White provides critical insights to understand Ukraine's situation caught up between Germany and the EU on one side and Russia with its aspirations under Putin to bring together former Soviet bloc states. Russia is a critical energy provider for Ukraine and trade relations. The eastern part of Ukraine around Donetsk has favorable opinion about Russia. The western part of Ukraine looks for closer ties to the EU and favors joining the European Union. It was president Yakunovych's reversal of course in turning down an agreement for closer ties to the EU that led to the current crisis and street protests. Putin offered Ukraine $15 billion in loans to sign a trade and economic agreement with Russia. The language used by Russian prime minister Medvedev that Ukraine should not become "like a doormat that people wipe their feet on," shows the Putin administration's views. How brokers could earn a "yield spread premium" which could amount to $8000 on a 400,000 loan, or 2% of the loan amount, i f the borrower's interest rate was an extra 1.25% higher than lender's listed rates. These yield spread premiums encouraged brokers to push borrowers into more expensive loans. A study done for the Wall Streeet Journal has shown that borrowers with credit scores above 620 who would be able to get a conventional loan were a large part of the subprime borrowers since 2000. In 2005 borrowers with such credit scores got 55% of all subprime mortgages, with this rising higher to 61% in 2006. In 2000 that figure was 41% according to this study. A sizable number of people with top notch credit signed up for expensive subprime loans. The analysis looked at $2.5 trillion mortgage loans since 2000. The study was done by a San Francisco research firm, First American LoanPerformance.

This article in the Economist magazine says the initial criteria for the euro currency were fudged to let southern European countries with weak finances into the euro region. The result was that Italy, Spain and Portugal were allowed in, followed later by Greece. This was a critical design defect for the euro currency. It says French president Mitterand accepted German unification and German president Kohl gave up the Deutsche Mark in exchange for the Euro, under the 1992 Maastricht Treaty that set up the euro currency. The other flaw was the lack of a bail out mechanism if governments needed help, the ECB not designed to tackle this, and the central banks of each country not capable of tackling this on their own. With the lack of devaluation option to address inflation, and drop in competitiveness of some countries, the mechanisms to address economic problems were not put in place- it says because political union was seen as happening earlier but never happened. The French are seen as more interested in pursuing closer economic integration, with Germany not as keen until budget discipline is established first. Germany also looks at immigration as a critical area in which agreement has to be reached. As a result the euro currency is likely to continue with some of its current problems, yet with improvements in many areas such as budget discipline and lessons learned from the eurozone crisis in Greece, Ireland, Spain and Portugal.   ...

Tom Keene of Blomberg BusinessWeek talks to a panel of experts about the future prospects for the US and the global economy. The discussion was spurred by Carmen Reinhart's paper at the central banker's Jackson Hole, Wyoming, conference. This paper forecasts high unemployment, low housing prices and very low growth in the US upto 2017. Shiller, Calomiris, Orszag, Kaufman and Bill Gross are part of this panel. Shiller's to do list main item is to get help to local and state governments by restoring general revenue sharing arrangements. Gross would focus on jobs that can hold up in a competitive economy, and put back some of the production that is taking place in the developing countries back into the developed countries, as part of a rebalancing; through a currency realignment. Kaufman would like to see a capital expenditure program by the US government, including infrastructure and education. Calomiris would like to see a setup of a new Republican Congresss to set the stage for post 2012 efforts. Calomiris favors cutting entitlements, cutting payroll taxes, but is not clear how this would help lower the deficit. Orszag points to feedback from business leaders suggesting a lowering of payroll taxes will not spur hiring, as the real reason for not hiring was low 1-2 % expected growth. Shiller, Kaufman and Gross see government efforts as realistically needed in the current situation....

The Hong Kong protests in 2019 are dividing families as shown in this report in the WSJ. It is about the young who have never known much about China and its recent history in the 20th century and the older parents who have seen China grow from the colonial period to what it is today. As other reports show the part of China called Shenzen that borders Hong Kong has very different perspective of the events there and see the events from the perspective of Beijing. Some of the protest leaders are only in their teenage years and lack the experience needed to help reach some sort of agreement with Chinese leaders. Day after day the two sides are growing further apart and see the protests in a different light. The leadership under Chief Executive Carrie Lam has also not provided some way to bridge the differences.

A three judge special bench of India's Supreme Court led by chief justice Rajendra Mal Lodha, said the process of allocation of coal licenses by the coal ministry lacked accountability and openness. Lodha said: "There was no fair and transparent procedure, all resulting in unfair distribution of the national wealth. Common good and public interest have, thus, suffered heavily." A report by India's federal auditor in 2012 stated the improper allocation of 200 coal leases to private companies cost the government about $30 billion. Former prime minister Manmohan Singh of the Congresss party headed the Coal ministry for part of the period when the improper coal leases were given, leading to intense criticism from the media. This was an issue in the elections leading to the defeat of the Congress party by the BJP party led by Mr. Modi.

In earlier years India had stayed away from the organization and it was becoming outdated. Prince Charles personally carried an invitation to prime minister Modi of India asking him to attend Commonwealth meeting in London in 2018. Britain is keen on reviving the organization following plans to exit the EU and set up trade deals with countries such as India.

Chris Molloy, the founding director of the Lighthouse Labs network says the lessons learned in testing for covid, the technology and training developed can now be used to tackle other diseases. It is this network that processed most of the 207 million free PCR tests in the UK. It was created after the public health network had suffered a series of cuts from successive governments and shows the resilience and strength of the British people and scientific community. He sees the opportunity to create another legacy for the Lighthouse testing system. He says having this kind of advanced lab capacity can help tackle public health in the UK where 1 out of 3 adults have some kind of long term condition of ill health. He said this is not Beveridge 1.0 where the establishment delivers for the people. This is Beveridge 2.0 where the people engage in monitoring their own health using smart diagnostics at an early stage in their 30's, 40's and 50's when something can be done to steer away from disease instead of when it is too late and one can only treat it. William Beveridge published the report in 1942 that was the basis for the founding of the welfare state and the NHS. Molloy hopes that governments from now on will have the vision to do this. ...

Adam Taylor explains what Brexit is about. What should be added is that Brexit is a child of the time in 2015-2016 when Angela Merkel was ill prepared to tackle the sudden wave of migrants from North Africa from wars and population growth outstripping what little progress was made, making decisions to let in close to a million migrants. Migrants are now being returned back to their home countries and the issue has faded. The austerity policies in the EU with Greece, Spain and Portugal as bad poster childs for the EU are also largely over, with economic recovery in Europe.  As a result confidence is growing in the future of the European Union. What pessimists including Mr. Trump saw as a breakup of the European Union is no longer the case. Britain's long negotiations and divisions for Brexit are now reinforcing an opposite conclusion- that it is beneficial to stay in the European Union. Fully 68% in a Eurobarometer Survey of 27 EU countries by the European Commission in March 2019 think so, only 17% think it is not beneficial. In Britain also a majority now support membership in the EU. The European Union and Britain have a lot to learn from this experience and the divisions generated, which is likely to be part of the acquired experience of a new generation of leaders.  ...

Its success- increased income by 4% faster than other neighboring counties in retrospect does not look like much. Rural poverty increased since 2000 as the national attention was taken up by the Bush wars and by a general neglect of rural areas under Bush and Obama. Iowa governor, now Agriculture Secretary Tom Vilsack is given the task of addressing rural poverty and a top position in the Biden Administration. Fast internet, housing, income assistance, highway development, child education support, on multiple fronts Biden is fighting the poverty that RFK once saw with his won eyes in 1968 in eastern Kentucky and which stretches across 7 states.  ...

President Trump's failure to followup on his decision to shut down all flights to China on January 29 with speedy action on preparing for the coronavirus as suggested by some of his advisors is the subject of this article in the NYT.  There were two distractions one was the trade deal with China that was being negotiated, and then the impeachment trial in the U.S. Congress that was set in motion by Democrats. Another problem was the lack of good information about the extent of the virus spread in China and infected case numbers. As it turns out no one really knows the real scale of infections in China. If is was known that there were as many cases in China as there are in the U.S. today this would have resulted in shaking up any complacency in the Trump administration and in the states. Considering the experience of Europe and the U.S. it could be that China had the same number of infected cases as the U.S. does today for a population three times the size. China had a strict quarantine but it also did not realize what it was up against in the first weeks of the crisis in January. It appears now that China, Europe and the U.S. all lost some time from 2-4 weeks before realizing the severe consequences facing each region. This report says one of the vital pieces of information that was learned about infected people in China, was learned as late as the end of February by leaders of a government team looking at the coronavirus threat. It was that seemingly normal healthy people without symptoms but infected by the virus could spread the virus. This meant that this was very, very contagious. The lack of good information played a significant part, adding to the level of complacency in states such as New York and in the Trump administration. Politics such as the impeachment trial and political infighting added an unnecessary distraction. ...

In the face of relentless questioning Goldman CEO Blankfein, CFO Viniar ,and Mortgage Products VP, Fabrice Tourre, hold tightly to their story that they did nothing wrong. At one point Viniar was asked by Senator Levin of Michigan how he felt about Goldman employees describing the deals by Goldman in sour terms. Viniar replied that it was unfortunate that it showed up in the email. Levin asked Viniar whether he had no qualms about the matter much less about the email. Mostly the four Goldman executives questioned and the senators seemed to be talking past each other, with the senators- Mark Pryor of Arkansas, Kaufman Jr. of Delaware, John Ensign of Nevada, Susan Collins of Maine, Claire McCaskill of Missouri- appearing exasperated that the Goldman witnesses were dodging questions or simply buying time. Senator Pryor compared the whole thing to Vegas casino gambling to which Senator Ensign said that it was more like playing a slot machine while these types from Wall Street were manipulating things in their favor, even Vegas casino were not manipulating the odds while the game was being played. ...

The Labor Dept. consumer price index was up 0.1% in Jan 2014 over the prior month. Compared to prior year it was up 1.6%. Part of this is the cold weather with natural gas prices up 3.6% and electricity prices up 1.8% in Jan. 2014. The Commerce Dept. Personal Consumption Expenditures Index (PCE) which better reflects rising health care costs was up 1.1% in Dec. 2013 over the prior year.

Tsuneo Kita, is the leader of Japan's largest business daily newspaper, the Nikkei. Kita had stated his dream of buying the Financial Times, Britain's largest business newspaper, many years back. He made the best offer of $1.32 billion in cash for the paper to complete the acquisition. Because of ties between the two newspapers and reporting by FT carried in the Nikkei newspaper, FT Group decided to give Nikkei Inc first rights to bid for the paper. The Nikkei is not publicly listed, and a large part of its shares owned by employees. Print still works in Japan and the morning edition has 3 million subscribers. Kita moved to build the digital business early along with efforts at the FT and the Wall Street Journal. A paid website was started in 2010 for the Nikkei and it has 430,000 online subscribers. Kita is a journalist who joined Nikkei Inc. straight out of Keio University in 1971. He was senior editor in New York and Tokyo. Nikkei Inc. was able to make the acquisiton because of its financial strength. It has $830 million in cash on hand and a similiar amount of liquid assets. Profits are modest- 10 billion yen in profit on 301 billion yen revenue in 2014. Kita says he will keep the FT Bureaus intact and not merge them with Nikkei Inc. bureaus. He wants to preserve the editorial independence of the Financial Times, and sees the paper as part of a publishing group covering a broader region of Europe, the U.S. and Asia....

Bhutan is a small mountain kingdom in north eastern India, bordering Tibet. Historically close ties with Tibet continued after China's takeover of Tibet following the coming to power of China's Communist Party in 1949. This led to a friendship treaty with India in 1949. A narrow piece of terrritory with 34 square kilometres is part of the dispute between China and India. India opposed the move to build Chinese roads in the area leading to a standoff that is now over 50 days. This territory is significant because it connects India's central plains to the northeastern states. Bhutan opposes the Chinese road work but tries to maintain friendly relations with China. The close relationship between India and Bhutan is part of the situation that emerged after China's takeover of Tibet. The Royal Bhutan Army's salaries are paid by India, road construction is done by India, and subsidies for food and kerosene were provided by India. A parliamentary democracy with a monarch was established in Bhutan under king Jigme Wangchuk, and elections were held in 2008, 2013. This has led to more openness towards China, leading to concern in India.  Bhutan is a popular destination for Chinese tourists who pay $250 for a visa. Indians do not need a visa. ...

Capital outflows from China by legal and other methods tolerated by the authorites comes to $225 billion or 3% of GDP in the year ending Sept. 2012, according to research by the the Wall Street Journal. The research looked at foreign exchange reserves and factors that affect reserves such as foreign direct investment, trade surplus, interest on foreign assets and exchange rate fluctuations. Estimates by Lombard Street Research are higher- at $300 billion for this period. By comparison Journal research shows the capital outflows for 12 months to March 2009 during the global financial crisis was $110 billion. An extreme situation is the 23% of GDP in capital outflows from Indonesia during the global financial crisis. Money transfer agents are widely used by wealthy Chinese to move money overseas and are tolerated by the authorites- everything from financing tution for children to buying condos in Cyprus can be done this way. Cyprus gives EU citizenship to any person investing 300,000 euros in a property. Increased foreign investment by Chinese companies and earnings by exporters that are kept overseas are also part of this outflow....

This is helping Sony, Sharp and other makers because it is making flat panel LCD television affordable. Sales of LCD will increase as people convert both for the high definition signal and clarity of viewing and for the decor sleek new looks. especially since broadcasters will only sendout digital signals in Feb 2009. President Obama ordered the surge in 2010 for 30,000 additional troops in Afghanistan. There are now 150,000 NATO troops in Afghanistan. Of these two thirds are Americans. The goal of the surge was set by President Obama as " disrupting, dismantling, and defeating al Quaeda and its extremist allies" in Afghanistan. Yet the fact remains that official estimates on the coallition side are for only about 100 or so al Quaeda militants operating in Afghanistan. The war in Afghanistan is being fought with Taliban insurgents in Afghanistan who also live in the mountainous region that comprises Pakistan and Afghanistan, and has some form of clandestine support from sections of the Pakistani military and intelligence services- the Pakistani military having played a critical role in the formation of the Taliban from its inception to act as Pakistan's proxy in that region. With the democracy protests in the Arab world in 2011, al Quaeda does not fit into the existing mood in the Middle East and the Muslim world. Considering these facts- and the mood favoring American disengagement on the part of America's allies in the Afghan government and Pakistan's military, and the American public mood favoring disengagement, the Taliban seeing their conflict as purely domestic and little to do with al Quaeda- the situation is likely to move in the direction of phased American withdrawal. ...
