France's central bank chief provides an alternate view on public spending to create jobs in France. Public spending tends to focus on preserving yesterdays jobs and not as much on jobs for the future. Once public spending reaches a certain level of GNP of about 55%, a level France has crossed, the benefits shrink and the effort is counterproductive with the public expecting higher taxes in th future.

The German position not to allow large scale bond buying by the ECB remained unchanged. The focus continued on getting debt brakes and fiscal discipline rules set for the eurozone members. The ECB's Mario Draghi opposes central banks of Europe sending money to the IMF which would be used to support EU countries with debt problems. The ECB lowered interest rates by 0.25% for the eurozone, bringing interest rates to 1%, and reversing earlier ECB policies under Trichet that increased rates. In addition the ECB will provide unlimited funding to European commercial banks for longer maturities of 3 years, instead of the current 1 year maturity.

The 495 billion in euros of Bundesbank claims on the ECB, with much of the collateral in sovereign debt of financially weak countries, is another reason Germany sees a breakup of the eurozone as unthinkable. Germany would assume a large share of the losses if the eurozone would breakup, much larger than the 28% which is its share of the ECB's capital.

Jan Corzine told a Congressional committee he had no idea what happened to the $1.2 billion in missing money from customer accounts. Experts say regulation is weak, understaffed and spread over many agencies, leaving the task of safety for customer accounts to self-monitoring by brokerage firms. The industry uses several layers of checks and the highest ranking officers are part of the process. The violation is considered straightforward and is criminal, which leaves more questions unanswered about what happened at MF Global, and uncertainty about the safety of customer accounts.
