It will replace 3 coal powered units at Becker's electric plant. Becker is only one of seven such Municipal areas called Coalition of Utility Cities that will make he shift to solar. What happens to 240 workers at the coal plant owned by Xcel Energy? They will not be layed off says Xcel and the state provides funds to retrain workers. Some will be employed at anuclear plant owned by Xcel. The state provides 4.75 million for retraining, and $20 million for a new industrial park that will generate new jobs. Additional jobs created at Form Energy in Massachusetts that makes the battery storage systems for Sherco/Xcel. It is a culture change for workers and for sceptics. A 1.9 million ton coal pile sits outside Becker to last 100 days- coal related pollution will decline and improve health.      ...

President Obama's proposal on Dec. 17, 2012, in the fiscal cliff negotiations sets the figure at which Bush era tax cuts are permandently extended at $400,000 instead of the $250,000 in earlier proposals. Speaker Boehner's Republican proposal was for a figure of $1 million. The $400,000 proposal would mean that the top tax bracket of 35% would increase to 39.6%. Currently the tax rate increases to 35% from 33% at the cutoff point of $388,500. The White House plan now cuts spending by $1.22 trillion over 10 years. $800 billion comes from cuts to programs, with half of these cuts in federal health care programs, $200 billion in programs like farm price supports, $100 billion in military spending, and $100 billion in other domestic programs over which Congress has control. The White House proposal also supports additional spending on infrastructure, extension of expiring unemployment benefits, protection of "vulnerable populations" such as the disabled and wounded veterans on Supplemental Social Security benefits in inflation calculations, and permanently stop expansion of the alternative minimum tax affecting the middle class. On business investment the president's proposal would make permanent the credit for corporate research and development....

The charges are that Mr da Silva and his wife were illegally given about $1.1 million in improvements from a construction company for a beachfront apartment. The former speaker of the Brazil parliament, Eduardo Cunha, was sentenced to 15 years in jail for money laundering and corruption. The current president Mr. Temer is also under investigation. Kharg Island near Hormuz and Jask Island on Gulf of Oman two of Iran's main oil export terminals. Oil is pumped by underwater sea pipelines to storage tanks that hold 30 million barrels on Kharg Island then loaded onto oil tankers that make their way through the Hormuz Straits. The oil is shipped to teapot refineries in China- smaller independent oil refineries in China that have not faced sanctions. This oil is shipped at a discount. How does China pay for this oil? China gets 2.1 million barrels a day from this source. It is paid for with a $400 billion Chinese investment in Iran under a 25 year Comprehensive Partnership Agreement signed in 2021 during the Biden Administration in the US. The investment covers energy, infrastructure and technology in Iran. At $60 a barrel before the Iran War China would have an import oil bill of $46 billion for 1 years supply of oil from Iran. This was paid for in yuan based transactions and barter systems which involved Iranian construction projects performed by China and exchange of other products, raw materials. ...

Simon Nixon points to two large capital gaps Spain's government faces for Bankia. Spain was not prepared for the events of the last month as it took control of Bankia. The agreement to convert 4.5 billion of preference shares into equity gives it 100% of Bankia parent, Banco Financiero y de Ahorros, and 45% of Bankia. The capital gaps Spain faces for Bankia comes from expected loan losses which it has been slow to deal with. BFA-Bankia's real estate loan losses are estimated at 52 billion euros. Capital provisions for this are only 11%. J.P. Morgan estimates another 4.9 billion euros will be needed under new government rules. But these rules do not reflect all the losses if real estate loans are written off and and other loans are correctly shown as nonperforming, and other corporate loan provisions are increased. When this is done total losses would in reality be about 12% of the 190 billion euro loans at BFA-Bankia or 22.8 billion euros, according to experts. To correctly deal with this would require $15 billion euros, in addition to the 4.9 billion euros, for a total of 19.9 billion euros. The other capital gap comes from BFA's capital carried on books at 12 billion euros, the pre-IPO value. This has been shrinking rapidly to 5.5 billion euros at 2011 end, and is now down to 2.8 billion euros. This could mean another capital gap of 5 billion euros, depending on to whether shareholders are wiped out. Bankia has 350,000 private shareholders and it will be important to maintain depositor confidence. The total is close to 25 billion euros in capital gap for BFA-Bankia that the Spanish government must face up to quickly. It does not stop there because there are other cajas savings banks and other banks that will have to be taken into account- too large a loss would mean losing market confidence and poorer access to financial markets. ...

The idea of return hubs outside the EU are proposed by Denmark. Denmark is now working with UK to help the UK develop a Denmark style policy that cuts down illegal migration after the unrest in Britain over asylum hotels. Failure to act quickly and have a comprehensive approach that works to reduce illegal migrants across borders can lead to governments such as the UK being voted out for other parties with strong anti-immigration stance as the mood shifts in Europe.

During a meeting with British prime minister Boris Johnson, German chancellor Olaf Scholz says Germany will stop importing Russian oil by the end of this year and stop importing Russian gas very soon. Johnson said Germany will stop importing Russian gas by 2024, and that a lot of infrasgtructure had to be put in place. He called the German decision a big one and said that he applauded the German decision which was a seismic one to move away from Russian hydrocarbons. IMF forecasts for Greece's growth rate are proving too optimistic. The IMF forecast is for zero growth in 2013, and increases of 2.3% and 2.9% in 2014 and 2015. Even in its pessimistic projections the IMF forecasts a 1% downturn in 2013 and growth of 1.3% and 1.9% in 2014 and 2015. The government sector was a large part of the economy. Now that this is shrinking, the export sector which only represents 20% of GDP is too small to generate needed growth. Greece also lacks the competitiveness and the large foreign enterprises that operate in Ireland, making growth less likely. A major problem is also the 40 billion euros Greeks have withdrawn from their banks in recent years. Even the figure of 120% of GDP that is expected in 2020 under the March 2012, 130 billion euro bailout is a very hypothetical figure, having no sound basis. Landon Thomas cites a confidential study the IMF had circulated in February 2012, showing the long term prospect for Greek debt if growth does not materialize because of lack of competitiveness. It would increase the debt to GDP ratio to 178% by 2015, and leave it at the current level of 160% of GDP in 2020. Some experts say the whole debt sustainability analysis makes no sense, with the question being insolvency in the case of Greece, not illiquidity. And requiring a focus to bring debt to manageable level to create prospects for growth. The Wall Street Journal emphasizes this in its editorial on Feb. 29, 2012....

After segregation in housing and schools since the 1867 Lincoln Emancipation, particularly in the US Southern states, protests happened in the South led by Martin Luther King Jr. to change this. situation. Voting Rights Act 1965 signed by LBJ ensures right to vote for Black people in the South- it follows protests in Selma Alabama and LBJ's 1965 "We Shall Overcome" speech that followed Selma. The first Blacks elected to US Congress were from seats redrawn to give Andrew Young a seat in Atlanta, and Barbara Jordan one in Houston. In 1993 2 more seats were added. James Clyburn was given a seat in South Carolina- he was a key supporter for president Joe Biden. Others followed. Today in 2026 there are 62 Black Members of the US Congress. This is about 11.6% of the 435 seats in the House of Representatives and 100 seats in the Senate total of 535. As a percentage of the population Black people are 16.4%- or 56 million out of US population of 342 million. The Supreme Court is essentially saying it is time to pause this as enormous progress has been made 12% out of 16% already achieved in representation for black people in the US considering the other inequities in American society, the changes in culture and in technology, inequities in world trade and for rural America. In a 2013 5-4 decision Shelby vs Holder US Supreme Court  swing to this conclusion with Alito, Scalia and Thomas joined by Kennedy and Roberts. This already struck down the core of the Voting Rights Act as unconstituional. Roberts wirties in that decision- Our country has changed,” Chief Justice John G. Roberts Jr. wrote for the majority. “While any racial discrimination in voting is too much, Congress must ensure that the legislation it passes to remedy that problem speaks to current conditions.” Times have changed - in 2026 the Court reaffirms this. In Louisiana vs. Calais the Court voted 6-3, striking down the last aspects of the Voting Rights Act, because white voters in Louisiana objected to use of race to redraw districts. The equal protection clause of the 14th and 15th Amendment to the US Constitution prohibit using race to redraw political representation maps. ...

Hernando De Soto, a prominent economist, heads the Institute for Liberty and Democracy. He has an intimate knowledge of the workings of the Egyptian economy, and describes the socio-economic marginalization of large parts of Egyptian society as Economic Apartheid. Simply put Egypt has fallen behind the times, way behind the economic progress in large developing countries.The Institute was hired by the Egyptian government in 1997, with the financial support of the US Agency for International Development, to look into what reforms were needed. It presented its 1000 page report in 2004- after years of work involving 120 Egyptian and Peruvian technicians, participation of 300 local leaders and interviews with thousands of ordinary people- to the Egyptian cabinet. The then Finance Minister Hassanein supported it and the cabinet approved it. What followed was a cabinet shakeup, and blocking of any reforms by hidden interests wanting to protect the status quo. De Soto's objective was to find out how many people were marginalized in Egypt, and how much of the economy operated outside the legal system- small business that did not have the protection of property rights or access to normal business tools and credit, that makes businesses grow. He found that 9.6 million people were employed in this sector operating "extralegally" with no protections. This being the largest sector of employment in Egypt. His action plan was intended to remove the legal impediments to these people and businesses urban and rural, so that they could grow. He says the value of these businesses outside legal protections is $248 billion or 30 times larger than the total value on the Cairo stock exchange, and 55 times greater than all the foreign direct investment in Egypt since 1800 including Suez Canal and Aswan Dam. De Soto says that because of burdensome, discriminatory and bad laws it takes 500 days to open a small bakery, getting a legal title on a vacant piece of land would take 10 years of red tape. This barrier of bad laws, poorly trained bureaucrats, inertia of the status quo, prevents people from legalizing their property and business. As a result whereas one of these types of small businesses is now India's largest company called Reliance Industries, and another Infosys is the second largest software company, most Egyptian enterprises are stuck being small and relatively poor, and do not generate jobs for the demographic surge of young people. De Soto's point is that Egypt will need good leadership to pull off this task of legal reform, and democracy alone will not be enough. Empowering the large majority of the Egyptian people operating outside the legal protections will mean giving property rights for $400 billion of assets, De Soto says. And this would unlock an amount of capital hundreds of times larger than what foreign direct investment and aid has brought to the country....
