Pozen calls for smaller Boards of Directors, and suggests about 6-7 directors for a board. Having closer to 11 directors, as is the norm he says, leads to "social loafing" where the directors do not contribute to effective governance. He cites research showing 6-7 is the most effective size for directors to take personal responsibility and take decisive action. This is important as Boards of Directors at GM, Citigroup and other companies failed to take action, leading to a government bailout of these companies. In other cases the situation was less dire, but the Boards failed to provide effective governance. He suggests the board be comprised of people with experience in the areas the company operates in, with one or two generalists to provide a larger perspective. The Citigroup board in 2007 was comprised of luminaries and only one independent director had worked for a financial services firm. The current practice of a board meeting in person every other month for one day, plus conference calls, is just not adequate to stay abreast of the global operations of a company. What is needed is for an outside director to spend 2 days a month on company business between board meetings. For this reason independent directors should be restricted to serving on just two boards of public companies, Pozen says. This would mean having experienced retired persons in the industry, who are over 60. Compensation which is about $200,000 for a board member would be increased to $400,000, as directors would be putting in twice as many hours. Pozen would like to see board members taking their duties seriously, and having expertise in the field the company operates in, making the board duties their primary job rather than an avocation....

CEO Norbert Reithofer who became head of BMW in September is pushing BMW in the direction of more collaborative work with other car companies. He has set as a goal collaborations in the areas of components, drive systems and modules. Daimler's new chief Dieter Zetsche s also rethinking how it approaches its business. One way to develop new technologies and purchase parts and components efficiently is to work with other companies who are striving to do the same things. Both CEO's see their companies as midsize manufacturers in a world of auto manufacturing where Toyota and VW, GM and Ford have the advantage of much larger sales over which to spread their research dollars, or to make efficient purchasing by using volume purchasing. Daimler is encourged by its participation in a combined effort in the area of hybrid technologies with BMW, GM and Chrysler, and the progress made in that area through collaborative effort. This is making both companies rethink their intense rivalry since the 1930's, one based in Stuutgart and the other in Munich. Both companies have good profits and as the environment gets harsher with steel prices rising, with demands from the public for tougher new auto emission and fuel efficiency stadards requiring allocating more dollars for R&D, a strong euro and a struggling US economy. The challenge they face is sustaining this profitability as it becomes more costly to operate in this environment. Both companies have appointed some of their talented executives to profitability teams which are working at developing more collaborative efforts....

Li Keqiang, China's new premier, is a member of the "Class of 77," who gained entry to Peking University when university entrance exams were reinstated after Mao's death. This is a period of great curiosity in China about the outside world. Li described it this way in 2008: "In this period knowledge was expanding with the speed of an explosion. I came here not just for knowledge, but to mold a kind of temperament, to master a kind of academic discipline." This he did by working extremely hard trying to master the English language and Western legal theory. He is now the only leader in China who can speak fluent English and is familiar with western concepts of law. For this he owes much to one of his professors, Gong Xiangrui, who studied at the London School of Economics in the 1930's and supported a multiparty system for China. Li was selected as one of the students to translate "The Due Process of Law" by Lord Denning, a British jurist. He spent the next 15 years in the Communist party's Youth League and moved up through the ranks. Many of the "Class of 77' " are still close friends and in academic positions in Singapore, Hong Kong and other universities. He understands the weaknesses in China's legal system because many of his close friends are lawyers, judges and law professors. Evidence of his intellectual openness, is his return to Peking University for a masters degree in economics years later, his thesis on urbanization, and his sponsorship through the Development Reform Commission think tank and the World Bank's Zoellick, of the report published in 2012, "China 2030." That report called for China to change course and reverse the role of state owned firms in the economy, giving consumers a bigger role. Like many of China's leaders this openness also meant during the period of turmoil of the Mao period and the decades following this, of a reticence to talk about political change that came over the entire country, in the words of the 2012 Chinese Nobel Prize Laureate's name, Mo Yan, a kind of "Don't Speak." Taking any kind of political position was simply too risky. The presence of 4 older Politburo members in their mid-60's who are close allies of former president Jiang Zemin and likely to preserve the status quo, also suggests a cautious approach in making changes. One key difference between Jinping- Keqiang from the Jintao-Wen Biao leadership is that Jinping has experience in provincial leadership positions in Hebei, and Keqiang was provincial leader in Henan, China's most populous province, as well as leader in industrial Liaoning province. By odd contrast Hu Jintao was a leader in the remote Tibet region and Wen Biao was a geologist in the northeast for many years. This gives the new leadership team a first hand knowledge of conditions in populous provinces, and the connections with the World Bank's Zoellick a kind of window to the outside that no other leader has had. Jiang Zemin, a former mayor of Shanghai, China' most westernized city in the 1930's and today, was himself a experimenter in his own right when he initiated the changes tht gave China entry into the World Trade Organization. His support of Xi Jinping gives Xi the needed backing for making change happen when the time comes....

Ayn Rand's philosophy. She writes in "Capitalism: The Unknown Ideal" - "Economic crises and runaway government power grabs don't just happen by themselves; they are the product of the philosophical ideas prevalent in a society, particularly its dominant moral ideas." Rand says the message in our society is always "selfishness is evil; sacrifice for the needs of others is good." But Rand's message is selfishness rather than being an evil is a virtue." Adam Smith wrote about this but in adifferent way, saying that man looks to people around him and is looking for the respect of his peers, this itself is a needed good, something that men and women need badly, the respect and esteem of their peers. For this reason they temper their selfish actions for the common good, or this motive can be tapped for the common good to emerge from self interested actions. The question and the answer not like Rand's which is categorical, is put by Smith in the context of how a man views his actions, and what is best in his enlightened self interest. The answer depends on the values in a society at a particular time, because if everyone is pursuing this self interest by distorting things so that he can pretend to himself that he is doing something for an enlightened motive when there are the crasses motives behind it, like Mr Mozilo of Countrywide promoting mortgages for the poor and unqualified, and society or his peers don't call him to account, or others of more respectable background like Mr Thain and Mr Rubin and many others do the same in nore fashioable ways, then the whole fabric of society is corroded. When the fabric of society is corroded then it doesn't matter which philosophy is held, Marxist, libertarian, free enterprise, right or left as used up terms, because its moral underpinnings which are the only true support are corroded. This may be the reason Smith wisely talked about this in somewhat moral undertones such as winning the respect of peers in society for what you do, given that society had the moral element built into it its mores, customs and ways. This is the difference between Smith and Rand, and Smith and Marx, and Smith and other philosophies that are categorical and rigid. That Alan Greenspan was a member of the Collective or group that was closely associated with Rand, and with Rand's philosophy, may have put blinkers or concealed things from him, which he might have seen if not biased by such views of categorical and rigid nature about the virtues of laissez fairre capitalism in all situations. Reagan's admiration for Rand also may have created a bias in favor of laissez fairre capitalism, when what was needed was an effort to avoid excesses in the other direction of state involvement, without getting tied down to some rigid philosophy that might seriuously impair one's ability to respond in a very different situation of excess in another direction, of individuals promoting their self interest to the ruin of the economic fabric of American society....

Margo Oge, headed the Office of Transportation and AIr Quality at the U.S. Environmental Protection Agency from 1994-2012. Here she points out the contradiction in what automakers supported when the current fuel emission standards were set and today's effort by the Trump administration to loosen the standards. She also points to the contradiction between the trends in Europe, China, India, which are moving towards stricter standards and the U.S. reversing direction.  About one dozen states in addition to California have the power under the Clean Air Act to set their own standards. These states make up about one third of the U.S. market. What would result is a fracturing of the U.S. market. This would create problems for automakers as one expert recently pointed out in the NYT, that automakers should be careful what they wish for.  Automakers such as Ford say they support the current fuel emissions standards, yet call for flexibility. GM's CEO, Mary Barra, says she supports current standards. Toyota also says it supports the current emission standards. And diesel engines are now declining in Europe as a result of fuel emissions standards to preserve good air quality. History has shown the automakers have suffered badly from competition when emissions and fuel efficiency standards were lax. During the last decade the auto industry in Michigan faced decline as a result of poor management decisions and lack of foresight in pushing forward with new technologies in this field. The current recovery in the auto industry is a result of a reversal of the poor decisions made between 2000-2008, including fuel emissions and fuel efficiency, air quality decisions.    ...

For hybrid drivers he says many accelerate too slowly from a stop, and he advises accelerating a bit more and then lifting off the throttle to engage EV-motoring. About the Fusion hybrid. The 2010 Fusion hybrid gets 41 mpg city and 36 mpg highway. It beats Toyota Camry hybrid by 8mpg and 2 mpg respectively. Allan Meltzer, a former economic adviser to President Reagan, and an expert on monetary policy at Carnegie Mellon School of Business says that "this is scare tactics to try to do something that is in the private but not the public interest, its terrible." Vincent Reinhart a former Fed economist says Paulson has lost credibility, people don't believe him anymore. And Elmendorf of the Brookings institution says that taxpayers should get more out of this deal with ownership stakes in the companies that use government money. Others like Bruce Bartlett, a former White House economist under president Reagan say the problem is nobody knows what the hell is going on and there are some naive assumptions about how this would function. Martin Bailly, a former chairman of the Council of Economic Advisors under President Clinton says for financial institutions to take the funds Treasury has to pay a premium because otherwise they would have sold already. While Bernanke told the Banking Committe that the government would pay more than the distressed prices to get broad participation which is a goal of Treasury and the Fed, neither he nor Paulson could reassure the committee about how taxpayers would be protected. Most of the economists surveyed here by the NYT are skeptical about a Wall Streeter from Goldman Sachs credibility on this as they see him paying financial institutions a premium price. The sore point in all this for the taxpayers and the public would be that the Bush administration has done nothing to help homeowners with foreclosures that are also at the root of the problem when you look beyond the immediate clogging up of the financial system and present a threat via declining home prices. And Paulson now offers a plan that also is very hazy about protecting taxpayers with equity ownership or some other protections, and has nothing to assuage the public's outrage about ceo compensation in the midst of distress. Not just the Banking Committee but experts from all sides of the political spectrum are raising concerns stressing one or other of these points, and find the lack of details in the Paulson Bernanke plan a sign of a hastily put together plan with little research even considering the lack of time, and the lack of any details a strain on people's intelligence for a proposal of such magnitude....

Is time slipping away for Russia to restore what it sees as its special relationship with Ukraine, as Ukraine finds its own identity through its language and independent Orthodox Christian Church since 2019. This WSJ podcast report is by James Marson who lived in Kiev from 2007 to 2012, and Ryan Knutson, with the Archbishop of St Michael's cathedral in Kiev, and the editor of Elle magazine edition in Ukraine joining in.  To understand Ukraine one has to know that Russian is the language of the cities, which means people in Kiev speak Russian. People in the countryside Ukrainian. This is very unusual for a nation and it shows the condition of the country for centuries where intellectuals in cities dominated cultural and political life distant from the people in the countryside. For centuries Ukraine was dominated alternately by either Poland and Lithuania or Russia other than a period of 200 years around 1250-1400 when the Mongols were dominant. The peasants and countryside suffered greatly as in India and other parts of central Europe in the long history till the modern period in 1900.  Russians see their origins in the Kyivan Rus, a state bringing together the different ethnicities Ukrainian and Russian in the period 1000-1240 under the Byzantine Church in Constantinople. Kyiv, the modern capital of Ukraine called Kiev today being the capital of this state. This is the cultural connection that president Putin and Russians see as one they do not want to see drift away. After the Russian state drove out the Mongols in 1240 the northern provinces and Kiev became part of the Polish-Lithuanian Commonwealth, and the rest became part of a new Russian state. After 1650 Ukraine became part of the Russian Empire and by 1800 with the partition of Poland was fully made part of the Russian Empire. Russian is now after 1800 the language of the intellectual class in Kiev and the cities, and Ukrainian language persists in the countryside. In 1804 Ukrainian is banned as a language and subject of instruction in schools. The end of the Russian Empire under the Tsars in 1917 ended the ban on the Ukrainian language and a period of respect of the cultures of the different soviet republics including Ukraine ensued. Putin has strong feelings on Kyiv, or modern Kiev, as the place where Russia as a country began. He wrote a 7000 word essay says this report in WSJ in 2010 on this relationship as he sees it.  Yet the period of protests in Kiev since 2010 has resulted in Ukraine building  its own identity as a nation. Magazines in the country are required to use Ukrainian for 50% of their circulation. People in Kiev now use Ukrainian instead of Russian as the sense of national identity is being revived. During 1917-1921 Ukraine fought a war with the Bolsheviks after the Russian Empire collapsed. This history is why Russia is acting now to push for Ukraine not drift completely away. It is also what makes Ukraine different from Poland which has cultural ties to Western Europe. It is why the US or Germany is not willing to go to war with Russia over Ukraine, as it would over Poland. It is also why Russia may not see war as the best option as about one third of Ukrainians say they will fight to defend their country, according to this report. The situation is complex and this is why both sides want to negotiate some way out in which Russia wants the US and NATO respecting its sense of connection with Ukraine in its history with Kyiv as the place Russian state started, and Russia not going further. Russia's tangible proposal is for no to Ukraine joining NATO or the European Union. The US and Germany want something else- the right of Eastern European nations that suffered from Tsarist or Soviet domination or German Hapsburg domination to finally be able to assert their own right of self-determination as democratic countries. This would include Finland. And also Sweden. Ukraine is not another small Eastern European country. Population is 44 million and it is the second largest by area in Europe after Russia.  Russia may also see the move to bring this up at this time as a way to unify the country against what it sees as threat from NATO. As Brendan Simms of Cambridge notes in his recent book -Europe, France went through a period after 1600 when it needed external danger as a way to unify the country, as much as unity of the country to fight external danger. The economic costs after building Nordstream II pipeline are to0 great for both Russia and Germany, and for the US and Russia during the pandemic, which means there is a real need to find a way out for all sides.     ...

Kessler says the assumption that pension systems such as Calpers (California Public Employees Retirement System), can make returns of 7.5% is fantasy considering that U.S. Treasury bonds are yielding 1.74%. Calpers reduced its expected rate of return on its portfolio to 7.5% fom 7.75% in June 2012. Public pension funds in Illinois use 8.18% for expected returns. U.S. public companies with defined benefit pension plan assets of $1.3 trillion use an expected rate of return of 7.5%, even though these assets have return of 5.6% since 2000. Kessler's estimate for expected rate of return is about 3%- fixed income yielding negative real rates of return and pulling returns down. For equities he estimates return at the total of inflation component at +2%, productivity component at +2%, and multiple expansion at -1% because interest rates are at zero.

Under the Volcker Rule setup during the global financial crisis of 2008-2009, banks total investments in private equity, hedge funds and similar higher risk funds cannot exceed 3% of high quality capital. During the financial crisis investment banks were highly leveraged leading to the collapse of Bear Stearns and Lehman Brothers, and the precarious financial condition of other banks. Goldman has pared down about 60% of such investments. Remaining are $4.8 billion in private equity investments, $1.2 billion in real estate, and about $1.1 billion in both credit and hedge funds. Regulators have given the bank till July 2017 to comply. As banks recovered from the impact of the crisis, the tearing of the social fabric that happened with high unemployment in some groups especially older white men, has remained six years after the crisis- as evident in the U.S. election campaigns this year. As a result the mood has shifted for tighter regulation and both party platforms, Republican and Democratic, now call for reinstatement of the Glass Steagall Act, which separated commercial banking from investment banking as part of the lessons learned from the Great Depression. Volcker, was chairman of the U.S. Federal Reserve during the Carter administration, known for taking a tough line against inflation. He was the principal driver of the move to restrict banks from risky activity, and faced considerable opposition from banks during the 2009-2013 period when the rule was being formulated.  ...

Russian economy is faltering under the strain of the global financial crisis. The stock market is plunging, with the RTS Index down 19% on October 6, 2008, and the market down 60% since the high in May, 2008. Construction spending is winding down. Th economy growth rate was 8.1% in 2007 but its slipping. If oil prices hit $50 and they were already at $78 on October 10, 2008, then says Anders Aslund at the Peterson Institute for International Economics in Washington, there will be a sharp decline in the growth rate. Moscow analysts say the growth rate could drop to 4%. For Americans Russia may seem remote excpt for investors. But in a global economy there are connections to emerging markets and Russia is one big emerging market, next to China, India and Brazil. When General Motors shares dropped 31% and Ford's 22% on one day on October 9, 2008, the news that spooked the markets was ofcourse a credit watch and questions about liquidity from Standard and Poors rating agency, but alsoimportant was that the one bright spot for GM and Ford in Europe and in Russia in particular was disappearing as GM sales declined in Europe and in Russia. In the prior 12 months GM had seen sales jump by 40% in Russia giving it 10% of a car market that passed Germany recently as the largest car market in Europe. Couple of important things about Russia. Russians today are big spenders, savings are small and Russians do not trust their banks so bank deposits are very low. Household deposits are equivalent of 17% of GDP, compared with 45% in the USA. Only 4% of Russians trust commercial banks according to a poll by National Financial Research Agency in Moscow. So Russia depends on the outside world for much odf the cash flowing through its financial system. Foreigners purchased two thirds of the $170 billion in bonds isued by Russian companies and foreign banks put up half of the accumulated $900 billion in bank loans including almost all longterm debt estimates Moscow investment bank Troika Dialog. With global credit markets in a lockdown mode Russia is simply running short of cash. The government has $560 billion in foreign exchange reserves from years of high oil prices plus $160 billion in two sovereign wealth funds with most of this money in fixed income securities abroad as a rainy day cushion should oil prices tumble. On October 7 the governmet announced $36 billion in emergency loans to Russian banks following earlier pledges in September of $150 billion in loans and relief for Russian companies in danger of defaulting on international debts. One danger here is that about 55% of outstanding corporate loan are of maturity less than 1 year. One of Russia's largest developers Mirax Group is putting 50 projects on hold as bank financing for developers has almost ceased. On the other hand Russia's financial sector is relatively small and the credit crisis cannot hurt Russia as much as it will USA ad Europe. Bank loans account for 10% of corporate finance and the bond market is only a decade old, so about half of all capital investment by companies comes from retained earnings. And Russia has huge needs for investments in infrastructure after years of underinvestment, a stable political structure, an educated workforce, and an economy that is just getting started. As Secretary Paulson answered questions after the G7 meeting October 10, this was another point on the minds of the secretary and questoners, the hope that emerging markets like Russia, India, and China would continue to grow though slower than before, even as the US and Europe slipped into a long recession, and provide a little cushion to the global economy....

Surkov pointed out that Russia was a free nation among other free nations and did not want to be controlled by outside interests. Putin in pre-summit television interviews had an interesting view of the criticism of Russian oil policy and its consolidation of oil resources into state hands, as well as the centralization of powers and putting media into state hands, and its new stance in foreign affairs. He told this to the French channel TF1: Putin suggested old views of Russia stemmed from outdated cold-war competition, and misguided colonial-era arrogance. If we go back 100 years and look through the newspapers, we see what arguments the colonial powers of that time used to justify their involvement in Africa and Asia. They justified their involvement with statements that is was about playing a civilizing role, the white man's burden, the need to civilize these people, Putin told TF1. All you have to do is change the words "civilizing" to "democratization" and then we see the application almost to a word of what the newspapers were saying in 1900 to day's world. These are the arguments one hears from our peers in the U.S. and Europe on democratization and democratic freedoms. This is remarkable statement in revealing how the post Berlin Wall 90's experience with democracy has soured Russians view of democracy. And the peculiar way Putin and other Russians see the western exhortations for openness, transparency, freedoms, self interested, motivated by gains for western economic interests, and disregarding Russian interests such as national pride, economic-higher energy prices to sustain growth, national sovereignty. The NYT article can be seen in the context of a strategy article in Foreign Affairs, July/August 2006, "Russia Leaves the West," by Dmitri Trenin. Trenin says the U.S. and Europe want a weak Russia that they can exploit and manipulate, which means Russia needs to assert itself and its own interests just like the U.S. and China. The idea presented by Deputy Director of Carnegie Moscow Center, echoes Putin's own suspicion of western interests and their "colonial era arrogance". Trenin's view is of a fundamental shift in Western-Russian relations: the United States and Europe could protest this change in Russia's foreign policy all they want but it will not matter. For Trenin the U.S. and Europe had to agree that the terms of the Western-Russian interaction, set after the collapse of the Soviet Union's collapse, was now fundamentally changed. 2. The second link is with the "Putinand Russian Oil Policy" group. It provides details about the Kovytkta field owned by BP-TNK and what is happening there. Alastair Ferguson, director of BP-TNK's gas operations describes the situation in a interview with NYT at his Moscow offices. Ferguson says it makes sense to do what Russia is doing if you are the Russian government. By letting BP-TKN build its own pipeline Russia would lose influence over gas prices. According to Gazprom allowing private companies to ship gas independently would drive down gas prices. And Ferguson says this gas field is huge and supplies going to China and rest of Asia could lower prices of liquefied natural gas in California. Medvedev, Gazprom's deputy CEO was also interviewed in his Moscow offices. Gazprom and the government would answer the question about export sales, not BP-TNK. Medvedev's view is that this is a technical question for Gazprom and Russia to decide and has little to do with the G-8....

German politicians are critical of Finance minister Schauble's remarks comparing Putin's takeover of Crimea to Hitler's annexation of the Sudetenland. Merkel distances herself from the remarks considering that a singular event. Former chancellor Kohl tells the Bild newspaper, "there's been a lack of sensitivity in dealing with our Russian neighbor, especially President Putin." Decades of hard work in building relations with the Soviet Union since Willy Brandt initiated engagement, followed by Schmidt, Kohl and Schroeder, are seen as being put at risk by the German public and government. Business interests are also at stake. Polls show 60% of German's oppose sending the German air force to NATO's eastern borders, and German foreign minister Steinmeier said there was no way for Ukraine to join NATO. A former German ambassador to the U.S., head of the Munich Security Conference, Wolfgang Ischinger, says Germany not the U.S. would suffer the most from a deterioration in relations. Ford CEO, Alan Mulally, says the electric battery in the newly designed Ford Focus EV electric car costs about $12,000 to $15,000. The car price is $39,200. The similiar gasoline powered car price is about $22,000. This car has a 23 hour kilowatt hour battery pack. Based on this information the cost is $522- $650 per kilwatt hour. The U.S. Department of Energy has set a goal reaching $300 per kilowatt hour by 2013, as it funds new electric car development in the U.S. The Ford Focus EV is directly competing against the Nissan Leaf. The Leaf starts at $35,200, with a range of 73 miles on a full charge compared to 76 for the Focus EV. The Focus can be recharged in three and half hours using a 240 volt charger, compared to 7 hours for the Leaf. What the battery cost tells us is that the electric car development has to bring costs down rapidly for electric cars to become price competitive.

Maynard says GM plans to introduce a new hybrid version of its lineup every 3 months for the next 4 years, 16 in all. Mullaly of Ford and Juim Press at Chrysler are committed to pushing forward. And Toyota is beginning its development of a vehicle that would compete with GM's Volt which would run on electricity.

Interview with Honda CEO Takeo Fukui. In June Honda will rollout a new hydrogenpowered fuel cell vehicle called the FCX Clarity. Its powered with electricity produced by combining hydrogen and oxygen in batterylike fuel cells. Honda will have this vehicle available for lease this summer in California and aims to deliver about 200 of these cars by 2010. Fukui's attitude is refreshing when compared to that of other automakers when answering a question by John Murphy of the WSJ about why try to build a hydrogen car when the stations to power the cars do not exist yet. He tells Murphy if you asked were there any gas stations when Henry Ford came up with the Model T, there weren't any, lets build the cars first and the infrastructure will follow. And Honda is working on the technology that will make it possible to charge hydrogen into fuel-cell vehicles at home . He sees it happening first in California and some other states, and in Japan and Europe. And he sees it taking about 10 years to get some sort of infrastructure in place. Considering the long term nature of the demand side with the gradual inclusion of billions of people in China and India as well as Brazil and Russia into the world economy as well as people in other developing countries this is a solution that takes patient and focused development of technology which Honda is setting out to do. He does not see a safety issue in use of hydrogen vehicles as he is confident Honda can develop the expertise to handle the safety issue for hydrogen. What is his thinking on green vehicles? What happened to the Insight the first hybrid car that Honda introduced? The Insight was never intended to be a mass seller, only to establish Honda's record as having the best record in fuel efficiency. What is Honda doing in this area. Honda does see a problem in this area. Toyota he says developed a green image largely on the back of one car the Prius. Honda will come up in 2009 with a dedicated hybrid vehicle to match the Prius. And Honda is setting the bar high for this Honda hybrid, saying that his feeling that this model will have to overwhelm and overtake the Prius. He goes on to say that this is key for us. Honda he says will take on the challenge and compete with Toyota with its products, its technology, and its racing spirit. This gasoline-electric hybrid will be introduced early next year in the USA, Japan, and Europe, and it will be the first of 4 hybrid models Honda will introduce by 2015. Regarding price the company says it will be "affordable". Honda's goal is to sell 500,000 hybrid vehicles a year. Toyota aims to sell 1 million hybrid vehicles early in the next decade and is working on developing its own hydrogen fuel-cell vehicle. Is Honda developing electric cars? Takeo Fukui thinks the practical feasibility of the electric vehicle is very limited. The two biggest issues in his view being driving distance and recharging time. The FCX Clarity can be recharged in one minute, compared to the several hours for an electric vehicle. In his view the electric vehicles will be uselful only for restricted applications like golf carts. Nissan and General Motors are planning to launch electric vehicles. What is Honda's environmental strategy? Honda being a smaller company has to focus its resources wisely with strategic choices. His focus is on the hybrid as the core product, and after that comes fuel cell and clean diesel as the core products to tackle fuel eficiency and CO2 issues. Takeo has spent more than a decade on Honda's racing teams. He drives a CR-V and enjoys driving up and down the mountains, does not race but does get on Honda's test track once or twice a year. And what has he learned from all the years in racing. When he was fully engaged in the motorcycle racing teams he says the pressure was very high and if they did not do well they got bashed by managers and the media. And actually the results were disappointing for years and the teams kept losing. For hime the series of difficulties and challenges was something that he feels everyone should experience because in some ways he acquired wisdom and creativity to get through these experiences. This is some thing Honda and Fukui will need as they try to develop their own hybrid to take the lead from Toyota and come up with industry leading technology in tackling fuel efficiency and CO2 issues. His own approach to management? Two things he always keeps in mind are take time to keep up good communication with associates at work, and testing Honda's own products with his own hands. What does he think about the auto industry in 2008, is it a turning point? He says it has becom clear in 2008 that a company has to have the technology to deal with carborn dioxide and fuel efficiency issues. And its clear that smaller vehicles are more attractive than larger vehicles. And its possible he says that we may go back from automobiles to motorcycles. In fact in India Honda is promoting motorcycles in a big way, while Tata is developing the Nano for mass market, so Takeo is talking about something that Honda sees happening in some places. ...

Japan has coped with its long period of low growth by increasing the temp workforce. Loss of nontraditional workers jobs was 158,000 between October and mid February and accounted for much of the 220,000 jobs lost in the October to January period, according to the Japanese Labor Ministry. During the years that EU countries liberalized their labor markets allowing the hiring of temporary workers. During the 1990's Spain, Italy, Greece began allowing the hiring of temporary workers and workers on shortterm contracts. Germany allowed temporary workers and loosened labor laws earlier in this decade. By 2007 17% of the workers in the EU countries which share the euro were temporary workers. Many of these are young people or immigrants. But the labor laws in the EU for permanent employees remained the same and the worker protections were in place, including unemployment benefits and severance. This helped bring the EU unemployment rate down to 7.2% in 2007 during the upturn years. Now this whole process is going into reverse with the young and immigrants hit hardest. In Germany it costs 11,927 euros to layoff a permanent employee according to the Cologne Institure of Economic Research, and zero for laying off a shortterm employee. Now as the economy deteriorates the shortterm workers are being laid off first in large numbers. BMW has laid off 5000 shortterm workers. And short term contracts usually last only 4.7 months on average in Germany, about 12% of temp workers in Germany get hired as permanent workers. To get full unemployment benefits the workers have to have worked steadily for at least 1 year in Germany. ...
