barter in recent times (in the last 2 decades) was the situation in Argentina after a sharp devaluation. The Russian economy also faced a trying period in recent years with the collapse of communism and a collapse of the currency. And the Asian economies faced a difficult period during the 1997 Asian financial crisis. But nothing compares with what happened in Weimar Germany. The book was originally written for a British audience at a time of rapid inflation in the 1970's, and it reminded readers of the connection between the quantity of money in circulation and price stability. Financial crises play out in different ways in different periods, but it is a sobering warning for the need for prudence in financial affairs, avoiding excesses, the need for global cooperation and a measure of peaceful coexistence in world affairs that enables financial systems to work. With excesses in asset bubbles of the stock market or housing kind, bad loans in the financial system, overleveraging in the financial system, lack of reserves, or huge trade deficits, posing the new types of risks in today's environment. Bad loans in the financial system caused problems in Japan in the past and pose risks in China today, overleveraging caused problems in the US in 2008, lack of reserves in S. Korea in 1997, a collapse of the currency in Russia in the 1990's, and a sharp devaluation with a lack of reserves in Argentina. Too much money in the system, as in China today with the sharp increase in bank lending as part of the stimulus following the 2008 crisis, can distort the functioning of the financial system with excesses in real estate speculation and overproduction. The nature of the crises are different but all have a common factor of tolerance for excesses over a long period and a lack of prudence, exacerbated by international tensions and wars that weaken a country's finances. The twin wars in Iraq and Afghanistan are estimated to cost a trillion dollars each and this can only exacerbate the finances in the US, when coupled with other factors such as bad real estate loans in the financial system, and huge trade deficits....

Friedman quotes the Israeli newspaper Haaretz on the intransigence of both the Palestinians under Abbas and Israelis under Likud leader Netanyahu. The Haaretz account of the currrent state of Israeli-Palestinian relations said the situation was close to where it was at the turn of the century, when it was considered a goal just to have Palestinians and Israelis sit down and talk to each other. Friedman suggests Netanyahu offer a 6 month freeze on new settlements as a way to get the Palestinians to negotiate a new peace; saying it costs Israel little as there are already 300,000 new settlers, and the prospects for a settlement make this worthwhile. He also recounts the fears of both sides. The Palestinian side sees the new settlements as sending the message that Israel wants two states, one in the pre-1967 borders and the other in the post-1967 borders, both belonging to Israel. The Israelis fear the Palestinian's covet some of the land that is now inside Israel, but was once part of the old Palestine; and have never reconciled to the co-existence of a Jewish state alongside a Palestinian state, or a Jewish people's co-existence alongside a Palestinian people....

Even though exports are gaining in Iowa and overall it has benefitted from free trade, the wages in Iowa as elsewhere have suffered as companies pressed hard by global competition are reducing their wage. This is one way globalization is hurting workers in Iowa as it is hitting workers in other states. The two tier wage system at John Deere provides for lower wages for new younger workers. This is hurting incomes in the state. Because of these changes politically free trade is not very popular in the state and this reflects feeling acrss the country. The trend is to argue for protecting the wages of American workers by changing free trade agreements to include environmental and labor protections for oveseas workers so that this closes some of the gap between the wages here and overseas. The advantage to American workers of lower prices at a Walmart is more than offset by the lower wages as products are manufactured overseas and wage pressures are felt at home is the feeling reflected in some of the opinions expressed in Iowa....

Ring-fencing the retail operations of UK banks from possible losses in the investment banking activities was part of proposals by the Independent Commission on Banking in the UK. Now a parliamentary commission calls for periodic reviews of such ring-fences to ensure this separation is actually still in place, and not been diluted or otherwise removed by bending the rules to favor banks because of lobbying by the banks. It says "over time the ring-fence will be tested and challenged by the banks. Politicians too could succumb to lobbying from banks and others, adding to pressures to put holes in the ring-fence." The report emphasized that a lot more needs to be done to restore standards in banking, especially after recent reports of LIBOR and other revelations of market rigging and corruption. The emphasis in the report is for banks "to be discouraged from gaming the rules."

This is part of a tradition in Pakistan where the courts have played a role to check executive power in the form of military in the government or political parties in government affected by corruption in the system. Earlier in the last decade the courts acted as a check on the power of Gen. Musharraf. It is now acting as a check on the Sharif government, including a decision removing Sharif as head of the government and the ruling political party. This opinion reflects skepticism about this role. In Pakistan's system the way it has evolved the military, the party elected to government in free elections, and the judiciary, each act as a check on the other, particularly now that Pakistan has experienced for the first time a peaceful transition of power between opposition parties. Hispanics are moving inland from California and other states bordering Mexico in search of new opportunities in midwestern states. There is a large increase in Hispanic population of states in the midwest- in Iowa, Nebraska, Minnesota, Indiana and Illinois. Population of Hispanics has grown in the midwestern states of the U.S. by 49%, much higher than the 4% overall population growth between 2000 and 2010, according to the census. The population climbed sharply in Iowa, by 82% in the decade, making Hispanics 5% of the state population. Cities such as Ottumwa, southeast of Des Moines, have seen revival in the economy as Hispanics moved into the town and revived local businesses, creating new demand for retail stores like Wal-Mart and Menards. Hispanics often worked two shifts including work at the local Cargill meat packing plant. Small towns and cities across the midwest suffering from recession are being revived with the new influx of hardworking Hispanics.

WSJ Analysis of government data shows on Feb 22, the actual savings from cutting fraud and waste, misspent funds of $2.6 billion less than the $7 billion shown on the DOGE website. Of this 2% of savings are attributed to DEI closures. What it shows is that generating savings is a long term effort requiring weeks, months and years of hard work with patience and perseverance, as shown by the Truman Committee of 1941-1948 of the US Congress during the War and the early part of the rebuilding of Europe. DJT corruption, fraud and waste cutting efforts owe it to the American public to take a long term view similar to the Truman Committee of 1941. That Committee was setup with unanimous support in Congress for Resolution 41 of Senator Harry Truman of Missouri in Feb 1941. This type of unanimous support remains a hope, yet just as the efforts of president Biden were needed for investment in crumbling infrastructure, there is also today the need to see that $4 trillion in the US budget is wisely and prudently spent, even if this effort is led by the opposite party. As the articles alongside show the Truman Committee lasted till 1948 for the better part of the decade. It helped Harry Truman replace Wallace for the Vice Presidency in 1944 under FDR, and within months to the White House till 1952. A period of spending for the Greece-Turkey and Marshall Plan for Germany aid efforts similar to aid to Europe today, on top of the wartime spending comparable to the 5 year effort against the pandemic starting in 2019.     ...

With only 44% of Catalan people supporting independence and 48% opposed there is considerable division in the Catalan region about independence from Spain. The WSJ looks at different neighborhoods in Barcelona some working class and others more affluent and sees a sharp division along lines of class, age and language. People in the working class neighborhoods of Ciutat Meridiana are opposed to separation from Spain. The independence movement is mostly popular among younger, middle class and Catalan speaking people. Meridiana in northern Barcelona is one of the poorest neighborhoods. In the hip central neighborhood of Gracia with leafy squares dotted with art galleries and vegan restaurants the pro-separatist movement has major support. Support for independence is highest under age 25 and declines with age and is lowest for people at 65 years. More popular with middle class and less with people earning less than 1300 euros. Today Spain has a constitution that gives greater autonomy to individual regions such as Galicia, Basque and Catalan regions that have their own language and traditions. This was suppressed during dictator Franco's rule after the Spanish civil war in the 1930's. The Spanish constitution was written after Franco's death and ratified under King Carlos in 1978 providing freedom with self-government for all nationalities and regions, and an unusual degree of autonomy.  Poorer people in Barcelona feel the young people supporting separation are spoiled brats and dismiss charges that the state is fascist as a lack of knowledge of what fascism really is.  As the division and dispute drags on following the 2017 referendum that was declared unconstitutional, support for independence is declining, as reported in the Guardian recently.  All this has hurt the Catalan economy and foreign investment adding an economic dimension to this as Catalonia is now seeing growth lower than the national growth rate in Spain. In addition to this the new socialist government of Pedro Sanchez and some Catalan separatist parties are supporting new negotiations to address Catalan grievance. Catalans have felt that they are not getting a fair share of revenues that can be invested in housing, health and other services, that they are giving more in tax revenues than they are receiving. The 2009 financial crisis has also affected Catalonia in ways that increased support for an independent state as Catalonia was growing more than the rest of Spain at that time.  ...

China's GDP growth for the second quarter of 2012 was 7.6% from the prior year. China set a target of 7.5% GDP growth in March 2012. About half of the GDP growth in 2011 was generated from investment spending. As part of a new Stimulus China is increasing bank lending and moving forward development projects in energy and infrastructure. Bank loans showed an increase from 793 billion yuan ($124 billion) in May 2012 to 920 billion yuan ($144 billion) in June 2012.
