One of the things Blackstone's Schwarzman calls for is principles based regulation. Rather than issue a whole set of new regulations every time things change in financial markets make regulation comprehensive so that no one is excluded not hedge funds like they are today, and all global financial players would have to be regulated under some unifying principle, and make regulation under a unified authority. But also have a set of guiding principles for regulating authority which it will follow. If this was done a lot of the damage that ocurred from extensive leveraging by investment banks could have been avoided, as investment banks would have been required to follow prudent financial practices to limit leveraging. And in other areas like mortgages prudent and safe financial practices would have been required.

The U.S. Federal Reserve issued the results of the third round of stress tests since 2009. It said 18 0f 19 financial firms had enough capital buffers to continue lending in a sharp decline in the economy with a fall in housing prices and the stock market and unemployment rising to 13%. Ally Financial failed the test. Citigroup, MetLife and SunTrust Banks were asked to resubmit their capital plans to the Fed. Citigroup's dividend plan was rejected. No banks were asked to raise capital. J.P. Morgan and other banks were allowed to issue dividends and buyback shares. J.P. Morgan plans to repurchase $15 billion in stocks in the next 12 months. Wells Fargo and U.S. Bancorp also plan to issue dividends and buyback shares. Analyst estimates are for $32 billion in added dividend increases and share buybacks in in the next 12 months. The results are a boost for bank stocks.

Germany generated 45% of its energy from coal and 25% from renewable energy sources in 2013, according to AG Energiebilanzen. Chancellor Merkel, who as environment minister supported the Kyoto agreement in 1997, announced a plan to cut carbon dioxide emissions by an additional 62 to 78 million tons by 2020. The cuts will rest largely on improving energy efficiency, and with a third of the cuts in the power industry. With the drive to close 17 nuclear plants in Germany, the power industry has increasingly relied on coal generated energy. This is an effort to change this situation. It is supported by German public opinion.

A Peterson Institute of International Economics study on the TPP trade agreement shows it would reduce growth in the U.S. manufacturing sector by a fifth, according to this report in the NYT. Workers incomes and job losses in manufacturing are a key concern for voters and account for the surge in polls for Trump and Sanders in the U.S. presidential election of 2016. All four leading candidates Clinton, Sanders, Trump and Cruz oppose the TPP agreement. Congress will wait till after the election to decide. This is a big issue today because about 5 million jobs have been lost in 1977-2014, according to the Alliance for American Manufacturing. The Peterson study predicts job losses of 50,000 a year, yet another study by Tufts University predicts job losses of 450,000 a year. Another study by the Economic Policy Institute study shows other damaging effects such as labor's share of national income declining from the TPP.

Richard Thaler, a Professor of Economics at the Booth School of Business, University of Chicago, on the reasons why millions of homeowners under water- owing more on their homes than their homes are worth- have not defaulted in large numbers. In places like Nevada nearly two thirds of homeowners are under water. Changing a home, changing school for children, losing one's credit rating, social stigma. He points out that the costs are outweighed by the benefits of getting out of an underwater mortgage, and research has shown this is contagious once the process of defaulting has started. So once the neighbors are defaulting its much easier to do so and the proces picks up momentum, the psychic costs simply decline. So he says the result is that we may face a tsumani of strategic defaults. Professors Posner and Zingales of the University of Chicago have a proposal. Banks should be required to provide loan modifications in neighborhoods with home prices having dropped over 20%. Banks would reduce the payment by the average price reduction in the area and get in return 50% of the average gain in prices when the house is eventually sold. This requires Congress to pass legislation....

The Trump administration is set to impose 15% tariffs on $156 billion of Chinese goods including laptops, mobile phones, and apparel, on December 15, 2019. This is in addition to the tariffs already in place on $361 billion of Chinese goods. The new list of goods for the tariffs on December 15 are goods that are made mostly in China. About 87% of the goods on this list are made only in China. If talks fail with China by this week the tariffs will go into effect. WIth this tariff all goods imported from China will have tariffs on the goods imported into the U.S. adding to the difficulties facing the Chinese economy. A recent article in the WSJ shows China is shifting to higher skilled manufacturing and the service sector to maintain jobs growth.

A group of 7 blind climbers and 4 sighted companions climb up to the top of Mount Kilimanjaro at 18800 feet in Tanzania. It took 9 hours facing high winds and freezing temperatures to climb the last 3000 feet.

The group was selected from hundreds of volunteers from Tanzania, Uganda and Kenya and went through 2 weeks of training.  This is a project of John Wilson of Britain's Sightsavers designed to "help create a new image of of blindness in Africa." Geoffrey Salisbury of the Royal Commonwealth Society for the Blind describes the difficult trek and conditions. Three pairs of worn boots of the hikers can be seen in the Ugandan National Museum. The CDU convention in Leipzig, Germany passed a compromise resolution that lays the ground for a EU country to voluntarily leave the euro zone and still maintain membership in the European Union. The resolution called for changes to the Lisbon Treaty to allow a euro zone member that is "unable or unwilling to permanently obey the rules connected to the common currency... to voluntarily... leave the euro zone without leaving the European Union." Merkel told delegates that Europe must change the EU treaty to allow for strong automatic sanctions for violations of the monetary union treaty. "We need to send a clear signal. We don't whine; we don't complain. We know instead that we have a job to do." On the issue of voluntary withdrawal from the eurozone, the earlier decision by Merkel and President Sarkozy of France- when prime minister Papandreou of Greece decided to put the issue of membership to a referendum- was to tell Greece that leaving the eurozone would mean leaving the European Union. This CDU resolution provides a basis for Greece to resolve its debt problems outside the euro currency, as experts suggest....

The reporter who interviewed Bloomberg describes as one of his strengths getting people who are better than him on board and getting them to do important jobs. That plus a can do attitude willingness to face up to difficulties and not shrinking from the task make for a winning combination, as it says in this article his way is to take a big task piece by piece and tackle each piece at a time.Then add to this his openness in communication and eagerness to listen makes for effectivness in execution. In fact the reporter could not even find Bloomberg in the NYC mayoral offices as his cubicle sat smack in the middle of the large room surrounded by his other staff' cubicles. Brazil's infrastructure needs include port and road facilities for its agricultural exports and mining industry. Road and rail transport networks for passengers are small considering Brazil's size. The rail network is smaller than that of France and only 12% of the one million mile road network is paved. Brazilian petroleum fund Petrosal will invest in infrastructure needs. Investments are being made to upgrade port facilities by Santos Brazil, and investment in toll roads by CCR, a private-highways company. The government is planning investments in infrastructure to prepare for the World Cup in 2014 and the Olympic Games in 2016.

France's parliamentary elections showed the Socialist party gaining 280 seats, with two allied parties getting 34 seats, giving the Socialists an absolute majority in parliament. Greens won 17 seats and the far left 10 seats. Former president Sarkozy's Union for a Popular Movement won 194 seats and allies 35 seats, for a total of 229 seats, down from 304 seats.The National Front led by Marie Le Pen won 2 seats. Marie Le Pen and Segolene Royal both lost their seats. The absolute majority gives Socialist president Hollande more room to implement his legislative program and make changes in eurozone architecture.
