Spain's Budget minister, Cristobal Montero, said the government would have a new credit line and provide an early infusion of $10 billion to aid financially troubled regions. Many of the regions are in such financial straits that they are unable to pay suppliers, and this is putting many small businesses in serious difficulties. Spain's prime minister Rajoy says the Spanish government needs to be concerned about what is happening in the regions, and that he would help regions as long as they meet their budget goals. Spain adopted a decentralized model after the years of the Franco dictatorship, and regions handle education, health care and social services, culture and providing services. With the economic crisis following years of free spending by the regions, the extent of this autonomy and the lack of budget controls is being called into question. Officials from regions such as Aragon, Valencia and Murcia have called on the federal government to play a bigger role.

Serious concern about lower consumer spending in the U.K that would reduce growth and reduce government tax receipts. The unemployment rate has remained at 7.6% for 22 months. Wage levels are not keeping up with inflation of about 4.5%. The increase in the sales tax from 17.5% to 20% has added three quarters of one percent to the inflation rate, according to the National Statistics Office. VocaLink says annual wage growth in the three months through May 2011 was 1.8%, much lower than the inflation rate. Deep spending cuts are going into effect in 2011-2012, and about 300,000 jobs would be lost in the public sector with spending cuts by 2015. The IMF has reduced its estimate for growth in the U.K. to 1.5% from 1.7%. At the same time the Bank of England is under pressure to increase the interest rate of 0.5% (which is a record low), to control inflation. Britain under prime minister Cameron plans to cut government spending from 47% of GDP to 40% of GDP over six years. This will take 6 years of spending cuts, something even a previous prime minister Margaret Thatcher was not able to do. The government's Office of Budget Responsibility predicts a drop in the deficit from 11% of GDP to 7.9% by March 2012. Yet a lot depends on government tax receipts which in turn depend on economic growth. Britain showed a large deficit of 10 billion pounds in April 2011, and the situation is fraught with a high degree of uncertainty....

Michael McConnell, was Assistant General Counsel of the Office of Management and Budget from 1981-1983. He is now a professor of constitutional law at Stanford University. Here he tries to throw light on how the budgetary process that is required by law, and which makes the formal budget proposed by the president available for public scrutiny, was circumvented through a sequence of events starting in February 2011. The Budget Act of 1974 sets specific deadlines and a process for generating revenue, setting spending priorities, and setting the debt limit. The President first submits his administration's budget by the first Monday in February. The Congressional Budget Office has until Feb. 15 to score the budget using identical metrics for all proposals for a consistent scoring. The budget President Obama put forward in February did not take into account the growing deficit and was rejected by the Senate 97-0. The President proposed a new plan in April 2011, but the proposed budget was so vague that CBO Director Douglas Elmendorf said he could not score it. The subsequent efforts in June and July 2011 were carried out in closed door negotiations between senior Republican leaders and the Obama White House. This subverts the original intention of the law. The Budget Act says that both the House and Senate hold hearings on the proposal, with testimony from the administration, "national organizations" and the "general public." Transparency, openness and accountabilility are key aspects of a proper process that is democratic and prevents the parties from engaging in blame and competing claims. The closed door negotiating sessions and the lack of a concrete written budget proposal from the President has turned the current budget process into an effort by each side to see how it can best position itself for the 2012 presidential election. ...

Krugman points to the connection between the failure to achieve debt reduction through debt forgiveness and the sluggish economic growth in the eurozone and U.S., five years after the global banking and financial crisis of 2009 and four years after the beginning of the eurozone debt crisis in 2010. Diamond Networks is setup by Sinclair Broadcast Group with $8 billion of borrowed money to finance aggressive sports television expansion including major league baseball. The Padres depend on Sinclair's spending for television broadcast rights which are turned over to Comcast cable television and other cable providers, who face reduced subscribers because of cord cutting and people shifting to streaming services as cable television becomes prohibitively expensive. At some point the costly deals arranged by Sinclair cannot find buyers and it goes into bankruptcy.

Although the Russian economy has weathered the Ukraine war with 3.6% growth estimated by Rossstat and 3% by IMF in 2023, this comes with the economy dependent on heavy military spending. Military spending on defense budget increases to $119 billion in 2024, and increase of an astounding 90% from 2021. It has boosted wages in construction and aided certain industrial regions near Moscow and St Petersburg, and boosted manufacturing with more products made at home. The oil and gas revenues decreased by 23% in 2023 over 2022. After 2 years of war and particularly after contraction in 2022 the Russian economy is recovering and has surprised most forecasters. The problem with military industrial complex growth is that it leads to uneven growth with negect of some areas. In Russia the reduced access to western advanced technology is compensated by increase in technological capacity of countries such as China. A bigger problem is the loss of human resources during the war in Ukraine, and Russians who left the country seeking better lives in other countries.  ...

Spain's prime minister Rajoy, is having difficulty in controlling regional spending. Regional government accounted for two thirds of the amount by which Spain exceeded its deficit target for 2011. Because of its unique decentralized structure after the end of the Franco dictatorship the regional governments account for 57% of Spain's public spending, according to a Professor Gascon at Complutense University in Madrid. The risk is that the regional governments will use the recent decision by premier Rajoy to increase the 2012 deficit target to 5.8% from 4.4%, as a reason to lower their own efforts to reduce fiscal spending. One factor in favor of the Rajoy administration and of budget minister, Cristobal Montero, is that 11 of 17 regional governments in Spain are now run by his Partido Popular, with Asturias and Andalusia expected to join the list in upcoming elections. This is also crucial to maintaining Spain's credibility in the EU after its decision to increase the deficit target for 2012, but keep the deficit target of 3% for 2013, calling it "a sovereign decision of Spain."...

The original memo from OMB was an executive order for freezing spending. It said $3 trillion of $10 trillion allocated for 2024 federal spending went to federal assistance in grants and loans calling for this to be freezed till agencies had achance to lok at spending priorities.

A federal judge blocked this order. Days later the Acting OMB head Matthew Vaeth stated the previous memo is rescinded, withdrawn.

Matthew J. Vaeth, the acting director of the Office of Management and Budget, said that the previous memo order “is rescinded. If you have questions about implementing the president’s Executive Orders, please contact your agency’s General Counsel.”

In the current year the federal spending is expected to be $7 trillion according to the Congressional Budget Office.

The University of Wisconsin increased tution by 5.5% for a number of years. University officials say a reserve fund of $650 million of the University of Wisconsin was built up with most of the funds coming from the tution increases. The reason university officials give for this is the $5 billion university budget, with only 20% provided by the state of Wisconsin. Shrinking support from the state led to the effort to build a reserve fund. The size of the fund and the lack of disclosure by university officials that tution increases were being used to build up the fund has led to strong criticism. Reports about the spending at the University of Minnesota and other universities show the lack of spending restraint at large universities in the U.S. Bureaucratic layers and debt servicing for new buildings take up large portions of the universiy budgets.

The State Budget Crisis Task Force is co-chaired by former Fed chairman Paul Volcker and Richard Ravitch, a former lieutenant governor of New York. The Report of the Task Force says rising pension expenses and healthcare costs for public sector employees and Medicaid costs are severely reducing the ability of states in the U.S. to fund essential infrastructure improvements, education for low income students and other services. The report said there were six major threats to the fiscal situation of states- including Medicaid spending, underfunding of retirement, "budgetary gimmicks" to address the short term needs, and uncertain tax revenues. Ravitch told a news conderence: "It will be a hell of a lot more expensive to deal with theses problems in five or ten years than to deal with them now." The report focussed on California, New York, New Jersey, Illinois, Virginia and Texas. It was funded by the foundation of Blackstone Group co-founder Peter Peterson, and George Soros's Open Society Foundation....

Voter awareness and discomfort about the $1.6 trillion deficit this year, does not translate into wanting to see spending cuts in Medicare, Social Security and popular programs. It is the view of public opinion that is determining political leaders inaction on these issues, which are at the heart of controlling spending and the deficits. It is no surprise then that the Obama budget showed no action on these issues. Both parties are careful not to talk about cuts to popular programs without broad public support. The Pew Research Center survey shows 12% of Americans want to cut spending on Medicare or on Social Security, only 6% want to reduce spending on veterans benefits. Politicians can do the math from these numbers. They may be sending loud signals to Democrats and Republican politicians that voters will punish those who cut these popular programs. Polling done by the Wall Street Journal and NBC News produced similiar numbers.

Tax cuts initiated by the Bush administration and to a smaller degree by the Obama administration account for $6.3 trillon of the $10 trillion deficit in 2011. This is about half the $12.7 trillion gap between the $2.3 trillion surplus predicted by the CBO a decade ago for the year 2011 and the current deficit of $10.4 trillon. Two wars and higher defense spending add another $2 trillion. The Stimulus added $700 billon. The Prescription Drug Benefit for seniors $272 billion. This is based on new analysis of CBO data by the Pew Fiscal Analysis Initiative. The record shows unrestrained spending by both parties has led to the current mess. Pete Domenici who chaired the Senate Budget Committee at the time of the first tax cuts in 2001 says "in the end the floodgates were opened." This also shows how quickly the situation can change if sound fiscal practices are abandoned. Two wars were financed entirely with borrowed money for the first time in U.S. history.

Congressional Budget Office projections show the difficult choices facing the U.S. - tackling the deficit by letting the Bush tax cuts and the payroll tax cuts expire will lead to low growth. The alternative is growth with much higher deficits. GDP growth would be at about 2.3% in this fiscal year if the payroll tax cut is kept till December 2012. In fiscal 2013 if a number of tax cuts are permitted to expire and across the board spending cuts take effect as scheduled GDP growth would decline to 1.1%. Taxes would increase by $465 billion in 2013 over 2012 if tax cuts expire - individuals and companies would pay $2.99 trillion in taxes in fiscal year 2013 in that scenario. Spending cuts would take effect in Jan 2013 for $1.2 trillion over 10 years. The result- " a sharp fiscal contraction" in the words of CBO director Elmendorf. Unemployment would go up to 8.9% in 2012 year end and 9.2% in 2013 yearend from 8.5% today, if no agreement is made to extend tax cuts and block spending cuts. The risk of not taking the debt reduction actions is to let the debt grow to $11 trillion over 10 years, an unsustainable path, compared to about $3.1 trillion over 10 years if tax cuts are permitted to expire and spending cuts take place. This is the tough choice facing America in 2012, and comes when Europe is facing similar tough choices....

Early warnings that the cost cutting of Musk DOGE was a lot of PR and controversy, where instead Republicans are disciplined and persevering. Could Musk and DOGE controversies have done more harm than good by not having disciplined cost cutting that people respect as needed. One should remember that it is not on party lines- all parties should be disciplined about federal spending to preserve the strength of the US dollar and the economy. Democrat Jimmy Carter in 1976 proposed Planning Programming Budgeting Systems where every year last year's budget is irrelevant, the budget for the new year is built from scratch and offers discipline to avoid unnecessary costs in the budget, items from previous years simply pushing up deficits. PPBS courses were taught at Northwestern Business School and I took it at the time- not offered now. Once a bureaucrat has a budget no matter what his politics he wants to keep it. Democrat Harry Truman in 1940 went on the shipyards and into factories to supervise firsthand the federal spending in the war making hime known for the first time in Congress. U.S. states face their biggest cash crisis since the Great Depression as a result of rapidly declining tax revenues with a state budget shortfall of $434 billion, says this report in the WSJ. This is larger than the 2019 K-12 education budget for every state combined, or more than twice the amount spent that year on state roads and transportation infrastructure. Rainy day funds will be exhausted by the loss in tax revenues after the pandemic closures of business. Nevada, Louisiana, New Jersey and Florida are the worst hit states. The result will be cutbacks in the future and more pressure on the retirement benefits for police, firefighters, teachers, government workers. Over 60% of the revenues of states come from sales and income taxes to meet the general operating funds. Drops in consumer spending and large job losses from the pandemic affect these revenues. Local government workforces were cut by 1 million people. In Michigan 31,000 state workers were furloughed 2 days per pay period for 10 weeks, and others were laid off. Rainy day funds set up after the 2008 crisis are exhausted. Only federal funds are keeping states afloat with a lot of uncertainty about 2021. The state budget director in Michigan calculated that even if the state got rid of 12 state departments including education environment and treasury, all reserves would be gone, and there would still be $1 billion budget shortfall. The rainy day funds set up after 2008 crisis accumulated $50 billion in U.S. states which have helped somewhat, with federal funds helping tackle shortfalls. Yet 2021 looms with huge shortfalls and expected cutbacks across the U.S. ...

Are there costs or are there savings from the Obama health care bill? Does it affect jobs and how? The Congressional Budget Office says the health care law will save $230 billion in ten years based on a whole set of calculations and assumptions. Commonsense and basic math leads others to question how spending $930 billion on insuring 32 million Americans could end up with significant savings. The different view argues that the Budget Office erred in making some calculations, by counting $70 billion in premiums from long term care because they would be used to pay benefits later, omitted $115 billion in spending to adminster the law, and omitted $208 billion needed to prevent scheduled reductions in Medicare payments to doctors. The money needed on the Stimulus, on two wars in Iraq and Afghanistan, and the uncertain prospects of the US economy in the longer term till debt and other issues are resolved, injects the critical element of difficult choices and priorities. If state and local budgets are severely strained in 2011-2012 would that require federal help and will there be other needs that will have to be met by the federal government that are critical such as another unexpected downturn, or a resolution of unresolved bad debt at the large US banks There is also a sense that the health care law does not do enough to reduce the cost of health care that will be needed over the next decade so that other priorities are not neglected. Both parties are not up to the task in this respect for running the country's finances withot using the numbers to tell different stories....

The structure of the deal that is coming up for a vote in Congress on August 1st, a day before the August 2 deadline. A deal put together mainly by Senate minority leader Mitch McConnell and Vice President Biden after other deals failed. It gives the government $400 billion immediately and another $500 billion in the fall for raising the debt ceiling. Another 1.2 trillion will be added in 2012. The entire burden for raising it falls on Obama. Obama will be able to get the debt ceiling raised without another long struggle before 2012 elections. On spending cuts- agency spending will be cut by $900 billion over the next 10 years. A new legislative committe will be set up to come up with $1.2 trillion in additional savings by the end of 2012. The mechanism that would force the committe to act or make sure spending cuts were taken if the committee failed, was set up as one in which the trigger is to force automatic across the board cuts. The automatic across the board cuts would be for $1.2 trillion to agency budgets for the next 10 years, and split this half and half between domestic programs and defence. Programs aiding the poor including Medicaid and Social Security would be exempted, but Medicare payments to providers could be touched. No new taxes are part of this deal....

Russia's central bank revises the initial figure of $500 million for rescue of Trust Bank to $2 billion, and an additional six year loan of about $550 million to go to an "investor" bank to take control of Trust Bank. State controlled VTB Bank will receive $2 billion and Gazprombank $1.4 billion in government help, according to Mr. Siluanov, Russia's Finance Minister. So far the Russian government has approved $20 billion for rescue in the banking system. Foreign currency reserves have declined by $16 billion to $398.9 billion, according to figures released by the central bank on Dec. 26, 2014. The Russian government plans to use the foreign currency holdings of Rosneft, Gazprom and other large state controlled exporting companies in 2015 to support the ruble. Mr. Siluanov says the government will need to look at its budget again to reduce spending, including military spending. His predecessor Alexei Kudrin called for reducing military spending to ensure stable finances long before this crisis....

Spain has become a highly decentralized country in the response to decades under the military dictatorship of General Franco. Regional autonomy was suppressed in Galicia, Catalonia, Valencia and other regions during that period, and the trend after the country became a democracy was a high degree of decentralization and regional autonomy. This trend is being corrected in the area of spending discipline for all areas of administration in regional and state governments through a new agreement reached between the Mariano Rajoy government and the regions, including Valencia and Catalonia. In exchange for funding and liquidity from Madrid the regional governments have agreed to accept spending controls, penalties for exceeding deficit targets, and automatic spending cuts. The new legislation is being worked out between the Rajoy administration and regional governments. Rajoy says the failure of Spain to reach its 6% deficit target- it came out at 8%- was the result of overspending of 17 regions. The 17 regions together had a deficit of 2.7% of GDP, which was twice their 2011 deficit target. The new Budget Minister Cristobal Montero says the new agreement "has great political significance," as action can now be taken with new legislation for spending discipline at all levels of public administration in Spain. ...

NATO Summit in Madrid comes right after the G7 Summit. Just days before the NATO Summit in Madrid a number of important steps are taken. The NATO Response Force is increased from 40,000 which lacked deterrence to 300,000. Additional military spending of $100 billion announced will increase spending by the amount of the entire Russian defense budget. Turkish backing for Finland and Sweden to join NATO was negotiated bringing more capabilities and a long border with Russia in the Baltic into the picture. The G7 Summit will be seen as setting the framework of close cooperation and understanding of leaders of western and eastern democracies in the world including Africa, Latin America and Asia. Invited were leaders of South Africa, Argentina, India and Indonesia, major parts of the Free World in the 20th century and now into the 21st century. NATO Summit in Madrid adds to these leaders the leaders from Australia and South Korea. The idea here is to address the changing situation in Asia with China's aggressive posture in the Himalayas, the South China Sea, and with Taiwan, and the close cooperation with Russia during its invasion of Ukraine. ...

Japan's military budget will become the third largest after the US and China and take on offensive capabilities, under the new plan of prime minister Kishida. More than half of Japanese now support Japan taking on this role in defense against China and to ensure an open Indo-Pacific. The military buildup calls for $320 billion in spending over 5 years to deter China, and includes missile deployment. The national security paper released in Dec 2023 says- "The strategic challenge posed by China is the biggest Japan has ever faced." The Argentina 2023 elections results show Sergio Massa, the current Economy Minister has 36% of the vote, and Javier Milei with 30%, and 24% for Patricia Bulrich a former security minister. The election rules require a candidate to get 45% of the vote or result in a runoff between the two leading candidates. Massa apologized for mistakes made by his administration. Milei calls for cutting budget for social welfare in a country suffering from steep 140% inflation and for abolition of the central bank, dollarizing the economy when it has $44 billion debt and a IMF program, ideas seen as extreme and risky. It is a sign of how the nation of 46 million is reaching for extreme steps as a result of failing in the fight against inflation and runaway spending.

In EU elections the German coalition parties of SPD, Greens and FDP barely get the vote percentage of the CDU/CSU of 30%. The SPD 13.9%, Greens 11.9% and FDP 5.2%. This is the lowest showing of the SPD. Much of the problems come from the SPD socialist democratic party that seeks to bring more social democracy by building infrastructure, public services as Biden is doing in the US, yet is prevented from doing this with the presence of the FDP which is against spending and seeks budget discipline as the charter of its party. The Finance minister Lindner is from the FDP. As a result the SPD and Greens are not able to do what they prmised in the last election to invest in infrastructure and public services. A visit to Germany shows this with the Deutsche Bahn, the rail stations with a dilapidated look as if built in the last century, trains late with old technology and less investment in maintenance. Not much construction is seen and public transport looks haggard and old. Germany's constitution makes investment difficult and court decisions limit spending or finding other sources for investment, the FDP acting as a brake on spending. The far right AfD vote was upto to15%. Without investment and offering a new vision of a modern Germany even after managing the energy crisis of which some of the fault lay with the way Merkel allowed over dependence on Russian supplies of oil and gas, even then the CDU is getting more of the vote. Another reason is the CDU under Leyen taking a strong stand on Ukraine with the SPD's history of maintaining better relations with Russia limiting its role in this crisis. As a result Germany under Scholz labors on with no solution to current problems requiring spending and investment. The next parliament election is in 2025. ...
