Ghosn of Renault-Nissan used to be a skeptic about electric cars. Now he is on board. Nissan plans to sell an electric car in the US and Japn by 2010. It will be only hundreds of vehicles at first so it will take more time to take it to mass market, but the goal is to go for mass market. By 2012 Nissan will plan for a lineup of electric vehicles, so it will extend beyond small cars to small minivans and small commercial vehicles and small crossovers. 100% electric cars also are described as zero emission vehicles. But Nissan won't be the only company doing this. Mercedes is moving "very fast" in the direction of emission free vehicles, see the the interview with Daimler's Zetsche. Mitsubishi Motors and Fuji Heavy Industries are testing versions of electric cars. And GM plans to introduce the Chevy Volt in 2010. Toyota plans to have a plug in hybrid about this time. Mercedes will be the first to bring a lithium oin battery in its S400 coming out later this year which will be a hybrid. It is the cooling of lithium ion batteries that has been a major hurdle to development of electric cars and Daimler's Zetsche says they have solved this problem, have 24 patents, and developed a cooling system that works inside the car. Nissan has an electric car project that it is working on with California based Project better Place to produce electric cars for the Israeli and Danish markets. Ghosn has grasped the idea that the market is signalling a major and irreversible change towards smaller emissions and regulators are way behind on this curve. He says that if one is to sensibly participate in the growth of emerging markets which Nissan is doing in North Africa and India and Eastern Europe then one has to think in terms of sustainability and lower emissions, as putting tens of millions of more cars on the road around the world can damage the environment. And the only way this can be done to meet the aspirations of people in emerging markets is to lower emissions and to set this as the overriding goal. A good account of the history and weaknesses of the Amtrak based system of rail service in the USA. Questions abound about the queer situation where you find rail popular in Europe and so not prevalent and scarce in the USA. How efficient is Amtrak's rail service in conserving energy? Amtrak uses electricity made from coal, it uses 17% less fuel than a passenger car and 32% less than a airline airplane according to the Oak Ridge National Laboratory. Is this based on new fuel efficient locomotives? No the locomotives are old and Amtrak equipment is aging, so much more fuel efficiency gains could probably be made with new technology and investment. Rail service is coming out of a 40 year period of neglect, and Amtrak itself was probably created to put in one place and hold together a dwindling service, as the passenger services of freight railroads were consolidated to create Amtrak in 1970 by the federal government after the interstate highway system built during the postwar Eishenhower years led to a boom in car travel and the spread of housing to spread out suburbs. At the time private operation was not a consideration as Amtrak itself was a rescue operation to preserve some semblence of rail service before it died out. Now with fresh incentive to do mass transit the whole question being posed is whether private operators should be brought in and would do a better job than Amtrak. Today Amtrak has in all 632 usable rail cars an astonishingly small number, its Amfleet cars are 30 years old, and the Acela trains are 8 years old. In all it carried 25 million passengers last year and in 2008 probably will get to 27 million. Many of these are on long haul routes and where passengers can get to small towns where there is no plane service. Its labor contracts require it to keep these routes. So its a peculiar Amtrak that exists today as a result of historical events and shift to road travel, and it may not be the best vehicle to move the USA towards greater use of mass transit to conserve energy, as its slow to change and takes years to introduce new technology and is not spread out evenly over short and long haul routes. The customer service suffered all these years with no competiton and competition may be healthy for better technology, better service and service on new routes. The UK rail service from London to different parts of the country has been privatised for instance. Better technology and fast service are essential to attract new customers and this is an area in which Europe has made significant progress. At this point even with federal money Amtrak would take years to get new technology from the current manner of writing specification for bids, picking a vendor and waiting for delivery especially as vendors have dwindled because of the lack of demand in prior years....

Robert Frank, an economist at Cornell and visiting Professor at the Stern School of Business at NYU, says this deficit increasing our debt burden is entirely different from the way in which the Bush administration increased the national debt. During the last 8 years the Bush deficits increased the national debt by almost $5 trillion. But people went for larger mansions, and consumers went on aconsumption binge, and the Bush tax cuts were skewed to help the wealthy. Now to address the economic crisis a similiar amount of about $5 trillion will be needed but it will be spent quite differently. Money spent on ropads and building infrastructure that is needed is money well spent on any dimension. Especiallyfor America's crumbling roads and bridges and highways. If postponed these would cost more or twice as much to fix. Frank's point is that alot depends on what you do with the money. At recent interest rates servicing $10 trillion in debt costs about $400 billion annually. He says thats quite manageable. Just by instituting agasoline tax of $2 agallon as the Europeans do and are not alot poorer dfor this, the US could generate $100 billion ayear. When Americans are using mass transit in the largest numbers in 50 years, it also makes sense to build better faster transportation systems between major cities, like the high speed trains in Europe....

Sarah Wagenknecht is combining socialist credentials with support for workers and unions with a platform opposing migration. She is polling 10-20 percent and is second to AfD right wing party inthe polls in three German states of Thuringia, Saxony and Brandenburg. Nationally she is polling 9 percent. Not that this is new.It is new only in Germany with CDU/CSU and Socail Democrats, Greens, Free Democrats dominating with right wing anti migration position taken by AfD. Mette Frederiksen in Denmark the Danish prime minister has long felt that migrations hurts working class families and distracts from the main issues facing workers. On this platform she has won elections in Denmark. Scandinavia is moving in this direction taking up working class issues, policies that favor unions and workers, support child care and families, yet opposing migration, but not with extremist right wing ideologies not compatible with democracy. This is a more effective and sensible path for Europe as there are more urgent issues, climate change, child care and families, wages and incomes, cost of living action, why the need to distract the attention, the vital attention needed to these overwhelmingly important tasks. Here it is common sense that should prevail- by keeping migrants out of this, no more distraction from the tasks at hand for the Nations of Europe, and keeping borders safe. ...

The partition of Iraq would have lead to increased ethnic conflicts and civil war which is what all sides in Iraq recognized. Sunch partitions lead to ethnic cleansing and even more hostilities. As Senor says here the partition would have involved expelling Iraqis from their home on a large scale. A bigger wave than the refugee situation before this from ethnic strife as it would now be official. Compare this to the partition of India. Once its official a huge wave of expelling begins and an official kind of ethnic cleansing occurs as hotilities increase and each of these partitioned areas starts to get outside help from neighboring countries and an arms race in the area begins and new fears are aroused. No question things were bad but it its to the credit of all the Iraqi parties and leaders that they had the good sense to act in the right way. As Senor asks what do you do with Kirkuk which is majority Kurdish but has a large Sunni population. Its also to the credit of Bush advisors and General Petraeus that they continued to persevere when things looked very dim. A further inflammation in Iraq would not affect people in Des Moines or Biden's Delaware so when things get really nasty its easy for an expert or politician in the USA or Europe to take some policy action and then leave leaving that region in Asia or Africa to bear the consequences....

The US vaccination drive appears to be stalling when it comes to getting younger people vaccinated. On a recent day 1.13 million persons were vaccinated. About 150 million Americans are fully vaccinated or about 47% of the population. About 53% of the population have one dose. This still leaves the rest of the population close to one half unvaccinated as the US is opening up fully and removing the social distancing and mask mandates that existed before. The problem is that the coronavirus delta variant is about twice as transmissible than the original coronavirus of March 2020. Vaccination is uneven across the US. Large parts of the southern states and the western states lag behind. In these areas as well as areas with large urban concentrations of population, the densely populated cities where social distancing and mask mandates are being lifted as if the coronavirus crisis is over, are at risk of seeing a more powerful virus spread quickly before gene sequencing catches up with new variants- making the response lag behind in terms of weeks. That lag in response could lead to another wave in the US. Consider also that tourism is opening up in Europe with removal of mask mandates, that gene sequencing to track variants is tiny in even countries such as Italy and France. A WSJ report on June 22 shows gene sequencing to track variants at 1% of positive tests in Italy, and virologists in Italy saying they feel as if they are flying blind. This report in the Washington Post says surveys show as many as one third of Americans have no immediate plans to get vaccinated. This is showing up in the low numbers for the vaccination drive, of around 1 million a day at this time in June 2021. In April this was 3 million vaccine doses adminstered on a single day on average. India where the new delta variant has had the most serious impact has stepped up its response with the federal government taking complete responsibility for vaccine supplies and vaccination drives. It is now vaccinating aggressively in the range of 6 million to 8 million doses a day during the last 7 days with a plan to ensure enough vaccine supplies for 1.2 billion people to get vaccinated by December 31.  The European Union and the US have  vaccinated just over 50% of their population for a variant that is more than twice as transmissible than the original virus. This leaves the unvaccinated at real risk because all the social distancing and mask mandates that existed earlier are being removed- in the US, in France, in Italy, and other countries. Soccer stadiums are filling up in Europe, the kind of sports events that later hit Bergamo, Italy, in March 2020. Summer tourism is back in Portugal and Greece. The best intentions will not be enough. Are mask and social distancing protocols being lifted too quickly especially in tourist locations reminiscent of last summer in Europe and elsewhere. Germany and Britain are holding on to them a bit longer. Will this be enough to tackle a new variant. ...

Vauban is a "car- free" upscale communitynear Freiburg, Germany, close to the German-Swiss border. Except for the main street where atram to Freiburg runs, and two parking lots outside the community, there is no place to park cars. About 70% of the people there do not have cars and 57% sold their cars to come here. There are no car garages or parking places with each home. Bicycles are hte main means of transport. Vauban hasd 5500 residents in one square mile. The basic concept of having stores placed only awalk away is being followed more and more as America and Europe shifts away from intensive auto based use of space for living. The whole post war location of housing and stores and community activities was based on large use of the automobile. This is now going through big changes. David Goldberg, of Transportation of America says " how much you drive is as important as whether you have ahybrid." A fast growing coalition of hundreds of groups is advancing the cause of building communities with stores only a walk away and less need for the automobile to get around. Outside Hayward, California, Quarry Village is anew development that is trying to reduce autos to one per home. So car based is American culture that most zoning laws require 2 parking spaces per residential unit, and in the federal transportation bill 80% of appropriations in prior years used to go by law to highways and only 20% to other transport. This even though passenger cars are responsible for 12 percent of greenhouse emissions in Europe , and upto 50% in some car-intensive areas of the USA. One solution to the problem is to use smart planning to avoid the suburban sprawl, and shift to smaller more fuel efficient automobiles, and build better mass transit and rapid transit and fast rail linking most towns and cities, that will moderate all the excess that took place after the war. This may be the direction smart planning is taking us, and places like Vauban remaining niche communities for green advocates and a sort of reminder that its possible to go in this direction....

Five rules the editors of the WSJ say should be followed when working on cleaning up the banking system. A clear no, as Krugman and other experts point out is for the government to make the rather imprudent move to take on all the debts of the banks as in Ireland. A second rule is not to underestimate the size of the problem and delay action till the problem gets much worse, when its harder to deal with. ECB president, Mario Draghi, pointed out the problem at Spain's handling of Bankia bank as a clear example, telling the European parliament recently: "There is a first assessment, then a second, a third, a fourth. This is the worst possible wayof doing things. Everyone ends up doing the right thing, but at the highest cost." A third rule is to set clear rules about banks, who gets rescued and who gets closed and why- so that its not left upto the discretion of officials. On this rule Spain's outgoing Zapatero administration gets good marks from WSJ for settting clear rules to the cajas svings banks. A fourth rule applicable to Europe is to first setup the expertise and conditions for a European banking regulator before setting up a banking union and direct injection of funds by the EFSF into banks of individual countries. A fifth rule is to avoid creating even larger mega banks by consolidating failing banks with large banks, and continuing the government's implicit guarantee of the bank because it is "too big to fail" and creates systemic risk- this is the situation after action by the U.S. Federal Reserve, regulators and the U.S. Treasury....

Aldi store name comes from the store name Albrecht's Discount for stores opened by 1961 in Germany by the Albrecht brothers. The brothers worked at their mother's grocery store in Essen Germany, following their father's disability and not being able to work in the mines. After serving in the war the two brothers expanded the small family grocery store into a chain of about 15 stores. By 1955 this chain had expanded to about 100 stores, and in 1961 the chain took on the Aldi name. The brothers separated their business in later years with Karl taking on the Aldi Sud stores in southern Germany and expanding into UK, Australia and the U.S. Theo, the younger brother, ran the Aldi Nord stores in northern Germany, of what was then West Germany. Aldi Nord expanded in Europe and acquired Trader's Joe in 1979. The two brothers agreed to stay out of each others territory in this unique arrangement. The Albrechts felt strongly in the post war conditions in Germany that "customers with very limited income should be able to eat and drink quality food," according to a statement by Aldi Sud. Karl Albrecht saw this as his calling- to find creative ways to do this. One way was to get rid of other unnecessary expenses such as display and advertising that could be passed on as savings to customers. In this sense Aldi laid the ground for American retailer Wal-Mart. By 1955 Aldi had 100 stores in West Germany. Expansion thereafter made Aldi a household name in most parts of Europe and the U.S. Karl and Theo remained reclusive throughout their life, more so after Theo's kidnapping in Essen in 1971 for a ransom of 7 million deutsche marks. Karl operated the Aldi Sud stores till he was 75 and passed away in 2014 at the age of 94. Ikea founder from Sweden also has a similiar history in being very private, frugal, and living in a small town in Switzerland, providing direction to the company well past his eightieth year. He pioneered the concept of well designed quality furniture at affordable prices that passes on savings to customers. The same concept and vision inspired Ikea founder- that people of average means and younger families starting a home, should be able to afford furniture quality and design in their homes....

In Europe, France, Spain, Germany and other countries are giving cash subsidies to customers to buy cars when they turn in older cars. These refunds range from 1000 to 2500 euros, and reward the purchase of smaller more fuel efficient vehicles. It has boosted sales in Europe where sales are running at an annual rate of more than 13 million because of the subsidies, according to Credit Suisse analyst, which is well above the 11 million level of last year. The average American car says the analyst has been on the road for 9 years similar to that in Germany, so it makes sense for the USA. He says it could increase sales in the USA to 12 million cars, down from the 16 million sold in 2007 or the 13.4 million rate of 2008, but far higher than the 9.5 million rate in the first few months of 2009. In Europe small cars are dominant and it plays to the markets of large carmakers like Peugeot, VW, FIat, and Renault. But in the US Japanese carmakers are dominant in the small car market. Detroit carmakers make too many large cars and pickup trucks so the impact would be less. But the program could be fashioned in the US on a drop down in size and increase in fuel efficency, so that the clear direction is towards smaller cars. Turning in a pickup truck for a family car like a Malibu or a LaCrosse might promote fuel efficiency, and move things in the right direction. Its useful to note that even in Germany more expensive cars or brands have barely benefitted German car sales jumped 21.5% in February, but mass market manufacturers recorded a 37% surge, while sales of premium cars fell 19%. In Italy which started its program Feb. 6, buyers receive 1500 euros for trading in acar at least 10 years old. Fiat Punto sales have shown a strong increase. Fiat's facory in Melfi, southern Italy, is now running at full capacity after running on areduced scale from October 2008 to February 2009. It makes the Punto. In France 30-40% of car sales are coming from the scrapping deal, according to French Auto Manufacturers Association. Overall sales are running at about 6% below last year's rate, but in the absence of the scrapping deal sales might be off 10-15%. One concern for the French is that sales not drop off after the scrapping deal stops.France saw this happen in 1997and 1998 after ascrapping deal in 1994-1996. However considering that the cost to the German government for scrapping deal was $2 billion, the solution to this would be continue this program till the economy recovers and car sales are strong. Considering the benefits for an important industry and the societal benefit in lower pollution, it would be worth the cost....

The struggle between the Detroit automakers and the states over auto emissions of carbon dioxide and other heat trapping gas emissions. California adopted the first state law requiring auto manufacturers to reduce emissions of carbon dioxide in 2002 and in 2004 set standards for the emission reductions. Vermont, as well as Connecticut, New Jersey, New York and Pennsylvania adopted the same standards. Automakers sued toblock these standars in Vermont and California. While the California case is pending, Judge Sessions issued a ruling on the Vermont case this week against the auto manufacturers. This follows a decision by the US Supreme Court in April 2007 that the Environmental Protection Authority has the right to regulate heat trapping gases like carbon dioxide as air pollutants. This endorses the idea that states can set their own limits. What is needed for a state to do this is to get a waiver from the EPA, as the federal Clean Air Act has a provision that allows California to set ists own standards with a waiver from the EPA, and for other states to follow California's lead. A detailed opinion includes analysis by the Judge in this case stating why the Transportation Department's authority is limited to automobile fuel economy standards and does not carry over into auto emissions as pollutants of the atmosphere, the area of pollutants being reserved for the EPA and the individual states to work out together. Under California law as it is now emissions reductions for cars could be 30% or more below the current levels in the 2016 model year. By 2012 emissions are required to be below 2005 levels by 25% for cars and light trucks, SUV's and larger trucks 18%. Note that what is technologically feasible to accomplish in the area of auto emissions is an unknown. At the same time its a function of determination, R&D investment, collaboration between companies to pool technological and capital resources, development of engineering and manufacturing investment and knowhow to learn mass manufacture at low cost, introduction of the already feasible features quickly such as stop start engines which the Germans have already in the works for mass manufacture across product lines, and so forth. The first comer in these technologies enjoys an advantage as Honda constantly advertises itself, and the the only way to say what is technologically feasible or not is by pointing to these pioneers. In this case because of the stronger environmental movement in Europe especially in Germany, some of this pointing will be done in the direction of the German auto manufacturers progress in this direction to meet the new EU standards of 120 micrograms of CO2 per kilometre. ...

Renault's low cost entry cars which were originally designed with emerging markets in mind, are now popular in France and other countries in Europe. Renault gets 30% of its market share, up from 15% in 2006, from low cost cars like the Logan, which cost conscious buyers buy for around $10,000, instead of buying a used car. This has helped Renault at a time when other segments are not doing so well, and when Peugeot had to arrrange a 1 billion euro emergency capital increase. The profit margin on these low cost cars is 6%, compared to 2-3% profit margin on other Renault models. Renault manufactures the cars under the Renault label or the Dacia lavel depending on where they are sold, and uses a factory in Romania. Renault's model is to set the margin first and then ask suppliers such as LG and others to try to come up with a low cost design that meets its margin requirement. This eliminates features that add cost and may be dispensed with for the customer in mind. It requires a fresh approach. Cutting edge is replaced by working with parts designed for older models that cost less. Renault also used the experience gained in the Romanian factory where some of the tasks are done manually instead of using robots, and waste is reduced. The process has taken time because the Dacia Romanian factory was acquired under a previous CEO Louis Schweitzer in the late 1990's, and the first Dacia Logan was made in the Romanian factory at Pitesti, near Bucharest, in 2004. The reliability of the Dacia made cars is well established, say experts. On the sales side the Logan is sold on a no discount basis with fixed price. Dealers are told no discounts are permitted. Total sales of these cars reached 814,000 in 2011 and are expected to cross 1 million in 2012. This is similiar to the achievement of Toyota with its low cost multipurpose vehicles for emerging markets, which is expected to cross 1 million in 2012. The difference is that Renault has achieved this with European buyers in a bold strategy. Tata Motors which pioneered the effort to build low cost small cars with its $2000 vehicle is planning its own entry in Europe, the Pixel as a low cost city-car in European markets in 2015. And Renault is moving further down in cost than the Logan, as its next step, with such a car manufactured in India by Nissan-Renault and regional partners....

Many in the Catholic Church worldwide feel this was a good choice for Pope by the cardinals because this is likely to bring the church closer to the people in Latin America, Europe and other parts of the world, and infuse the Church with new energy for renewal. Evangelical churches have spread in Latin America, particularly in Brazil, and church pews are seeing smaller numbers of people in Europe. Bergoglio, now Pope Francis, is seen as the right choice to reverse this trend and bring a regeneration of Catholicism at a difficult time. ...

What is the difference between South Korea and the U.S., Europe in the handling of coronavirus? It is tracking and testing.  President Trump and health adviser Dr. Fauci, see South Korea as the successful model to be followed in controlling the coronavirus. What has happened till now it is accepted with shortage of basic medical supplies and equipment, stress on hospital systems, are merely mitigation actions. South Korea was prepared for the coronavirus crisis because of the MERS and other epidemics, and failures resulting in corrective actions. Labs were centralized and better equipped for testing and tracking the infected. One of the key tools is testing. President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...

Pope Francis appears healthy and active, says this report in BBC News, even though he is now eighty, the age when other senior church officials are expected to retire. Pope Francis plans to continue for a few more years to complete his reforms for "a church of the poor." In 2016 he has replaced about one third of the cardinals in the electoral college. Francis lives a simple life in a tiny suite in the Vatican guest house. CastelGandolfo, a summer residence of the popes, has been turned into a museum for the public. Some cardinals from Italy, Germany and the U.S. say the pope is not following traditional teachings, yet Francis in his open gregarious style says he doesn't lose sleep over this. His style is marked by directness, and the use of short phrases of the Buenos Aires dialect with which he is most familiar.

Venezuela faces an uncertain future after U.S. efforts to support Mr. Guaido and call for new free and fair elections have failed. With help from Russia the Venezuelan economy is showing signs of recovery from the steep decline and high inflation in 2019. Oil production is expected to reach 1 million barrels a day in 2020 after falling to 650,000- 700,000 barrels a day in 2019. Russia's oil company Rosneft provides critical help for Venezuelan oil sales and maintenance in oil fields.  National Security Adviser John Bolton is faulted for his advice to president Trump on Venezuela, that merely voicing support for 36 year old Guaido, would lead to regime change without action from the U.S. With the recovery in Venezuela with help from Russia and Cuba, Mr. Guaido's popularity has dropped by 20 points to 38%, according to a Venezuelan pollster Datanalisis. Most Cubans and Venezuelans in the U.S. are in Florida where there is support for new elections, and Mr. Trump continues to support Mr. Guaido. The lack of support for change from other countries including Europe, India, Turkey, and Mexico have led to a stalled situation in Venezuela. There is concern for the steep inflation, the migration of about 4.5 million Venezuelans, the shortages of critical supplies as a result of the economic collapse in 2019. The situation is stabilizing for the government yet the future of Venezuela with U.S. sanctions and weak economy leaves Venezuela in a precarious situation. Venezuela continues to be an example of how well meaning changes for social justice can lead to political changes that bring about economic collapse. This happens  when business and the economy flounder under mismanagement and corruption under crony socialism, a variant of crony capitalism. The old capitalist class and the privileged families who ran the country under its old two party system are gone. Replaced with a new class. The trying out of untested economic ideas in the quest for social balance leads to economic mismanagement, loss of critical human resources which leave the country, and a higher degree of poverty with shortages than before.  Today in Latin America Brazil shows how allowing generous pension benefits at the expense of basic needs and public services in the budget can hurt the economy. Argentina's overborrowing once again shows how this leads to IMF loans and harsh economic austerity. Chile shows how not financing pensions and public services can lead to collapse of public confidence and riots. Venezuela shows how the quest for social justice and reducing privilege can itself get flawed, leading to mass migration of as many as 4.5 million citizens. This happens under models that vary from free enterprise models to socialist or nationalist models showing that models can be less relevant than good sense and good management. In the beginning and for some time each of these models worked well, commodity price supported booms concealed real problems. Avoiding extremes, prudent spending, good investment and hard work, investment in education and infrastructure, building consensus, and good management, is critical for the future to avoid the bad outcomes facing much of Latin America. A lesson also for Asian and African countries that basic virtue is more important than socialism or free enterprise or nationalism when it comes to development.   ...

Eduardo Porter compares Italy's propensity to collect and invest tax dollars in healthcare and public services to a much greater degree than the U.S. In 2007 he points out Italy spent 25% of its output on social programs such as health, food and housing, compared to 16% in the U.S. He reflects on the possible reasons for this based on research. Italians see the tax dollars at work in a health care system that works for them and their children, as in this example of Eduardo and his child at a health clinic in Liguria, Italy. In the U.S. there is less evidence of this and the sense that government is likely to waste tax dollars, that the individual is better able to make choices. The less homogenous society in the U.S. also means there is less support for public services that might benefit other lingusitic and cultural groups.There is also the feeling that in American society there is greater oportunity for the less well off to join the upper class given the open capitalist framework, as compared to Italy where connections and traditional advantages matter. Some experts attribute this to smaller taxes leading to economic growth, but Porter says the examples of Sweden, Norway, and Japan showed growth was higher or similiar to that in the U.S. ...

Fred Hiatt of The Washington Post asks the question what would have happened if U.S. president Harry Truman had sounded the retreat for war weary Americans following the Second World War- as Greece floundered, during the Berlin Blockade 1948-1949 when Truman ordered airlifts to Berlin which totaled 200,000 in one year from the U.S. and allies, as South Korea was invaded by the Communist North in 1949 when Truman responded with the landing at Inchon. He cites an intervew with president Obama in the Atlantic magazine of Jeffrey Goldberg, where Obama's views after hours of conversations are summarized as being- that the Middle East cannot be fixed during the Obama years in office, and not for a generation, so that it would be better to simply do nationbuilding in the U.S. He points to Trump's interview with the Washington Post about pursuing a similiar policy because the U.S. is much poorer today than it was in the past. Hiatt says the U.S. GDP per capita was $27,000 in 1945, $62,000 today. And who would have thought in 1953 as the Korean War wound down and Federal Republic of Germany under Adenauer was emerging, Japan recovering from the devastation of the war, that South Korea, Japan and Germany, would one day be America's strongest trading partners and prosperous democracies. It was not about nationbuilding but lending a hand when needed, and the countries having to lift themselves up by the bootstraps- yet during a severe crisis as in Greece, Berlin, Seoul, in the 1950's when the post war Europe and East Asian countries were being established and needed help, the U.S. offered the early security and economic support needed to allow nationbuilding to happen by people in these places pulling themselves up by the bootstraps over a subsequent longer period. Truman did not shrink from the challenge and set the groundwork for today's European Union, and for today's Japan and South Korea. ...

The WSJ looks at Elizabeth Warren's Medicare for All plan that marks a major shift for the U.S. economy.  Households would see their costs go down by $11 trillion, boosting their ability to spend on other goods and services. Because income and wealth was highly skewed in the past three decades in one direction, the spending capacity of lower and middle income households was pushed down. This and other similar plans would help restore a higher level of spending and with it an essential element of inflation of 2-3% to the U.S. economy which was missing in the last decade. This sets the tone for the kind of broad based recovery that happened after 1950 that strengthened America's middle class and made it the core of the economy, the core of the post World War II recovery in America and Europe. The plan would be paid for by higher taxes on corporations, tax rate of 21% for corporations going back up to 35%, and reverse depreciation schedules in the 2017 Republican tax law. The argument that this would reduce business investment does not hold that much says the WSJ because amid new trade tensions business investment has declined over the last 2 quarters, and has been sluggish overall. The other source for the estimated $13 to $20 trillion cost of Medicare for All plan of Elizabeth Warren is a 6% annual wealth tax on billionaires, in an attempt to have all pay their fair share and reduce wide disparities in wealth. Mark Zandl, chief economist of Moody's Analytics, says his sense is at the end of the day from a macroeconomic view- because $11 trillion in the hands of 80% of households who could boost spending after lagging behind in the last decade- the negative effect on business investment will be cancelled out by the higher consumer spending. The overall effect and today's context is infused in this analysis. Private insurance, premiums for insurance, and out of pocket cost that the public pays would disappear in this new system where all health payments pass through the government. Health insurance premiums paid by employers would convert into a new employer Medicare contribution to the government starting at an amount employers pay now and adjusting gradually toward national averages over time. Smallest businesses are exempted. Mr. Zandl says the most important aspect of this now is that Mrs Warren has shown that her plan's revenue sources match the cost so that the plan would not lead to deficits increasing and pushing interest rates higher, leading to negative effects on the economy. Republicans under Mr. Trump have paid little attention to expanded deficits caused by their tax law, and economists across the landscape have also shown less concern. Still attacks are made if the plans don't add up. For this reason a sound assessment in today's context of depressed consumers and an overall impact becomes essential. The WSJ quotes from a pre- assessment of Warren's plan by Simon Johnson, a Massachusetts Institute of Technology economist who co-wrote it with Mr. Zandl and Betsey Stevenson of the University of Michigan. What they point out is that putting cash in the pockets of the lower and middle class for spending makes a lot of sense today, and taking money out of the pockets at the way upper wealthy end,  does not contract the economy at all. Other effects they say are constructive by letting all workers get health coverage from the government instead of employers, this makes it easier to change jobs increasing labor mobility and productivity. A worker getting a better job and better utilization of skills could then shift without looking at the employer health care plan. Warren says there would be a five year transition so that workers in health care insurance industry can work in other insurance fields and in Medicare, no one would be left behind. Coronavirus cases on a daily basis exceed 70,000 in one day in Brazil with 26,000 in Sao Paulo alone. Brazil's cases now exceed 2.5 million, the worst hit after the U.S. followed by India. President Bolsonaro has failed to provide leadership in the pandemic, himself contracting the virus and not following social distancing, mask covering till recently.

President Macron of France gains in popularity with over 50% satisfied with his performance after his hard fought gains in getting the 390 billion euros nonrepayable common debt funds for the European Recovery Fund for hard hit pandemic countries. Macron was able to get the full support of Merkel of Germany to get this approved after Dutch premier Rutte's effort to stall the aid effort in weeks of long negotiations. It is a show of European solidarity and brings Europe together, giving much needed aid to Spain and Italy.

Mr Greenspan's libertarian views influenced by a novelist of all people, who is frail just like all of us however intelligent her views may seem, when taken as dogma. Taking his cue from Ayn Rand, who presented collective power as evil force set against the enlightened self-interest of individuals, he proceeded to let this enlightened self-interest run free in an ambitious American experiment devoid of all restraints and common sense. He came in in the days of Reagan and "the evil empire " and the philosophy of Milton Friedman of minimal government intervention in markets, and the view presented by Europeans like Hayek about the economy and freedom. But views become dogma and then defeat common sense. Buffett used common sense and always considered human beings and their frailties as part of the problem as well as the opportunity. Greenspan let these views of his defeat plain common sense and excluded the role of human beings and their weaknesses, in any scheme of things. This undid him and his reputation in the end as far as derivatives like mortgage securities are concerned. Plain common sense required as Buffett did- that as the risks of derivative contracts increased as they practically became the way risk was managed and distributed throughout the economy- to consider their opaqueness, and the way risk was distributed with the failure of one financial firm bringing down the others and the whole economy; with the way each were interdependent and tied up in the risk distribution for the capital that helped run the whole economy. Derivatives were created to soften risk or hedge against investment losses. For example some of the contracts protect debt holders against investment losses on mortgage securites. Their name comes from the fact that their value derives from underlying assets like stocks, bonds and commodities. What they allow to happen is the increase in leveraging and the taking on of more risk as for instance issuing more mortgage debt or corporate debt. As these contracts can be traded they enable companies to take on more risk by spreading the risk among more and more parties. The original issuer of this debt has the sense that somehow, as one expert put it, that by tossing this packaged as a complex derivative type security into outer space this risk would somehow disappear in that cosmos, so that more of the same could be done into infinity. Plain common sense like Buffett's would say otherwise and point to the danger when the whole scheme would get undone by the failure of some big financial firms, as the scheme becomes huge enveloping the economy, the very interdependence would bring down the whole economy. The very complexity of opaquenes of this way of dealing would make it impossible or difficult in the extreme to identify where the risk was lying, and take it out by firm governmental measures in an environment of fear. Requiring days not months for actions to work. This is what has happened. And the crucial weakness of overleveraged investment banking firms which depend on rollng over short term debt was not understood by any of the players, Congress, Greenspan, Summers, Rubin, Cox or Levitt or the quants on Wall Street with their elaborate models. All of these people worked to prevent Congress passing legislation regulating derivatives, or to silence the skeptics in Congress or government agencies as documented by Peter Goodman of the NYT. It was Chase's demand for more collateral of $5 billion to roll over short term debt of Lehman Brothers to pay for the perceived additional risk of overleveraged Lehman at 1:30 ratio of debt to capital, in an extreme risk averse environment, that led to the unraveling of that firm in a matter of days. Good common sense like Buffetts- who described dervatives like the mortgage securities as weapons of mass destruction, that were issued en masse and sent to remote corners of the world including a small town near the North Pole in Scandinavia- considered that this environment of fear of the unknown that brought down the investment banking firms in a matter of days, was also one face of the market. This had to be included in the arithmetic and understanding of the market. He also understood as plain common sense that there are no extraordinary theories and nothing extraterrestrial that will dispense with the basics and exercise of good sense That no matter what fancy name you put on it derivatives derived their strength from being less and less transparent and distribution and interdependence across a vast financial spectrum with higher and higher tight interlinking of financial firms to each other, with all their consequences in an unraveling making the ride down as painful and mass destructive as the joy ride on the way up. ...
