Fuel efficiency rules require average fuel efficiency in the U.S. of 35 mpg by 2016. The debate is now on what to do for 2017 to 2025. New technology such as the P2 systems for hybrids already used in VW, Nissan and Hyundai vehicles makes a 20% increase in fuel efficiency possible. Large investments are being made to bring new technology to bear on increasing fuel efficiency significantly. Government agencies are looking at different scenarios by which the new fuel economy standards beyond 2017-2025 could be set between 47 mpg and 62 mpg. An additional factor is the reduction in greenhouse gas emissions- at 47 mpg the reduction would be 3%, at 62 mpg the reduction would be 6%. Another factor is how much the impact is on the cost of vehicles and reduced cost on gasoline. Here there is a wide range in the numbers for average mpg rules at 62 mpg- with EPA estimates at $2800-$3500 increase in vehicle cost and $5000 savings in fuel cost, Centre for Automotive Research estimates at $9790 increase in vehicle cost. The 62 mpg translates into "real world" actual efficiency of 45 mpg. In April 2011, 17 senators put out a letter of support for the 62 mpg proposal. There is a public value involved in this that is also significant- the reduced dependence on foreign oil means savings in defense expenditures in parts of the Middle East, and an economy that is less impacted by volatility in the price of oil. As this aspect of public value or benefits cannot be quantified easily even though they are significant, this may tend to be lost in the debate and the politics of fuel efficiency. For automakers there is significant marketing value in having a visible and strong presence in fuel efficient vehicles because of perception as forward looking- something that hurt Detroit carmakers in the last decade. During periods of gasoline prices at $5 a gallon this provides carmakers with an extra cushion of safety in securing car sales. Carmakers in one country such as the U.S. also have to worry about what carmakers in other countries such as Japan and Germany are doing- if the standards in the U.S. develop a gap compared to other countries developing advanced fuel efficiency technologies this poses significant risks because of the global nature of the automobile marketplace. Many of these less quantifiable factors do not get the attention they deserve because they are significant from experience but not easily quantified. Throw into this the large unknown of what new technologies not yet developed lie ahead with a burst of effort by one country or another, which bring cost reductions at the same time - and the debate requires as much a good sense of what is the path offering the greatest advantages in years ahead than a pure exercize in numbers. ...

Dana Goldstein of the NYT looks at the big problem in education today- the failure to teach reading and writing skills to students in American schools. Goldstein cites two alarming statistics. About 40% of students who took the ACT writing exam in the high school class of 2016 lack the reading and writing skills to pass a college level composition class in English. 8th and 12th grade classes in the U.S. have 75% of the students lacking writing skills proficiency, according to the National Assessment of Educational Progress. Of the 1204 comments to this article in the NYT, many of the 17 selected by NYT say the problem is that students lack reading skills. Other problems shown here are the handicaps created by technology, yes technology. Mobile phone use is common and this is done quickly with the least attention to write good sentences, little attention to punctuation, spelling or grammar. Half or incomplete sentences are easier to type on mobile, so a new generation grows up thinking that this is normal. As a result a whole generation of kids have not learned to read or write well, constructing sentences with limited vocabulary. Steve Jobs and Apple may say that iPads and iPhones, smartphones and other tech devices have advanced reading with the beautiful display technology screens, but this is not what is really happening. Google may say that its search helps people access good reading materials, and this too is not what is really happening.  Equally alarming is that there is no clear agreement on how to tackle this problem. The No Child Left Behind 2002 law set a program emphasizing reading and use of multiple choice questions to test reading skills. This was followed by the Common Core standards now implemented in schools for 6 years that shift the focus to writing. Yet the results are still the same, showing little progress. Goodman cites as examples of disagreement, the Writing Revolution project which focusses on grammar and other writing skills, and the Long Island Writing Project that focusses on students finding their own voice by freewriting. A student in the freewriting class which encourages finding your own voice, expresses her frustration by saying she doesn't hear a voice- what voice, she asks.  One of the problems is that teachers themselves lack writing skills. A look at 2400 teacher preparation programs shows little attention paid to teaching writing. The head of the Reading and Writing Project at Columbia University's Teachers College, says Common Core failed in implementation of massive teacher training, which is required to address the problem. As a result remediation programs are needed badly in colleges to fix literacy skills, when better teaching would have prevented the problem in the first place. Little understood or debated is that every generation has to learn about the country's democratic institutions, every generation has to make its own effort to gain civic literacy- it is not something that can be taken for granted or handed down from one generation to the next. Without reading and learning about how these institutions function, young people lack the skills for participating in our democracy and in the global economy. ...

Across the UK 34,000 shops closed in 2024, that is 37 a day, and this is true more for the north of England, the Midlands and deprived coastal towns, where Reform has come close to Labour in the last election. In one focus group in You.gov and other research a participant used strong words- that it was "soul destroying" to see the extent of the decline. Across Europe, in Germany as in UK, in France, the same sense of high street decline is evident. Underinvestment in transport, policing, healthcare, and social services. University of Warwick professor Fetzer  has studied this and the effects of austerity first under Cameron and Brexit under Johnson, the covid period, return of Labour but no lifting up program of large investments that would create a feeling of change, to replace the sense that somehow Britain was "going to the dogs," with half a million shoplifting offences in 2025, up 13% in 2025 over 2024, and the homelessness. ...

China sees this as an effort to promote in Jinping's words local "high quality content with positive voices for a healthy, positive culture that is a force for good.," according to Xinhua news service. The German parliament votes 439 to 119 on July 16, 2015, approving a 86 billion euro aid and loan package to Greece under an aid for reforms plan. 60 members of chancellor Merkel's CDU group voted against compared to 29 voting against the bailout extension of Feb. 2015. This included approval of 7.16 billion euros in short term funding for July 20, to meet a 4.2 billion euro payment to the ECB. This was conducted as a special session of parliament. Chancellor Merkel said: "we would be acting with crude intelligence and irresponsibility if we didn't at least try this path." Finance Minister Schauble told parliament- "We believe that there is a chance that we can bring these negotiations to a successful conclusion," yet he cautioned that after the negotiations of coming weeks "we will have to discuss whether the negotiations have shown a way that works."

Feldstein's thoughts in April 2009, on Treasury's Public-Private Investment Plan. First, he says this plan will only remove $500 billion of impaired assets. The banks he says now own $3 billion of residential mortgages, $1.5 trillion of corporate real-estate loans, and $1 trillion of consumer debt. Not all of this is impaired but the banks will have to sell much more than $500 billion to regain confidence in their solvency. And with one third of all residential mortgages exceeding the value of the houses, and thie many homeowners under water, likely to default, the negative feedback loop of foreclosures begetting falling prices begetting foreclosures, threatens the whole effort to shore up the defences. If no workable solution is executed quickly to prevent this then even larger pools of mortgage debt will be impaired irretrievably. Feldstein suggests that the Obama administration seriously look at his plan suggested in March 2008 to provide government loans at low rates of interest like 1- 2% for 20% of the principal amount of the mortgage and then reduce the mortgage principal by 20%, thus keeping millions of homeowners above water. But this needs to be done quickly. All voluntary efforts have failed and have become asmokescreen for banks and lobbying groups with support from Congress to make it appear that this problem is being addressed. Thirdly Feldstein says that if banks sell these impaired mortgage assets at a loss- say 40-60 cents on the dollar on the upside with government and the FDIC picking up alot of the risk and financing for private investors under the new plan- they will now have to show the loss whereas they could have previously shown these assets at unrealistic price levels but still not taking losses. This might push banks into insolvency, so banks will need more injection of capital by the government to make this possible. What are the risks in this situation? Without an effective plan to prevent the negative feedback loop of foreclosure waves and falling houseprices, the quantity of impaired assets will simply grow larger. In effect even if some private investors take out some of the impaired assets from the banking system, it is possible that a new set of assets equal to or larger than these assets that are taken out are added to impaired assets in the banking system as house prices fall steeply from new foreclosures. That only means the economy is in the same hole as before, or in a slightly larger one, even with all the well intentioned steps. At some point the private enterprise argument has to be seen in the correct light. It is not that there is any argument that private enterprise can function better or far superior, it is only that the banks as private enterprises are in such an enormously stressed situation that the bank executive's cannot execute a way out of this mess. ...

Senator Tom Cotton, chair of Intelligence Committee in Senate, questions ties of the new Intel CEO Lip-Bu Tan to China. DJT calls for a new CEO, saying there is no other solution that Tan should resign immediately. Under the Biden Administration and the previous CEO Pat Gelsinger the US government offered $8 billion in aid to Intel to maintain it's leadership in chip making technologies. Gelsinger was ousted by the Board last year after Intel's recovery effort was taking time and replaced with Lip-Bu Tan who was an early investor in Chinese chip makers. There are questions why the acting CEO Yeary is cited in WSJ reports to have considered offering Intel's chip making manufacturing for sale to TSMC to exit manufacturing, after the help Intel had gained of $8 billion from Biden to become the dominant maker of advanced chips in the US- recovering a position lost to TSMC when the US had invented the computer chip. In the days when cross border technology flows were limited and the investment in India was small, India's technological capabilities at an early stage H1-B visa program acted as an exchange program where Indian engineers could gain experience and skills, learn new technologies in the US, that would benefit both India and the US taking a long term view. In 2025 when cross border technology flows to India from the US are large and significant, when Indian investment is large India's economy fastest growing and from a much larger base, with ability to absorb talented engineers in expanding Indian business, the H1-B program is one that drains both the US and India. India as a huge brain drain of 60,000 of its best engineers every year to 2030 or 300,000 of its best engineers and the 3 million engineers they would have trained locally through their creative talents. For the US it means the loss of 300,000 engineering jobs to 2030 for locals in 51 states in the Nation. Both make no sense. Business practices once set do not change. This is why an executive order by DJT was signed by the president to impose a $100,000 fee that Tata, Meta, Google, Microsoft, Apple can choose to pay every year for 6 years if they want to hire someone on H1-B Visas. To call this group of Indian H1-B of 60,000 engineers "dreamers" also makes no sense because 3.3 million engineers knowledge base and skills to India's growth capabilities and modernization could increase economic growth, modernization of Indian infrastructure, to make India a Dream State to live in. And the same number of American born engineers would make each of the America's 51 states Dream States through repowering America's new modernization of infrastructure and power economic growth. ...

China's efforts to build its own core technologies in chip production leads to a ban on American manufacturer Micron for supplying China's chip needs. This allows Chinese companies to fill the need as China pursues its own Made in China model similar to America's Made in America model that president Biden is taking up to catch up with Taiwan. The title is a misnomer as there is no clash as such with the US when countries are developing their own safer supply chains as the US is doing and working with its European allies on this. In fact the competition is with Taiwan, in an effort to correct a mistaken decision for the US under the pressure of laissez faire advocates in the US to not let the federal government support American chip makers that over two decades has created this huge gap with Taiwan. Laissez faire means to leave alone, which came at the wrong time when competing nations including Taiwan and South Korea were supporting their chipmakers aggressively and covertly and presenting their costs as something the US could not compete with. As the FT notes in a separate story the problem is that there are too few businessmen with the capacity for execution, managing debt capital effectively, and vision for areas in which there is huge unfulfilled demand in India such as electricity (thermal power plants) and renewables  (solar), logistics (ports modernization). To achieve the 450 GW goal for India in renewables Modi still needs execution and speed, to bring electricity to every home thermal power based on coal. The speed with which this Indian company managed the shift is also rare. Another company accomplished similar goals in connecting India in 4G- Jio.  This FT report looks at how this Indian company was able to navigate the seas and rocky shores as it built up debt of $30 billion. During the pandemic this venture spirit continues with the help of companies such as Total of France which acquired a 20% stake in Adani renewables. With such investments the French have a stake in renewables, defense an other areas of the Indian economy, as India pursues global finance to fund its development, a commitment to India's resilient development renewed by Mr. Macron of France this week and to be renewed by Mr. Biden in his meeting with the Quad 4 countries on September 25. ...

This WSJ Exclusive report shows 1.89 million breakthrough infection cases in the US and at least 72,000 hospitalizations, 20,000 deaths among fully vaccinated people in the US this year. The WSJ reviewed medical record data for 21 million fully vaccinated people, and an array of state reports to put together this analysis. It shows people with weaker immune systems and elderly are more susceptible for breakthrough infection and hospitalization. It also shows that vigilance is necessary in following covid protocols for social distancing, masks, hand washing, as the figures show smaller but yet significant percentage of people at ages younger than the elderly are getting breakthrough infections and getting hospitalized. 3.35% of people 35-49 years who were fully vaccinated but with waning immunity from taking the shots early on and lacking booster shots to build immunity back up again, and who are breakthrough infections, are hospitalized in this WSJ analysis of EPIC's Health data. For people 50-64 years this is 7.45%. The importance of getting the booster shots has never been greater. ...

As a result, drugs are pouring into our country, mostly through Mexico, at levels never seen before. Until they stop, we will charge China an additional 10% tariff, on top of any existing tariffs, on all of their products entering the United States.”  "On 20 January, as one of my first executive orders, I will sign all necessary documents to impose a 25% tariff on all products coming into the United States from Mexico and Canada, along with addressing its ridiculous open borders. This article in The Indian Express shows that even though Subhas Chandra Bose differed with Mohandas Gandhi during the late 1930's, Bose had a deep respect and affection for Gandhi in mobilizing the Indian people for Swaraj. Bose's relationship with Nehru and Patel were of people at the same level and appeared to compete for attention compared to the relationship with Gandhi which was one of mentor and follower. In the end Bose's restlessness at British refusal to negotiate Swaraj and Gandhi's patience led to Bose actively resisting British rule in 1940.  Mohandas Gandhi had deep faith in the Bhagavad Gita and believed the lines in the Bhagavad Gita where it says- "Whenever, O descendent of Bharata, there is decline of Dharma, and rise of Adharma, then I embody Myself. For the protection of the good, for the destruction of the wicked, and for the establishment of Dharma, I come into being in every age." Gandhi wrote in his Discourses on the Bhagavad Gita on November 11, 1930- "God dwells in our hearts as the holy spirit within us, and when yearning for knowledge, like Arjuna, we take our spiritual difficulties to Him, and seek his guidance, seek refuge in Him, He is ever ready to instruct us." The other way in which Gandhi differed was in his deep insights and views of the British as a people that Bose lacked. Some of this came from his days in London and some of this from his days in South Africa working with and negotiating with the British. Mohandas Gandhi says in Hind Swaraj in 1910- "The English merchants were able to get a footing in India because we encouraged them. When our princes fought among themselves they sought the help of Company Bahadur. That corporation (British East India Company) was vested alike in commerce and war. It was unhampered by questions of morality. Its object was to increase its commerce and make money. It accepted our assistance, and increased the number of its warehouses. To protect the latter it employed an army which was utilized by us also. Is it not then useless for us to blame the British for what they did at that time? The Hindus and the Mahomedans were at daggers drawn. This too, gave the Company its opportunity, and thus we created the circumstances that gave the British control over India. Hence it is truer to say that we gave India to the British than India was lost. The causes that gave them India help them retain it. Some Englishmen say they took India and they hold India by the sword, both these statements are wrong. The sword is entirely useless for holding India. We alone keep them." Gandhi''s view of India was of a nation of shopkeepers, even citing Kruger of South Africa when he was asked if there was gold on the moon. Kruger said likely not, for if there was the British would have annexed it. By 1945 when Gen. Wavell, the Viceroy wrote back to London that he would require more army divisions to control India than Britain could afford, or the British people had the will to support or had commercial interests worth protecting after the war, the British moved up the year of their withdrawal. And began the negotiations with Gandhi for independent India.  Gandhi also says that in his reading of Vivekananda's writings the love that I had for my country became a thousand-fold. Gandhi looked to Vivekananda for inspiration in some of his ideas on Swaraj. Bose says Vivekananda's writings sent him into raptures yet saw Vivekananda "simple as a child" not realizing the spiritual strength Vivekananda had drawn from which overcomes all. As the Lord says in the Bhagavad Gita- "I am the Self, O Gudakesa, existent in the heart of all beings, I am the beginning, the middle, and also the end of all beings. Of the Adityas, I am Vishnu, of luminaries, the radiant Sun; of the winds I am Marici; of the asterisms, the moon."   ...

The Impossible City Paris in the 21st Century by Simon Kuper is reviewed in the Washington Post. It shows the incredible revival of the French capital and its suburbs as France has done an exceptional job of preparing the city for the Olympics. No other city has done so much for its population. Martin Gelin says after visiting the city now compared to 4 years back- parking spaces have become cafe patios, heavily trafficked boulevards bike lanes, new bookstores and galleries popping up everywhere, the city building sports and cultural facilities in neglected neighborhoods. Attention to social housing and huge expansion of public transit. Car traffic halved so air is cleaner than in 1990's. Paris is different from New York and London- it is avoiding "plutocratisation" of the city so that the best spaces do not go to banking and finance. In Paris the social housing units have tripled since 1990's including in 13th, 19th and 20th arrondisements. Paris does not want to become a city of millionaires,  tourists and poor people like San Francisco, says Kuper. Anne Hidalgo, Mayor of Paris wants 30 percent of all Parisian homes to be social housing by 2035, and another 10% as affordable housing (with rents  at least 20% below market rates). Grand Paris project will create 68 new subway stations so all of Metropolitan Paris is within 10 minute walk to a subway station. Diversity can be seen and it creates a healthy human experience in cities so that people are less likely to act with prejudice. ...

WSJ was effective in calling to the attention of the US president that tactics of one Border Patrol officer were against the American tradition and appeared to be not what police, ICE and Border Patrol, DHS itself was doing in the past. Greg Bovino of Border Patrol led sweeps in LA, Chicago and other cities in what people inside ICE and DHS including Border Head Homan  considered  "unnecessarily aggressive"  and less effective tactics. By being provocative in tactics this attracted more protestors on streets, made law enforcement look worse than when it was using the normal approach of ICE, and by reducing the local authorites cooperation required more and more Border patrol and ICE agents till it became unworkable and attracted critics from within the government and Republicans in Congress. Even DJT said that the this agent was an "out there kind of guy." In Congress many Republicans including Kennedy of Louisiana went on the floor of the Senate asserting the right of peaceful protest enshrined in the US Constitution and called for soul searching to get effective but the right kind of law enforcement that was the tradition in America. Anotehr aspect of what happened in Minneapolis is the troubled history of the city as this is where George Floyd and unarmed man during Covid lost his life in a situation with Minneapolis police, which had already created a sense of unease in that city, compared to Chicago, and Los Angeles BP and ICE sweeps which did not end up like this.
