Wagoner says GM can get 37mpg on average by 2012 for its cars in response to Congressional demand for higher fuel efficiency and energy conservation. Congress is looking for European mandated levels of 50mpg by 2015, which were initially opposed by European automakers also. It becomes the condition for loans. The awfully bad unemployment numbers for November of 533,000 layoffs led to some compromise from Speaker Pelosi, so that $15 billion could come as a bridge loan to the Detroit automakers from the $25 billion allocated for the specific purpose of fuel efficiency technologies. The only way this compromise could be reached is by a complete shift by the auto executives on the issue of fuel efficiency, which is a sore point with Congress especially the way automakers in Detroit have dragged their feet on this issue over 2 decades, contributing to the jump in oil prices in 2007 and early 2008.

Energy costs per household up $1520 not $2250 according to Bureau of Labor Statistics. $1520 compares 2022 with 2019 as baseline, $2250 uses Jan 2021 as a baseline when energy use dropped because of the pandemic. The Ukraine war and taking Russian supplies off the market pushed oil prices higher which were mitigated by policies of the Biden administration on how shipping of oil takes place in international markets setting a lower price for oil than what the Russians and Saudis were expecting. Autoworkers won't have jobs in 3 years because everything is going electric. (Mr. Trump said).It takes fewer workers to produce electric cars than fossil fuel cars. Yet the world is moving to electric cars and even companies like Toyota that lagged are falling behind. The 146,000 workers at GM and Ford secured a 25% wage increase over several years to meet rising cost of living with the support of president Biden on the picket line. No jobs are expected to be lost in 3 years and America is gaining leadership in electric car technologies to build a healthy automobile industry and well paying jobs for the future.     ...

Michael Porter who is an authority on competitiveness and national strategy, is a Professor at Harvard University. He last servedin a national economic strategy advisor capacity in 1983, as a member of the President's Commission on Industrial Competitiveness. His view is that the USA badly needs an economic strategy. And the political system of the USA discourages developing such a strategy. The political dialogue also discourages the discussion from focussing on the key aspects of a strategy and because of the ideological slant the discussion between Republicans and Democrats tends to cancel each other out leaving the important work undone. What is an economic strategy? Its thinking clearly what are the advantages or strengths America as a nation has and how best to preserve these advantages in the future? And its thinking clearly about the weaknesses, and how to address the weaknesses, and where money and other resources should be allocated and what actions need to be takento get results. As strategy is a long term thing, it requires patient and perseverent effort and allocation of resources. The strengths he goes on to list are, an unparalleled environment for starting new companies and the science and technology, and the regional universities and clusters of high tech workers and resources in different regions of the country,the educational institutions for higher education, and the committment to competition and free markets, efficient and deep capital markets, and the acceptance of the uncertainty and cost in the huge job churn (restructuring of industry that destroys millions of jobs per year with net positive job creation). The problems that have arisen with these advantages have compromised some of them. Free markets are not really free as anti-trust enforcement has been lax resulting in mergers dominating markets and weakening compeititon. Many times the "free market' talk has become rhetoric and distorted for individual purposes. And regulatory oversight has been weakened in the name of "free markets", as if the market system could be run with no government regulation at all. The weaknesses are: remaining an energy inefficient nation even as countries like Japan have become increasingly and way more energy efficient, and doing nothing about it, not having any policies to fix this and assign a big priority to it. In the area of access to education, which is critically important to national competitiveness, the US ranks poorly in the number of college graduates and in the opportunties for access to college across the middle and working classes. Says Porter, the US ranks 12th in the college or higher educational attainment for 25-34 year olds. And the US he says has made no progress in this area for 30 years. This is a disturbing trend in a economy that must have the education and skills to justify its high wages, and how will Americans compete for jobs that can be moved elsewhere in these circumstances he asks. Strategy requires honesty with ourselves in identifying and addressing the strengths to be preserved and the weaknesses to be fixed. Solutions have to go to the heart of the problem, with the patient effort needed for longer term solutions, when problems have become embedded in the system, and in the habits, culture, and way of doing things, that will produce disaster down the road. Wen it comes to spending on priority investments, Porter prefers to tax rebates the spending that goes into educational assistance and into logistical infrastructure. ...

A steady decline in the price of Brent crude from $115 to $92 in the period from June to October 2014. Slow or no economic growth in Europe, and declining growth in China was the main reason. A cut in oil price by Saudi Arabia in September with lack of coordination in OPEC to control supplies when prices are declining, and increasing supplies from the U.S., provided additional basis for price declines. This price decline comes as large energy companies invested heavily in mega-projects to bring more oil supplies when prices were up to $128 by mid-2012. Consulting company EY estimate is that there are 163 such mega projects worth $1.1 trillion underway, most behind schedule and over budget. The projects were based on oil prices being over $100. Oil field development costs are increasing rapidly. Douglas Westwood, a consulting firm, estimate is that productivity of upstream capital spending has fallen by a factor of 5 since 2000, declining by 5% a year, as oilfield equipment and services demand exceeds supply. Greater technological sophistication also adds to cost such as Shell's Nobel Bully platform for deep sea drilling. See link- Noble Bully. Oil majors are now cutting spending, and some planned big projects are on hold. About $300 billion in assets may be up for sale. Shell plans to cut spending by 20% in 2014, Exxon and Chevron 5-6%. Shale oil projects in America need about $57 to be profitable with an internal rate of return of 10%, by one estimate. Yet this is an average and does not reflect differing producer costs. Fiat-Chrysler's Sergio Marchionne tells an automotive conference that the new fuel efficiency targets proposed by the Obama administration will be "an incredible stimulus for the American auto industry." He is confident that the new 2025 standards can be achieved. He said the industry had a bad habit of crying wolf and emphasized the need to get there so that the U.S. auto industry could be at the forefront of the changes taking place. He also cautioned the industry to not get comfortable with China's role as an emerging market that helped increase global sales. That growth is slowing and it presents another potential risk for the automakers- the potential for China to export 10% of what it makes to overseas markets including the U.S. and Europe. President Hu Jintao at the opening of the 17th National Congress of the Communist Party of China. China's goal is to quadruple per capita GNP by 2020 compared to 2000. Population is expected to increase by 200 million people by 2020. While he described rampant corruption, the degradation ogf the environment and disparities between the urban and rural areas andbetween the coastal and interior areas as the major challlenges facing China he gave few details on how he planned to meet these challenges suggesting that not much that is new is being planned to address these challenges. He also pointed to the need for consumption driven growth moving away from the present export driven growth, but offered few details on how this would be addressed. This suggests that while Chinese leaders recognize some of the challenges facing them they may not understand the severity of these challenges as time passes or they have not the will to address them with major changes in the current model of economic growth or that the momentum of th currrent model is so great and the power is so spread out in China between different provinces and local regions in meeting economic goals of GNP growth that the central government cannot make major changes withouth the whole system losing some of its momentum and they fear that that would lead to problems that they would be even less effective in dealing with and the system could then come apart with the Communist Party being unable to direct things as the "core" leadership of the country....

Ukraine with its rich soil used to produce 40% of the agricultural output of the Soviet Union. With the collapse of the Soviet Union in 1991 governments cbroke up the old state farms and gave plots to ordinary Ukrainians. These small landowners lacking the capital to invest usually planted small vegetable plots or let animal graze. About 55 million acres of arable land in Russia, Kazakhstan and the Ukraine remain uncultivated. According to the Food and Agriculture Organization in that region 494 million acres cultivated in 1992 dropped to only 437 million acres by 2005. Comparable figures for Brazil show that from 1992 are 128 growing to 146 million acres by 2005, and China growing from 306 to 350 million acres by 2005. The USA's figures show slight drop from 454 to 432 million acres by 2005. These 55 million acres of rich agricultural land can produce an additional 115 million metric tons of wheat per year which would be 20% of the total world production today. For this to happen this small plots have to be stitched together to form larger modern farms which can get captial investment and be run along modern lines. This is being attempted in the region by several companies. Landkom and other companies are trying to do this even though this is a difficult environment to operate in with corruption high in Ukraine and the attitude to foreign investment not always positive. With a large part of technology gains in agriculture already harnessed the search is now for more arable land to be put into cultivation....

Porsche is opting for hybrid engine over diesel as a choice for fuel efficienct vehicles. Its designing a hybrid engine for its Cayenne SUV that will give 25 mpg and reduce gasoline consumption by about a third. The hybrid Cayenne will make it to showrooms by the end of 2010. The German market is increasingly moving towards fuel efficient vehicles and interest in climate change and reducing the impact of emissions is strong. Emissions taxes (tying vehicle taxes to emissions) are being considered in Germany and carmakers are seeing a slide in sales in the first half 2007 of 9% compared to 2006 as customers are waiting to see which vehicles will get taxed the most.
