The Lake Dunlap dam was built in the 1920's to generate electricity for rural homes in the state, and is one of six dams on the Guadalupe river. There are 91,815 dams in the US with an average age of 61 years, according to the US Army Corps of Engineers. It would cost $157 billion to repair and build new dams to replace these aging dams.

As Citigroup shares dropped to $3.77 a share last week abruptly losing 50% of their value in a week, the Federal Reserve, Treasury and the FDIC were in negotiations over the weekend with Citigroup. Mr Paulson had several discussions with Robert Rubin, influential executive and director of Citicorp. And Citicorp CEO Vikram Pandit spoke with regulators and lawmakers. The deal that was worked out is as follows. Under the deal about $306 billion of largely residential and commercial real estate loans and certain other assets, which will remain on the balance sheet, will be backed up by Citigroup and the government. Any losses will be shared in the following manner. The first $29 billion in losses on that portfolio will be Citigroup's responsibility. Any losses over the $29 billion will be shared 10% by Citigroup and 90% by the government. Of the government's losses Treasury will use $5 billion from the bailout fund, FDIC bear the next $10 billion in losses, and the Federal Reserve will guarantee any additional losses above this $15 billion. What will the government get in exchange? Citigroup will issue $7 billion of preferred stock to government regulators. In addition the government is buying $20 billion in preferred stock in Citigroup with all preferred shares paying a 8% dividend. The other aspects of the deal are that all dividend payments by Citigroup will be halted for 3 years, certain executive compensation restrictions, and Citigroup will put in place the FDIC's loan modification plan which is similiar to the plan it recently announced....

Considering the scale and intensity of this pandemic this is a sign or resilience of the UK with the work of NHS at the forefront. Contact tracing being setup using iphones and android phones with bluetooth technology by Apple and Google. The idea is being studied for adoption by the U.S. government. The problem is that this kind of contact tracing is not as effective as the kind used by South Korea, Taiwan and Singapore with information from cellphone carriers. Contact tracing apps would be written by developers for each country and chosen by Apple and Google one for each country. How it works- When a person comes down with symptoms he can upload the information about who he has been close to stored on the phone. This information would then be used to contact the person who was exposed to the person with symptoms but unaware of this. A message would tell that person he was exposed to someone who now has symptoms and to contact public health authorites and take effective steps. When the person with symptoms gets tested if he was positive that would also appear on a exposed person's phone without name or other information.  The normal contact tracing is time intensive requiring many phone calls and using data from cellphone carriers. This is done in Singapore, Taiwan and South Korea. It is considered to be more effective. The approach of these Asian countries is more thorough and allows effective tracing and isolation, quarantining of persons having coronavirus or having exposure in countries with rampant coronavirus. The U.S. needs to move quickly to adopt the methods used in these Asian countries. The loss of hundreds of thousands of lives should be weighed against privacy concerns and clearly there should be a way to allow one time use of personal information for coronavirus, so that this kind of information is used only in public emergency situations. All three Asian countries are democracies. Putting health care workers at great risk including working pregnant doctors, as in the story in WSJ about a hospital in Maryland, should make it clear that everything including privacy concern should be placed in context, and use of personal information be permitted in a public emergency such as a contagious virus- with information protections removal for the period of the crisis. ...

Calhoun joined GE at the time when Jack Welch was running the company. The book by David Gelles looked at Welch's period at GE with concern because of the use of accounting methods and finance businesses to make results look better- "How Jack Welch Gutted the Heartland, and Crushed the Soul of Corporate America." Over the decades in which one sees American manufacturing neglected one also sees the rise of executives in finance who ran companies in America that showed little interest in the hard work of manufacturing and surrendered leadership to first Japan and then China. Boeing CEO Calhoun is shown as another of the CEO's from GE who trained  under Welch who joined Boeing and other companies.The adjoining video in WSJ points this out after the Alaska Airlines incident and other incidents of flawed plane design and manufacturing- the basic problem being a lack of Quality and Worker and Quality practices Friendly Culture at Boeing. WSJ says three layers of quality checks are essentially worthless without a emphasis on worker training, on quality culture, cost cutting to get planes out the door, and lack of investment in Quality Control and Inspection. ...

During a meeting with British prime minister Boris Johnson, German chancellor Olaf Scholz says Germany will stop importing Russian oil by the end of this year and stop importing Russian gas very soon. Johnson said Germany will stop importing Russian gas by 2024, and that a lot of infrasgtructure had to be put in place. He called the German decision a big one and said that he applauded the German decision which was a seismic one to move away from Russian hydrocarbons. Scholz said this would be permanent and that Germany would be 100% on renewable energy in 20 years.

DOGE's Musk led effort puts important work of savings  to make the dollars be spent wisely and prudently, at risk from the style of Elon Musk. Pew Research found earlier in February that 57% of people had "unfavorable" views of Musk, and 37% had "very unfavorable" views of Musk. Musk's style is prone to publicity and showmanship compared to the need for hard patient work needed over many months and years to root out corruption and waste. Lyrarc draws a parallel between DJT efforts to cut waste and fraud, unnecessary spending in 2025 after trillions of dollars in Biden approved spending, with the efforts in 1941 of the Truman Committee to keep a wary eye for waste and fraud in the billions of dollars of wartime spending. The major difference is that the Truman Committee had the support across the aisle from all Americans and Congress and it involved hard patient work 1944-46 under Senator Mead of New York. 1946-47 under Kilgore from Wisconsin, 1947-1948 under Brewster a Republican from Maine, for the better part of a decade. Truman Committee set up the War Production Board and cut waste and corruption. In 1948 Truman Committee was made permanent as the Subcommittee for Investigation into Governmental Affairs. ...

At WeWork there are other problems and behaviours that are seen as totally inappropriate, including partying. Like many internet companies including Uber that investors have shown exuberance about but are losing money, WeWork is a fast growing subleasing company with losses of $1.6 billion in 2018. During a time when a large percentage of Americans lack savings to meet a medical crisis, this sort of behaviour and the greed of a small class of investors who have supported huge valuations in the absence of tangible products of matching value presents a strange picture of America with misguided priorities.

The government bailout of Fannie and Freddie was expected to cost hundreds of billions of dollars according to some estimates during the financial crisis in 2008-2009. The costs peaked at $187 billion in 2011. The transfer of $59.4 billion by Fannie Mae to the U.S. Treasury in 2013 lowers the net cost to $60.5 billion. The net cost of the Troubled Asset Relief Program or TARP has decreased to less than $23 billion. At one point the cost of TARP reached $419 billion for the U.S. Treasury. The government sold the last of its shares in private insurance company AIG and made $22.7 billion in gains. Treasury and Fed loaned $182 billion to AIG and at one point owned 90% of the company. Chrysler exited the TARP bailout program in 2011 at a net cost to the U.S. government of $1.2 billion. So far in May 2013 the GM bailout cost $19.6 billion, this would come down to about $11.82 billion if the U.S. government sold its GM shares at the price in May 2013. The U.S. Federal Reserve says it has not lost money in any of its emergency lending facilities, even though some loans are outstanding. The FDIC says its fees from rescue programs exceed losses....
