And VW is seeking to use investments it says it will make in the US manufacturing as a way to get exemptions in tariffs or lower tariff rate similar to the way Apple has negotiated a tariff exemption for its Chinese exports to the US by saying it will invest $100 billion in the US manufacturing. US negotiators have to get the firm guarantees that these investments are going to be made.

Subaru has always pursued a strategy of making in Japan to keep high product quality, according to CEO Yoshinaga, with half of its sales coming from the U.S. market. President Moon Jae-In of South Korea will meet Mr. Kim of North Korea in a summit in late April after envoys from South Korea visited Pyongyang, North Korea, for 2 days of talks. The talks come against the background of the WInter Olympics in Pyeongchang, South Korea, where the 2 Koreas sent a joint team as part of reconciliation efforts.  North Korea agreed to denuclearize said a South Korean government statement after the talks, saying- "The North Korean side clearly stated its willingness to denuclearize. It made it clear that it would have no reason to keep nuclear weapons if the military threat to the North was eliminated and its security guaranteed." Working level discussions will be held before the Kim- Moon summit meeting and a hotline phone connection will be setup between the two leaders. A recent report in the WSJ shows China for the first time tightening sanctions on the North. Japan has joined the U.S. in taking a tough stand and its foreign minister said that the offer for abandonment of nuclear weapons has come before and North Korea has resumed its nuclear weapons development each time. U.S. experts say that security guarantees were offered by the Clinton administration, including in writing, but this has not prevented the North from moving ahead with its nuclear program. This is the first time Kim, 34 years, has met with senior envoys from the South since assuming power in 2011. The WInter Olympics in Pyeongchang with Mr Kim's sister attending and bringing an offer for a summit meeting, were the first such contacts in years between the 2 Koreas. The new offer comes with an offer to stop nuclear tests, yet leaves open the manufacture of fissile materials say experts. The U.S. and Japan are deeply skeptical and insist on complete and verifiable proof of abandonment of the nuclear program. ...

Japan's central bank chief, Shirakawa, has come under criticism from both the governing Democratic Party of Japan and the LDP for not acting strongly enough to support Japan's economic growth in 2012. He diluted efforts of setting a 1% inflation target by showing a lack of determination, saying the Bank of Japan could only do so much to tackle deflation, with effort to tackle structural inefficiencies required from the government. The impact of this was to strengthen the yen which weakens Japanese exporters. The LDP candidate for prime minister, Shinzo Abe, in Dec. 2012 general elections, was particularly critical of Shirakawa. Abe is likely to appoint Takatoshi Ito, a Tokyo University economist as the new central bank chief. Ito says Shirakawa talked down each BOJ monetary easing move with cautious language, describing it as a cold shower following each move. This is very different from the talk of the U.S. central bank chief Ben Bernanke, who gave clear signals to financial markets in his statements following monetary easing efforts of QE 1-3. Abe prefers a 2% inflation target and an activist central bank policy comparable to the U.S. Federal Reserve under Ben Bernanke. Financial markets and exchange rates for yen have responded positively to Abe's policy goals....

Martin Fackler talks to Yasuhiro Nakasone, former LDP leader and prime minister during the Reagan days. He gives his views on improving the relationship with the U.S., advice to prime minister Yukio Hatoyama on his goal of building a more equal relationship with the U.S., the issues surrounding the U.S. base in Okinawa. He says Hatoyama should have a relaxed conversation with president Obama, over dinner and after dinner. Not one or two hours but much longer and increased contact with much time as possible spent together to increase rapport. He points to a picture of him and Reagan in windbreakers walking through the woods in Camp David as an example of the trust needed to be built in the U.S.-Japan relationship. Nakasone once described Japan as an "unsinkable aircraft carrier" in the Cold War with the Soviet Union. Nakasone does not think the LDP dominance was a good thing and says the DPJ's rise and the LDP voted out of power was good for Japan. His view is that Japan can become more equal by being closer to the U.S. than becoming apart from it. An approach he took by being less deferential than his predecessors at summit meetings, but at the same time working closely with the U.S. Nakasone says Hatoyama is not doing this by showing he values Japan's relationship with China more than its relationship with the U.S. These remarks he describes as not being prudent, and do not reflect the security alliance wih the U.S. and the shared values of a liberal democracy. Okinawa and other problems can be resolved through talking between partners, friendly relations and a relationship built on trust between leaders....

Japan's 38 year old Environment Minister Shinjiro Koizumi sets himself up as a role model by taking two weeks off as paternity leave over 3 months after the birth of his first child.  Mr. Koizumi says in a country where paternity leave is not common: "I hope my child care leave will serve as a spur for everyone in the Environment Ministry to take child care leave without hesitation and advance a style of work in which that is easy." Japan's Shinzo Abe government encourages men to take childcare leave, as this is part of the campaign to get more working age mothers into the workplace. In Japan eligible employees can take upto 52 weeks off of parental leave at reduced pay, accordoing to OECD. The government hopes to get 13% of fathers to take paternity leave in 2020, compared to only 6% in 2019. One reason for the low rate is culture in the workplace- most employees fear bosses and colleagues do not think favorably of this. Making this culture change is the difficult part. ...

Kaname Harada, 98 years, was a Japanese fighter pilot during World War II. Here NYT's Martin Fackler provides this exceptional account of Harada's effort to remind each new generation since 1965 of the horrors of war, and why Japan should not forget the lessons of World War II. In 1965 Harada started teaching kindergarden children at a school he opened to help give a new Japanese generation the right values of peace. Since he retired he gives frequent public speeches on the values of peace, and how Japan has benefitted from the post war peacetime period. He reminds listeners about the horrors of war from his own experience shooting down 19 Allied aircraft from his Zero fighter plane, and being close enough to see the horror stricken faces of Americans in the other planes. Even at the age of 98, Harada's voice has vigor though he suffers from throat cancer. His message is that the best way for Japan to protect its children, and its children's children from war, is never to forget. He says the current generation of leaders were born after the war and have no idea what it is....

Jaishankar also touches on infrastructure developments such as the new Trilateral Highway that connects India's northeast to Burma and Thailand. This opens up ties on land between the three nations with connections into Malaysia and Indonesia. That would enhance the movement open people and goods, and cultural connect that would create a new northeast- southeast Asian connection. It restores what was the long lost connection that India once had with nations from Thailand to Indonesia, and Vietnam to Japan through China. This is the connection that brought Buddhism from India's north east in Bihar and Uttar Pradesh to these countries.  Look East, Act East, the Quad, Indo-Pacific Economic Framework are all ways of saying the same thing of making the East connections the vital ones in India's social, economic and political, cultural life, restoring the connections in which India thrived and existed as one entity. It also brings life to the Gulf countries which are otherwise isolated in a sea of European nations on one side of the Mediterranean and Russia on the other side near the Black Sea that have different historical interests and cultures. This sees the central Asian connections through Afghanistan as being secondary and of less significance in the long history of nations such as India, China, Korea and Japan from the Buddhist era. That secondary connection brought an interruption of the long Buddhism and Vedanta civilization in India, intermittent wars, and the division of the country under the British Empire. It is a natural progression in a long history that seeks to restore the natural and intuitive connections to the Vedanta and Buddhist regions in the East that are part of the Indo-Pacific. These are now integrated with the settlers from Britain who sought to build better and fairer societies based on the rights of man in the new nations of Australia and America. This gives new life and meaning to this vast Indo-Pacific region. The British Empire and the other colonial empires simply bring back an orientation to the period of colonial wars of the nineteenth and twentieth century, which tore apart China and then Japan, and used resources in India for these wars, and which ended with the atomic bomb in Hiroshima and Nagasaki. These wars also leave behind memories in China, Indonesia, Vietnam, Japan and Korea that can only be truly be put behind by looking at Vedanta and Buddhist Asia as it once was from India to China to Japan. And to the regions of Australia and the US that brought new meaning to the modern scientific period and the rights of man in settler societies away from Europe. ...

China sees the situation in Hong Kong spiralling out of control after two months of protests and leading to a loss of China's sovereignty in Hong Kong. The Chinese official in charge of Hong Kong Affairs in the State Council, Zhang Xiaoming, met with the Hong Kong government representatives in Shenzen and made it clear offering a dire assessment and the most severe since China resumed sovereignty over Hong Kong in 1997 from Britain. Zhang stated- "If the situation worsens further, and there is turmoil that the Hong Kong government is unable to control, the central government absolutely will not just watch without doing anything." He also stated that the central government had enough strength to end the unrest, that the Party center and military force if necessary is behind the Hong Kong government. Wang Zhmin, China's top official in Hong Kong gives a better view of how this is seen in the Party in Beijing. He even called it a "life and death war" comparing it to the "color revolutions" the democratic movements that unseated governments in Georgia, Ukraine and Serbia. China sees this differently than western countries. With its long struggle against colonial rule in the territory controlled by Western powers along China's coastal region, China's ruling party leaders have a very different perception of the situation than is shown in most western media, particularly during the two decades of China's reconciliation with Japan and the U.S. in its effort to catch up. In the rest of the world the perception is very different. The use of a military garrison or riot police from other parts of China would affect China's image carefully built up over two decades of a peaceful developing country working hard to catch up in living standards and technology. As the economy slows to 5-6% the damage would be to business confidence and investment, and to Hong Kong's status as a world financial center. This could also affect China's relations with the U.S., European Union and Britain. with criticism on action by China. Unlike negotiations with Japan by Mr. Lighthizer for president Reagan, when Japan enjoyed a trade surplus such as that of China today (where there were no such issues with Japan as the U.S. had offered security guarantees to Japan), negotiations with China on trade could be affected by issues such as status of Hong Kong. This could lead to a worsening of trade relations, indefinite duration of tariffs and lack of any settlement on trade, further slowing the Chinese economy and hardening positions. ...

Shinzo Abe had a vision of a broader Asia. In Abe's own words- " A broader Asia that broke away from geographical boundaries is now beginning to take on a distinct form. He added "By coming together in this way, this 'broader Asia' will evolve into an immense network that will span the entirety of the Pacific Ocean, incorporating the United States of America and Australia. And India's unique role in Asia was grasped by Abe. Abe reminded Japanese and Indians of the unique contribution of Vivekananda, calling him a great spiritual leader India gave to the world, and stretching back to many others way back in time to Bodhidharma, and then way back from that to one whose name all know.  During one of these visits to India Abe said- "Vivekananda came to be acquainted with Tenshin Okakura, a man ahead of his time in early modern Japan and a Renaissance man, Okakura was then guided by Vivekananda and also enjoyed a friendship with Sister Nivedita, Vivekananda's loyal disciple and a distinguished female social reformer. Many people are aware of all that." Praising India's spirit of tolerance Abe said- "From the reign of Ashoka the Great to Mahatma Gandhi's Satyagraha movement of non violent resistance the Japanese people are well aware of the unbroken spirit of tolerance in Indian spiritual history." Vedanta and Buddhism went from India through Bodhidharma to China and then from China to Japan with Dogen and other spiritual leaders from Japan bringing it from China then called the Pure Land in the 13th century. Vedanta and Buddhism now finds it way centuries later from India to Japan- from where it moves onwards to China and East Asia. ...

Efforts to build air defense systems for Guam, American base 1300 miles east of the Philippines. China has stockpiled missiles that could reach Guam, says this report in the WSJ. There are 150,000 American civilians in Guam, which is an island the size of Chicago. As Guam is entirely American the US can operate from Guam in a manner that it cannot do from Okinawa or other bases in the Pacific, or in South Korea. About 50,000 Americans are based at Okinawa, Japan. US has 22,000 military personnel on Guam island. Guam played a critical role in the early days of the Pacific War with Japan and after it was retaken from the Japanese.

This is becoming important as the US faces the prospect of being able to help protect Taiwan's independence, and protect free navigation on seas in the Indo-Pacific region that extends from Africa to India and Australia and to western US.

President Biden and leaders in the EU, Japan, India and other countries helped negotiate the global minimum tax. Companies would have to pay a minimum tax of 15% in 140 jurisdictions so that tax base shifting could not happen. Yet the US will not get the benefit of these increased taxes to invest more into R&D, manufacturing, infrastructure and strengthen its economy because Republicans have not supported it in Congress. The OECD countries, major EU countries from the EU, Japan and South Korea will get an additional revenue of $192 billion in 2024 as a result of the Global Minimum Tax. Yet even here the GMT is making a difference as companies see not much difference in the different jurisdictions for tax rates the shift is for companies to setup in the US especially for American companies who had always had their base in the US till the tax shifting began.

Next five year plan for China calls for more concentration on industry, dominance in key sectors identified by China such as rare earths, and more exports- not less in each of these areas. Chinese Communist Party is very conservative and once this has worked for China it is not going to change its reliance on exports even at the risk of leaving goods unsold in China or oversupply. The result is that the US effort to reduce the trade deficit, trying every tool in the book does not work, leading to an effort to resort to tariffs as a last resort to cut the unhealthy and risky $1 trillion trade deficit China has with the world. Has it worked? WSJ and other reports show that large companies are diversifying their supply channels, only smaller companies without the resources are sticking with China dependence for supplies. The tariffs themselves make headlines yet the US has made careful calculations not to upset relationships with key partners Britain, European Union, and Japan, keeping tariffs low at 10% with EU, and 15% with Japan which exports automobiles to the US to recover some of the years US made concessions to Japan. There are also loopholes on certain products where it is in the US interest to do so. As a result the effective tariff is 10-12.5% not 17-20% shown in reports. Of this 10% what is passed on to consumers is small- as in autos 80% of tariffs are not passed on by auto importers such as Toyota and Subaru because of the higher margins postpandemic. In retail only 30% is passed on again because of the post pandemic higher margins. The administration of DJT has also carefully worked with world oil suppliers to keep oil prices low, lower than in 2023-2024. The result is that inflation is at about 3% in September 2025. The idea that a capricious DJT is doing the tariffs is a myth as careful economic planners including Bessent, Jamieson, Lighthizer, and Luttnick, economic advisors in the Republican party, are carefully articulating the policy with room for DJT's political talk and appeal to public sentiment. ...
