Anne Hidalgo, the mayor of Paris is looking for ways to keep some of what was gained such as more cycling and a better lifestyle. She is putting in new bike lanes as quickly as possible for as many kilometres as can be done. Hidalgo vows to keep the city from being overcrowded with cars after reopening May 11. A journalist who was going around this quiet calm Paris says Paris has never been more pleasant than it is now. Who could have imagined that there is something to be learned from adamantine difficulties, from stumbles such as this one. Paris and France were stuck in a problem that they had prepared well for in 2002 with SARS and 2009 with H1N1, having afterwards abandoned the public health precautions during austerity policies and misplaced priorities.      ...

Reliance Jio launches a high speed broadband service in India with annual plans for subscribers ranging from $10 to $118 a month for speeds from 100 Mbps to 1 Gbps. The prices are about one tenth of prices in Europe and the U.S. In 2016 mobile network prices dropped after Reliance introduced lower pricing. The new launch provides streaming services using high speed internet. Reliance Jio is taking on telecom companies, as well as streaming platforms. It is now the largest telecom company in India with revenue of $1.6 billion in the quarter ending June 30, 2019.  The free trial offer from Reliance Jio is 100 Mbps connection free, along with Jio apps. There is a 100 Gigabyte quota, with free 40 GB at a time 24 times- a total of 1000GB free. The only charge is a refundable deposit of 2,500 rupees ($35) for the router. Giveaways include high definition or LED television  and 4K setup box. 15 million people have registered for the service. Reliance Jio is aiming for 20 million residential users and 15 million businesses across 1600 towns in India. Reliance playbook is to launch aggressively with low prices and establish a dominance in the market. It did this in 2016 with free trial offer bringing in 100 million customers in the first 6 months. Today Reliance Jio service has 340 million customers who spend 30% more than other operator's such as Airtel and BSNL.   By cutting data prices in India sharply to one tenth of world prices Jio has created a completely different market and one in which there are only 3 or 4 smaller competitors in that space. Bringing down prices for users and enabling India to jump ahead in internet use in ways similar to that of South Korea, Finland, China.   ...

The BBC looks at some of the claims made by president Trump about India's rapid progress in delivering services to the people in electricity, sanitation, roads infrastructure, cooking gas, internet connections. BBC confirms that the economy size is now 6 times that in 2000, as Mr. Trump stated on his visit to Ahmedabad. It was in terms of the total value of all goods and services in the economy or GDP at $477 billion (IMF figures) in 2000. In 2019  it is $2,940 billion.  270 million fewer people were living in poverty in 2016, this is confirmed in a UN report. Here is the list for services as checked by The BBC. 1. Providing electricity to every one of the 600,000 villages in India. By 2014 most of the villages were electrified- at 96%. It is defined as having schools, health centres and 10% of households having electricity in each village. 2. About 600 million people having access to toilets under the Clean India mission launched in 2014. 100 million new toilets were built. 3. 70 million women were given access to cooking gas. 80 million new connections were built. 4.  320 million new internet subscribers. The figure is low about 600 million total internet subscribers. 5. It is true that infrastructure building is moving quickly says the BBC. About 10,000 kms were built in 2018-19 double that in 2013-2014 under a previous administration. The Mumbai Metro is mentioned in the WSJ as a project that has made remarkable progress. A bullet train project is moving ahead with Japanese financing and technological help from Mumbai to Ahmedabad.  Access to banking accounts and direct deposit of government transfer payments to all Indians is another project. Healthcare access through health care payments directly for health care costs incurred for low income families is another more recent project to reduce the uncertainty and improve finances of poorer citizens. ...

Impossible and Beyond Meat, two new companies promoting plant based meat are popularizing the sale of plant based products that contribute to efforts against climate change and at the same time improve health outcomes. Growth of animal based meat consumption is now less than 1% compared to 14% for plant based meat.  New technology is helping improve plant based products using new engineering and production techniques to form plant fibers and proteins that mimic what consumers are used to.  The growth is bringing new companies into the market, including Nestle, Smithfield and Cargill. On the retail side Starbucks, Yum Brands KFC, and McDonalds, Burger King are adding plant based burgers to their product mix.  A new development is cost with the new manufacturing technologies leading to lower costs that compete better on price with animal meat products. Impossible based in Redwood City, California, has a 15% price cut to reduce what it charges to $7.90 to $8.50 a pound.  Impossible and Beyond Meat say they use less energy, water and grain to make burgers from soy and pea protein, than companies that feed, slaughter and transport livestock. Plant based production processes are only now reaching the kind of scale needed to compete with sales of $1 billion in plant based meat. The effects on climate change are not fully understood by people, as animal based products have a much larger footprint on the climate. In particular the health benefits are not understood fully. Animal based fat including from dairy increased chances of prostate cancer say experts. The health benefits of soy protein compared to animal protein are also being better understood in relation to cancer and heart disease. Combining plant based protein with fruits, nuts, beans, ancient grains and vegetables, and reducing meat in the diet,  is now considered a healthy alternative that also is healthy for the environment.   ...

The chief political reporter for the German daily The Bild, says Ursula Von der Leyen EU Commission president's performance on ensuring vaccine supplies is a disgrace for the EU and Germany. For once Brexiteers are proved right he says with having negotiated a better deal with vaccine suppliers, not being stingy like the EU officials, paying good money and securing supplies as early as April.  He says the EU's bureaucracy, its sluggish response, miserly attitude is now being confirmed in this health crisis and Germany is not looking good at all. Tiede says Leyen failed at the German Defense ministry and like other ministers in this situation was shifted into the EU Commission bureaucracy,only to fail again. He suggests Merkel and the heads of France, and Italy, Spain take over negotiating directly from now on with pharmaceutical companies. The EU officials are under severe criticism in Europe, shown here for different EU countries. Leyen is shown to have blundered further by creating a spat with Astra Zeneca- either she did not read the contract or was ignorant of what it meant, say critics. The EU's deal with Astra Zeneca was not with binding provisions, making EU officials at fault. Der Tiegesspiegel called EU's failure to admit its mistakes "jaw dropping" and bordered on "shamelessness." Der Spiegel calls it the worst catastrophe of Leyen's career. This now means Germany will have only 70% of its population vaccinated by September 2021, say experts. ...

Britain's prime minister Johnson has gained approval for 16 billion military buildup for naval and other buildup for the next 4 years. It was apparent for some time during the administrations from Blair through the financial crisis driven by banks under Cameron, that Britain had lost its resolve to have a strong military capability. This was evident in its handling of Hong Kong, from the transfer to its weak response to the situation in Hong Kong as participatory democracy failed in Hong Kong. During the period after the second world war Britain failed to bring participatory democracy in Hong Kong under its rule. Labour and Conservative administrations made no effort even as participatory democracy was brought to large parts of Asia and Africa through independence, following democratic elected legislatures in the period between two wars in India and Ceylon. No such effort was made in Hong Kong leading to questions about its own commitment to the principles when China introduced its own government in Hong Kong by changing legal structures.  Britain lacked the military capability and its partnership with France and the U.S. was also weaker because of other distractions from middle east conflicts and internal problems. This is now changing with the military capability buildup for the next 4 years. This is happening as France under Macron takes a new posture in its battle to defend the ideals of its Republic, and rebuild its manufacturing capabilities. ...

China faces risk of a surge inthe coronavirus in June 2021. The area in and around Guangzhou appears to be seriously affected. The city tested almost its entire population of 18.7 million between June 6 Sunday and June 8 Tuesday. This report shows pictures of a deserted Beijing airport, strict restrictions on foreign travel. The SinoPharm vaccine effectiveness against the Delta variant in India and UK is unknown. The government is locking down entire neighborhoods rather than entire cities or provinces.  As the risks of the Delta variant and other new variants increases most of the population even in the US and Europe have either no dose or one dose. Researchers at the University of New South Wales in Australia show the Astra Zeneca vaccine effectiveness with one dose at only 30%, only after two weeks following the second dose does the vaccine effectiveness reach about 70%. The population of China and India are so large that much larger parts of the population remain unvaccinated. In China with 1.3 billion people and even if the figure of 800 million doses stated by the government is accepted- it could be an overestimate as the US has only managed 300 million doses with many vaccines- most of the population is unprotected. Vaccine skepticism is high in China making vaccination an uphill task. SinoPharmvaccine is not as effective as Pfizer, Moderna, Astra Zeneca, or Covaxin vaccines, making the task even more of an uphill kind. ...

Polls before the election show the SPD Social Demcorats, Greens and the Die Linke combined have a small majority of votes in German elections. Die Linke is the left party from the days of the party that ruled the GDR German Democratic Republic or East Germany under communist rule. In Berlin, Bremen, and the east German state of Thuringia the Social Democrats SPD, Greens and De Linke have formed coalition governments. With the emergence of right wing AfD in East Germany, the De Linke has emerged as an alternative to the established parties and the AfD in eastern Germany. Federal governments are difficult to form with the De Linke because of historical opposition to NATO. This may change as two younger leaders are now leading the party and in other policies there is similarity between the democratic socialist views of De Linke, SPD and the environmental policies of the Greens. FDP policy has generally not favored policies that favor working class, infrastructure investment, childcare and other issues important to voters in this election. This leaves the De Linke as a more likely alternative for a Greens SPD coalition partner if it can change to be flexible about its views on NATO. Today policies of president Biden in the US are also friendly to workers and families. This makes such a coalition possible if the socialist parties of the De Linke change to get things done instead of staying on the fringes of government. ...

General Electric has become an example of how not to run a a business. Once  a leader in American business it is now a shadow of its former self, and withered in many of its markets, with a slumping share price. This report in the WSJ shows how the involvement in banking and capital markets was the first error at GE that hit the company's share price hard during the global recession of 2009. Other decisions and a hard driving culture led to more mistakes leading to the current situation. By 2008 GE Capital brought 38% of GE's revenue, for a company that was a leader in infrastructure a huge misstep, and the start of the decline. In terms of company culture and management a more thoughful management style, a willingness of management to have self-criticism and different views represented are better for companies. A hard driving culture can hurt companies over time- here the example Jack Welch CEO, and Jeff Bornstein as CFO are given for this hard driving culture. Renault-Nissan is a recent example of CEO running into issues with the company's culture and profile developed under a larger than life personality. There is a lot to be said in favor of a gentler disposition, a healthy lifestyle, and a thoughtful style, in the management ranks of companies at all levels which produce better results. Xiaomi, a maker of smartphones in China, traded for about US$2.15 per share on the Hong Kong stock market on July 9, 2018 after its IPO. Xiaomi was valued at US$43 billion, about half of the value that was expected. Reasons given by experts are that Xiaomi is one of a number of smartphone makers in the highly competitive Chinese market. Xiaomi has about half of its sales in India and other countries where it sells low cost smartphones with more value based on features included. Problems that it experienced in Brazil in connecting with national carriers made investors cautious about Xiaomi's market position in other developing countries. Limiting its profitability is its position as a hardware maker in a competitive market, without the profitability of other internet companies. Xiaomi surged in the last decade in China as a local producer of smartphones that provided features of more expensive brands at a lower price. Under new lending facilities the U.S. Federal Reserve will buy $500 billion of short term debt of U.S. states, counties with more than 2 million residents and cities with more than 1 million residents. This is intended to ease funding strains for cities, counties and states in the U.S. that are seeing large revenue drops and rising expenses from simultaneous economic and health crises. Two other changes from the Fed. New classes of debt are included under the Term Asset Backed Securities Lending Facility or TALF. The Fed will now accept triple A rated tranches of existing commercial mortgage backed securities, and newly issued collateralized loan obligations. $100 billion is available under that program. To help business with less than 10,000 employees or revenues of less than $2.5 billion loans will be made through the Main Street Lending Program. This will initially fund up to $600 billion in loans, with restrictions on stock buybacks, dividends, and executive compensation. The emphasis is on helping businesses that were doing well before the crisis hit. Some that were carrying A ratings and were investment grade but downgraded to B after the health pandemic hit are considered "fallen angels." The Fed will also support new debt issuance by these firms in its corporate program.   ...

The shift of voters from the Democratic Party to the Republican Party in the South such as Georgia and South Carolina, and the Deep South such as Mississippi and Alabama, started in the sixties with the civil rights movement. Reagan tapped into it by making his first post convention trip to Alabama, where George Wallace had already worked up white southern voters on segregation in the way Trump is doing today on immigration. Strom Thurmond was one of the high profile southerners shifting from Dixiecrat Democrat to Republican in South Carolina. After Thurmond in the fifties the Republican formula was to mix cultural issues with economic conservatism, with Nixon, then Reagan, and then Bush. Reagan added religious conservatives to the cause. Now says Emory University Prof. Joseph Crespino, this is changing as the more educated college educated white collar professionals that Goldwater once appealed to shifting in 2016 to the Democratic Party in places like Georgia and South Carolina. This is a result of the rhetoric of Trump resembling that of George Wallace and Thurmond in the Deep South. With demographic changes there is also new infusion of people from the North to the South in major urban areas. The result in 2016 is that the South no longer appears the way it once was. ...

The changes needed in 2008 for money market funds to provide stability in a crisis situation were not made resulting in the Federal Reserve having to step in again to support money market funds. The Fed setup a new lending facility to support these funds that are offered to retail investors at $1 a share without price fluctuations, and are used as an alternative to savings accounts by individual investors. Former FDIC head Sheila Bair says it is frustrating that we never really fixed this stuff and industry lobbyists did'nt let this happen. These funds are a key short term financing source for many companies including banks. The funds buy the short term commercial paper that company issuers use to finance day to day needs.  One of the changes made in 2008 was that money market funds could charge a redemption fee if there was a huge surge in withdrawals in a market panic leading to their holdings of cash or market equivalents falling below 30% of their portfolio. The SEC also let the funds suspend redemptions in that situation. The result of this is that there were large withdrawals from prime money market funds this week after the coronavirus impact on the economy increased, resulting in 11% drop in assets of prime funds to $546 billion. ...

Johnson & Johnson begins a 60,000 person clinical trial on 3 continents in the final stage of testing. It could learn vital results in early next year which if positive would lead to government authorization for emergency use soon after. J&J will test whether a single dose of vaccine will work. It is also doing work separately with the UK government for a separate phase three study to test whether a 2 dose vaccine will work.

Other companies in final stage of testing are Moderna and Pfizer with studies results expected in October and Astra Zeneca working with Oxford expecting results by the end of 2020.

Biden's student loan cancellation plan is targeted at low income people who are struggling to make a living and for whom it means putting less food on the table. The plan eliminates the debt of millions of borrowers because about one third of borrowers owe about $10,000. The plan cancels $10,000 in debt for people making below $125,000 and extends this to $20,000 for the poorest borrowers who received Pell Mell grant loans. A Columbia University study shows that the loan default rate for borrowers without a college degree is 40% and that for borrowers with a college degree is 8%. Biden said when unfolding the plan that these people have the worst of both worlds no college degree and student loans to pay off. College degrees give borrowers a much higher income. Biden's plan is to also cap payments on loans to 5% of discretionary income as opposed to 10% or 15% that it is today. The effects are also not understood by most economists. For a society to do well over the next 10 years to 20 years, 2030 or 2035, it has to increase opportunities for all its citizens. Young people with these burdensome loans grew up in a period when unrestrained so called "free markets" distorted markets and manipulated public opinion to favor a small segment of the people, leading to a false concept that 12 years of universal instruction were enough. Biden pointed this out and the importance of higher education beyond these 12 years to compete in the world in manufacturing and technology. The income and wealth generated by this investment in the people is what made America what it was in the early post war years. The income and wealth created will more than pay for not just removing a big part of this burden but also extending universal instructiuon beyond 12 years in future legislation. Rerouting some of the waste in capital allocation of so-called "free markets" alone could more than pay for most of these investments, with extra for additional investments in science and technology that would make the US what it was, the most advanced and highly educated society in the world. ...

India is building roads and facilities to match China's in the border between Ladakh and China particularly in the finger area. This is resulting in increased clashes between Indian and Chinese patrols. India's view of the territory on its side does not coincide with China's. India has seen borders such as the McMahon Line set during the British period as the border, China has a different perception since its takeover of Tibet of what constitutes Tibetan territory.  As a result any true border line depends on the strength of bases of each side on the high altitude border at over 4000 or 5000 meters. China had built infrastructure in the region much earlier and India is merely catching up to keep the current line of control as the border. The Indian perception is that China sees as a way to change the status quo building bases and capabilities in the region, making it necessary for India to match these capabilities by roads and bases of its own.   ...

McGurn of the WSJ looks at the Gallup study on Trump supporters showing that they are older and white, but not more likely to come from communities adversely affected by trade competition. The study shows intergenerational mobility, health prospects, and relative racial isolation, more likely blue collar workers, as being key features, yet more likely to be employed or self-employed. Of this cultural angst, and lack of intergenerational mobility, poor health prospects, are critical findings. McGurn sees them as the people who feel left behind, and says the nation needs to look at them not as "losers" but to address the problems of intergenerational mobility in the U.S. following the election. Theresa May, the new prime minister of Britain has described the "burning injustice" in her first speech when taking office, in a reference to people who suffered under the 7 years of austerity programs in the Cameron years, people from similar groups who face a situation where their children's prospects are no better or worse than their own. ...

The cooperation of the federal and state governments in UP, good governance and investment in infrastructure and people provides a model for the rest of India in its modernization effort to 2030. Michael Powell of the NYT shows what is wrong about the Olympics model of the IOC having host cities build costly facilities just for a two week period. Cities that have suffered paying for the Olympics in recent memory are most strikingly Athens, Greece, and some observers say the Greece crisis started about the time the Olympics were held there. In Greece as in Rio, corruption, and mismanagement, are major issues. In the case of Rio the Olympics were held following a time of widespread protests as the economy hit a recession, and corruption scandal at Petrobras and in the government led to public anger. Most striking is the fact widely reported that the Rio government does not have enough money to pay salaries and much of the investment in Olympic infrastructure is not going to be available to the working class, middle class, at a time when basic public services such as clean water, good bus services, environmental pollution, significant shortages in affordable housing remain unaddressed. Bolsa Familia program of the socialist Workers Party helped the poor, yet the middle and working class have suffered with misspent funds, and mismanagement of the economy. Powell does well to show how things could be done better than they are now. He says he applauded the Bloomberg plan to build swimming pools and kayak routes in different parts of the city, in city parks further away where the middle and working class could use these facilities. This did not happen at the Rio Olympics. It also shows that the IOC could also get into this instead of being some distant organization, that simply hands out this gift called the Olympics and stringent requirements. What if the IOC also says it wants to see ways in which the facilities will be later available to the broad public, so that swimming pools and other athletic facilities, including housing and transportation systems are then available to the people in different parts of the city. Rio de Janeiro University has seen large cuts in pay and services. It took Montreal decades to pay for the Montreal Olympics. Sochi facilities will not be used for the large part by the Russian public, more painful because of the Russian deep recession similar to the Brazilian deep recession. Olympic host cities should be required by the IOC to show that the facilities built will be usable to the maximum degree by the broad mass of the public, finances are stress tested for recession in a country. At this time citizens of cities such as Boston and Oslo have taken up these things- as the IOC takes no responsibility and host governments are giddy about showing off their country- and pulled out. Least valid of all is the notion that the developing countries are being discriminated against. Look at all the empy stadiums in the far north of the country of Brazil in the World Cup, and you realize there are better ways to take pride in a country- how about matching your transportation infrastructure with that of China, some bullet trains, some new subways in large and midtier cities, done so as to give broad access to the public at affordable prices for transportation? India is a large and now forward looking developing country, a young population with tech and infrastructure dreams and 4 medals in all in the Olympics. Does it make more sense to match China's success in transportation infrastructure with bullet trains, new subways and road building programs, and to build athletic facilities in every high school and college in the country matching the U.S. and Britain,  especially for girls, or to seek pride in putting up an application for a gift from the IOC? ...

Macron received 27% of the vote to 24% for Le Pen and 21.7% for Melenchon. Pecresse of the Republicans 4.7% and Zemmour on the far right at 7%.  If no candidate wins 50% of the vote there is a runoff on April 24  of the voters who voted for other smaller parties and how voters for former socialist candidate Melenchon respond in the runoff. French departments in the Caribbean, Atlantic and Pacific can vote. There are also 1.4 million overseas voters. Which all adds to an interesting mix that these Guardian color coded graphics provide an insight into to show voter sentiment in 2022. Le Pen continues to draw support from the northeast, southeast around Marseille, and rural regions in east and south with Zemmour drawing away some far right voters in the Marseille region. Some of these areas suffered as manufacturing shifted to China, as in the industrial midwest of the US. Some of this is also communities involved in the Yellow Vest protests about cost of living for working class voters. Macron draws support from the western and south west regions around the cities of Toulouse, Bordeaux, Lyon, and affluent areas of Paris that have gained during the Tech and advanced industrial revolution. This also includes rural areas. Melenchon as former socialist candidate draws support from less affluent suburbs of Paris and all parts of the country looking for a shift from power concentrated in the presidency. About 13.2% of the vote is for smaller parties,  showing the kind of fragmentation that happened also in Germany as the main parties the Socialists and the Republicans lost significant numbers of voters. Valerie Pecresse of Sarkozy's Republicans received only 4.7%, showing severe losses for the main parties. ...

This BBC report of Queen Elizabeth since 1953 when she took on the leadership of an impoverished nation that was no longer an Empire, shows how she has responded to one change after another till the coronavirus. She has appeared almost as a rock of ages for Britain in the midst of upheavals.  Here are some of her own words of these periods of change. "The traditional values etched across our history equip us well for this age of change." On the Commonwealth of Nations an entirely new conception in 1950's. "To that new conception of an equal partnership of nations and races I shall give myself heart and soul every day of my life." Warning of triumphalism after the fall of the Berlin Wall in 1989, aware of the pitfalls of capitalism and socialism now more obvious than ever in 2022- "We, who claim to be of the free world, should examine what we really mean by freedom, and how we can ensure that, once in place, it is there to stay." On other happenings standing back from the fray, trying to filter out the "ephemeral from the enduring." "Distance can lend an extra dimension to judgement, giving it a leavening of moderation and compassion - even of wisdom - that is sometimes lacking in the reactions of those task it is in life to offer instant opinions." For Elizabeth, in the midst of all the changes what truly mattered was "the regular worthy rhythm of life."   ...
