The final report from the Mueller investigation is not expected to be made public. And expectations of the impact may depend more on political facts in Congress and support for the president rather than the legal findings, says the Economist magazine. Views of many Republicans in Congress have not changed and many have figured out that their political future depends on publicly supporting the president.
