Judges, experts and others on whether one needs to dispense with the noton that deterrance will work, because the public gets what it deserves. How else does one explain the perpetuation of corrupt behaviours and reelection and return of the same people in politics and the financial sector, even when their actions and behavior is well understood throughout the country, ask judges and experts.
