Mr. Rodrigo Maia, the 49 year old son of the former Mayor of Rio De Janeiro, Cesar Maia, is uniting Congressmen from all parties in Brazil's parliament to get things done and restore lost confidence, such as the recently passed pension reform. Brazil's pension system sucks up most of the money in the budget with overly generous benefits, leaving little to pay for essential public services such as sanitation and transportation. Shockingly sanitation has suffered as only 50% of the sewage is treated in Brazil.  Polls show confidence in parliament after corruption scandals and lack of work to help the people of Brazil with essential public services has fallen to an abysmal low of 7%. Only 50% of Brazil's sanitation is treated and the rest flows as untreated sewage and rubbish into the rivers. To bring some sanity to pensions the Brazilian parliament, with the organizing skills of Mr. Maia to bring parties together around the reform, has cut $240 billion over 10 years from pensions and introduced 65 years for men and 62 years for women as minimum retirement age.  Brazil has 33 parties and Mr. Maia's is with the centre right DEM party. How did this happen. This WSJ story says Rodrigo Maia, 49 years, was born in Santiago, Chile in 1970 during the days of Brazilian military dictatorship. His father was in exile in Chile. The election of a  far right figure Jair Bolsonaro who supported the military dictatorships record as president in the recent election was a warning sign for the different parties in Brazil on the centre right and the centre left that corruption scandals and a do-little spirit was wiping out their influence and destoroying their credibility with ordinary Brazilians. The pension cut reform was their response to gain some of the lost goodwill from the Brazilian people. In the past Brazil's members of the Chambers of Deputies were people of power and influence who held positions for long periods and passed on these positions to people in their families or in their close circle. The elections and democratic governments following years of dictatorship brought in a new class from centre right and centre left that mismanaged public finances and excluded new ideas. The Car Wash scandal and scandals at the state petroleum company under Da Silva's Workers Party led to loss of confidence not only in the centre left party government of Da Silva and the Workers Party, but also in a do-little parliament. The large state spending from the government was possible during the commodities boom from China with Brazilian iron ore and other products getting high prices. WIth the collapse of the commodities boom and lower prices the entire system of state spending has unraveled revealing how much generous pension system is damaging the financing of  basic public services.  Corruption is prevalent in many countries in Asia including India but nowhere has the spending on essential public services such as sanitation suffered as in Brazil. And nowhere was parliament and the government able to get away with staging Olympics, World Cup and building many stadiums, handing out generous benefits to gain public support as in Brazil when basic sanitation and health services were neglected in a shocking way. The health system was weakened to a great extent when it lacked the resources to tackle an outbreak of yellow fever in 2018 as it moved south from the Amazon region towards Sao Paulo and Rio de Janeiro. Protests against the lack of investment in public services such as transportation and bus systems resulted in the public protests in big cities that led to the rise of Jair Bolsonaro in an effort to bring new administration to tackle the problem of financing for infrastructure, public services, health and education.    ...

What were the stories in the Economist magazine that were the most read stories of 2019? Not on president Trump. On Malaysia, China under Jinping, and exodus from San Francisco and Silicon Valley. The most read article was on the newly elected president of Brazil, Jair Bolsonaro. The mismanagement of the economy particularly extravagant state spending on the Olympics and soccer stadiums for the World Cup at the expense of basic sanitation services, bus and transport services, health services, led to the result of a majority of Brazilians rejecting the Workers Party and its leader former president Lula. Unfortunately most of the media including the Economist did not draw attention to this gap. During a period in which income from mining with export of iron ore, and soyabeans to China, enabled Brazil to live beyond its means, there was no effort to draw attention to glaring gaps in development of public services such as sanitation, bus services and transport, lack of building infrastructure other than to support mining. Glaring gaps in education and health services made the situation worse. The second most read piece in the Economist  was on March 10th- Malaysia's PM is about to steal an election. Here the Economist magazine joined the Wall Street Journal which originally broke the story on the 1MDB fund and irregularities in Malaysia where a development fund was misused by the government. Najib actually lost that election and the WSJ covered the story of the developments that followed in which Malaysia's new governemnt led by a returning former prime minister in his nineties Mahathir Mohammed, ousted his own protege Mr. Najib.  The third most read piece in the Economist magazine was - How the West got China Wrong.  Unfortunately the Economist magazine and most of the media covered China in the two decade long boom years without covering the other emerging story as well in which Mr. Lighthizer (now president Trump's top trade adviser) and others questioned the huge unsustainable trade surpluses in U.S. trade with China. With the economy facing huge downside risks and rising trade tensions with the U.S. Chinese president Jinping's move to remove the limit on terms in office in the Constitution was considered a shift from the notion that China was likely to turn into a democracy. Mr. Jinping had already completed his first term in office and the anti-corruption campaign, managing the economic boom for a soft landing, was carried out with the central leadership of the party, after the destabilization evident in the early part of Xi Jinping's first term. Much of China's path was predictable and rational behaviour in its national interest, what was not clearly defined or defended was the way the U.S. could sustain the trade deficits that had reached a billion dollars a day. Leading to Mr. Trump seizing on this as an election issue to form a bloc of voters separate from the two main parties, the Republicans and the Democrats. The fifth most read piece was on Oct 11, 2018- the next recession. It pointed out that with low interest rates central banks in the U.S. and Europe and America could not cope effectively with a recession. The sixth most read piece was on June 29, 2018- Bullshit jobs and the yoke of managerial feudalism. It cited Prof. David Graeber of the London School of Economics, who wrote a short essay that went viral on the prevalence of work that had no social or economic reason to exist, work he called "bullshit jobs". Graeber said people want to feel they are transforming the world around them in a way that is leading to a positive difference. No. 7, 8, 9, were on Bitcoin, Netflix and programming language Python. No. 10 most read was on Aug. 30, 2018- Why startups are leaving Silicon Valley. It showed that in 2017 more people left the county of San Francisco than entered. The main reason the cost of living was burdensome and out of control. As Amazon shifts attention to India and Brazil, and Apple pulls back from India, social media companies coming under fire for disinformation, this period of Tech is making way for a shift in a new direction. A direction that focuses on people's lives, wages, spending on much needed infrastructure and services. ...

Dell is mired in two touch manufacturing for PC's which is costly especially for the more labor intensive manufacture of notebook computers. It is now planning the sale of all production asssembly factories to contract manufacturers. For Dell a contract manufacturer in Asia puts together the parts for a PC and the its assembled at a Dell plant hence the term two-touch. HP has more than half of its manufacturing done by contract manufacturers and its more cost effective so Dell is caught in a more costly production process which it could do with deskops for bsiness but not viable for notebooks.

Feldstein says its important to raise taxes, and this does not mean raising tax rates. He says a lot of revenue is lost through deductions and exclusions, or tax expenditures as they are called. Recovering a large part of this lost revenue was recommended by the President's Bowles-Simpson Deficit Commission. He has a definite proposal that he and his colleagues have studied carefully- limit the reduction in taxes from deductions and exclusions or tax expenditures to 2% of a taxpayers AGI or Adjusted Gross Income. Feldstein says the impact of this proposal would be that taxpayers with incomes between $25,000 and $50,000 would pay an additional $1000 in taxes, and the taxpayers with incomes above $500,000 would pay $40,000 more in taxes. He says the 2% cap is about the reduction in an individual's taxes, not the size of the tax deduction or exclusion.

Walter Isaacson's "The Innovators," covers the beginnings of the silicon chip with William Shockley in the fifties and the first transistor. Pat Haggerty at Texas Instruments has the marketing ability to get people interested in transistors for radios, just as Steve Jobs did for iPods, iPads and iPhones, products they did not know they wanted until they tried them. Jimmy Wales of Wikipedia, Gates of Microsoft, Jobs at Apple, Brin and Page at Google, and the internet developent, is covered as more recent material. No one person does it as each is standing on the shoulders of people before them. Social media does not get much attention. The messy work of venture capital and the errors and missteps of Apple and Microsoft are given less attention in Isaacson's exuberance and enthusiasm for the inventors. Patents play a part as the inventor Atanasoff did little to patent his creation of the first computer in the 1940's ,and instead was forgotten, as John Mauchly who based his invention on some of the same ideas took his place....

The movement for Catalan independence is stronger in smaller towns in the interior of Catalonia. In Barcelona feelings are mixed, and it is possible that Barcelona would vote against independence. The city's leftist Mayor Ada Colau, says Barcelona is a pluralistic city with many opinions and is not pro-independence in the way the rest of Catalonia is. One reason is the cosmopolitan look of Barcelona with some of the residents coming from other parts of Spain. Prof. Bartomeus of the University of Barcelona says the support for independence is low in Barcelona compared to the rest of the Catalan region.

A former cricketer who helped Pakistan win the World Cup, is elected prime minister of Pakistan, His party leads in the 2018 elections with 120 seats, the party of Mr. Sharif with its base in the Punjab wins 60 seats, and the party of the Bhuttos with its base in Sind province wins 40 seats. Imran Khan has the support of the military in Pakistan.

Mr. Sharif was ousted as prime minister before the election on corruption charges first revealed in the Panama Papers. 

Pakistan faces challenges of managing its economic relationship with China with debt repayments to China for infrastructure projects leading to a planned IMF bailout in 2019. The relationship with India remains strained over Kashmir, and leads to a situation in which the military runs external affairs of the country. The economic and political issues need to be untangled so that Pakistan and the rest of South Asia can divert resources from defense to economic development.

Robert Kaiser, former managing editor of The Washington Post, reviewed this book on Joe McCathy in The Washington Post on August 7, 2020. It shows the link with today of Senator Joe McCarthy and Roy Cohn, the then 27 year old lawyer chief counsel of the senate subcommittee on investigation when Joe McCarthy became chairman in Jan. 1953. The book is-  Demagogue The Life and Long Shadow of Senator Joe McCarthy by Larry Tye. Roy Cohn passed on some of the methods used at that time to Mr. Trump. Kaiser points out that the senator Joe McCarthy assembled "a coalition of the aggrieved." Tye shows that it started with the junior senator from Wisconsin making a speech in West Virginia for Lincon Day dinner to the Republican ladies of Wheeling, W. Va. The senator used it to talk about threat of communists working in the State Department. He claimed there were 205 Communists. Today we know that this was just made up by McCarthy, at a time when Winston Churchill made the speech about the Iron Curtain in Eastern Europe and the Soviet Union and a sense of shock in America at the People's Republic of China being formed in 1949 under CCP chairman Mao tse tung. McCarthy saw this as an opportunity to gain prominence and a Senate career. What is seen from this carefully researched book is that for a while it succeeded in putting many of the Nation's best leaders on the defense. This includes Harry Truman, Eisenhower himself who disdained McCarthy's and Cohn's methods, Gen George Marshall who was a mentor to Dwight EIsenhower, Joe Stilwell, and other military leaders who ran the 1940's war effort under Marshall in Europe against the Nazis and in China against the Japanese imperialists. On the domestic side it included the head of TVA and the new Atomic Agency setup by president Truman. Gallup said at that time of McCarthy's 38% support in the US following his censure in US Senate by 67-22  -even if it was known that McCarthy killed five innocent children they would still go along with him. Tye writes that in that atmosphere similar to the sense of shock at China's rise and America's loss of manufacturing and falling behind in infrastructure by 2016, in that atmosphere if one told a small lie or big lie it made not much difference in public's penalty or censure, then why not tell a whopper of a lie. This became the ethic for a while in 2016-2024 similar to the period till the collapse of McCarthyism in America by 1957 with McCarthy's death in 1957 and in 1960 the election of John F. Kennedy. What is forgotten is that Richard Nixon a young senator from California was part of the group in Congress, so that in some shape or form it existed and remained part of the Reagan efforts to push back against the Soviets that led to wars in Afghanistan and then Iraq sapping the Nation's energies and resources and with faulty economic theory allowed China to dominate key industries and outspend America in infrastructure investment, creating the kind of shock that led to the second McCarthyist decade under Mr. Trump. ...

To understand the way DJT has selected key people- it follows a traditional Republican pattern getting the best qualified Republicans on board. Some of them may not be as good as the ones they replace but some may be better administrators with good judgement. Sheila Bair of Wichita, Kansas, ran the FDIC from 2006-2011 and was one of the finest at FDIC who also contributed to solve the 2009 financial crisis.  Gary Gensler was slow in acting on cryptocurrency and other regulatory matters. He is one of the first to go in the new DJT administration. At the SEC a former SEC commissioner now legal officer at Robin Hood, or law partner at Sullivan and Cromwell. At CFPB a law professor at George Mason University or a previous Comptroller of the Currency. To understand where DJT is headed there are opposing ideas cap credit card interest rates at 10% that no Democratic administration ever brought up, and discarding a rule challenged in courts that caps credit card late fees. The VP Vance's instincts also come into play as he has also fought to lighten the burden on consumers. The Comptroller of the Currency- A law partner at Jones Day, who was Deputy Comptroller of the Currency in the past. The five member FDIC can only have maximum of 3 members from one political party. For the FDIC to replace Martin Gruenberg who had to resign for not taking enough action to correct a toxic workplace that was unfriendly to women, DJT will consider the Republican Vice chairman of the FDIC, or one of the Republicans board members on the FDIC  ran an investigation into the FDIC.  ...

The nuclear deal reached in the 2013 Geneva negotiations between Iran and the EU, U.S., Russia, France, Germany, UK and China, a diplomatic bloc named the P5+1. Iran gets sanctions relief that would bring in an additional $6-7 billion dollars. In return Iran agrees to increased International Atomic Energy Agency inspections of the heavy water reactor in Arak, to not start the facility or lead it with nuclear fuel. Earlier France had pushed for a complete dismantling of that reactor. Iran will cap its uranium enrichment to levels needed only for fuel in a reactor, of 3.5%-5%, and maintain its total low enriched nuclear fuel at the current level of about 6 tons for the six month period in which further negotiations will take place. As the EU representative put it, this provides the time and space to reach a serious deal. It does not ship out and destroy the estimated 19,000 centrifuge machines in Iran to produce nuclear fuel. A sticking point was Iran's insistence that it has a right to develop and use nuclear energy for peaceful purposes, which Iran says is part of the UN Nuclear Nonproliferation Treaty....

The latest news from Catalonia ahead of the Dec. 21, 2017 election shows a hugely divided region in Catalonia, as prime minister Rajoy of Spain campaigns in Barcelona. The head of the left wing ERC party which is likely to win the largest share of the vote according to a poll in newspaper La Vanguardia was arrested along with fired ministers in the Puigdemont government. This time unlike the 2015 election ERC party says it will not join Mr. Puigdemont in a single pro independence bloc. Mr. Puigdemont is in exile in Brussels after declaring independence for Catalonia. Barcelona's mayor Ada Palau who won in 2015 on a platform showing support for people who suffered after the financial crisis and real estate meltdown, says she does not support the independence movement. Palau says Mr. Puigedemont and others "tricked the population for their own interests." She is critical of the way prime minister Rajoy handled the crisis including invoking Article 155 to dismiss the elected government for new elections. Palau has broken the pact with the Socialist Party. This shows a fragmented and divided population when it comes to independence. This BBC report says about half of Catalans today do not support independence for a complete break with Spain. ...

The U.S. ranked first in an annual survey of executives rating places with favorable prospects for foreign direct investment. The survey by consulting firm A.T. Kearney has questions for executives of 302 large companies, all with sales above $500 million, about how likely they are to invest in countries over 2013-2015. It was done in October and November of 2012. On a scale of 0 to 3, the U.S. scored 2.09, China 2.02, Brazil 1.97, Canada 1.86, India 1.85, followed closely by Australia and Germany at 1.83 and the UK at 1.81. Mexico and Singapore are at No. 9 and 10 with 1.77. The survey shows the U.S., and Mexico gaining, China and India slipping, and English speaking countries UK, Australia and Singapore, as part of the 6 that are English speaking of the top 10 countries. Brazil's hosting of the Olympics and World Cup helped it maintain its position. The emerging market countries performance has slipped further since the survey, including Brazil, and the U.S. has made further gains in investor sentiment. The unrest among young people in Turkey, India, China, and Brazil as seen in street protests and credit financed booms may have further affected investor sentiment. The increase in natural gas production, revival of the midwestern economies, and a recovering housing market have boosted the U.S. economic prospects compared to emerging markets and the eurozone....

Big companies won't come up with the next big development and startups aren't measuring up to the task. Yes things are happening in the area of electric vehicles, solar energy and green energy. HP sees more productive effort coming from software development than hardware advances. Overall short term thinking and risk aversion dominates, and Grove and Hamm do not see the kind of paranoid attitude and worrying nature and resilience, that got Intel to go back and develop new products and look for new opportunities after taking a beating from the Japanese, who at one time took over Intel's existing markets. ...

This is occurring in the middle of bigger changes, and as GM moves to introduction of more fuel efficient cars with better quality and appeal to younger demographics. GM is restructuring to transform itself into a global company with growing Asian sales and shifting volumes overseas. It is shifting employee and capital base to more countries overseas to create new opportunities and make GM a new and different company, a global company. Incentives pay part of the gas price for buyers, and more fuel efficient SUV's also chip in to pay gas costs. Americans are not out to get off the SUV's just yet, as fuel effficiency standards go up.The investments oil companies are making are expected to provide a payoff in increased production by 2008-2009, and the new oil policy of Saudi Arabia kicks in (see Naimi at CSIS 2006 meeting). The situation eases up for families accustomed to carrying kids around or hauling stuff around. This WSJ report sees Angela Merkel as leaving an international legacy of cooling relations with America. It says Angela Merkel turned down US president Biden's first call after his election as president because she was going to her cottage in the country that weekend. This report says after 4 terms Merkel is to be seen as dramatically increasing her country's economic dependence on China, pushing through a energy deal with Russia, joining France in challenging US political influence in Europe, rejecting American requests on economic policy and setting Berlin's openness to Chinese technology.  What happened with her youthful fascination with America during the years growing up in East Germany asks the WSJ? It also says of the Bush years of unregulated banking leading to the 2009 US banking crisis- that left her with a distaste for Anglo-Saxon banks and Wall Street lobbying. Of the Obama years it says Merkel found Obama unsteady, verbose, and sometimes meddling, with the spying on Merkel's phone also giving her a sense of disrespect to Germany. The result was that Merkel increasingly was fascinated by the Chinese experiment in development, visiting China 13 times while in office, studying Chinese history, politics and economics.  Merkel over this period met with the Dalai Lama and had questions about one party rule by CCP. Yet she became more and more resigned to Germany as a country of 80 million, not the EU and Europe as one group united in vision with a population of about 500 million, larger than America that could be a force for good in its own right. She said "we can be as hardworking, awesome,  as super as we like, but as a country of 80 million we won't be able to prevail if China ever decided that it no longer wants to have good relations with Germany." She ignored the experience of Sweden and Scandinavian countries in their relations with China. In saying this she ignored the potential of India and its neighbors in south-east Asia that make up about 2 billion people or about twice the population of China. She also seemed unaware of the role Woodrow Wilson, FDR, have played in realizing the democratic vision of the German revolutionaries of 1948 who failed to bring democratic government to Germany. And she had forgotten of the role Harry Truman, the commoner president of the US, who played a major role in establishing German democracy and its dignity during the Berlin Crisis after the blockade of Berlin by the Soviets in 1948. The mediocrity of presidents from Bush to Trump has bothered Merkel. Yet it may very well be that there is nothing mediocre about Mr. Biden and America's vision about its future as it grapples with the social and economic problems of the last three decades, as it has done before in its history and come through. ...

Risk taking CEO's steps at Shell appear to be paying off as Shell's share price does better than BP's. Better results in hiring, technology, management streamlining, in sourcing non-conventional output, and Libyan deal coming after restructuring of its Russian exploration project, all show improved prospects at Shell after new CEO took over. Jeroen Van der Veer, who assumed the CEO position in 2004, is interviewed by Chip Cummins and Guy Kazan at it London headquarters. Van der Veer took over after the scandal involving Shell's overstating of its oil and as reserves. His early steps were to centralize decisionmaking, do away with the dual board structure based in the Hague and London, and increase hiring of technology professionals. 4500 midcareer professionals were hired in 2006, a new Chief Technology officer was appointed, and seven "chief scientists," creating a new focus on technology development and research, and making technology leadership a critical part of its strategy. Van der Veer also bet heavily on new projects, including a $20 billion oil and LNG project on the island of Sakhalin in Russian Far East, and a $18 billion gas field plus natural gas to diesel plant in Quatar. Jeroen Van der Veer is described by colleagues as a thoughtful but firm and straight talking, low profile guy who joined Shell in 1971, at age 24. He ran a large Dutch refinery, tackling labor problems and implementing an expansion. He has a passion for long distance skating, having twice finished a 200 kilometer race through 11 cities in the Netherlands....

The AKP party loses its parliamentary majority in the 2015 general election. It wins 41% of the vote compared to 50% in the 2011 general election. This gives it 258 seats in the Turkish parliament, compared to 327 seats in the last election. Kurds, liberals and secular Turks were part of the antigovernment protests in 2013. This part of the electorate voted for the Kurdish People's Democratic Party, which won 13% of the vote. The traditional secular party in Turkey won 25% of the vote, giving the opposition to the AKP a combined 38% of the vote. Turnout was 86% for the election. This very exceptional report from the city of Recife in Brazil's northeastern state of Pernambuco, comes from WSJ reporters Johnson and Jelmayer. It is about the physicians Vanessa van der Linden Mota, and Ana van der Linden Mota, her mother, who first alerted health authorites in Pernambuco about the cases of encephaly and the links to the mosquito Zika Virus in Recife, Brazil. From 147 recorded encephaly cases, and babies born with shrunken skulls or calcified brain structure in 2014 in Brazil, the cases reported jumped to 4,180 suspected cases. Estimates of cases by 2020 for such cases run up to 50,000 to 100,000 if the problem is not tackled. The family of the van der lindens come from Dutch-German immigrants settled in northeastern Brazil, a less developed region of the country. The family is unique with five doctors including neuro pediatricians Ana and Vanessa working in public hospitals in Recife , and father Helio a neuro surgeon. The entire state of Pernambuco has a total of 15 neuropediatricians, according to this report. The Ebola Virus emerged in countries such as Sierra Leone and Liberia which suffered from war and neglect of health infrastructure. Here in Pernambuco state, as reporters Johnson and Jelmayer point out, the problem stems from neglect in public health infrastructure, especially sanitation and drinking water for shantytown dwellers and vast majority of poor residents in a city of 3.5 million, typical of developing countries in Latin America and South Asia, where development in some parts of the country have lagged far behind, and where needed public health infrastructure investments have not been made. Lack of dependable drinking water means collecting water in containers that are susceptible to breeding mosquitoes, such as the mosquitoes carrying the Zika Virus. A public debate on the lack of attention by socialist and worker's party led governments to this type of infrastructure and transportation services was already underway in Brazil leading to widespread protests in 2013. A $226 million investment in a soccer stadium in Recife, and similar investments in other smaller cities in the northeast were made under the Worker's Party government. Large investments for the Olympics now come as the economy contracted in 2015, and Brazil is hurt by another boom-bust cycle with the slowdown in China- with fiscal austerity policies, a loss of a third in the value of its currency, and the popularity rating of the newly elected government from the Worker's Party in single digits....

H-P CEO Apotheker says that to be successful in the business of consumer devices like the PC it would have to invest a lot of capital that could be better invested elsewhere. This capital invested in a low margin business such as PC's coud be freed up to generate the size of capital H-P will need to compete in software and services with companies such as Oracle and IBM. As part of this makeover of H-P the company will take a $1 billion restructuring charge to shut down the tablet and smartphone operations. H-P invested $1.2 billion for the Palm acquisition in 2010 to acquire an operating system for those devices. Apotheker expressed disappointment with the sales of the tablet devices and smartphones. This decision happens 10 years after the decision by H-P to acquire Compaq Computer Corporation for $25 billion. In 2008 H-P acquired Electronic Data Systems for $13.9 billion. With the new strategy Apotheker is focussing on software. Apotheker brings experience in software as CEO of SAP Inc in his previous position and understands the software business. The agreement for the acquisition of U.K. software firm Autonomy for $10.3 billion this week is part of the makeover of H-P under Apotheker....
