Estimates by the Congresssional Budget Office in January 2011 show the federal budget deficit in the US at nearly $1.5 trillion in 2011. The deficit would equal 9.8% of the US gross domestic product. In 2009 the budget deficit was $1.4 trillion or 10% of GDP. The CBO estimates show the debt held by the public increasing from 40% of GDP at the end of fiscal year 2008 to about 70% at the end of fiscal year 2011. GM says it will end traditional pension contributions and instead use a 401 (K) plan. GM's pension plan was underfunded by $8.7 billion as of Sept 30, 2011. GM will also freeze salaries for 26,000 salaried workers. Salaried workers will get an extra week of vacation. GM's 48,500 UAW union represented hourly workers will receive bonuses under a formula dependent on profitability and quality. Salaried employees will receive smaller bonuses because other metrics such as free cash flow and earnings before interest and taxes, and not just profit, are used to determine bonuses. GM's management sees GM as not having enough margins to reduce risk to the level it should be. The pension shortfall and the losses in Europe are also on their minds. Margins at GM lag behind compettitors. GM's margins are at about 6%, compared to Hyundai and BMW having margins of 10% in 2011. These changes come as GM plans to show a record profit of $8 billion in 2011. Management sees no room for complacency after the missteps in the last decade leading to the government bailout. A strategic decision made by GM in 2011 was to reduce the overhang of high inventory by reducing production, changing the way GM operates now compared to the years before bankruptcy....

Ford plans to reduce the weight of its F-150 pickup truck by about 700 pounds, a 15% reduction in weight, by switching parts of the body from steel to aluminium. The new F-150 pickup truck is designed to be introduced in 2014 and capable of meeting new fuel efficiency standards through 2020. This would enable a 25% increase in fuel efficiency and help meet the Obama administration fuel efficiency standards of 2011, which require the U.S. vehicle fleet to average 54.5 miles per gallon by 2025.

In 2015 the new government of Antonio Costa took a U turn from austerity policies followed in return for a bailout from the European Union. This has helped Portugal achieve the highest growth in a decade coming back from a severe slump. Unemployment is cut in half with growth in the tourist industry, and investment in agriculture, construction, aerospace.  Traditional industries such as paper mills and textiles have invested in new technology resulting in a boom in exports. German companies Bosch, Mercedes Benz, and others have also invested in the country. Portugal has a good relationship with Germany and the European Union which has also helped attract foreign investment. Prime minister Antonio Costa says "too much austerity deepens a recession and leads to a vicious circle." Antonio Costa came to power in 2015 on promises to reverse cuts in income made by the previous government to reduce the deficit in exchange for a 78 billion euro international bailout. The government backed by left parties left out of government since 1974 with the collapse of the dictatorship, was able to increase public sector salaries, the minimum wage and pensions, over objections of the IMF and the German government. Incentives were given to small business in the form of tax incentives, development subsidies and funding. Budget balancing was achieved by cutting expenditure on infrastructure and other spending, cutting the budget deficit from 4.4% when Costa took office to 1%. A surplus is planned for 2020, ending a quarter century of budget deficits. ...

Iraq is Iran's most promising market for gas exports. Iraq needs the gas for its power stations now that Islamic State has been decisively cleared from Iraq. Yet Iraq is having difficulty making payments to Iran for gas supplies because banks are not ready to handle the payments with the reimposed tighter U.S. sanctions and restrictions. The deputy head of media at the Electricity ministry in Iraq, Sadoun Shehan, told WSJ that transfer of money by Iraqi banks is prevented because of U.S. sanctions. U.S. sanctions were reimposed by the Trump administration after they were lifted in January 2016. The new sanctions prohibit gas exports from Iran. Iran had hoped to make the sales and also export to the European Union when sanctions were lifted. Iranian exports of gas that started in 2017 were itself delayed for 4 years by the war from Islamic State.  Iran has the second largest reserves of natural gas in the world. The Trump administration's sanctions have led to a drop of Iranian crude shipments by 29% in 3 months and added to upward pressure on oil prices to take prices to $80 a barrel. This issue has implications for India and China, particularly India as it faces both higher prices for oil and the tight restrictions in purchase of Iranian oil. ...

Ms. Annegret Kramp-Krarrenbauer, elected leader of the CDU party in 2018 with the support of Angela Merkel, will not run for chancellor in next years election and will resign from her position by the end of the year. She will continue as Germany's defense minister. After losses for the CDU in recent elections and the embarrassment of local CDU leaders in Thuringia supporting the far right AfD, AKK as she is known decided to step down. Angela Merkel has decided not to run for chancellor again. Germany is set to chair the EU in the second half of 2020, and Merkel is no longer seen as a leader of influence. The Nationalist Alternative for Germany AfD has gained votes in recent elections following the 2015-2016 migrant crisis, with large numbers of refugees from North Africa and Arab world landing in Greece and Turkey and walking to Hungary, Austria and Germany. Merkel's handling of the crisis with acceptance of a million refugees in 2015-2016 unsettled European and German politics. Why? One way of looking at it is that in the same way that the U.S. took in Chinese imported goods ending in the Trump tariffs war, at some point it just becomes too big to handle. That ended up at $1 billion a day in imports from China when president Trump called it off and accused Obama Democrats, Bush Republicans, of betraying the country. Putting it into perspective Germany with one fourth of the population of the U.S. took in about twice the number of refugees in just one year 2015-2016 that the U.S. took in 10 years 2005-2015. The U.S. took in 675,000 immigrants between 2005-2015. This is as if the U.S. took in something like 20 million immigrants in a short period of 1 year on an equivalent basis- though the cultural impact is even greater in a nation like Germany that is like Japan an historically immigrant averse nation. All this happened too quickly for Germany to handle for its fragile cultural fabric. Much of the initial outpouring of support and positive sentiment came from the sense of having gone through World War II and the refugees in that and the early post war period, the need to return in the same spirit support Germany had received. Over time it eroded support for the Christian Democratic Union and Merkel. That Merkel could have done this is itself a small miracle. Now the rebuilding has to begin. Adenauer's CDU and the socialist SPD party of Willy Brandt now have less than 50% support, only with the Greens Party do they make up 50%. The question now is can the CDU, and the SPD which has fallen to 14% in elections, make it back and what kind of future makeup political parties will have in Germany, how the social fabric can be restored. AKK's achievement is to mend relations between the liberal Merkel wing of the CDU and conservatives from Bavaria (CSU) over immigration.  Candidates for CDU leadership are Armin Laschet, Jens Spahn, and Friedrich Merz. Laschet premier of North Rhine-Westphalia has Merkel's support. Looking back too much attention was taken up by the euro crisis, and too little was done in the areas of infrastructure, inequality gaps, education, child care, under Merkel's leadership and of the preceding SPD years, much like what happened under Bush and Obama administrations in the U.S. where wars, economic crises led to neglect on issues that affect lives of ordinary working families. ...

The pace of traffic growth in Beijing is tremendous, especially in the last 5 years. Beijing had 4.7 million registered vehicles in Dec 2010. The rapid growth shows 700,000 new vehicles added in 2010, 550,000 in 2009, 376,000 in 2008, 252,000 in 2007. Beijing will be fully saturated by the time the number hits 6.5 million, say experts. A June survey by IBM shows Beijing has the worst traffic of 20 large cities in the world, only Mexico City has comparable traffic. In 2009, the government cut in half the sales tax on small engine cars, and spent billions in subsidies for rural car purchases. As a result car purchases have accelerated to new levels, with 2009 sales up by 46% over 2008, and sales through November 2010 up by 34% over 2009, according to the China Association of Automobile Manufacturers. In July, Beijing city officials said that rush hour traffic had slowed to about 15 miles per hour, and was headed for 9 miles per hour by 2015. Twenty years ago, Beijing was a city of bicycles and old alleys, and a single limited access highway made a rectangle around the city. In 2010 five freeways circle the city, and eight freeways spoke from the suburbs to downtown, and the subway will soon stretch to 10 times its 1990 length....

The DW.com's Christoph Strack says its a good sign that chancellor Merkel of Germany is opening up and showing emotions. She was decisive in the way she presented herself and what she has learned in the past 12 months since the refugee crisis erupted in summer 2015. She expressed her sense that she had "an absolutely sure feeling" that Germany will emerge out of all this better "than when we went into it." The remarks at Konrad-Adenauer-Haus for thirteen minutes were unusual and open in sharing how she felt. She said she is "fully committed" to making sure that the situation of 2015 never happens again. Don't count Merkel out, says Strack, she is down but not out, because she is going through the weaknesses in her policy, weakness in communication, and reflecting on her mistakes. And she has shown defiance and resolve, as she prepares for 2017, and its for everything she believes in.

America whether under Eisenhower or under Truman, Johnson or Reagan embodied some measure of fairness and good sense. How this was lost when it comes to pharmaceutical pricing under Bush in 2003 and Obama in 2008 is shown here in a WSJ podcast. Bush and Republican allowed Medicare to pay for pharmaceuticals yet taking away its right to negotiate prices. Obama and Democrats in 2008 this podcast shows allowed the Bush introduced violation of good financial common sense to continue in exchange for support for Obamacare from the manufacturers. Over 15 years by 2019 pharmaceutical costs soared and remaining goodwill withered, this podcast shows. During this same period the financial industry went through a similar cycle and with it the ideas of a free market economy. The free market economy like everything else in life depended on good common sense, and a sense of how it benefits all, as both Adam Smith and the country's principal founders constantly reminded people.      ...

The sense of conflict in China and US relations may not have developed in the shaping of Xi Jinping's thinking till the emergence of Mr. Trump. Jinping comes into the China shaped by Deng and Zemin after the collapse of the purely Communist experiment with modernization without access to western technologies and capital, and the experiment with American help. It is only after the realization that the Communist party had lost its sense of purpose in these years leading to the Bo Xilai episode, and the rhetoric of Mr. Trump against China, that the idea of first friction and then conflict emerged. The initial idea for Jinping before Trump was that this has worked for China- the experiment with the cooperation of the US in modernizing China. Trump's rhetoric and the Republican party's rhetoric about China stealing American jobs and technology after 2015 may have been targeted to win the election but it had an unintended effect after the tariffs of shaping Jinping's thinking about the future for China. Between the Bo Xi Lai episode in 2012 when it appeared he would be attempting to manipulate the Communist party's direction in unknown and unpredictable ways, Bo's trial in 2013 and the anticorruption campaign and the 2015 election campaign of Mr. Trump in the US, there must have been much soul searching in the party that shaped Jinping's thinking about the future for China after all the tumult of the 20th century starting with the Boxer rebellion in 1901. Stability is highly prized in China particularly for modernization. This perspective is important to grasp for world peace to be preserved with different coexisting perspectives about the world based on national as well as shared interests in issues such as climate change. US after its own disastrous experiment with capitalism that led to widening inequality of the kind not seen since Lincoln in the 1850's, the 2009 crisis, and the shift of jobs to China under a purely capitalist idea of how economies should function, had its own national interests in jobs, local manufacturing and Made in the USA. Once this process was underway after 2016 and grasped by president Biden after 2020, and supply chain reconstruction made the goal after covid, the US and China were on divergent economic and political paths.   That rethinking by Xi Jinping is not over as it may still be going on. The war in Ukraine may even convince Jinping and China's No. 2 leader Li Keqiang who studied the US constitution and American urbanization under mentors when he was in college, that Russia's prolongation of the war in Ukraine does not serve the interests of China. That risking relations with the European Union as Russia prolongs the war and finds itself in the complex problems of  a war it started, is not in China's interests in setting its own course for the future. ...

This gives it 258 seats in the Turkish parliament, compared to 327 seats in the last election. Kurds, liberals and secular Turks were part of the antigovernment protests in 2013. This part of the electorate voted for the Kurdish People's Democratic Party, which won 13% of the vote. The traditional secular party in Turkey won 25% of the vote, giving the opposition to the AKP a combined 38% of the vote. Turnout was 86% for the election. The Kurdish People's Democratic Party is led by a 42 year old human rights lawyer, who told reporters: "As of this hour, the debate about the presidency, the debate about dictatorship, is over. This exceptional account by Ginger Thompson and Sara Cohen shows the Obama administration's strategy of creating credibility for its immigration enforcement by setting a target of 400,000 deportations a year, and focussing on the border states such as California, Texas, Arizona. The deportations were kept away from the midwestern states and states in the interior of the country. Under the Bush administration raids were made on businesses hiring illegal immigrants and the policy implemented all over the country, not selectively targeting the border. Local police were given authority to check immigration status of suspected foreigners. Deportations reached a peak of 383,000 under Bush in 2008. In 2008 Congress supported the Bush administration by doubling the immigration agency budget to $5.5 billion and imposed a mandate requiring detaining a daily average of 34,000 immigrants. Under the Obama administration the pilot project for state and local police to check immigration status of people fingerprinted in an arrest was expanded. Under project Secure Communities police could hand over illegal immigrants to immigration authorites, and new implementation criteria in a June 2010 memo easily covered a third of the 11.5 million illegal immigrants, according to immigration officials cited by NYT. Removal process was expedited so that expedited removals doubled under the Obama administration. Under Bush about 75% of those deported were sent home with criminal charges if they had no criminal record. Under Obama this increased to 90%. The NYT analysis suggests the immigration enforcement and grasp of the immigrant story looking for a better life, was better for "good" immigrants under presidents from border states such as Reagan from California and the elder Bush from Texas, than under a midwesterner of minority background. It shakes up the image of Hispanic Americans as part of a political affiliation to a particular party. ...

The Basel 3 Rules and the extra capital cushions required by 2019, will double the amount of core equity a big bank holds as a proportion of assets. This is happening earlier because markets are making banks increase their capital cushions. But more needs to be done to make "too big to fail" banks in the U.S. and Europe safer, says the Economist in a May 2011 special report on international banking. An independent commission in Britain has suggested an additional equity buffer of 3%. The Economist says the Basel committee should consider similiar rules for the largest banks. Another proposal is being considered by Swiss regulators who want to see their banks holding the equivalent of 9% of their risk weighted assets in convertible capital. This kind of buffer is considered essential to prevent the kind of sudden collapse of the global financial system that was seen in late 2008.

The 3 week old government in Italy, led by former EU commissioner, Mario Monti, announced a three year plan of 30 billion euros in tax increases, spending cuts, reform of pension plans, and efforts to boost growth. Monti said at a news conference that "Italians are to blame for our public debt, and we risk compormising everything we've accomplished in the past 60 years." Under the new plan retirement age for women in the private sector would be increased from 60 to 66 years by 2018, bringing it in line with retirement ages for men. Italy's Labor minister, Elsa Fornero, broke down in tears as she described the change, saying it was necessary to avoid "collective impoverishment." Italy faces the difficult task of refinancing $400 billion in short term debt coming up for renewal in 2012, just as bond yields for Italy have spiked to over 7%. Because Italy lacks an extensive day care system, women helped raise grandchildren after early retirement at age 60. Other changes were to impose a 1.5% one time tax on money repatriated back to Italy under a tax amnesty scheme setup by former premier Berlusconi. Action was taken against widespread tax evasion by banning cash payments above 1000 euros. Stimulus measures of 10 billion euros are designed to boost small business and reduce high youth unemployment running at 29%. Companies get tax breaks of 2 billion euros if they hire young people....
