India's Foreign Minister told a conference that China's forward deployments at Galwan in violation of 1993 and 1996 agreements was an attempt to change the Line of Actual Control. China after years of peaceful development under previous administrations, during which China had gained from the trade relationship with the US and foreign investment from the US business community, sought  to put India at a disadvantage using its larger economy and technological assets obtained through American business assistance. This was done by making forward deployments right at the Indian border to change the Line of Actual Control in progressive steps. Jaishankar made it very clear. "It is hard work, very patient work, but we are very clear on one point, which is we will not allow any unilateral attempt by China to change the status quo or alter the LAC. I do not care how long it takes, how many rounds we do, how hard we have to negotiate- this is something we are very clear of." Going back to the period of independence with Nehru in 1947- China's occupation of Tibet was an occupation of a peaceful country that led to the situation that India faces today of a border stretching from east to west on the Himalayas that faces China. Faced with the partition and refugees from that partition India under Nehru was not in a position to respond effectively to that occupation. Does China gain anything from being at that border through the occupation of Tibet is a serious question? Why? Because it faces a Vedanta and Buddha driven culture and people with population of 1.8 billion stretching to the Indonesian islands that were and still are the fundamental source of  China's own Buddhist culture and tradition.  US business has allied with one country after another Japan, China and now India. The US has faced wars with Japan, and sometimes in a failed attempt to understand the aspirations of  Southern Asia allied with British ideas of the region which were based on the policies of British Empire to divide the region on religious and language, caste based barriers. US business also lacked a true perception of the importance of working class and families in the US as it sent factories and surrendered its own manufacturing to China. The world is now changing following the pandemic and new supply chains and manufacturing policies of the US are being structured. It is in this context where India's pace of economic growth and technological advancement will change its capabilities and its capacity to meet the aspirations of 1.8 billion people in Asia with a common tradition and culture. It is in this context that one can ask the question does China have anything to gain from the occupation of Tibet and being on the border with a country and cultural tradition of 1.8 billion people stretching across South and South east Asia?  ...

The balloons detected over US airspace at 40,000 feet that stirred up tension are now seen as intended for surveillance over Guam and Hawaii and blown off course by winds into Alaska and then Montana. This report in the NYT says US State department officials told Chinese diplomats on Feb. 1 about the balloon - 24 hours later China's Foreign ministry officials told US diplomats at the US embassy privately that the balloon a harmless civilian machine had gone off course. On Friday Feb. 3 China issued a public statement expressing regret. What happened after wards showed a series of poor decisions by Chinese officials and the balloon's civilian run balloon company under contract with the PLA says the NYT.  At that point the balloon's operators tried to accelerate it out of American airspace before it was shot down over South Carolina. On Saturday NYT says China told the US this acceleration was intended to get it out of American airspace.This story may not be widely read or covered so that most of the people in the US may already believe that China had intentionally flown surveillance equipment over Montana and the continental US. The US flies hundreds of reconnaissance flights near the coast of China says one defense expert.  This NYT correction of the original story on the spy balloons did not get any front page coverage in the WSJ, BBC, The Guardian, DW.com, FR24, and the NYT story itself got only 5 comments, showing how important it is for governments and information communicators to get each story right. A similar situation of a lack of communication with poor decisions may have delayed a unified response to the covid pandemic in its earliest stages. It shows how gaps in perception and information can gradually affect a relationship which the US had once nurtured into a critical part of its supply chain manufacturing following wartime cooperation against the Japanese invasion, the civil war in China, and later the Korean,  Vietnam Wars during the Cold War.    ...

Krugman points to the need for action on revaluation of the yuan, and sees the vote in the House of Representatives sponsored by Sander Levin as a necessary step to get China to act. He sees China as dragging its feet on this issue for many years, and the need to keep the heat on US policy makers, who have acted very passively on this issue. He describes the US policymakers as being infuriatingly, incredibly passive in the light of the Chinese inaction and stalling on currency appreciation. China he says denies manipulating the exchange rate, even as $2.4 trillion foreign currency was purchased by China. Krugman says China is not letting what is a natural process to unfold that would help the world economy as a whole to recover. Its manipulation of the exchange rate, is in effect subsidizing its exports at the expense of other countries like the US. See the link to Roubini, who shows how this is bad for China. Roubini says China will see a growth collapse in 2-3 years, if it does not change direction and let the yuan appreciate. He says it is in effect a large transfer of income from Chinese households to Chinese state owned companies which is dangerous because of increasing misallocation of resources and real estate speculation. See David Barboza for information on the real estate speculation of these Chinese state owned companies. When all this information is added up, it shows China's serious need to act. This would make possible a transition to a new model of development that relies on domestic consumption, and bettter allocation of resources and investment. ...

About 12 million Chinese viewers on Weibo look at new VP pick Tim Walz hoping for better relations with the US, reports BBC. Walz was teaching English and American history at Foshan No. 1 High School as part of a Harvard University volunteer program. Walz says it is one of the best things he has ever done, and gives him a unique insight into China and the Chinese people. Tim Walz was fresh out of college when he joined the Harvard volunteer program to teach in China in 1989. One Weibo user reflected the sentiment on Weibo- Walz's "unique background gives him a real perspective on China", and he could "promote cultural exchanges between China and the United States at a time when... relations are extremely difficult". China was different back then somewhat where India was in 2014, a largely agricultural economy beginning its transformation into an industrialized nation like the US, Germany or Britain. Walz told a local newspaper inthe US when he returned-  there are "no limits" on what the Chinese could accomplish "if they had proper leadership". "They are such kind, generous, capable people," Walz said. Walz encouraged cultural contacts and educational trips after he returned. With his knowledge of China it could improve relations with Chinese people that were affected by the pandemic. The pandemic reduced educational and cultural contacts. ...

A $9.2 billion loan from the US government supports US goals for achieving climate change by shifting from fossil fuels to electric vehicles. It also responds to China's subsidies to BYD and other EV makers with the US supporting its own EV manufacturers. The new data security law that went into effect Sept 1, 2021, limits the amount of sensitive information China will share with foreign companies, and investors. All data related activities are subject to government oversight says this report in WSJ, including collection, storage, use and transmission. Companies in China now are reluctant to share information.  Because the law is ambiguous about what is sensitive information this makes companies more reluctant. The result is a China that is more opaque than before. It is driven by antagonism in the US over the effect on American workers of manufacturing and supply chains shifted to China. The response of the Chinese government is to turn the country inward, looking to self sufficiency, data security, and an environment that looks at foreigners with suspicion, says this report in WSJ. The pandemic has increased this view of foreigners in China, after China's experience with a deteriorating trade relationship with the US. Xi Jinping has not left the country since the pandemic started in January 2020. China has also seen an alarming drop in passengers going overseas or coming into China from 50 million in the first 8 months of 2019, to 1 million in the first 8 months of 2021, a drop of 49 million passengers, according to data from the Civil Aviation Administration. Government directives are to minimize foreign travel as a result of the pandemic. People in the US see the operations in China of companies such as Apple and now Tesla as a sign of how well the system of international cooperation is functioning without realizing that these companies never had the understanding of the history and culture of the country after two centuries of struggle against colonialism. When the situation takes a different turn as it has after Mr. Trump raised the issue of American workers and loss of manufacturing, and after the pandemic created unexpected distrust, there is very little these companies have to offer to keep the relationship between two of the world's population blocs, between North America and the closely related population of South America, with the people of China, a billion people on each side. This shows that the relationship cannot be left only to the business and private sector driven by profit and business interests, that all sections of the population in China and in the US need to be involved for a stable relationship with ongoing human and cultural contacts at all levels. ...

The global economic map is rapidly redrawing bringing US and Europe closer. The US has imported more goods from Europe this year than from China. In September alone says WSJ Germany exported 50% more goods to the US year over year with the weaker euro increasing the momentum. European FDI foreign direct investment in the US increased by 13.5% in 2021 to $3.2 trillion. US FDI to Europe increased by 10% to $4 trillion. There is a push on both sides of the Atlantic to increase local manufacturing, and to increase trade, and shift supply chains away from the overdependence on China.

Bayer AG CEO Marijn Dekkers talks to the Journal's Geoffrey Rogow about the company's pharmaceuticals business and job retention. Dekkers says profits are reduced by the tight budgets of European governments and the pressure on pricing. He cites the 16% mandatory rebate in Germany on prescriptions. For Bayer diversification through the chemicals business offers a way to handle the ups and downs in the pharmaceuical business with patent expiration. He is not interested in acquisitions because of the high premium involved and the difficulty of recovering this for investors. Bayer like other drug companies has extensive operations in China. Bayer is training salespersons in top and second tier Chinese cities. It has a program to train 10,000 physicians in rural areas of China working with the local government. Dekkers makes an interesting point about jobs and job retention in the U.S. He says a lot of jobs were outsourced in the 1990's and its difficult to bring them back. Germany has done a better job with job retention with "kurzarbeit" and other programs working in partnership with industry. In his view this could have been managed better in the U.S. with active programs such as this in the last two decades....

This response by experts on transatlantic relations rejects the other view expressed in Zeit Online that the U.S. under Trump remains estranged from Germany and the EU. These experts from the American Institute for German Contemporary Studies, American German Council, and Centers at John Hopkins and Georgetown for German Studies, reject the view that the Trump administration and Germany are that far apart on many issues as it appears from media coverage.  Foremost it points out that civil society relations are sound and growing. About 50 million Americans trace their descent to Germany, including president Trump, much larger to over half the U.S. population considering European descent. Much larger is the sense of a culturally shared future with the European Union, with the nations of Europe including Germany, France, Italy, Spain, the nations of Eastern Europe, and Britain. The civil society relationships run deep in a way that is hardly affected by the Trump administration. Within the Trump administration the policies to Europe these experts remind the reader, are determined by the "adults" in the administration, who are senior members of the administration. This is a crucial point as Trump administration policy is not determined by the president's liking for tweets as much as by senior cabinet members Tillerson at the State Department, Gen. Mattis at Defense, Kelly at the White House, and senior members of Congress including Senators Corker and other senior committee members. This is why Republican Senator Kay Hutchinson was chosen as Ambassador to NATO. It should be noted in this context of German-EU relations in president Trump's first year that there was a period of German disillusionment with president Obama, exacerbated by the NSA spying on German chancellor Merkel and on the EU delegation to the UN, with president Obama's failure to offer any apology. Relations recovered from that low point. No one suggested that there be a German led decoupling of the EU with America at that low point, or at another low point in German-U.S. relations with the setup of American Pershing II nuclear missiles on German soil under the Reagan administration when there were large scale protests.  The American view that the U.S. should not have to shoulder major responsibilities for defense and foreign relations by itself is not new say these experts, and goes back to earlier administrations before Trump.  The experts argue for an active role by Germany with its partners in Europe for defense and foreign relations, which should not be seen as a result of U.S. pressure, only responding to the situation as it has evolved upto this time. Views on immigration are also changing with effort by the EU and Germany, France, to reduce immigration from the source countries in Africa, and the changing perceptions about uncontrolled immigration in Germany and France, say the authors. A coordinated policy towards Russia  is seen as not having changed. And much as a reset in relations was advocated by Obama in the first year of his first term, the current policy of the Trump administration to work with Russia to lower tensions can be seen in the same way say these experts, and not as a fundamental shift in American policy. The deep relationship of Germany and the EU with China is another positive aspect that will also help the U.S. in framing its own policies towards China. The German-American relationship, and the European Union relationship with the U.S.  is seen as basic to the values and interests of the U.S. and Europe. This relationship is too deep and supported by civil society and Congress, the Republican Party, and the Democratic Party, by large trade relationships, to be affected by temporary differences under any one administration. Even these differences are part of a larger debate that is part of dialogue on issues in a democratic society, sometimes raucous and loud, and could be welcomed and carefully channelled in constructive ways.     ...

Decades of investment in car manufacturing and EV's is paying off for China. It now exports 5.7 million cars of which 1.7 million are EV's. EV exports are twice that of Germany. Car production capacity in China surged as the Chinese market expanded to be larger than Europe and the US combined. The production capacity is twice the size of the domestic market- 40 million gasoline cars from 100 factories.  As domestic sales have slowed down there is a push for exporting this excess capacity. The US and the EU are imposing tariffs on Chinese cars to protect their domestic manufacturing. The push to become a leader dates back to premier Wen Jiabao 20003-2013. Wen chose Audi engineer Wan Gang as minister of science and technology, and gave him the task of making China the leader in electric vehicles. Manufacturers were given subsidies, tax breaks, cheap land and electricity. By one estimate the EV manufacturers and battery makers in China received $230 billion in subsidies since 2009.  This is one reason the EU and the US are imposing tariffs to protect their domestic manufacturers. As the shift to EV's continues in China- half of the cars in 2024 EV's- the gasoline models are shipped overseas. China has now replaced the western brands in Russia with it's gasoline models.  China makes great savings in batteries as it controls the supply chain in batteries. It makes EV's at 30% lower cost with these efficiencies. ...

Many Russian planes in Europe were grounded after the invasion of Ukraine. The UAE and Central Asia, Turkey are frequent destinations for Russian planes following the invasion and the response of the US and the EU. Dubai is the single most frequent destination say the NYT.

During the pandemic China reduced overseas travel significantly. Fewer Americans and Europeans are traveling to China with the lockdowns and zero covid policies. The result is that people living in China and Russia have significantly less contact in 2022 with the outside world compared to 2019 the year before the pandemic. The flow of information is also affected with the state controlling more of the information that people see in Russia and China.

During 2012 and 2013 the U.S. put pressure on China and India to cut oil imports from Iran to increase the effectiveness of sanctions. As negotiations eased the sanctions, China increased oil imports in 2014 by 30% in 2014 over the prior year. China's Foreign Ministry sees a "win-win spirit" in the nuclear deal that opens up economic relations with Iran. Analysts say China has setup three new storage facilities on its eastern coast with about 45 million barrels of new capacity, which could be filled with new supplies as its growth slows and demand decreases. China's imports were about 7 million barrels a day in June 2015.

Auto tariffs of China are 10 times that of the U.S. Other barriers are intrusive licensing requirements and foreign ownership restrictions. With subsidized land and capital, export subsidies, and tax preferences, unfair trade advantages can be gaine d in many industries leaving the U.S. in a disadvantaged position. Making some territorial concessions appears to be the only way for peace talks to succeed. For a long time there was insistence on territorial sovereignty of Ukraine by EU and NATO leaders. This appears to have prolonged the war- with needless loss of life on both sides, and costly damage to Ukraine infrastructure, a population that had to face additional winters and hardship in war ravaged areas. NATO's Stoltenberg from Norway, leaders of northern Nordic and Baltic countries, the UK, could take that position without having to face the hardship of the war. NATO had to be re-formed under a new name and new structure  following the collapse of the Soviet Union, with wariness about the possibility of centuries old since 1700 UK and Nordic historical adversarial relationship with Russia casting a shadow over that organization, and embroiling the US in conflicts not of its own choice or of wise leadership. This is the root cause of the Ukraine war. It would have been best to completely restructure NATO and give it a new name without Northern European nations leading it. Principles matter once soviet communism was no longer there NATO formed for its expansionism in 1950's had served it's purpose. Rasmussen from Denmark and Stoltenberg from Norway led the organization for the last decade and half from 2009-2014 and 2014 to 2025, with backing from Obama/Merkel for most of the period of the war in Ukraine. Also most of the period NATO expanded to Russian borders happened under Northern European leaders from Spain, Britain and Nordics (Solana, Robertson, Scheffer, Rasmussen and Stoltenberg) and the organization NATO getting the northern European slant based on historical adversarial relationship of Britain and Russia since 1700- for no other reason than the British wanting to protect its large Empire and commerce in India which in the 18th and 19th century included most of Asia. Under Robertson the UK Defense Secretary much of this transformation into turning NATO into something anti-Russian happened which was primarily because of British and Nordic perceptions of Russia as an adversary. Robertson added the following countries at the Prague Summit in 2002 to NATO- the Baltics, Romania, Slovakia and Slovenia. Russia faced internal upheaval in those years and Yeltsin in resigned in 1999, Putin was elected in 2000. It is clear that Russia had suffered severe economic hardship in that period and Putin's first goal in 2002 was to stabilize the economy.  It could be said that this turning NATO over to UK and Nordics was a huge mistake considering that Russia was still the largest nuclear power after the US, and British policy was now determining US policy. And Britain's Robertson/NATO should not have involved itself in the Afghanistan war using Article 5, as the US could have handled this alone and limited that engagement. It got US involved in another conflict, conflict with Russia that was to come in Ukraine on the side of the Baltics and Ukraine, without US clearly understanding what the roots of that war was about and implied confrontation with Russia 20 years after the Prague Summit in 2002 under George Bush junior. The incompetence of Bush and Obama/Merkel laid the seeds of the Ukraine war in 2022 following Robertson, Rasmussen, Stoltenberg, small Nordic nations and Britain creating a conflict that did not need to happen, with loss of hundreds of thousands of lives of Russian speaking fraternal peoples of both Russia and Ukraine. The Republican sentiment under DJT of the tragedy of such huge losses of young people, and desire to end this loss of life, can nowhere be seen in bellicose talk in northern European nations, that take the US for granted to fight their wars.  The wisdom of Washington, Lincoln and TR/FDR clearly caution in getting involved in European centuries old animosities. For the US it meant in practical terms that it could no longer carry out the Monroe Doctrine essential for peace and good governance in the western hemisphere as only a Russia desperate to make its views known about NATO would interfere in the western hemisphere against US assertion of the Monroe Doctrine with the US Navy. Instead drug trafficking gangs took over Latin American countries and created a flow of fentanyl and millions of people through migrant traffickers across the US southern border. As America has expressed its concern for loss of Russian and Ukrainian men in the war for the first time under DJT Russia has distanced itself from Venezuela, Mexico and Latin America. The loss of hundreds of thousands of young Americans to fentanyl is a shared tragedy with the loss of hundreds of thousands of young Russians and Ukrainians in the last decade. How reliable are Northern European countries when it comes to protecting the eastern seaboard of the US with the acquisition of Greenland? It is a policy pursued by presidents since the Alaska Acquisition from Russia. By Seward, Teddy Roosevelt, Harry Truman and DJT. Denmark the land where NATO secretary general Rasmussen was from followed by Stoltenberg from Norway  (for 15 of the years of the war in Ukraine 2010-2025) the US efforts to protect its eastern seaboard are rebuffed by both Denmark and Norway, and the US presented in a negative light as an imperialist power in the face of Danish East India Company's  colonial attitude since 1700 clearly imitating the colonial British East India company.  It shows Northern European nations looking out for themselves not for the US, and embroiling the US in their wars at the cost of the entire western hemisphere being destabilized. The population of UK, Denmark and Norway, Baltics is far less than the Mumbai, Shanghai, Sao Paulo , Berlin and Tokyo regions. Should the views of a small population in northern Europe of 2% of the total determine the future of US, Europe, China, India, Brazil, and other parts of the world with 5 billion people the 98%, when issues of war and nuclear conflict, nuclear buildup, the western hemisphere destabilized with drug trafficking gangs running rampant in countries, divide the world in opposing blocs, when the wellbeing of most of the world's people in Asia and Latin America, Africa is at stake by establishing a essential degree of cooperation by all sides. The US under DJT has chosen a wise policy of cooperation over conflict -with China, with Russia, with all the major powers, and with smaller powers. Reading the wisdom contained in the writings of Washington, Lincoln, TR/FDR confirms it is clearly the wise choice. ...

As its economy slows and facing high debt levels, China benefits by an estimated $18 billion a month from lower oil prices in 2015. The estimate is from Starfort Holdings, investment and private equity group. The estimates as China benefits from lower prices of all commodities, including oil, are of about $250 billion annually as China replenishes its stocks of commodities. With $12 million barrels imported daily China is a major emerging market beneficiary, along with India, of the drop in oil prices. Continuing pressure on prices from the expected resilience in shale oil production in the U.S. with learning and the development of new production methods means the benefits are likely to continue. China has also not renegotiated price points in deals made earlier at higher prices with China and Venezuela, as it pursues its foreign interests. Stockpiling of grains and edible oils are being increased by 33% in 2015 by $24.7 billion.
