Southern Indian state of Madras in 1952 and the administration of Rajagopalachari (Rajaji) in 1952 following elections. Madras state at the time consisted of most of what is now southern India, as the Madras Presidency of the British Empire. The first governor general of India Rajaji was brought in to run the state after the Nehru Congress party failed to win an outright majority and the Communist Party and opposition made major gains. Rajaji's administration led to the successful administration of Congress leader Kamaraj still known for its school lunch programs and advancement of education and healthcare in Tamilnadu. Today Tamilnadu faces anew challenge as the upset win by the TVK party under Vijay seeks to take the state in a new direction after mismanagement of the economy  and lack of state-federal coordination under the previous administration of the DMK party. The messy period in India from the 1950's is similar to the messy period in China in the 1950's to the 1970's with the upheavals under Mao. Still China found its way by 1990 as India does today with a commitment to rapid industrialization and modernization,  federal-state coordination on industrial and infrastructure projects at scale and speed. ...

SDP candidate Olaf Scholz is seen as the most convincing of the candidates, and ahead of the Green's Baerbock and CDU's Laschet in a poll following the 90 minute television debate on German television. Scholz maintained an unperturbed demeanor as he responded to an attack from Laschet on a money laundering investigation being conducted on the finance ministry. He said Scholz was presenting a misleading picture because it was centered on the possibly illegal activities of a single employee in Cologne. He added that he had increased the financial oversight at the ministry since he took over in 2018. Looking at the problems facing German industry, and the challenges from climate change facing Germany,  Scholz had this to say on the scale of the effort needed in renewable energy- "We have 250 years of economic and industrial history behind us, based on coal, gas, and oil. And if we are to change that now that means we have to do an awful lot, for it to really work." The SPD goes into the election at this point with a six point lead over CDU. SPD at 26% vs CDU at 20%, Greens at 15%, in the INSA poll. The election debate on television continues to give SPD and Scholz the confidence needed to stay ahead. Unlike the period facing Merkel Germany after the pandemic faces challenges in social, safety net, child care, climate change, and foreign policy that require new thinking and ability to tackle new frontiers. ...

Samsung's decision to focus on LCD Displays and improve existing technology, citing lack of demand for higher priced OLED Displays, leaves LG Display as the sole maker of next generation OLED Displays. OLED Displays allow the screens to be very thin and to be made in flexible forms with better colors. In this WSJ interveiw, Han Sang-beom, the head of LG Display division says how LG reached the decision to take the risks involved in making the large investments required. He says LG Display already has about 2 years of experience ahead of other companies which he sees as important to keep in preparing for the future market. He cites progress in reducing panel defects and production efficiency, moving up the learning curve, which is similiar to its early experience in developing LCD's. LG Display's strategy is to keep this lead for capabilities that will be needed for the new wearable devices, automobiles and new types of products. It sees other competitors who are developing OLED panels moving into manufacturing to help solve the problems related to cost reduction and product competitiveness. LG Displays production plans are for the second OLED plant with capacity for 26,400 sheets of mother glass a month to be ready by the end of 2015, following the first plant of 8000 sheets. Each sheet makes six 55 inch TV screens. LG's existing small screen business is highly dependent on demand from Apple. LG Display plans to continue focus on LCD mobile product screens while developing new flexible OLED mobile screens....

A new book by Levitsky and Ziblatt, two Harvard political science professors, has the alarming title "How Democracies Die." This book points out that the first line of defense against autocratic tactics by a president is for his own party to obstruct it. This has happened recently when the president of Sri Lanka's autocratic tendencies were checked by a leader of his own party Mr. Sirisena, who worked with the opposition leaders to defeat president Rajapaksa. The Republican party is the first line of defense, and the leaders have to put the country's interests first for this to happen. The authors make the point in the book that much more needs to happen in the U.S. than the reenergizing of Democrats- there has to be working together across party lines and bringing people together, enlightened liberals joining enlightened people in business, on the conservative side, and Christians.  Leonhardt says this period may just be a phase, but don't take that for granted. Be responsible, and safeguard our liberties.  ...

Pocketbook issues are taking increasing importance in the French election on April 24. Greg Ip of the WSJ says inflation has risen in importance more than immigration, the war in Ukraine, and other issues related to Islamist separatism. About 45% cited purchasing power as the main issue in a BVA poll, and this is even higher for people who voted for Jean-Luc Melenchon who came within 1% percentage point of Ms. Le Pen in the first round. Greg Ip says that in economic issues France has done better than Germany, Italy or the UK. Unemployment is at 7.4% the lowest since 2008. Economic output has risen more than in Germany, Italy or the the UK since Mr. Macron took office. And one study shows disposable income has risen higher under Macron than under predecessors Hollande and Sarkozy. France also spent heavily to tackle the Covid pandemic's effect on workers and companies. Ip says Macron's efforts to liberalize labor markets, simplify taxes and wage bargaining and make training programs more effective could be the reason. Youth unemployment is the lowest in nearly 40 years, and the number of apprenticeships doubled from 2019 to 2021, according to BNP Paribas. Pisani-Ferry, economist at Sciences Po says compared to past performance the French economy did much better. Le Pen has promised to cut the value added tax to tackle inflation's effect on voters. Macron has said he will be flexible when it comes to raising the age for retirement and pensions and calls Le Pen's lowering the retirement age creating problems for the solvency of the pension system and highly unrealistic.   ...

The firing of Tata CEO Cyrus Mistry by Ratan Tata, former chairman of the Tata Group, leads to a prolonged crisis at the companies of the Tata Group. A vote is needed at Tata Motors and Tata Steel for Mistry to be ousted from these companies following a vote to oust him at TCS. The parent company's board of directors have voted to oust Mistry. The expert view is that the crisis will not last much longer as all Tata companies need the Tata name and will eventually fall in line with the wishes of Ratan Tata. Ratan Tata followed J.R.D. Tata, and Jamsetji Tata, both legendary leaders of the company. Though Mr. Mistry's family owns 18% of the company, much of the reputation of the company lies in the Tata name and the work of JRD and Jamsetji, so that the 660,000 employees of India's largest company are likely to see this as a temporary setback in the long term.

Natarajan Chandrasekharan, CEO of TCS, describes his approach to running TCS so that individual unit managers can use 100% of their processing power, and have the advantage of the scale and initiatives launched by the corporation as a whole. He says he finds people and builds teams and sees the big picture, but lets units operate independently with 100% of their processing power- calling it democratization. TCS stays ahead in new technologies of mobility, cloud, social, big data, analytics and robotics using its innovation labs in Santa Clara and Cincinnati in the U.S. with centers of excellence in India tied ot these labs. About $4-5 billion in new revenues are expected from these new technologies in 3 years. TCS, India's largest IT company, under Chandrasekharan has doubled its revenue since he took over during the financial crisis in 2009.

Only about 20% of Ugandans have access to electricity according to Uganda Bureau of Statistics. About 10% of GDP is from tourism. The efforts to place a 380 MW electricity hydropower project near the Murchison Falls along the Nile tries to balance these two important needs. Two divergent approaches to the coronavirus are shown in this report in the WSJ. One in Italy which relies on quarantine and lockdown and mandatory social distancing, and the other on keeping borders open and aggressively tracking down the infected using data and testing. In South Korea infections have stabilized at 8000, and in Italy the are rising at 15,000. The divergent approaches and the results vary with the people's history, culture and recent experience. The cultural difference in Asian societies with people willing to cooperate and work together with health authorites for the social stability and good of the country is different from the more individualistic nature of western societies. In addition Italy has a long period of foreign rule of Hapsburgs nd French that has created an attitude of working around authority, the tendency to being furbo which prime minister Conte referred to in a nationwide address.  South Korea and Taiwan also have experience with the SARS and MERS virus during which public health regulations were instituted and comprehensive databases setup that are now being used to combat the new health crisis by tracking down people with health needs. The precedents have taught people in South Korea and Taiwan of how serious this kind of crisis can become, which was absent in Italy in the early stages. Both South Korea and Italy are democracies. The difference being that one has experience with public health crises from experience with SARS, MERS, H1N1, and has developed policy tools, broadened public support and increased state powers in anticipation of such crises. In South Korea there were fines of $8300 for those not willing to be treated and the government aggressively tracked down people. Public support and awareness also helped in controlling the situation. Taiwan has done better than South Korea as covered in a separate article in the WSJ, and shown here, controlling the situation from the beginning including shutting down flights from China early because of its close proximity to China.  ...
