Jaishankar was asked at the 2021 GLOBSEC conference in Bratislava in 2021 why he thinks anyone will help India in case of a problem with China after it did not help others for Ukraine. Chancellor Scholz of Germany cites Indian Foreign Minister Jasihankar's remarks in Bratislava, Slovakia, in 2021. Jaishankar said- "Europe has to grow out of the mindset that Europe's problems are the world's problems, but the world's problems are not Europe's problems. That is if it is you it's yours, if it is me it is ours. I see reflections of that. There is a linkage today which is being made. A linkage betwen China and India and what's happening in Ukraine. Chia and India happened way before anything happened in Ukraine. The Chinese do not need a precedent somewhere else on how to engage us or not to engage us or be difficult with us or not to be difficult with us." These are Scholz's remarks at the Munich Security Conference. Scholz says Jaishankar has "a point."  "This quote from the Indian Foreign Minister is included in this year's Munich Security Report and he has a point it would't be Europe's problem alone if the law of the strong were to assert itself in international relations." To be credible European or North American in New Delhi or Jakarta, it is not enough to emphasize shared values. "We generally have to address the interests and concerns of these countries as a basic prerequisite for joint action. And that's why it was so important to me to not merely have representatives of Asia, Africa and Latin America at the negotiating table during the G-7 Summit last June. I really wanted to work with these regions to find solutions to the main challenges they face growing poverty and hunger, partly as a consequence of Rusia's war, as well as the impact of climate change or COVID-19. There is another side to this -Scholz and Germany's president Frank Walter-Steinmeier are from the social Democrats party which has sought closer cooperation with Russia, and also carry a great deal of ambivalence for the war. America is not fighting this indirect war in its neighborhood, Germany is. And some of the roots of this conflict go back to the Napoleonic invasion of Russia in the 1800's period and the German invasion in the 1940's. Macron is even more ambivalent in his position and he has remained this way from the beginning- not committed to humiliating Russia. In a way it is the position of the Social Democrats from the historical context of Germany's invasion of Russia, and Christian Democrats eagerness to create a German recovery with low cost Russian energy that created the dependence that Russia sought to use. In what it sees as the unfairness of NATO being allowed to expand right next to its borders. Because of a sense of righteousness on both sides- Russia of the Soviet period failing to see the feelings of a Budapest in 1956, East Berlin in 1953, and Prague in 1968, sees little wrong in an invasion of Kviv. Asia including Japan, China, Indonesia and India, simply emerging from the situation of falling behind in science, technology, and the industrial revolution and building their economies with the help of the US since the Meiji Restoration in Japan in 1868. The Balance of Power Simms says was maintained for 500 years is simply based on no country allowed to act with impunity, no country allowed to do whatever it wanted because of its position of strength at that moment or period of time. In that situation all other powers regrouped to keep the balance from being upset. The war in Ukraine is also likely to end in a way that is consistent with that which Brendan Simms writes about because this has not changed now for over 500 years. Biden knows this and it has fallen on America to shoulder the burden for this in the last 150 years, Scholz is aware of this, Modi in India sees this, and Jinping in China realizes this even with its concerns about Taiwan.   ...

The refugee crisis following what is happening in Syria with Russian involvement, terrorism, financial crisis aftermath from 2008, are being used  says Zeit Online to support a movement for "order" as the state ideology now put forward from the Russian government. This could be an early indicator for the 2017 German federal elections, says Zeit Online. Merkel has said that she supports continuation of western sanctions on Russia. It is hard to see what Russia has gained in improving its economy and the standard of living of the people from this type of political action. Putin was able to achieve economic goals during 2005-2010 using good Germany- Russian relations as shown in LyrArc. This was the earlier period of Putin's terms in office, with a broad group of advisors, including finance minister Kudrin, who set forward a prudent economic course for Russia including foreign investment. The world and Russia are poorer from the departure from this earlier set of policies which would have enhanced Russia's economic growth. Kudrin was fired in September 2011, and the economic course has gradually drifted away from what is most prudent for the Russian economy and growth, and for the global economy. Nationalism was part of an earlier period before 1950, that led to frequent wars and economic catastrophes. A new course has been set since then, especially by American presidents Truman and Eisenhower, and people in India, China, the developing world, in Europe and in the U.S., would see little to gain from the politics of that earlier period in world relations.  ...

Did Putin overreact as he did in Georgia. On the issue of Russian speaking people in neighboring eastern European countries Putin has strong emotional reaction, as evident in the 2008 Georgian conflict. In Ukraine the issue assumes significance because of the effect of western sanctions, adverse foreign investor sentiment and the tendency of rich Russians, similiar to Argentines, to shift assets abroad. Capital flight was $75 billion in the first 6 months of 2014. Add to this adverse effect on foreign investor sentiment on an already slowing Russian economy, and growth will be seriously affected. Car sales are expected to decline by 12% in 2014, according to a trade group. The rhetoric has been toned down on Russian television. And Russian analysts now say relations with the West must be maintained. Polls by state run polling company WCIOM show 66% of the Russian public oppose Russian forces entering Ukrainian territory.

Newly elected president Poroshenko's personal relations with Putin and his connections to Russia's business interests will help him improve relations with Putin. He wants to have substantive preparations for talks with Russia so that progress is made in relations and in other issues. Putin has said he will respect the results of the Ukraine election. Senators Portman and Cardin, and former Secretary of State Madeleine Albright were in Kiev to monitor the elections, and found them to be fair and properly conducted. Turnout was high and voters rejected the old world politics of the main rival candidate Tymoshenko, who received only 13% of the vote compared to Poroshenko's 54%. Poroshenko is a businessman who started out in chocolate, but has business interests in automobiles and owns television station 5. He was Speaker of parliament, and Trade minister in previous governments. The election result and voter rejection of the old politics gives a fresh start, and a chance for Russia, Germany and the EU to move forward. Russian president Putin had serious problems with the old politicians and may find it easier to work with Poroshenko. American led sanctions provide Russia an incentive to resolve the situation to give Russia's economy a chance to recover from serious capital outflows. Poroshenko is pro-EU, with enough Russian connections to maintain confidence in Russian-Ukrainian relations, for the fresh start Ukrainians are looking for. His focus is on economic development, with jobs as a priority for the young people facing extremely high unemployment....

The new cabinet of prime minister Valls in France includes Segolene Royal as Ecology minister. Michel Sapin, labor minister in the outgoing cabinet, becomes finance minister. Sapin was finance minister under the Mitterand government in the 1990's. A critic of austerity policies Industry Minister Arnaud Montebourg, continues in this position with a wider role. The first half saw the dented confidence in Argentina, Venezuela, Turkey and South Africa. To this can be added Russia with Putin's response in Ukraine and western sanctions. Example of a aluminium company in Quingtongxia which disconnected from the national electricity grid and connected to the local electricity grid with the consent of the regional government to bypass the increase in electricity prices mandated by the central government in Beijing designed to discoutrage electricity consumption by energy intensive industries. As a result of this type of activity China has seen only a 2 % decrease in electricity consumption in the first half of 2007 by official estimates. To meet the goal of a 20% reduction in energy consumption per unit of output by 2010 China would have to see reductions in the range of 4% per year. This example of Ningxia Hui Autonomous Region is an interesting one. Ningxia is in the western region of China and unlike the coastal regions which were the early beneficiaries of China's manufacturing boom years, this part of the country lagged behind. Its near Inner mongolia and far to the north west of the country near Gansu province. its one of the samllest o the provinces and autonomous regions, having a population in 1949 of about only 1 million, its since grown with migration and indutrial development but is still lagging behind. It has plentiful coal and so it is felt here that this is a natural resource asset that would help it grow in energy intensive industries like aluminium and help it close the gap with the coastal proivinces. The industrial development came to Ningxia only in the last 10 years so that its local economy and regional government officials feel they would be left out if they aren't allowed to catch up. So to them it all makes sense. Several other factors play a part. The rapid economic growth means more opportunities for relatives and friends of regional government officials. This is happening across China in coastal provinces and in the provinces of the interior. How can senior government officials in the coastal and large cities in the east point a finger at hese offendors when they are all beneficiaries of the same system and are using it to their benefit. And then there is the factor that rapid economic growth is considered the main objective if it slows down and there is social unrest from unemployment or other worker or farmer unrest then all government officials and communist party officials lose out if the communist party loses control. And the fear of chaotic years following social unrest create a common interest in pursuing rapid economic growth at all costs. So its a roller coaster that while the leaders in Beijing and Shanghai and the big eastern cities are aware of the risks and costs to the environment and other costs they are not able to control regional and local policies and actions....

Greenspan's legacy is called into question with the bursting of the housing bubble which he had not expected and the growth of subprime which he did little to slowdown. His libertarian spirits took a dogmatic view of free markets that said that the best approach was an handsoff one. This conflicted with the proper monitoring and supervision of rapid growth of subprime and the abuses that went on in the market for mortages and mortgage securities. He was also slow to raise rates after the rate cuts were down to as low as 1% which fueled the housing boom. Greenspan actually felt the borrowing on home equity loans for consumption was a good thing but failed to see the excesses in consumption spending and dangers of a negative savings rate. He felt that it was necessary to keep rates low to keep deflation from happening at that point in time. He was too complacent and in the position for too long to do the job well for so long. He was appointed by Reagan in 1987 and retired in 2005 three years ago in this role for 18 years. Could the Clinton or Bush administrations have chosen a fresh face who could have performed quite well and had to prove himself and not become complacent in a wave of adulation during good times? He argues that is decision making process was sound. This showed in the LTCM crisis and during the 9/11 crisis. But what went wrong were that his assumption about the goodness of human nature inherent in an innocent view of free market innovation where only the best happens ignores the possibilities of bad things happening when this innocent innovation is converted into a negative kind of innovation by human greed as happened in the mortgage securities market. And the lack of transparency that can creep in when a watchful eye is taken off the financial machinery and it is left all to its own devices as when these mortgage securities were made complex and dispersed in protfolios all over the global financial in places like Nordic towns in Arctic Norway as well as in far off places in Asia. So the basics: careful watchdog role, continually reassessing things like the patchwork of regulation that Secretary Paulson criticized recently fit for 10-20 years ago, getting interest rates right etc requires a good mind, some grace and a fresh face and energies that a man close to 80 years in 2005 after 18 years in the position got too complacent, overstayed and in the end made crucial errors of judgement and wisdom that his libertarian logic may have made all too easy. ...

A 2004 rule made under SEC Chairman Donaldson and requested by the investment banks one of which Goldman Sachs was headed by Paulson changed the whole playing field and created the dangerous situation of huge leveraging that has led to the collapse of some of these banks. Older regulations limited the amount of debt that these investment banks could take on. With the new rule billions of dollars held in reserve as a cushion against losses could now be used by these banks to invest in mortgage securities and credit derivatives, a form of insurance for bond holders. Others on the SEC who supported it included Goldschmid, an authority on securites law at Columbia who asked relevant questions but relied on the assurance of Annette Nazareth, head of market regulation that under the new rules the investment banks would also be restricted by the commission from risky activity, that under the new rule the SEC would be able to look into the books of the parent companies and subsidiaries of the investment banks. But no detailed and strict oversight methods were laid out, and instead these banks were allowed to go out on their own without any restrictions. The riskiness of investments would be measured by the computer models and brains not of the SEC but of the investment banks themselves. And these banks went on a leveraging binge with 33 to 1 for Bear Stearns which collapsed in 2008. One lone dissenter was a person who wrote the computer models to determine the riskiness of investments which were used by the banks, was at the University of Chicago, and was a risk management expert. He cautioned in a letter that these computer models had failed in the 1997 LTCM collapse and could not be relied on as environments change. At the SEC oversight was handled by 7 people and this was to oversee some $4 trillion in assets, hopelessly understaffed, and most of them believing that the investment banks would self police themselves as they were ideologically believers in deregulation. So no inspections were done for an year and half upto August 2008 even when there were clear signals of trouble according to an Inspector General's report. This group had no director since March 2007. Soon after the rule Donaldson the SEC chairman left and a Congressman from a conservative district in California became Chairman, Christopher Cox. He favored deregulation and may not have even been aware that the 2004 rule had created a new and dangerous environment, so he followed his instincts and even dismantled a risk management unit Donaldson had established. The German Chambers of Commerce and Industry President Heinrich Driftmann told reporters in Berlin that the new government should overhaul the tax code and improve credit access for companies. The German chamber wants to see changes to the corporate and inheritance taxes. He said that even if it was considered taboo companies needed more flexibility in the labor market. Merkel has promised labor unions that keeping social protections will be a priority in her administration. Economists say it will be difficult to cut taxes because unemployment will rise to 11% in 2011 as Germany's economy contracts 5% this year, and this will mean less tax revenues and increasing costs for social spending.

Kim Kyung-jae, aide to former president Kim Dae Jung, and reconciliation with the daughter of military backed president Park Chung Hee who ruled in the 1970's and suppressed dissent. Presidential candidate, Ms. Park Geun-hye, is reaching out to dissenters who suffered during her father's military regime. Much of the industrialized part of S. Korea is in the southeastern provinces, and Ms. Park's father pushed development in this region. There is a development gap with the southwestern provinces where much of the dissent to the military regime took place. The gap is still being healed many years later. Ms. Park's conservative party hopes to get 20% of the vote from the southwestern provinces with her efforts at reconciliation, up from the current conservative party president Lee Myung-bak who won 9% of the vote there. Moon Jae-in, the liberal candidate for president, is from the city of Busan in the southeastern provinces and hopes to increase his vote in the southeast to 40%.

Fitch Ratings downgrades Brazil's bonds to double-B-plus in Dec. 2015, a junk rating from an investment grade rating. The yield on Brazil's 10 year benchmark dollar denominated bond increased to 6.97% from 6.7%. Other emerging markets such as Turkey and South Africa now expect ratings downgrades in 2016 as the U.S. Fed raises interest rates. Standard & Poors downgraded Brazil's sovereign debt to junk status in September 2015. GDP in Brazil declined 4.5% in the third quarter of 2015 from a year earlier. Brazil's currency, the real, declined by 32% in 2015, making it harder for companies that borrowed in dollars to pay off debts. The Indian public from retired businessmen, farmers, students, and the press are coming out in support of anti-corruption leader Anna Hazare's call for effective legislation to control corruption of public officials in India. This comes after a number of corruption scandals and lack of action from the Congress government. The government's bill in parliament - introduced after pressure from public opinion- sets up an ombudsman or Lokpal agency, which would exclude from its jurisdiction the very public officials over whom it was meant to exercize oversight. Under the government's bill the prime minister, the public officials in the bureaucracy and the judiciary would be excluded. This has set up a confrontation with an increasingly exasperated public, with Hazare's protest fast in central New Delhi as the catalyst for protest across the country. The Prime Minister Manmohan Singh told parliament that he sees it as an issue of parliamentary sovereignty, as Hazare's protest is for a version of the bill that he has drafted to be adopted. But the public's sense is that Hazare is only responding with his own draft of the bill because of the government's effort to make only a token effort by not giving the anti-corruption body the powers it needs to function effectively. The response has brought thousands of demonstrators from around the country to Tihar jail where Hazare is being held by the government after his arrest. The situation is reminiscent of the protests against the British imperial government by Mohandas Gandhi, and in this sense has serious implicatons for how the country is governed. Corruption was prevalent in India during the days of the license Raj in the period 1950-1990 when business needed government permits in the closed economy of the Nehru period, and corruption existed in the bureaucracy in its delivery of public services. Since 1990 as the economy opened up and the growth rate increased corruption at all levels of government has in some ways increased and become embedded in the bureaucracy and government. This hurts the poor and the middle class the most, as corruption acts as a tax on the delivery of public services and infrastructure development, both badly needed in an emerging market country....
