After 2 years of the pandemic's devastating effects on health, governments around the world decided to protect ordinary people from the effects of higher prices for staples and food with the increase in inflation. This WSJ report takes a detailed look at different countries and how they after coping with the effects on total debt and debt servicing needs of moves such as subsidies and tax cuts. The situation is exacerbated by the Ukraine war which affects wheat exports from Ukraine and Russia, and the high oil prices as a result of the war. The effects shown by country are- China- consumers are protected from high oil prices by regulated retail gasoline prices. As oil prices keep going up state owned refineries will bear a disproportionate share of the burden of high prices. India- The government has set aside $40 billion in aid as subsidies for oil and fertilizer. This will support farmers and consumers for fiscal year to March 2023. It will make it harder to cut the budget deficit from 6.9% of GDP to 6.4%. Pakistan - A subsidy of $1.5 billion was given for diesel, gasoline and electricity by the Imran Khan government. This did not have IMF approval and talks are taking place on the IMF program between the government and IMF for it to continue. Rampant inflation has led to reduced popularity of the Imran Khan government. Argentina- A new program to refinance $44 billion in debt with IMF assistance is being affected by the subsidies for oil and electricity. About 800,000 tons of grain are being diverted to the domestic market from exports. Agricultural producers such as Argentina have better protection from higher food prices. In Argentina 40% of the people are living below poverty and the country has 50% inflation.  Malaysia and Indonesia- Both countries are exporters of commodities and higher prices could provide additional revenues to meet higher import prices, says the WSJ. Egypt- higher prices for wheat imported from Ukraine and Russia where Egypt gets 70% of its wheat needs have increased cost of subsidies by $1 billion. Kenya- Fuel subsidy costs will increase by $500 million over 2 years. Europe- In France 400 million euros relief package and in Spain 500 million euros relief package for energy price increases. In Germany cash payments to taxpayers, heavily discounted transportation tickets, and price caps on gasoline and diesel.   ...

The Chinese government raised the retail price of diesel by 18% to the equivalent of $3.58 a gallon, and the price of gasoline by 16% to $3.83 a gallon. Electricity prices and the price of jet fuel were also increased. The Chinese government decided that it could not provide subsidies for the rising prices of oil indefinitely even if the price increases mean higher inflation. Inflation was 7.7% in May 2008, and 8% in February, March and April. Prices for gasoline and diesel have been fixed in China since Nov 1, 2007, even though world oil prices have risen 45% in this period. Farmers were exempted from the price increase and tractors and farm equipment get priority allocation of fuel, three quake hit provinces of Sichuan, Shaanxi and Gansu are also exempt.

The Trump administration is looking at ways to protect U.S. automobile manufacturing by enforcing stricter environmental rules for automobile imports. The EPA is looking at whether VW which has 3.5% of the American market can be asked to meet stricter standards because the diesel emissions scandal gives the U.S. legal justification to set stricter emissions rules. VW has accepted that it used illegal software to evade government emissions tests. Such non tariff barriers are faced by the U.S. companies in Japanese, South Korean, Chinese markets. It is not clear how this would affect the 17.1 million cars made in NAFTA factories with parts made in one country and shipped for assembly in another country, between Canada, Mexico and the U.S.

In a new trend that looks good for America is seen at companies such as American Fleet, which makes diesel engines for trucks. During the pandemic it was making 40 engines when it could make 30 normally, by adding overtime. It looked for mechanics. Now as demand is slowing workers work fewer hours. And the company which has a hard time finding mechanics is avoiding layoffs. It wants to avoid the expense and trauma of hiring and retaining workers. With fewer engines to build workers are prepping engine blocks and upgrading equipment so that when demand picks up again they will be ready. Workers are being hired to fill unfilled positions allowing overworked employees to return to normal hours.This is a national trend reflected in declining overtime hours and working hours are shifting also with workers opting to work less because of work-life priorities. This should be seen as part of the renewal of America, because when workers do well, the middle class does well, and when the middle class does well America does well. America does well when companies and workers mean the same thing. ...

Are these questionable assumptions by Fields that they can't find a way to get the Fiesta Econetic to the USA. THe pound is weakening against the dollar and may hit $1.50 by some estimates, and the cost of making the diesel engines in the UK can't be that much more than manufacture in the USA that it would be economically not possible to bring it here or make it here or in Mexico. Even if it sales in modest numbers wouldn't it show that at 65 mph the Fiesta Econetic shows that Ford has cars the give big mileage in its lineup. And about the popularity of clean diesel who can be sure that things won't change as the Europeans sell these cars here? This maybe Kiley's point that there are risks to Ford by not bringing these cars to the American market.

Biodiesel is having a tougher time to win acceptance as the costs of making it in Europe have gone up and its much costlier to make than regular diesel. And their are costs to the environment of making more biodiesel as it involves more use of land and water resources. Biodiesl costs $1440 per ton or $4.80 per gallon compared to $840 per ton or $2.80 per gallon for regular crude oil based diesel. This is because the prices of most of the crops used to make biodiesel have doubled and oil companies are finding that it is too expensive to buy compared to fossil fuel. Europe only uses 2 % of transportation fuels in the form of nonfossil fuels like biodiesel and the goals of getting to 10% of transportation fuels for nonfossil fuel is now more elusive than ever now that biodiesel is not taking off.

Axel Friedrich, a top German Environmental Agency regulator who advocates using modifications of existing vehicles as a more effective solution to the auto emissions problem. He recently reconfigured the VW Golf to show that by making changes- such as lighter seating and weight saving hood other steps to reduce the car's weight, low resistance tires, and engines that turn off when stopped and start when accelerator is pressed, more efficient gear ratios, removing the mirrors and substituting tiny cameras, and improving the aerodynamics- emissions can be cut 25% even with horsepower intact. Working with the Institute of Automotive Engineering at RWTH University in Aachen, Germany, Axel redesigned the Golf in this way to achieve a CO2 emissions reduction from 172 grams per kilometer to 131 grams and is working to bring it to 120 grams. 120 grams per kilometer is the EU's tentative target for emissions for cars sold in the region by 2012. Automakers have for years complained that this would be difficult to do in this manner because customers were concerned about safety and comfort. Its not clear that this would affect safety. However with global warming a big issue in Europe, most automakers are making changes now to prepare for a shift to 120 grams per kilometer in emissions. VW has announced a diesel version of the gasoline version that incorporates some of the redesign changes that Axel Friedrich made on his Golf, such as low resistance tires, and more efficient gear ratios, lower chassis for improved aerodynamics etc. This diesel version costs a base price of euros 20,615, and is only euros 315 mor than a standard diesel Golf. BMW has a new diesel version of its 1-Series with low resistance tiresand a gearshift indicator, which emits 16% less CO2 and costs nearly same as its predecessor. At Frankfurt Auto Show Mercedes Mercedes is expected to announce more cars with stop start systems. All this will help automakers in Germany achieve the EU 2008 target of 140 grams of CO2 emissions by 2008 on the way to the 2012 EU target of 120 grams. ...

The snap elections called by Macron after National Rally party of Marine Le Pen wins 32 percent of the vote to Macron En Marche at 15% in the EU elections. Marine Le Pen has put Jordan Bardella, 28 years, of St Dennis suburb in Paris as the candidate for prime minister if NR wins the National Assembly election. Macron earlier made Gabriel Attal, 35 years, the En Marche candidate. This is the youngest in a major country for prime minister. This report in WSJ shows how Macron by reducing diesel subsidies for farmers has alienated rural voters at a time when farmers are protesting difficult conditions. Macron also faced union opposition over pension age changes, and before his reelection protests from Yellow Vest protesters on cost of living issues. Macron has survived each challenge, the last in reelection by getting support of voters on the left and right choosing stability over changes that National Rally might bring. The snap election was also intended to take Le Pen and NR by surprise. This has created new uncertainty with elections on June 30, 2024, soon after Biden and Macron met in Normandy for D- Day anniversary, and the upcoming G7 meeting in Italy June 13-15. ...

Environmentalists don't like the idea of using one third a barrel of crude and 5 barrels of water to produce a barrel of crude from Canda's western oil sands. The process is messy involveing cutting down trees so equipment can work on th oil sands, the processing also releases pollutants into the air and pollutes waterways. They are resisting by challenging permits required to process the Canadian crude in midwest refineries that are specialized to be able to process the dirty crude into gasoline and diesel.

Toyota's hybrid strategy is to make it difficult for other automakers to develop their own hybrids wihtout getting licensing from Toyota. Ford did this for its Escape hybrid, and Nissan is doing this for its Altima hybrid. Toyota has meticulously filed patents for more than 2000 systems and components for its Prius hybrid. Toyota aslo aims at increasing revenues through licensing. Honda has developed its own hybrid without infringing on Toyota's patents, but other companies may choose to license Toyota's technology. Other companies are also achieving high fuel efficiency through diesel technology and by developing highly fuel efficient technologies that match the Prius.

Tom Friedman makes the case for a gasoline tax. As the US engages in Afghanistan, Iraq and considers the cost of health care and a large deficit, he argues that 45 cents of each dollar of agasoline tax should go to paying down the deficit, 45 cents to pay for healt care, and 10 cents to pay for cushioning the burden of agasoline tax on the poor and people who need to drive long distances to work. Energy Economist Phil Verlager says that a$1 tax on gasoline and diesel fuel would raise $140 billion a year. Mention of the gasoline tax is considered risky by politicians of both parties though it would reduce gasoline consumption and dependence on imported oil.

This editorial in the WSJ says the resignation and downfall of Boris Johnson in Britain comes from the dissembling that resulted in loss of confidence in his Conservative party, but also in a larger sense from the failure of his agenda to revive Britain.  Not much has happened in the promise to invest in and revive the failing economy and social setting in the north of England. Inflation was hitting British households hard with inflation at close to 9% in 2022. Home electricity and natural gas prices spiked 54% in April and are expected to go up 40% in October. Johnson raised the payroll tax 2.5% to fund the NHS. Corporate tax rate was to go up to 26% from 19%. Green taxes helped energy prices go up, and Johnson did not cut the consumption tax or green taxes on gasoline or diesel or household energy says the WSJ, and kept the household income tax brackets the same even with inflation so households would see a large tax increase. In this sense Boris Johnson with his exuberant personal style and enthusiasm promised a lot after taking Britain out of the European Union with Brexit. Yet as the months dragged on and after the worst of the pandemic found there was little he could show that would convince Britons of a brighter future. Not for the North of England, not for Britons in other parts of England and in London, and with high inflation and lacking the investment that could change Britain, not much to show for infrastructure improvement or plans for the future. The dissembling and eroding credibility led to the situation that only half way through his term in office his absolute majority in the 2019 election could not keep Boris Johnson in office, and the Conservative party was losing the confidence of the British people.  ...

Cracks are appearing in Japan's manufacturing model in recent years. Kobe Steel, Mitsubishi Materials and Subaru Corp have admitted to manipulating quality inspections. Takata Corp, maker of airbags is a case study in what can go wrong, as the company declared bankruptcy after failing to tackle safety problems and supplying defective airbags. The case is all the more astounding as airbags are designed for ensuring the safety of automobile passengers, a key feature of every automobile.  The situation is one of failure of management to take the right actions. This also happened with Toyota as management missteps worsened the issues related to faulty acceleration of vehicles, leading to media focus on Toyota in the U.S. Japan is not unique in this area of management failures as VW's actions in the diesel emissions case have clearly shown. Pressures to cut costs are part of the problem as this report shows. In Japanese companies quality checking staff employees are the targets of cost cutting layoffs resulting in the faulty step of outsourcing quality checks, which is contrary to what the country's pioneers sought to do when they adopted American Total Quality methods in the 1960's. This creates opportunities for China today, and for India in the future if it is able to capitalize on the opportunities in manufacturing desperately needed for job creation.    ...

Inflation in Cairo and other parts of Egypt hit annual rate of 16.4% in April 2008. On April 30, Mubarak announced a 30% wage increase for public sector employees. The government has increased prices of diesel by 47% and of some grades of high octane gasoline used by affluent Egyptians by 57%. The central bank has raised interest rates three times in 2008 but with little impact on inflation. There have been riots in Egypt because of the increase in prices of bread and basic food.

How the Frankdurt Auto Show was a kind of watershed for the European auto industry, where the German carmakers decided to commit resources and move technology in the direction of reducing emissions and improving mileage, with cleaner diesel engines, reduced emissions from gasoline engines and all round improvements in technology that was environment friendly. Mercedes and BMW appear fully committed to meeting new EU goals for emisssions of 120 grams per kilometer for 2012. At this show Mercedes had 8 cars equipped with Blue-Tec technology for cleaner diesel engine and 7 hybrid cars. The first year of the Modi administration in India brings a sense of moderation to high expectations following the election, considering the many problems that need to be tackled. It also brings some help in the form of lower oil prices coming at a critical time for the Indian economy, which is overly dependent on oil imports. This enabled the government to cut fuel subsidies and control its budget deficit. By April 2015 inflation declined to 4.87%. Foreign direct investment increased by 25% to $28.8 billion in 2014-2015 fiscal year. Major steps include deregulating prices of diesel, petroleum and cooking gas, increasing foreign ownership limits for defense and insurance sectors to 47%, and opening 125 million new bank accounts for poor households. Coalfield leases and telecom spectrum allocations which suffered from lack of transparency and sold at low prices under the previous administration were reallocated in a transparent process.
