He had only 24 hours to recover before the semifinals game against Italy's Mussetti and seemed very worried. A senior Indian diplomat, and former ambassador to China, Gautam Bambawale, says China's action in the June 15 clash at Galwan Valley was the worst violence since 1967. He sees it as a premeditated and well thought out action. His view is that India's relations with China will deteriorate further. That this was an action by the PLA to take territory to what it sees as the LAC or border. For small tactical gains he says "China has strategically lost India." This will impact trade and other relations going forward in his view.  Nothing of this sort was expected says Bambawale. All the agreements put in place since 1993, everything for tranquillity at the border, all the mechanisms, have now collapsed. Bambawale has provided a very lucid and clear account of the relations and the border issues. He goes on to say that Chinese observers have given reasons for the Galwan clash with PLA- that India should stay away from the US and other democracies such as the European Union. Some reflection shows that the opposite has happened. And further reflection would show that the same situation was repeated in the period of transfer from British Empire to Republican India, and from Nationalist China to Communist China from the period 1947 onwards. Different perceptions and different leaderships that gave the perception of gaps between the two countries. In the 1950's after the Korean War Chinese perceptions about India could have led to the incursions that brought China to the borders of India in 1950, similar perceptions of gaps in development and capabilities could have led to the conflict in 1962. From 1993 peace prevailed with India after China entered the World Trade Organization under president Clinton in 2001 following a 10 year effort. Because the focus in China was on development after a series of crises, internal sense of a widening technological gap with the US and Europe, disagreements with the Soviet Union, and the experiments with market economy, internal struggles for democracy. With that period coming to a close as the new trading relationship has led to working class losses in factory jobs in the US, China is faced with protecting its economy as it and the US look at changing supply channels and how it affects both countries. It is a critical time for China as it faces governments in US, France, UK and Canada determined to protect their own interests in manufacturing jobs, renewing supply channels, and in technological advancement. The response is similar to that in 1962 when seen from the Communist party perspective as a gap has opened up with India following China's progress in the 30 year trading relationship with the US and Europe. That gap and the difficult situation China faces today with the US and EU in trade and technology has brought forward the Galwan clash and future clashes in Ladakh and at the border.  As Mr. Jaishnkar, India's Minister of External Affairs as well as former ambassador to China,  has pointed out this is a very different aspirational India that China faces. The same kind of grassroots development that happened in China and rapid pooling of capital, human resources and technology inputs for development is taking place in India, and will continue for the next two decades, quickly bridging any gaps in modernization between the two countries. The difference between a youthful population in India and aging population in China and Japan, is likely to add another dimension. China's Buddhist culture that came from India is not likely to go away, more likely is that China will see a revival of Buddhist ideas of wellness and living more as culture than religion. The experience with British colonialism that prevailed both in India and China, and which from its base in India caused so much grief to China during the Opium wars will recede from memory. Extending borders from historical memory of Japanese incursions into border areas in Manchuria could have led leaders after 1950 in China to extend borders to remote areas in the Arunachal region of India and communist theory books may have created the perception of defensive moves. In the context of an aspirational India similar to China, and no real intention on the part of India to extend itself in any way to China's provinces in Sichuan, this extending of borders as a defensive move will be seen as stemming from memories of Japanese incursions in the 1930's, but simply costly and not relevant in any way to China's own aspirational development and progress. ...

German authorites are looking into the possibility that higher up management knew about the emissions cheating and whether management had permitted it to take place. A search warrant was issued by a judge in Munich in March 2017 that makes it possible for investigators to take documents and other evidence on mobile phones of senior management, including Mr. Muller and Mr. Stadler, two very senior executives who head VW and Audi. Almost 2 years after the story first came to light the investigation continues and the probe deepens into who knew what at the highest levels of management.

Bond issuance for African countries will continue in 2015 at a slower pace with the expectation of U.S. Fed raising interest rates in late 2015. In 2013 African countries raised $11 billion, and in 2014 $8 billion, compared to $1 billion in 2000, as these countries from Nigeria to Ghana raised money to finance infrastructure development. Ivory Coast plans to raise $1 billion in coming months, Tanzania plas to issue a dollar denominated bond. Senegal, Angola, Kenya and Ethiopia are issuing bonds to western investors and competing with other developing countries such as Bolivia, Guatemala and Romania for investors. Analysts say countries such as Ivory Coast, with a growth rate of 8% and prudently managed finances are considered "good issuers" in today's market.

The more pro-European faction within prime minister Theresa May's Conservative Party is reluctant to push for a vote at this time to avoid what it sees as "political suicide"- a massively disruptive departure of Britain from the European Union without an agreement. This gives May another 2 weeks to come up with a solution. 

Most observers believe Theresa May is simply using a strategy of running down the clock to the March 29 deadline. By not extending the deadline she is seen as planning to hand out to the British Parliament two starkly different options- a massively disruptive no-deal Brexit causing Britain's departure from the European without any agreement and the option of accepting the agreement the prime minister has negotiated with the EU which protects Ireland and Northern Ireland peace and open border trade flows called the Irish backstop.

Pandemic era child learning setbacks are the subject of this report in the WSJ. The children who were learning to read in the first year of the pandemic have the lowest reading proficiency in 20 years, US national data shows. It is tough to make up for learning loss. It could take five years or more for today's fourth graders to read proficiently unless the pace accelerates. Graduation rate from high school depends on how well third graders can read. Literacy levels at that age are critical. Reading affects the content they absorb in other subjects. Without any guide to tackling pandemic type learning loss its is mostly about winging it with educators hoping getting in more tutoring groups, more summer school will work. This report looks at educators in the Nashville School District and the results they have gained, the work that is being done.

Under the McConnell-Biden fiscal cliff deal of Jan. 1, 2013, $620 billion is raised for deficit reduction over 10 years. This is made up of $395 billion from raising the top marginal income tax rate to 39.6% from 35% for the top 1% of filers who make $450,000 for couples or 400,000 for singles. Raising the top rate on capital gains and dividends to 20% from 15% raises $55 billion. Limiting the personal exemption and itemized deductions on incomes over $250,000 is a key component as it raises $150 billion. This reduction of tax expenditures was recommended by Simpson-Bowles deficit commission and Republican advisor Martin Feldstein, with more money raised under their proposals than the current proposal which follows the Pease format. Under the Pease limits named after a Congressman who proposed this in the 1990's, 3% of the amount above the threshhold income is deducted from the total deductions. Feldstein's proposal limited deductions to 2% of adjusted gross income. Romney offered a plan to limit deductions to $25,000. Finally, increasing the estate tax to 40% from 35% raises $20 billion....

Apple's new privacy rules are reducing the extensive tracking of internet users that took place in an unregulated industry for the last decade. Apple has introduced a long overdue privacy change that restricts how users can be tracked on apps such as Facebook, Instagram and other apps. Users are now asked if they want to be tracked and can opt out. US users opt to allow tracking only 16% of the time they see the Apple privacy prompt. This will be one more needed step to protect the privacy of users that had suffered  in the last 10 years from rampant and unrestricted tracking of users.

The chaotic nature of the national lockdown announcement in Britain with Health Secretary Hancock pushing for a national lockdown and prime minister Boris Johnson's hesitation for 2 weeks. The Chief Medical Officer Mr. Chris Whitty told a top level meeting of ministers that the NHS could be overwhelmed by the first week of December and warned of 4000 deaths a day, if a lockdown did not take place. Tory backbenchers continued to resist but the prime minister had no other option but to call for the lockdown. The fact that Germany and France decided on a national lockdown gives Boris Johnson the cover he needed in his own party.

The Economist looks at the summary of the Mueller Report. The special counsel did not find that the Trump campaign was in collusion with the Russian government in its interference in the 2016 election. 

The Economist points out that Mr. Mueller accomplished the task of cleaning political campaigns of corruption and other questionable behaviour. In the case of Mr. Manafort campaign manager, and Roger Stone, the president's lawyer, Mr. Mueller's investigation set the precedent of how such investigations would take place in the future.  The investigation also looked into candidates business interests, including building a skyscraper in Moscow. This editorial says Mr. Mueller's conduct was exemplary.

A draft decree in the prime minister's office shows a plan to place quarantine covering the Lombardy region of Italy and nearby provinces, including the cities of Milan, Venice and Modena. The population in this region of 10 million people will face restrictions on mobility. The draft decree says transit in and out of the quarantine zones will be granted only in the event of "grave situations." It urges people to stay inside their homes and not travel. A similar quarantine in China around the Wuhan region helped limit the spread of coronavirus and bring it under control. Today the worst hit and not yet under control are Iran and Italy.

The Naval Innovation and Indeginization Organization of the Indian Navy, NIIO, sets. a new pace and direction for the Indian Navy and its mission in the Indian Ocean. The goal is to use the idea of the Gati Shakti plan to bring together industry, academia, research organizations, government in partnership for adopting 75 indeginized innovations in a few years. In the last year 54% of the Indian defense budget was given to companies within India for product and services, and in the coming year the plan is for it to go up to 70%, according to defense minister Rajnath Singh. This means even aircraft carriers will be be developed and built in India at Indian shipyards using Indian technology.

Colonial attitudes of the British for centuries are making way for a new generationof Protestants and Catholics who are taking interest in the Irish language and the feeling of being both Irish and British, seeing all that was Irish from the early period of Christianity many centuries ago. Irish cosigns with English and classes/schools in Irish in Belfast ,Northern Ireland, as Unionist areas take up Irish along with the British identity. The Washington Post provides this wonderful look at this ancient language. In Irish Belfast is "Beal Fierste" meaning mouth of the Sandy Ford. Maidin mhaith is "good morning" and one can hear short audio practice of Irish in this report. The government is actively promoting Irish and buses show Irish as they make their way from East Belfast to West Belfast. A sense of equality is in the air and Irish is now spoken on the streets of Belfast. Protestant parents are signing up their children jn Irish language preschools and 35 primary schools are in Irish in Belfast. Such is the change happening to Ireland these days. ...

India US trade relationship needs a complete rethinking in 2025 as trade tensions increase. In addition India needs to accept that the US or some other power has to maintain peace from a possible nuclear escalation that would be so damaging to south Asia and the world, and the US role under DJT seen in this context and welcomed. For this to happen both US and India need to look beyond the past perceptions of ethnic divisions as India industrializes, beyond China, as India's modernization will change everything in Asia and the world. Possible opportunities exist in India offering it's strengths in pharmaceuticals to reduce costs of drugs to ordinary Americans. India could take advantage of the reduction in oil prices under DJT to reduce purchases of Russian oil so that it is getting nearly the same price when oil prices were high and Russia offered discounted oil.  On agricultural exports to India, India can look for better ways to tackle this offering some transition period to when the US could send some quantities of exports in areas where India's rapidly growing middle class can absorb US fruits production such as cherries and apples, other fruit. India could help the US in the pharmaceutical and other sectors as a way to address US desire for reducing costs of drugs in the US. India could for instance make the drugs at a low cost in the US, investing in factories in the US to supply low cost drugs to average Americans tackling one of the biggest problems the American people face. ...

US Russia relations improve in 2025. The new national security document of US put out by the DJT Administration says that Russia is not a threat.  It sticks to migration and western identities when facing civilizational erasure over next two decades as key threats to the US. It poses questions for the European Union, Germany and France, yet also offers away out of the "mess" in Ukraine with the Russians saying NATO was too close to their borders as the real issue, and the US not aligning itself with NATO reducing big power tensions including nuclear arsenal expansion. Germany rebuilding the Bundeswehr and it's military offers a rebalancing of the military situation yet is not the long term solution to the Ukraine problem, NATO limiting it's role and the US limiting it's role in NATO offers a solution that preserves the long term interests of Western Europe(Germany, France, Italy, UK, Spain) and preserves world peace and dialogue. It also promotes integration of India and Russia into the world trade and world economy as it diversifies from the dominance of China in world trade and the world economy of the last 20 years of free trade that deindustrialized US and Europe. What this national security document does not say is that China's dominance in world trade and the errors of the US, Europe, Japan, Russia, India in world trading relationships and their economic approach that made this possible is the central issue and calls for diversification of supply channels in the world economy. This shifts the direction of the world in a peaceful direction where the US, Japan and Europe, India can compete in economic growth and trade with China on equal terms. ...

UN sponsored talks taking place to let shipments of Ukraine grain to leave Black Sea ports. The way this would be done is by arranging a safe passage along a pathway that would be cleared of mines for ships to get from Black Sea ports to safer waters. This would still take weeks for the work needed to make this happen. Turkey, Egypt, Tunisia and other Middle Eastern countries are heavily dependent on Ukrainian grain and warehouses in Ukraine need to be cleared for the coming harvest. The head of the UN Antonio Gutierrez and president Widodo of Indonesia had talks earlier with Mr. Putin and Mr. Zelensky to arrange this safe passage for ships in the Black Sea from Ukraine. This would also reduce tensions between Ukraine and Russia and start the process for an end to the war.

India experienced heat waves in March 2022, with the affected areas including Gujarat, Uttarkhand, Jammu and Kashmir, Himachal Pradesh. The IMD, Indian Meteorological Department declared India's first heat wave on March 11, and several heat waves since then.  IMD declares a heat wave when temperatures reach 40 degrees Celsius or 104 degrees Fahrenheit at low elevation. A heat wave is also considered to be taking place when temperatures are 4.5 degrees above normal, with 6.4 degrees called "severe." Senior climate scientists at IMD say heat waves in India are now more frequent and severe with unusual weather conditions in 2022.

2021 and 2022 reports of the Intergovernmental Panel on Climate Change (IPCC) warn that South Asia  faces conditions for heat waves and humidity related heat stress in coming decades. Marine heat waves are also more frequent.
