President Biden gets his $1.9 trillion aid package through the U.S. Congress with 220 votes for and 211 against. All Democrats except one voted in favor and all Republicans voted against. Earlier the $15 minimum wage was dropped from the bill to get it through the Senate. Also kept were income criteria to prevent the $1400 check to individuals in households going to the most affluent income earners. The Senate vote was close - 50 to 49 in a party line vote. The Biden aid package comes on top of earlier aid under president Trump in 2020. This aid is likely to provide enough stimulus to the US economy to restore growth to levels that were there before the pandemic hit.

Only the week before Tuesday April 7 Pakistan Foreign Minister Dhar failed to convince China to get involved. April 7th Tuesday in the US 1.30 pm US time, 8 pm Islamabad Pakistan time, China finally decided to jump in to convince Iran to accept peace talks in Islamabad. It is quite possible that behind the scenes the US was talking with China which has a 25 Year Comprehensive Agreement with Iran signed in 2021 that is the main support for the Iranian economy. China acted to reassure Iran that talks in Islamabad would proceed smoothly, and persuade Iran to accept ceasefire and talks. Why? Knowing that brinksmanship by US and Iran would lead to unforeseen consequences and hurt China's economy with oil price volatility as well as  hurt the US economy, and hurt the prospects for the planned May14-15 visit by DJT to Beijing to improve economic and political ties, both China and the US wanted to do everything to prevent this from happening. The result a hastily arranged peace talks in Islamabad so that by 4 am Islamabad time on Wednesday or 6.30 pm US time on Tuesday evening the ceasefire had already been agree to by US and Iran, according to this report in The Guardian from Pakistan. The crux of the matter was that it would affect US and China's economy with oil volatility, and US-China relations by jeopardizing May 14-15 revised date for DJT visit to Beijing. This good sense prevailed over all the war rhetoric and the media information and disinformation. It is confusing because of all the misinformation, but becomes clear when one understands this in the context provided in this report from Pakistan by the Guardian. Why Pakistan? For Pakistan the missile attack the day before of a Saudi petrochemical complex by Iran was drawing Saudis into the war and Pakistan has signed a defense agreement with Saudi Arabia that requires Pakistan to support Saudi Arabia if it gets into a war. For Pakistan it was a fragile situation that would be a catastrophe with unforeseen consequences on its economy. Already schools are closed for 1 month in Pakistan and oil is in short supply, paying for it at $115 or $125 a barrel would put severe strain on Pakistan. Who wins, who loses is being told in the media- much less on the good sense that prevailed  the efforts and the predicament of the large powers China, India, the US, and Germany, European Union, the poorer countries, all hurt economically, caught in a war they do not want, do not need. ...

Le Monde publishes the speech JD Vance gave at the Munich Security Conference with it says added context and explanation. It is useful because it is easy to make hasty judgements in one direction or another. The focus here is on immigration to EU and to the US, a sore point. Vance does not mention a bigger sore point - the lack of recognition worldwide to the 490,000 American lives lost in the illegal flow of fentanyl into the US without needed action from CMC Canada, Mexico and China. And business as usual carried on by these countries and the European Union, and a failure to act by the US.  JD Vance said- "And of all the pressings—challenges that the nations represented here face, I believe there is nothing more urgent than mass migration. Today, almost one in five people living in this country moved here from abroad. That is, of course, an all-time high. It’s a similar number, by the way, in the United States—also an all-time high. The number of immigrants who entered the EU from non-EU countries doubled between 2021 and 2022 alone. And, of course, it’s gotten much higher since. And we know the situation, it didn’t materialize in a vacuum. It’s the result of a series of conscious decisions made by politicians all over the continent, and others across the world, over the span of a decade." Fact Check- About 14 million of Germany's 84.5 million people are foreign nationals according to Destatis. This is 16.6% of Germany's population. Vance rounds it off to 20% not 17%. In the US there are 47.8 million people who are foreign born or 14.3% of the population in 2023. It increased by 1.6 million from 2022 to 2023, much of it coming from Venezuela and Central American failed states from left parties mismanaging the economy for hyperinflation and from gang violence. In 2022 EU member states welcomed 1.8 million Ukrainian nationals that was only 100,000 in 2021, which is two thirds of the increase. The reason for Vance's doubling. A similar situation happened in the US with Venezuela as a failed state with hyper inflation into 1000 percent inflation leading to migration to other Latin American countries and into the US during the Biden administration. Some of this happened because sanctions made things worse, mismanagement of the economy. A similar migration happened from Syria into the EU member states as a result of the civil war.     ...

By June 7 US stocks were up 11.5% in the first half of 2026, showing a resilient stock market whatever economists say about tariffs and other policies. There is a lot of misinformation on the changes in trade policy. Sure the deficits over $1 trillion had become so excessive to be a burden for the US ( this is not even to address the 20:5:2  the 20 trillion transfer in US wealth to foreign countries, 5 million jobs lost and the 2% low growth since 2000 that USTR Lighthizer and Jamieson point out in Foreign Affairs magazine in 2026).  Greg Ip comments on this in today's WSJ that betting against DJT trade and economic policy is not working. Here we have another flashback to Brexit and why a similar situation of misinformation had the opposite result. The value of the pound dropped from $1.55 to $1.35 to the US dollar in June 2016 the day Brexit referendum was won by Reform UK and the Conservatives. Today it is $1.33 in June 2026. Here is some history of Britain's tussle with the European Union. When did it start? In 1961 Britain applied to join. The French never too eager to have the British inside rejected in 1967 under nationalist De Gaulle. It took 12 years  not till 1973 did Britain get in with Denmark and both kept their currencies. As soon as Britishers complained about the bureaucracy in European Union Brussels headquarters conservatives like Boris Johnson drove this to a high pitch. He even said only way it would affect Britain was in the price of a Mars chocolate bar. Well in 2026 it is much more than that. Labour's Wes Streeting calls it a disastrous step for the UK economy to isolate it from Europe.  As usual the French don't care and the Germans showed little interest, so Britain was left to its own devices not being careful would mean bearing the costs. Manchester's mayor Burnham in Labour says he grasps this but there are other priorities that are pressing and shelves this for another time. It took 12 years to get UK into the European Union- it took just a few years under shortsighted Cameron, May and Johnson to get out when after austerity policies imposed by Cameron a lot of anger had shifted to Labourites and Blair's policies like the shortsighted policies of Bush and Obama, for the 20 trillion US lost to foreigners in their watch. Will it take another 12 years again for UK to get it right and get France and Germany to enthusiastically support Britain in the EU? ...

Modi speech for the ages to the people of Barrackpore, West Bengal, April 27 2026 surpasses any but the best of Gandhi's speeches for a century since the 1930's. "Shakti ki Bhakti" pilgrimage for the ages for the women and children and families of Bengal and India. A plea for freedom of Bengal, Bihar and Orissa as a north star for India, in the task of urbanization, modernization industrialization, and scientific revolution of India. "Purvi Bharat ka bahvisya sudhar kanrna chunav hai." This northeast that is key to the future of India's 1.4 billion people in this election in West Bengal of May 4, 2026 after 5 decades of failed governance, of failed industrialization and failed modernization in a region of 300 million people, half the size of the European Union. Impatience in Modi's voice with the pace of change that has failed the aspirations of a young generation of India.  This has left the northeast region as a backward agrarian economy. Change in federal  overnment for rapid modernization in India came in 2014 with Modi government. It was stalled for a few years by the Covid pandemic. The effort for modernization of the Indian economy after 5 decades of failed good governance is thus in its first decade and in that decade impeded by the state governments of Maharastra and Rajasthan in the western region that also includes Gujarat. In the northeast failed governance continued in West Bengal , Bihar and Orissa. In Delhi and the Punjab a similar situation. It is only now that Maharashtra and Rajasthan are aligned with federal government in industry and modernization goals. And it is only now that Bihar, Orissa and West Bengal are aligning themselves at the state level with the federal goals for modernization and rapid urbanization plus industrialization. In the south Tamilnadu (Madras region) and Kerala (Kochi), and Karnataka (Bangalore region) are also lacking in aligning with the efforts at the federal level. As a result the changes that are happening have the potential to bring a new wave of industrialization and modernization in the north, northeast and western regions of India with the federal government and the state governments in alignment on industrialization and modernization. This could bring to the world economy a development similar to China's second decade of development from 2000 to 2010 when a new surge happened in China's modernization. India's modernization will happen with the reindustrialization in the US and the European Union  and will set the pace for the world economy in the decades to come. ...

China's consumer prices declined by 0.3% in July. There are signs that the economy is slowing. A deflationary trend is taking shape with buyers declining to spend following layoffs at companies, higher unemployment and less growth. Expectations of falling prices could further sap demand worsening the debt situation in China. China's economy has grown in the last decade by assuming ever larger debt burden. The debt in 2022 was three times the GDP of China. Servicing this debt becomes harder when consumer demand is weak. The situation in the US is different with the central bank the US Fed increasing interest rates to lower inflation from 9% in 2022 to 3.2% in July, and expectations of a drop ion inflation with lower shelter costs in rest of 2023.

Vanguard economists using the work of Stanford Unversity economists Bloom and Baker and University of Chicago economist Davis have developed their own estimates of the cost of overall uncertainty to the U.S. economy. Bloom, Baker and Davis show the level of overall uncertainty in 2011-2013 is about 50% higher than the level seen since 1985. Vanguard's estimates are for a drag on the U.S. economy of about $261 billion in deadweight losses from this uncertainty- uncertainty in monetary policy, uncertainty in deficit reduction, uncertainty in business investment. Their estimates show 1 million jobs not created, job growth per month lower by 45,000 in the last 2 years, and gdp growth of about 3% per year in 2011 and 2012 in place of the 2% average recorded, in the absence of these uncertainty shocks experienced by the U.S. economy. McNabb points out that the market gains of the S&P 500 are based on an unstable foundation as long as this overall uncertainty is not lifted and create a serious disconnect....

David Reilly says the Fed's response to the large volatility in the stock market after the credit downgrade of the U.S. to AA+ makes sense. The Fed's Open Market Committee voted 7-3 on August 9, 2011, to keep interest rates exceptionally low till mid-2013. With credit markets working and the financial system having sufficient liquidity the Fed did not need to take drastic action. Coming only a short period after the end of QE II, a QE III could be seen as an over-reaction. Another reason for the Fed's action- more pressure was needed for the U.S. government and Congress to shoulder responsibility for the economy. In an earlier statement the Fed had pointed out that the Fed by itself can only do so much and this is consistent with that thinking. There are important headwinds from housing, large consumer debt, deficits, and high unemployment that the Fed alluded to in that statement that will take time to reverse with policy action on several fronts over a longer period. In the speech made on June 6, 2011, U.S. Federal Reserve chairman, Ben Bernanke, said "monetary policy cannot be a panacea."...

Greg Ip of the WSJ looks at the impact on the economy worldwide from the effects of variants of Covid-19 in 2022. He cites IMF estimates that global output will be 3% lower in 2022 than it had projected in 2019, with Western Europe and Latin America taking larger hits. US growth is distorted and disrupted with the effects of absence of workers from illness (5 million American workers not working in December 2021 because they were sick, or caring for someone sick or afraid of spreading it), supply shocks from supply chains, 7% inflation. The boost to productivity from digitization conceals the impact of an overworked and fatigue prone remote working workforce, says Greg Ip.

War in Ukraine after failed Alaska effort by US to end the war. In September 2025 Russia holds out, spurning peace efforts from the US president, to see if the economy holds out over the next 24 months and Russia can get Ukraine to abandon it's efforts to join the EU and Western European alliances. The baffling aspect of this war is that the neutral aspect adopted by Finland before the war, by Sweden, by the Swiss, was never considered as a realistic option by Ukraine, looking beyond the problems of the 1930's and having awareness that there were weaknesses in both the capitalist and the Soviet systems, to take the broad larger view. And with that being realistic that a better effort would be to reflect on the corruption and lack of clean government, the need to build the healthy institutions that would serve the people best. The approach taken by Gandhi in India in its relations with Britain, to preserve the best and improve on what failed the Indian people, and reflect on the integrity, the right attitude needed for India in the Modern World. From the Russian side the failure to use the period before the shift to renewable energy to invest the capital used in the war of $200 billion a year for a stronger economy and industrial base in 2022- 2027- an investment of a trillion dollars that would make it the industrial power and support its position as the preeminent power in Northern Europe. ...

Russian shadow fleet and about 80% of Russian oil now sanctioned after US sanctions on Rosneft and Lukoil- Feb 2026. This is putting more oil onto a fleeet of vessels operating under Comoros, Sierra Leone and third nation flags, or even two flags, which the Americans and Europeans are tracking and diverting. Russia seeks to put this oil on an alternative tanker fleet it owns and which is insured by Russia, that goes from the Baltic and Black seas to the Mediterranean to refineries in Turkey, India and China. What thsi does is increases risks for Russia in shipping and for the Euroepans and Americans when ships fly Russian flags with military convoy. The overall effect of cutting Russian oil exports in addition to India committing to buy American oil and Venezuelan oil instead of Russian oil in its trade agreement with US, is that Russian economy may be in risky territory. Inflation is higher than official 6 percent at 16% interest rates, and this increases the risk. Budget needs within Russia may not be met as this continues. Fed chairman Jay Powell's higher interest rates will also limit growth in sales in 2023. Overall the US economy may barely skirt a recession, and this depends on which forecaster one talks to.

India's GST tax collections - which finance infrastructure -reach the 1.40 lakh crore mark  (about $20 billion) for 3 months in a row in 2022. Increase in tax compliance culture, audit analytics, and actions against tax evaders, helped increase GST revenue collections. Revenues from import of goods and revenues from domestic transactions were 44% higher than the same month in the prior year. The increased economic activity and creating tax compliance culture are good indicators for economic growth in addition to the GDP numbers showing about 8% growth in 2021, the highest in the world surpassing China by a wide margin.  The growth slowed to about 4% increase in GDP in the 1st quarter yet the events of the first quarter such as the war in Ukraine increasing food and oil prices, depressing economic activity, have some other indicators unique to India that are entirely positive and hold promise for a surge in economic growth in this decade to 2030. With the pandemic years 2020-2021 pointing to shift in supply chains of US and Germany away from China towards India and other Asian nations, the Russian invasion of Ukraine with support of China will only make this shift move faster. With it China's economic growth faces a sharp slowdown.  From 18% at the beginning of 2021 economic growth has slowed down to 4% in fourth quarter of 2021. Lawrence Summers, former U.S. Secretary of the Treasury, writes on August 2, the day the debt ceiling deal passed the U.S. Congress. His reaction to the deal is one of relief, cynicism and economic anxiety. Relief that the deal does no immediate damage to the economy, which he says is no small achievement. This comes from not denting the U.S. safety net of Medicaid, Social Security and other social programs in the midst of high unemployment. And raising the debt ceiling through 2012 avoids a repeat of the kind of tense negotiations that took place recently. Cynicism because with the revised information from the Commerce Department of 0.4% growth in the first quarter and 1.4% growth in the second quarter of 2011, the new forecast of U.S. budget deficits would be much higher in the years further out. A mere loss of one half percentage point in the annual rate of growth could add $1 trillion dollars to the national debt in 2021. Summers points out that Congress votes annually on discretionary spending and a current Congress cannot control what a future Congress does. Caps and sequester deals can be reformulated in 2013 by a new Congress. This deal says Summers has only confirmed the lower levels of spending already negotiated for 2011 and 2012, even though the estimates show $1 trillion in deficit reduction. For the remaining $1.2 trillion in reductions to be negotiated by the "super-committee" there is no baseline for these cuts- it is not stated whether this baseline is with the Bush high income tax cuts included or excluded. His economic anxiety comes from the low rate of growth in the first half of 2011 which suggest an economy at close to a standstill. He sees a one in three chance of a U.S. recession in the absence of any efforts to spur growth. Martin Feldstein was quoted on television business channels on August 2, saying he sees a 50% chance of the economy slipping back into a recession. Steps Summers advocates are a non-extension of the Bush high-income tax cuts which would add $1 trillion to deficit reduction, some entitlement reform, extension of the payroll tax cut, extension of unemployment insurance, and infrastructure maintenance....

The U.S. Federal Reserve Open Market Commitee takes a position of pause and wait as it decides in March 2012 not to take any new further bond buying stimulus measures. There is uncertainty in equity markets about the effect this will have on equity prices. During the last two pauses in 2010 and 2011 the equity markets experienced downturns after withdrawal of bond buying measures by the Fed, leading to Fed action with QE 1 and QE 2 followed by a surge in equity prices and the S&P at over 1400. At the peak during the 2001 and 2008 dot-com and housing propelled booms the S&P reached over 1500. At this rate the curve for U.S. equity prices for the 2008-2012 period resembles a repeat of a narrow steep V shaped curve with only a 7% climb in April 2012 needed to reach the 1500 point in the S&P 500 average at which the previous two booms in prices ended up in a bust. John Taylor, Stanford economist, in a separate op-ed in the Wall Street Journal on March 29, 2012, called for a change in the mandate of the U.S. Federal Reserve for a more rule based policy because of the dangers of repeated boom and bust periods in the U.S. economy as a result of ultra loose monetary policies. The problem at this point in April 2012 is that profits of companies are not expected by analysts to come in strongly in the second quarter, with a slightly improving unemployment picture, expected upward pressures on oil prices from the Iranian situation, eurozone debt problems in Spain and Italy, and slowing growth in China, India and Brazil. These fundamentals do not support an S&P at the levels seen during the height of the last two booms of 2000-2001 and 2007-2008....

Three tankers held off the coast of Mumbai by India's Cost Guard have been sanctioned for carrying Iranian oil. India stopped buying Iranian oil in DJT's first term 2016-2020. In his second term DJT wanted India to stop buying sanctioned Russian oil as a way to reduce funding for Russia's invasion of Ukraine now in its fourth year. India has stopped buying Russian oil as part of the goodwill effort to reach trade agreements with the US, EU, and Germany. The seizing of the oil tankers is part of a new effort by India to support bringing Russia to the negotiating table to end the Ukraine war. Russia has demanded Ukraine turn over Donetsk region to end the war, which is a major stumbling block as Ukraine says there are Ukrainians living in Donetsk region. Germany's increase in its defense budget and investment in its armed forces has led to Germany+ (Germany plus UK and France) acting as the chief supporter of Ukraine, after the US has taken more of a neutral stand. The US basically wanting to end the war in 2026 so that the US can address the situation in the western hemisphere with drug and migrant trafficking gangs in Mexico, Venezuela and Columbia, and rebuild its economy to bring back manufacturing from China. For India the guiding principle of its foreign policy is Gandhiji's thinking and advice for fairness and peaceful coexistence - it does not believe in a British inspired NATO expanding on the borders of Russia, and at the same time does not see how a war on a neighboring Russian speaking region is in Russia's continued interest for a fourth year with bombing of energy infrastructure to leave Kviv in darkness. Non -alignment was Nehru's not Gandhiji's idea- the ideas of respect and fairness are basic to Gandhiji's thinking and India will remain true to his ideas in world relations. One aspect of this change in world affairs is missed by all and the media, that is that with the EU and US+ Japan, and India+ Indonesia there is a population of 1 billion of western peoples, and about 2 billion of Asian peoples, for a total of 3 billion people. This is a region three times the size of China, which with its access to capital and technology, labour and good governance is in a position to industrialize and reindustrialize, and bring manufacturing/science and technology to the core of this economic region by 2035. One has to have a mind that is crystal clear, only then can truth shine in it.” Every contribution whether big or small is precious- in this crisis and ahead.
