Problems with the rural development and agriculture projects conducted by USAID in Afghanistan include overspending in 2009, followed by sharp cutbacks in 2010 and 2011 as budget cuts were made. In 2009 USAID made a grant of $300 million to Arlington based International Relief and Development (IRD) to help farmers in Kandahar and Helmand improve productivity over just one year, at the insistence of Richard Holbrooke. The focus was on paying for day labor jobs to clean canals, offer subsidized seeds to encourage switching from opium poppies, distributing tractors, and building gravel roads. Because many districts of the two provinces were considered unsafe for work, much of the money was concentrated on a few districts and in one year. As a result farmers in Kandahar got more seed than they needed and they in turn sold tons of seed and tractors in Pakistan for cash. A senior program official at IRD says it wasn't realistic to pour so much money in one year. But USAID officials say overspending and poor oversight made the program seriously flawed. There was also a difference in the views of the military and USAID on the value of day jobs. The U.S. military sees this as away of protecting its efforts, of literally protecting its flanks, as this keeps unemployed youth from joining the Taliban. At the same time senior USAID officials wanted to see multiple companies bid for the next $350 millon on a follow-on project. When the USAID team of specialists again awarded it to IRD, senior offficials at USAID decided to cancel the program. The program was then redesigned in the expectation that other companies would bid for it. In the meantime USAID gave IRD 3 quarterly extensions, the last expiring June 30, 2011. The US military sees the day labor program as crucial for its military efforts, so there is kind of an impasse with USAID reluctantly giving in. IRD meantime is shutting down activites in Helmand and will do this also in Kandahar probably by the end of May, as its contract has not been renewed because of problems with the program. USAID has a high staff turnover rate of 85% a year in Kabul which complicates things with the shifting priorities of different officials. Some programs are being scaled back- a job retraining program seen as requiring $125 million over 18 months is being scaled back to $40 million. Others such as a USAID project for coordinating disparate rural rehabilitation projects for $140 million is held back because of lack of agreement with the Afghan government about how it should proceed. Afghan warlord of a previous era Hekmatyar is proving difficult to buyout or win over, a strategy pursued with Iraqi insurgents. Younger Taliban insurgents are even harder to convert or buyout. THis raises questions about the chances of this kind of effort succeeding in Afghanistan, especially considering the "allergy" to foreign presence or foreign boots on the ground among Afghan people and the part religious fervour plays. Religious fervour was much less of a factor with Iraqi Sunni insurgents. Add to this the terrain differences, between desert and high mountains, makin the kind of house to house searches and securing of areas extremely difficult.

Samuelson points to the risks to the American economic growth from excessive health care costs. This is hurting take home pay and shows up in consumer spending. It is hurting government spending in other areas such as needed infrastructure spending and efforts to reduce the deficit. This hurts private capital investment to create jobs because of lower demand from constricted consumer spending. The U.S. budget has as its largest single expense 27% on health care compared to 20% on defense the next largest expense, with growth in health care spending taking this to one third of the budget in coming years. Without addressing health care, says Samuelson, the Supercommitte in Congress even if successful at deficit reduction will basically have failed to do its job, and it did not have the time, resources or conviction to do this. According to a new study from the Organization for Economic Cooperation and Development (OECD), U.S. healthcare spending per person is $7,960 per person in 2009. This compares with Norway $5,352, Britain $3,487, France $3, 978, an OECD average of $3,233. Life expectancy in the U.S. is 78.2 years, compared to Japan 83 years, OECD average of 79.5 years. Chile and the Czech Republic have life expectancy equal to the U.S. Except for cancer care where the five year survival rate is 89.3% in the U.S. and the OECD average is 83.5%, the U.S. lags far behind in much needed critical areas such as diabetes and asthma. Rates of emergency hospitalization for asthma are 3 times that in France and 6 times that in Germany and Italy. The U.S. has fewer doctors per thousand population and higher cost per medical procedure- with more frequent use of the costliest procedures- creating a supply shortage that induces higher prices, and less preventive and early action care through physician visits. The number of practicing U.S. doctors is 2.4 per thousand population in the U.S. compared to 3.1 per thousand for the OECD average; and number of annual doctor consultations 3.9 per capita in the U.S. versus 6.5 for the OECD average. Appendectomy cost $7,962 in the U.S., $5,004 in Canada and $2,943 in Germany. Coronary angioplasty cost $14,378 in the U.S., compared to $9,296 in Sweden, and $7,027 in France. Knee replacement cost $14,946 in the U.S., $12,424 in France, and $9,910 in Canada. Knee replacements, angioplasties and MRI exams are twice as common in the U.S. compared to the OECD countries. ...

Snowden tells the WP's Gellman he feels vindicated by Judge Leon's describing the NSA security surveillance of phone records as "Orwellian" and the president's own panel calling for changes. He says he brought the same issues up for review by his superiors at the NSA. His goal says Snowden was for the public to have a say in the expanding information collection by the NSA, as the normal processes of review by Congress and the Foreign Intelligence Surveillance Court had failed. For Snowden personally this meant making a decision in unknown territory not knowing how the public would respond, and what impelled him to act was the idea that doing something was better than the alternative of doing nothing.He says he considered the fear that the public would be apathetic- as it turns out the public has been anything but apathetic. After 9/11 defense and security officials operated on the basis that complete knowledge of information about U.S. and foreign citizens was needed, this gives the public an opportunity to test that assumption and see if that is itself a problem in a free society and too high a price to pay. Considering that Al Qaeda and other movements in the Middle East are a result of past U.S. support to dictators and autocratic regimes which have turned some parts of Islamist movements into forces hostile to the U.S., changes in U.S. policies to support freely elected governments are a better solution than hyper extensive policing and surveillance- defeating the problem at the source. That process has already been underway in the U.S.-in the media, and with policies supporting freely elected governments encouraging the people in the Middle East to decide their own future. With the change in policies bringing Arab and Muslim opinion on the side of the U.S. that chapter of hostility to the U.S. may be closed and a new chapter opened, making this an opportune time to close the chapter of hyper surveillance and return to surveillance that does not violate U.S. citizens right to privacy. Technology also played a part making such hyper surveillance possible- such as collecting the entire Library of Congress information in less than 15 seconds- and Congress and the Surveillance Court failing to address the issues raised by techonological advances, similiar to the way the S.E.C. and regulatory agencies failed to keep up with the changes in the financial system till after the 2008 financial crisis....

How the reconstruction effort in Iraq never had the clear policy goals and objectives, the technical capacity, and the organization structure, to deliver the basic services like electricity, clean water, phone connections and other infrastructure services which crumbled by 70% or broke down totally after the war. And still does not have these elements, as well as one agency or authority responsible and accountable for delivery and results. This are some of the findings of a detailed audit and investigation in a 513 page history of the American reconstruction effort in Iraq, prepared by the Office of Special Inspector General for Iraq Reconstruction , led by Stuart Bowen, Jr. The reconstruction effort has already cost by mid 2008 $117 billion with $50 billion in US taxpayer money, but the results show that all they have achieved is at best a restoration of services to what they were before the war, when Iraq was under severe sanctions and had an outdated infrastructure. One of the biggest problems was that the war effort was not prepared for such a total breakdown of the infrastructure, and never grasped the critical role the continued delivery of basic services would have in winning or losing the support of the people of Iraq, who would blame whoever was in power if things were worse than under the previous regime which is exactly what happened. The whole reconstruction effort was botched because the will was not there, the direction was not there, and no clear policy on how to go about doing this, and lacking the organization structure for its execution. Bowen concludes that the US government was not adequately prepared to take on the reconstruction mission it took on in mid 2003. When Jay Garner presented plans on rebuilding to Donald Rumsfeld, the secretary of Defense, before the invasion, the conversation shows Rumsfeld asking Garner how much they would cost. Upon being told that it would cost billions of dollars Rumsfeld responded saying, my friend if you think we're going to spend a billion dollars of our money over there you are sadly mistaken. All this becomes important in the light of another reconstruction effort underway in Afghanistan which aslo has struggled with severe problems and poor results. And as the struggle with militants in Afghanistan is growing the reconstruction effort in Afghanistan and its ability to win the support of ordinary people will be critical to winning support of the Afghan people. ...

Details of the $825 billion stimulus plan. Renewable energy does well under the plan including production tax credit for renewables, with $32 billion for a "smart" electrical grid for which GE makes components and lobbied for. Renewable energy producers win an extension of production tax credits now convertible into cash for companies whose losses leave them unable to use the credits. Transportation infrastructure green projects did not do so well, with $32 billion for transportation projects and only $10 billion for mass transit projects.The Natural Resources Defense Council had compiled a list of more than 80 environmentally friendly infrastructure and transportation projects worth about $405 billion. Only a small number of these projects made it. What is in the stimulus to create jobs and stimulate capital investment? Businesses get bonus depreciation, which speeds up depreciation deductions for companies that invest in plant and equipment. The stimulus doubles the amount small businesses can immediately write off for capital investments and purchasing new eqipment, and gives incentives for businesses to invest in renewable energy. States get help with $90 billion going to increase the federal share of Medicaid payments, and an additional $79 billion to help states avoid cutbacks in education and other services. And there is a "Make Work Pay" tax credit for $500 per worer and $1000 per couple. Experts say the effects of the stimulus will be felt in the latter part of 2009 and into 2010. Which is one reason the view of economists that there would be a second half recovery does not reflect conditions on the ground. Goldman has revised its view to 2010 and even that may be optimistic. One example of what has happened in the stimulus in this respect is that the earlier optimistic view of largeinvestments in science and technology, broadband networks, and transportation projects for fast rail and transit have all been trimmed down. Part of the reason may be that the bill for the nation's banking system revival may be larger than realized as an additional amount of $15-20 billion is being negotiated for Bank of America and more money will go to Citigroup. $6 billion is shown for highspeed internet access for rural and underserved areas. Science facilities get $10 billion. Repair of public infrastructure (read roads and bridges) gets $31 billion. School modernization gets $21 billion. And modernization of health information technology systems gets $20 billion which its hoped will provide equivalent or higher returns to pay for some of the universal health care costs, and preventative care gets $4 billion. There is a tax credit for R&D work on energy innovations and renewable energy production of $20 billion, and $32 billion for a "smart electricity grid." These are the proactive parts of the stimulus that create something new and make improvements. They add up to $144 billion. So much money goes to shore up the existing services and supplement incomes, and to relieve stresses on the banking system, and other ways to shore up the system, that the proactive expenditures are only a small fraction or 17% of the $825 billion stimulus. And all the time the federal deficit and debt increases with these huge outlays just to shore up the system. The Heritage Foundation Data Analysis Director Mr. Beach told Congressmen at a discussion chaired by Congressman Cantor (R), on January 16, 2009, that the federal debt would reach 92% of the nation's GDP in 2009 from 58 billion or 70% in 2008, with the $825 billion for stimulus. A four year U.S. Environmental Protection Agency study is put out in June 2015. It confirms that fracking can be carried out safely without contamination of drinking water. The EPA says there are a small number of contaminated drinking water wells and describes the vulnerabilities. Thomas Burke, deputy assistant administrator of the EPA's office of research and development says: "The hydraulic fracking activities in the U.S. are carried out in a way that have not led to widespread, systematic impact on drinking water resources. In fact, the number of the documented impacts to drinking water is relatively low compared to the number of fractured wells." Rob Jackson, an earth sciences professor at Stanford University, who has studied the environmental impact of fracking, says he agrees with this conclusion of no widespread impact, but says the report needed to be more comprehensive. Burke said in a conference call that the main issue was "understanding the vulnerabilities so we can address the vulnerabilities and practice hydraulic fracking in the safest possible way."...
