Department of Education invites controversy because of diversity programs and "transgender" as culture ignoring health risks. Established by president Jimmy Carter in 1979. Education in the US is run at the state level by each American state administration compared to UK where it is done at the national government level. It has one of the smallest budgets of any agency at 4%, Transportation is 1.7%, Agriculture 3.0%. Most of its work is overseeing $120 billion of federal grants and programs for public education through high school. It supports districts with low income students with $18 billion aid. Head Start program supporting 883,000 low income pre school children in 2022 gets federal aid from Department of Health and Human Services. National School Lunch Act of 1946 by Harry Truman is not affected as it is run by states,  federal aid comes from Department of Agriculture to 20+ million children. Republicans oppose spending about $1 billion to support Diversity program DEI initiatives and support for "cirtical race theory." There is opposition to "transgender." Britain's NHS had a commission look into transgender and says it poses health risks to children and young people. It also adds to anxiety of parents. Republicans are 53 -47 in majority in Senate- to scrap the agency Republicans need 60 votes in the Senate. The likely option is that they will pass a bill putting many of the functions in other agencies reducing its impact- between HHS, Treasury and Interior agencies. ...

On my bookshelf is NY financier Felix Rohatyn's 2009 book, Bold Endeavors, citing the bold investments America has made in the past from Louisiana Purchase, Erie Canal, Transcontinental Railroad, Land Grant Colleges, Homestead Act, Panama Canal, Rural Electrification, Interstate Highway System, and how this needs to happen once again. NYT lacks this vision. In this Op-Ed it  leaves the field open after comparing Mamdani to De Blasio's failure to run NYC. NYT Editorial Board says Mayor Bloomberg was an effective manager and ran the city better than other mayors, it describes the accomplishments of Andrew Cuomo but does not give Cuomo second chances to use his experience to serve New York City, after Michael Bloomberg comes out in favor of Cuomo. This is  NYT and NYC dysfunction. It says there is so much to do in NYC to improve life in the city but refuses to make the tough decisions needed to make things happen, turning into someone who decides who gets second chances to serve the city and the country.  The Washington Post was clear in warning about the danger of a "free everything" Mayor as this has never worked and fiscal chaos happened in NYC in the 1970's, a NYC near bankruptcy in 1975 which Rohatyn tackled as head of NY's Municipal Assistance Corporation and $10 billon in bonds backed by New York state. NYT and NYC residents have short memories. Most have forgotten Rohatyn and his vision in Bold Endeavors, or were not part of the American fabric of the 20th century, which again points to the importance of history, civics and education. ...

There is only one way to interpret this. Putin and Russian influence have calmed down the Israel Iran war. DJT opening up discussions and talking to both Russia and China has created a sense in both countries that their vital interests are with the US, China on a trade agreement with the US, and Russia for a settlement of the Ukraine war on terms that it sees as fair. There is the issue of nuclear non-proliferation on which US, Russia, China, India, Germany and the EU, and the rest of the world are in agreement which meant action to end Iran's nuclear program. Putin met with Iranian Foreign Minister and looked for a way to end the war. Putin said: “This gives us a chance to…think together about how it would be possible to get out of this situation,” said Putin. From the point of view of a safer planet Biden's period of not talking to China during the balloon incident, and not talking to Russia with a single minded focus on Ukraine conflict, can be seen as not the way a responsible world power should act. DJT's emphasis to end the wars in the Middle East yet standing firm on Israel's right to exist and the non proliferation of nuclear weapons, and working to end the war on Ukraine by puting pressure on all countries, is proving to be an approach that gives all world powers a chance to reflect truly on their obligations to their peoples and the people of the world. A music enthusiast who played in a rock band, before studying political science at the University of Hanover, and running for parliament, Lars Klingbeil comes from humble roots in Saxony. He led the campaign which brought the SPD Social Democrats to power in 2020 federal elections, and also into an election where the SPD secured only 16% of the vote a new low in 2025. Klingbeil comes as much of a surprise in the way his amiable manner and personality convinced the CDU leader Merz to give him the Finance Ministry as well as the support for major investments in the German economy. This was a goal the SPD failed to accomplish under Scholz with his Finance Minister from the FDP Christian Lindner blocking investment plans for 4 years. The frustration in the SPD is intense and Klingbeil and Merz coming together on borrowing and massive investments in infrastructure and defense is something of a miracle after the Merkel years and the constitutional brake she put in place on spending.  Right from the start the SPD and the CDU realized that this was their last chance as Merz put it to get things right before the far right or some other party took over. Problems that require investment- in crumbling infrastructure and obsolete transportation, lack of investment in IT, problems in childcare and in cost of living could not be postponed. Risks had to be taken, and the 28% of the vote CDU had needed the 17% of the vote of the SPD with the Greens 12%, total 57% of the 2025 vote, to act fast and decisively. ...

SEC's whistleblower cash for tips program once paid out $279 million on an Ericsson case. The Foreign Corrupt Practices Act is an anti bribery law of the US that prohibits the payment of bribes to foreign officials to win or keep business. In this case the prosecutors from the Southern District of New York in Manhattan bring charges about wrongdoing by Ericcson in Djibouti, China, Vietnam, Kuwait and Indonesia from 2000 to 2016. Ericcson paid out $1.1 billion in a settlement with US authorites in 2019.

Online protections were provided to tech companies by Section 230 of the Communications and Decency Act of 1996. The U.S. Justice Department is coming up with a proposal to remove some of that legal protection from lawsuits.The U.S. Congress passed the law  because of a court decision in 1995 against online provide Prodigy that held that online content providers could be held liable for defamatory online content generated by a third party. The U.S. president and the Justice Department are in favor of amending this by executive order and through legislation.

The $369 billion climate and tax package that is coming out of a deal arranged by Schumer in the US Senate could be a path breaking action. It would enable president Biden to get close to the climate goals he promised last year of cutting US carbon emissions by 50% by 2030 over 2005 levels to combat effects of climate change. The $369 billion package would get the US to reduce carbon emissions by 40% in 2030 over 2005 levels.  Severe effects of climate change with fires and floods in the US, Europe, and Asia have brought a new spotlight to the issues facing the world and the fact that something needs to be done quickly with the US leading the way. Senator Manchin a holdout because he comes from a coal mining state was a holdout. He was persuaded to join as the new legislation provides for support for transmission lines and other investment during a transition period so that it does not affect the economy in his state. The transition period is now accepted as Europe now looks at gas and coal as a temporary resource following the cutoff of Russian supplies and the US will be shipping more LNG to Europe during this period. The vote for this legislation is planned under reconciliation so that the vice president MS. Harris can cast the deciding vote for Democrats in a 50-50 split Senate. Republicans oppose the legislation. Manchin now says it will reduce inflation. Briefly it will give $7500 to every buyer of an electric vehicle EV, and $4000 for a used EV. It would give rebates for heat pumps that increase home energy efficiency. Billions of dollars would be spent for clean energy industries, and for solar, wind, geothermal, other renewable energy projects. Democrats want to get the legislation through the Senate quickly by next week, and so secret were Schumer's negotiations that most Democrats did not know about it. Coming on the heels of the $280 billion CHIPS and Science bill for $280 billion investment in US semiconductor industry, this will be a big win for president Biden and shows the persistence and patience of Mr. Biden is paying off.   ...

"This is a very, very, very, big deal," says Chuck Schumer about the Climate Change bill that is expected to pass in the Senate of the US this weekend August 6-7, 2022. This is the biggest climate bill in history, and may also be called the Schumer-Manchin bill after the compromise reached to give oil and gas some support with big moves for climate change action between now and 2030. It gets Biden and the US to within 40% reduction of carbon emissions over 2005 emissions by 2030, when the commitment by the US at COP26 Glasgow is for 50% reduction over 2005 emissions by 2030.

The US has 124,000 charging stations for electric vehicles. The Biden administration wants to see that go up to 500,000 by 2030. For this to happen $7.5 billion is already going to states under the $1 trillion infrastructure bill of 2021. The Biden $369 Climate bill that passed the Senate last week will give companies that build each charging station 30% tax credit for maximum of $100,000, up from $30,000 earlier, to build one charging station. It costs about $100,000 to tear up pavement and build a conduit for a charging station.

Supply chain issues will linger for 2022 and 2023 with shortage of chips after which it will move much faster says this report in WSJ. For EV's to go mainstream charging stations are a priority.

As president Biden signs the biggest Climate Bill in history Jim Tankersley says there is still more to be done. In addition to the work remaining for children, women and families, he mentions the Civilian Climate Corps with financing for $10 billion that is patterned on the Civilian Conservation Corps set up during the Depression by FDR, which is still to be passed. This would form "the next generation of conservation and resilience workers," says Biden. Much like the 3 million people who helped build parks, cut trails and planted trees around the US in the 1930's and 1940's under FDR.

The Federal Poverty Level is $35000 - $40000 when entry younger UAW workers at lower tiers make $34000 a year during wage negotiations and a UAW strike in 2023. The contrast from 2016 could not be greater- no president in history except Biden on a worker strike picket line yesterday, Mrs Clinton oblivious about unions in the midwest in 2016. Mr. Trump saying wage negotiations not important as he visits Drake Enterprises, automobile parts supplier, in Clinton Township, Macomb County, Michigan. The Guardian reports most were small business owners, with  few autoworkers. Enthusiasm of small business owners high for Trump in this swing county in Michigan. In stark contrast to the 2016 campaign president Biden was seen the previous day with a bull horn at a UAW auto workers strike picket line, becoming the first US president in history to do this. Biden said "workers built the middle class." Trump said China was the enemy not low wages or incompetent bosses, saying "the current wage negotiations are not as important as you think," when workers had tiered wages from previous concessions on wages, with entry level wages starting at about $17 an hour. That is only slightly above the $16 minimum wage in California. America in the Clinton-Trump world had truly forgotten that workers in its factories built America, and workers families made America what it was for most of the century since Lincoln and the Industrial Revolution. ...

President Biden becomes the first US president to be present at the picket line. Biden says through a bullhorn at the UAW strike picket line in Detroit- "Unions built the middle class. It's a fact." He is pushing for auto companies to reach an agreement with the UAW union, and avoid any effects in the economy. He told union workers outside a Belleville Michigan GM plant near Detroit- "You've heard me say this many times. Wall Street did'nt build this country. The unions built this country. And the unions built the middle class. That's a fact. Let's keep  going. You deserve what you earned. And you earned a hell of a lot more than you get paid now." When he handed the bull horn to Shawn Fain the UAW leader, Fain said about billionaires and the executive class- "They think they own the world. But we make it run."

Dugan and Spector of the WSJ take readers through efforts to push self driving technology to its limits at electric car maker Tesla. Tesla CEO Elon Musk is pushing the technology and plans to get a self driving car go from Los Angeles to New York by the end of 2017. Problems faced by Tesla include a car crash involving a driver who took his hands off the wheel of a Tesla automobile, leading to a crash with an eighteen wheeler truck. This led to an investigation by the National Highway Traffic Safety Board and a decision by Tesla to make driver's hands on the steering wheel required for autopilot to operate. Earlier in 2015 Tesla engineers confirmed that the Tesla cars were not ready for autonomous driving because of near crashes when the reliance was placed entirely on the technology. Ten engineers and two managers resigned from Tesla according to this report by WSJ, with problems relating to deadlines and marketing decisions. Sterling Anderson, the head of the Autopilot program at Tesla resigned to start his own company with the head of the autonomous driving unit at Google, saying he was going to do it the right way, citing concerns that Musk was going ahead with the technology without making it failure proof. The tricky thing about auto pilot driving is the behavioural factors involved, where drivers may take their hands off the steering wheel and not be prepared to act as a backup should the technology fail or something go wrong. Another aspect of this is the tendency of drivers not to pay attention to the road and rely completely on the auto pilot to do everything, more than its capabilities today. Toyota and other auto companies are including some elements of collision free driving, and reliable aspects of the new technology into cars. For Tesla the driverless technology is part of its marketing appeal, and CEO Musk has moved faster in this respect than his own engineering team, according to this WSJ report. ...

This guy is amazing. Believes in team work and gives credit where its certainly due to team workers and team spirit for achievements. He's head of Virgin Mobile USA, Richard Branson's cellphone company with 5 million subscribers. But forget the teamwork he's amazing for another reason. He is willing to act on a thought like spending 24 hours on the streets of New York City as a homeless kid sort of tosee what its like for the homeless kids who are helped by a charity he supports Stand Up for Kids. Did this with Rick Koca who heads that nonprofit. For a week he wore dirty jeans, a ragged shirt and a blanket around his shoulders, had to beg for money to get something to eat, walked 2 miles for a 25 cent cup of coffee an slept on concrete in an abandoned skate park. Wow, it takes the courage to act on your convictions and then you learn a lot about life itself, whats important and whats not.

In the most recent Global Financial Stability Report out in Sept. 2011, the increase in the ratio of a country's outstanding credit to GDP is highlighted as a key warning light indicator for country economies. An increase in this ratio of over 5% signals a warning light according to the IMF. It tells us that borrowing is expanding at significantly faster rate than the growth of the economy. Using this indicator would have set a warning light up for the U.S. before the 2008 mortgage crisis, and a warning light well before the financial crises in Greece, Portugal and Ireland. The outstanding credit to GDP ratio went up for China by 24 percentage points in 2009, with 4% percentage point increase in 2010. The ratio was up 30 percentage points in Hong Kong for 2010. The warning light is also up for Turkey and Vietnam. Capital inflows into countries that can be suddenly reversed, and overvalued currencies are a danger for emerging market countries and act as supplemental indicator warning lights. Brazil and South Africa have overvalued currencies. Turkey has high capital inflows. Only a small portion of this is foreign direct investment, the rest helps support a high amount of lending and credit provided by the banks. That a significant portion of this is in short term borrowing poses additional risks, as evident in the 1997 Asian financal crisis for S. Korea, Thailand and Malaysia....

A move by the Obama administration to reenergize its Hispanic base with action on immigration three months before the U.S. presidential election of 2012. A new policy issued as a directive by President Obama allows one million young illegal immigrants to remain in the U.S. A 16 page guideline issued by the U.S. Citizenship and Immigration Services states that applicants have to show they lived in the U.S. for five years and pay a $465 fee. The policy applies to people in the ages of 15 to 30, applicants must show they completed high school, or were honorably discharged from the U.S. military. The program will offer a two year renewable expemption from deportation and work permit to people coming to the U.S. as children. President Reagan was the last president who issued a directive of this type offering amnesty in 1986 to 3 million illegal immigrants. The Obama administration says this will help conserve enforcement resources are not spent on low priority cases of young people who came to the U.S. as children, as there are an estimated 11 million illegal immigrants in the U.S. The Dream Act legislation to legalize undocumented young people is stuck in Congress with no agreement on how to move forward. The states and cities where people mainly from Latin America and Asia would benefit are- California with 400,000 who could benefit, Texas with 225,000, and New York City with 55,000....

ECB President Mario Draghi stated in his first speech to bankers and policy makers in Frankfurt that governments in Italy, Spain and other eurozone countries need to take stronger action and stop delaying. He said: "Where is the implementation of these long-standing decisions. We should not be waiting any longer." Jens Weidmann, president of the Bundesbank stated Germany's view: "The economic costs of any form of monetary financing of public debts and deficits outweigh its benefits so clearly that it will not help to stabilize the current situation." The ECB continues to maintain limited purchases of Italian and Spanish bonds, leading to a small easing of bond yields, but has ruled out large scale purchases. ECB officials fear that taking the heat off politicians in Italy and other eurozone countries through large scale bond purchases will only lead to a lack of action on irresponsible fiscal policies. Meanwhile the debate in Germany continues with the mass circulation tabloid Bild saying calls for the ECB to act were "hysteria." The conservative leaning newspaper Die Welt says Merkel could still change her mind. Die Welt pointed out that Germans remember the hyperinflation of the 1920's as what can result from printing money to buy government issued bonds, but forget the period in the early 1930's under Chancellor Heinrich Bruning, another deeply troubling period, when deep austerity led to mass unemployment and a prolonged depression....

The National Highway Traffic Safety Administration failed to take action when asked by drivers to investigate incidents of unintended acceleration. It also failed to take up action with the company's quality staff in Japan- who were in charge of things related to quality- after what appeared to be years of inaction and stalling by Toyota. Where it did investigate, the agency did nothing about the complaints when Toyota failed to provide the necessary information. Internal agency documents show that since 2003 the agency opened inquiries into possible Toyota problems, and six times closed them without action of any sort. With agency managers joining Toyota after their work at the agency, there appears to have been a cozy relationship with Toyota. Add to that the lack of a steady hand at the agency- with about 6 changes in directors since 2005- and the current administrator David Strickland only confirmed in December 2009. Throughout its 6 investigations NHTSA regulators were told they have to talk not with Toyota USA but Toyota people in Japan who made the decisions and had the answers, yet no effort was made to break the logjam and get Toyota Japanese managers to provide answers. At one point State Farm Insurance brought the incidents of accidents and near accidents to the attention of NHTSA, something that happened a decade before this in the Ford Explorer roll over accidents. On both occasions NHTSA was slow to act....

Helena Morrissey of the 30% Club has helped increase the representation of women on Board of Directors in Britain to 23%. This is nearly double the figure in 2010. Helena Morrissey uses a non-confrontational approach, getting men to join the organization and having them act as advocates with other men in senior positions. She learned this after using other approaches which were less effective. She focusses on telling chairman of the boards that having women on the board provides different perspectives, and points to studies that show about 30% lets a minority voice be heard. Homogenous boards have been known to provide no new thinking or fresh perspective, a problem at many companies. The opportunity opened up with the finsncial crisis of 2008 and widespread opinion that the boards had failed to understand the crisis that was coming. She and 14 other women got the support of 2 prominent board chairmen in 2010 to start the 30's Club. A Commision by the new government led by Lord Davies provided additional impetus by recommending that 25% of a board be voluntarily set for women. Early in her career Helena was turned down for a promotion because she had a baby. She has nine children, which her husband a journalist helps take care of at home, making her situation even more unique. Gretchen Morgenson cites two views on the newly approved Volcker Rule in December 2013. Prof. Richard Sylla of New York University sees the rule as going part way in the direction of the Glass-Steagall Act, which gave the financial markets five or six decades of financial stability. Just the fact that the rule is on the books should give the bank officers pause before engaging in questionable financial activities, is his view. Prof. David Skeel of the University of Pennsylvania Law School, believes only aggressive enforcement can make the law work because of the way it is written. He says regulators have fallen short in enforcement in the past and have not been held accountable. Only by making regulators accountable, including penalties for regulators failing to do their job, would this work says Skeel. By not imposing penalties for regulatory failures in the last crisis there is more likelihood for this sort of behaviour to continue. Instead the same regulators are now given greater powers after an earlier failure. Considering the Skeel view, the importance of the attestation- that is now required from bank senior executives that the Volcker Rule's provisions are being followed- take on an important role in ensuring enforcement. This also coincides with Mr. Volcker's view that the bank officers should have to take on the responsibility for making sure that they are doing it the right way....
