The latest news from Catalonia ahead of the Dec. 21, 2017 election shows a hugely divided region in Catalonia, as prime minister Rajoy of Spain campaigns in Barcelona. The head of the left wing ERC party which is likely to win the largest share of the vote according to a poll in newspaper La Vanguardia was arrested along with fired ministers in the Puigdemont government. This time unlike the 2015 election ERC party says it will not join Mr. Puigdemont in a single pro independence bloc. Mr. Puigdemont is in exile in Brussels after declaring independence for Catalonia. Barcelona's mayor Ada Palau who won in 2015 on a platform showing support for people who suffered after the financial crisis and real estate meltdown, says she does not support the independence movement. Palau says Mr. Puigedemont and others "tricked the population for their own interests." She is critical of the way prime minister Rajoy handled the crisis including invoking Article 155 to dismiss the elected government for new elections. Palau has broken the pact with the Socialist Party. This shows a fragmented and divided population when it comes to independence. This BBC report says about half of Catalans today do not support independence for a complete break with Spain. ...

Wang Lequan, who is the party leader for Xinjiang, is aprotege of Chinese President Hu . He was pulled into the party from Hu's days in the Chinese Communist Youth League. He is from Shadong province China's industrial and petroleum capital. Because of his familiarity with the oil industry Wang may have beeen transferred to Xinjiang province. He arrived in Xinjiang just as the Soviet Union was dissolving, and the central Asian administrative regions that were formed inside the Soviet Union were becoming independent countries. China's army had occupied Xinjiang in 1949 under Mao. Millions of Chinese were leaving the Xinjiang area and the thinking was that the Uighur Muslims of Xinjiang would also form their own country. What happened was that Wang reestablished the Chinese presence in Xinjiang province. He opened the Xinjiang region's oil and gas fields to drilling, laid pipelines east to China and west to Kazakhstan. A Production and Construction Corps was formed so that Chinese soldiers leaving the army service could find work, and this was later listed on the Shanghai Stock Exchange. With growing industry and government jobs, many Chinese were attracted back to Xinjiang. In the 1990's 2 million Chinese went back to Xinjiang. At the same time his policies may have had the effect of making the local Uighur people feel that their culture and language weere being threatened and they needed to fight for its survival. Wang acting with dictatorial powers tightly constrained Uighur culture and religion. He substituted Mandarin for Uighur in primary schools, saying minority languages were "out of step with the 21st century," and banned or restricted Islamic practices among government workers, including the wearing of beards and head scarves and religious practice like fasting and praying while at work. He has been Communist party leader in Xinjiang for 15 years, which is unusually long, such jobs usually only lasting 10 years. SInce 9/11 Wang has fought hard to limit the influence of separatism, and the East Turkestan Islamic Movement, an Uighur group, and he has swept up thousands of Uighurs accused of terrorism or religious extremism. He worked to have the East Tukestan group listed as Al Quaeda allies by the Bush administration in 2002. He is closely allied to President Hu who supported Wang, giving him a seat on the Politburo. Wang's protege in Xinjiang has been placed in charge in Tibet. There is a sense with Wang and Hu, that a failure now in Xinjiang and in Tibet to control unrest would lead others in the Chinese leadership who think differently on theses issues to bring a different leadership to succeed them. The difficulty here is that the Han who now comprise 40% of the population in Xinjiang, and are heavily involved in the oil and gas industry, have brough a modernizing influence to Xinjiang but may not be received by the Uighurs as apositive influence. First any government that is in power for as long as 15-20 years tends to lose support over time. This happened with the Congress in Kashmir. Too powerful or corrupt, and lose touch with the young people. But compared to India the democratic ways of that country have helped it recognize the need for respecting the language, religion and culture of the people of each region. The British did the same, so it was something that went back to British times. With the monopoly of power of the Communist party, lack of precedent and amodel to follow that respected different culture and languages, the intolerance of Uighur and Tibetan language, religion and culture, creates a different situation in China. Elections were held in Kashmir recently and an effort is being made for reconciliation with different groups, the media is open and different voices are heard. No such prospect remains for Tibet and Xinjiang. ...

Fruit and vegetable gardens one can harvest for free in the Rhine River Valley city of Andernach, a medieval city that is one of the oldest settlements in Germany. The city administration launched this project in 2010 to get more local people engaged in the outdoors in their community and raise awareness of how food is grown. The plants cover tomatoes to pomegranates. The mayor hopes other cities around the world will follow this example. The mayor Anneli Karlsson says one does not feel such a relationship to plants as when one goes out and picks out the food, the salad, that one is then going to use for dinner that evening. This is an idea that cities in Europe, the US and other parts of the world can take up in the middle of the current rise in food prices, so that the interest would lead to closer relationship with the food grown around us, and in even growing it oneself in one's own garden. In the first year 100 varieties of tomatoes were planted. Then other edible plants were added. It includes Greek mountain tea leaves as well as the usual pumpkins, potatoes, grapes zucchini, kale, almonds. No pesticides so it is all organic. There aren't any fences one just takes what one needs.  The gardens are good for tourism. They also hire unemployed people to add to the workers in addition to the team of gardeners. Rising food prices are getting people to take interest in how food is grown and urban area food gardens. ...

Barney Frank, of the Dodd-Frank Wall Street Reform and Consumer Protection Act, is interviewed by the New York Times one year after the passage of the legislation. He says we did not punt anything, it was because the legislators couldn't get everything right that they set up the provision for extensive rule making. He would rather forget financial matters as they are not his strong point, he has learnt more about repos and derivatives than he ever wanted. Critics have pointed to the extensive rule making delegated to regulators in Dodd Frank as a major weakness. It makes Dodd-Frank as effective as the regulators want it to be, something that goes back to an earlier period before 2008 when lack of regulatory discipline led to the financial crisis. He gives the regulatory agencies CFTC and the S.E.C. good grades for writing some of the rules because of the difficult conditions they face. His main fear is the stalling by Republicans in Congress and efforts to weaken the law by crimping resources for the agencies. And he fears the Republicans with support from the banking industry see the 2012 presidential elections as an opportunity to reverse the legislation....

Bolivia's economy showed 6.5% growth in 2013 and the portion of the people in extreme poverty has dropped from 38% in 2005 to 24% in 2013. Policies of president Morales are winning praise for being prudent from the IMF and the World Bank. A greater share of the revenues from natural gas production and high natural gas prices, Bolivia's main export products, has enabled the government to build international reserves to $14 billion. This is half the country's GDP, and the highest ratio of reserves to GDP in the world. Morales has adopted socialist policies and at the same time provided fiscally responsible management, showing the two are not inconsistent and can be adapted to local conditions to build a middle class and improve living conditions.

DW.com's Ines Pohl says the U.S. presidential election campaign in 2016 with Donald Trump is a reflection of the state of American society today. She says lets not kid ourselves, what is happening is a reflection of the changes in society, demagogy as a reflection of the society we live in- people's lack of interest in serious issues, the loudest getting heard, less interest in checking the facts, and looking for a good show or entertainment in the debate. She points to problems in today's society, new technologies in media, that have fostered a new kind of shallowness. This includes fragmented social media groups, media that allows scapegoat theories to thrive, and elites or people in authority that lack the ability to respond to the challenges posed by this. She rightly points out that it goes beyond this campaign season and will continue into the future till it is resolved. What would Abraham Lincoln think of this, or what would George Washington or Thomas Jefferson think of this? LyrArc has frequently quoted these lines from a letter by Washington to Jefferson in Feb. 1783, and in the First Letter from the Editor- "To merit the approbation of good and virtuous citizens is the height of my ambition;  and will be a full compensation for all my toils and sufferings in the long and painful contest that we have been engaged." Washington told his countrymen in his draft of the First Inaugural Address that "there is no truth more thoroughly established, than that there exists in the economy and course of nature, an indissoluble union between virtue and happiness, between duty and advantage, between the genuine maxims of an honest and magnanimous policy, and the solid rewards of public prosperity and felicity." Some of the roots of the Alawite role in Syria go back to the colonial period. Alawites are a Muslim sect living in the coastal mountainous region of Syria in towns such as Tartus, Latakia and in the mountains. The French setup a Alawite state in 1924-1936 before it was merged with the rest of Syria. The Russians have set up a small naval base in Tartus. As the Free Syrian Army reaches Damascus and suburbs the Assad regime is expected to move to Tartus and the coastal region and mountains. This account by NYT reporters from the area reveal the unreal nature of the conflict and the Assad regime. The seaside town of Tartus swells with people fleeing Damascus and other cities, with people from the Assad regime or allied to it, and the real estate market booms. During the same week other accounts in the NYT reported accounts of cluster bombs being used against civilians by the Assad regime. The civil war brought artillery attacks and air raids by the predominantly Alawite Assad military regime on mostly Sunni civilian populations thorough most of 2012. The Russians, the Assad military and public officials, living what may be the last weeks of this civil war as it takes on a sectarian nature, in some kind of bubble. From the international community only France, Turkey, Britain, and Egypt may retain credibility in Syria after the passive role of the U.S. under president Obama to the struggle for freedom in Syria. The U.S. Democratic administration's distaste for engagements overseas may have carried it to the point of standing by as artillery was turned against a civilian population. France and Britain's role in the Libyan people's struggle, and its lower profile assistance to the freedom struggle in Syria compared to the earlier effort under president Sarkozy, still creates a measure of respect. A no fly zone by the U.S. would have prevented the destruction to civilian population that occurred and salvaged U.S. respect, at very little cost relative to the one trillion dollars spent in Iraq and Afghanistan....

A labor shutdown that nearly shut down the US economy says the Washington Post is a result of policies set by the BSNF management for attendance on freight trains by engineers and other workers. It resulted in a tragedy. Hiles, 51, suffered a heart attack on June 16. He missed a doctor's appointment because he was called back to work. Not showing up could have invited penalties under strict attendance policies of BSNF, one of the largest rail carriers in the US. Aaron Hiles told his wife he felt different, then he made an appointment to see a doctor. On June 16 the locomotive engineer suffered a heart attack and died in an engine room on a BSNF freight train somewhere between Kansas City and Fort Madison, Iowa. President Biden has stepped in and arranged an agreement that includes time off when needed for medical reasons and a 24% increase in pay by 2024.

The European Banking Authority has lost credibility after two rounds of stress tests by the EBA failed to turn up the problems at Spanish banks that required a $125 billion recapitalization by the EU rescue fund. Now EU officials are turning to the European Central Bank as the eurozone's main banking regulator. The U.S. Federal Reserve is performing this role after the 2008 financial crisis, with the FDIC in charge of bank closures and resolution. ECB president Mari Draghi says, letting the ECB perform supervisory tasks, a decision made at the June 28 EU summit talks, is fully in line with the bank's mandate. Separate decisions will be needed for a bank resolution authority like the FDIC. The ECB will then have to hire hundreds of banking experts to make on site visits to eurozone banks and check their loan books and make independent assessments of bad loans, bank risks, and capital requirements. The important thing is an agency which is free of local and political interference to make the correct evaluations....

The Federal Reserve reports show capacity utilization in the U.S. at 76.9% in April 2011. This is less than the 81% when the recession began in 2008. It shows an increase from the 67% capacity utilization in June 2009. The capacity utilization figures are 78.1% for the chemical industry, 80.5% for the computer and electronics industries, and 74% for the auto industry in March (which dropped temporarily to 63% in April as a result of the earthquake in Japan).

This editorial in the WSJ says Brexit lets British voters not a political elite decide the best way forward. Endless integration set by the EU in Brussels was never the best course for Britain given its trading and commercial history. The anemic economic growth, migration crisis in the EU, and the lack of accountability of Brussels EU bureaucracy was an issue for the British public. Ask any unemployed youth in France, stagnating entrepreneurs in Germany, or people in Eastern and Southern Europe struggling with economic policy for the euro set in Frankfurt by the ECB, says the WSJ.

The British government handling Brexit and the economy will still be held accountable for delivering good results. British people choosing to "take back control" through political independence was the right way given that continental social democracy and the "European Project" does not have the answers for Britain's future vision and growth.

A statement by German Finance Minister Schauble that Germany would be able to accept inflation of between 2 and 3% showed the new flexibility of the German position after the election of Hollande in France. Schauble said on April 10, 2012, Germany would find inflation "in the corridor between 2 and 3%" acceptable. The ECB's target is 2%. Earlier the Bundesbank in statements to the German parliament indicated that higher inflation rate in Germany was acceptable if the overall eurozone rate remained near target. This would give other eurozone countries an opportunity to improve competitiveness. Schauble also indicated willingness to accept higher wages in Germany because of years of wage concessions by workers in Germany. France's major parties, unions and industry are in agreement on a plan for reducing wages to avoid layoffs. This gives the normal process of adjustments in free markets a chance to function to restore competitiveness and balance. It also addresses the concerns of workers in Germany who would benefit after a decade of wage concessions, and improve consumption in Germany, as demand for Germany's exports adjusts to a slowdown in the global economy....

In this interview of very personal remarks made to business groups and revealed by Reuters, Carrie Lam, Hong Kong's Chief Executive, says she would be relieved greatly if she quit. She called her actions unforgivable given the mood of most of Hong Kong people today in 13th week of protests. "What I did was unforgivable," she said.  Carrie Lam had a good reputation in Hong Kong as a dedicated civil servant when she assumed the office. She had not anticipated the turn of events from the push into Hong Kong sovereignty by Beijing since the umbrella movement leading up to the extradition bill. In her words- "For a Chief Executive to have caused this huge havoc to Hong Kong is unforgivable. It's just unforgivable." In this rare conversation remarks, Lam comes across as someone who was caught in the middle between protestors and Beijing. "The political room for the chief executive, who unfortunately has two masters, the Central People's Government of China and the people of Hong Kong, that political room for maneuvering is very, very, very limited." What is her ideal situation. "The first thing I would do if I had a choice, is to quit, with a deep apology. I make a plea to you for forgiveness." For Hong Kong people, especially the young it was about the rule of law, for Beijing a sense of the Hong Kong region as being a part of the neighboring area of Shenzen and of China. She says she sees no intention of China to send in the People's Liberation Army from her own feeling the pulse, from her discussions. She says China is playing "a long game." There is just too much at stake for China. "They care about China's international profile. It has taken a long time to build up that sort of international profile, and having a say as a big economy, as a responsible big economy, so to forsake all those international developments is clearly not on their agenda." For her personal life this has been very difficult as she can rarely go out in the middle of these protests, not even for a haircut or shopping. Hong Kong was handed back to China by Britain in 1997 under formula of "one country, two systems." With the Hong Kong system, rule of law, free speech guaranteed under that agreement for 50 years transition period.  ...

Fiat-Chrysler's Sergio Marchionne tells an automotive conference that the new fuel efficiency targets proposed by the Obama administration will be "an incredible stimulus for the American auto industry." He is confident that the new 2025 standards can be achieved. He said the industry had a bad habit of crying wolf and emphasized the need to get there so that the U.S. auto industry could be at the forefront of the changes taking place. He also cautioned the industry to not get comfortable with China's role as an emerging market that helped increase global sales. That growth is slowing and it presents another potential risk for the automakers- the potential for China to export 10% of what it makes to overseas markets including the U.S. and Europe. A young socialist leader in the Sanders campaign effort asks what it is about aging socialist leaders Jeremy Corbyn, 68 years, in the UK, and Bernie Sanders, 75 years, that makes them popular with young people. She says both leaders stood up consistently for decades on issues important to ordinary working class people, when Labor under Blair and Democrats under Clinton abandoned their base to a point when one political expert could say Democrats  were the "second most enthusiastic capitalist party" in the U.S. She says under Blair Clause IV was rewritten. That clause committed the Labor party in Britain to "common ownership of the means of production, distribution and exchange." Under Corbyn, with support from young people, Labor received 40% of the vote. The party was reenergized on issues important to students such as making higher education accessible to all. A similar situation happened with Sanders in the U.S., who received more of the young people's vote in 2016 primaries than Trump and Clinton combined. ...

Portugal's foreign minister, Paulo Portas, resigns in protest against continuity of austerity measures signalled by the selection of Ms. Albuquerque as the new finance minister. Portas's party is part of the coalition of centre right parties in the administration of prime minister, Pedro Passos Coelho. Cuts in public employee pay and spending on health and education, income and sales tax increases, have cut the deficit to 6.4% of GDP by 2013 from about 10% in 2010. The cost of this is an economy that is shrinking more than expected- by 4.8% in 2011 and 2012, and an additional 2.3% in 2013. Unemployment exceeds 17% in 2013. The loan terms negotiated for the 78 billion euro bailout with the IMF and E.U. in 2010, were renegotiated so that the 3% of GDP target for the deficit for 2013 was relaxed to 5.5%. Portas's party and other leaders are calling for a further renegotiation to take into account the economic conditions in Portugal and boost growth. Portas's party opposed the effort to cut labor costs of companies with a large increase in worker social security contributions, a measure seen as counterproductive even by business leaders that was later dropped. In financial markets the 10 year Portugal bond yield increased 0.22% to 6.615%....

For the first time Visa Inc reported that the total dollar volume of purchases made usingits branded debit cards surpassed credit card purchasesduring the last quarter of 2008 The $206 billion in US Visa debit card transactions were 50.4% of total transaction volumeup from 40% in 2003. Elizabeth Rosenthal looks at Obamacare's contribution to cost containment in 2013-2014. Rosenthal says its is a kind of delicate maneuvring at the edges, because serious work needs to be done. The fee-for-service and many of the drivers for increases in medical costs, the old system of pricing, are still in place. In 20 years at the current rate and after Obamacare health care will still take 25% of the U.S. budget if nothing is done. Healthcare costs are about half that of the U.S. in some of the advanced European countries. She calls Obamacare a trickle down theory of cost containment becaue it leaves most of the drivers for cost increase in place and works at the margins. Princeton economist Uwe Reinhardt calls it an ugly patch on a somewhat ugly system. Rosenthal cites the armies of consultants anticipating every move to reduce prices, and working on "strategic billing'' to increase revenues for hospitals and doctors. For those who say the prices are now up more slowly than in the past, Michael Chernew of the Harvard Medical School, has this to say- its like a diet, reminding us that that we haven't even lost weight, just gaining weight slower than before. ...
