Dr. Nancy Krieger of the Harvard School of Public Health says data on health risk -including which counties have high rates of health conditions such as obesity and other diseases- should inform targeted interventions and public messaging. This is important for administrators and health authorites in each county and state as they deal with a surge in coronavirus in parts of the U.S. which have so far been only slightly affected such as rural southern and western states. More recently places such as North Dakoa which the virus missed in the early stages are now seeing a jump in cases. This report shows counties in states such as Tennessee, Georgia, Alabama, Mississippi, North Carolina, particularly susceptible because of high rates of obesity and other health conditions. In all almost half of the U.S. population has one of these health conditions- obesity, diabetes, high blood pressure, lung disease and heart disease.  The high prevalence of obesity which worsens all other health conditions is a result of the lack of healthy food and nutrition, exercize and healthy living habits, that were neglected in the closing decades of the twentieth and early twenty first century. The shift to processed foods is only one of many bad practices that happened in these years. After a sudden surge in the beginning of May the coronavirus wave in India, its second wave, is decreasing. It is 186,000 new coronavirus cases on May 27, down from over 350,000 at the peak. In India's largest state Uttar Pradesh with a population of 210 million the coronavirus cases have dropped sharply to 4000 a day. New coronavirus cases in Delhi and Bombay are around 1000 a day. The Indian government has moved quickly to tackle this wave with decisive action to meet the sudden surge in May 2021. For the rest of 2021 and into 2022 the most important action by the Indian government has been to create a government sponsored effort of India's entire pharmaceutical company sector to reunite in production of over 2 billion vaccine doses by December 2021. After independence in 1947 one of the steps taken by India with great foresight was to create a strong pharmaceutical sector with fair and transparent pricing of basic drugs and vaccines. Something that does not exist in this manner and scale anywhere else in the world. Today this is giving India a tremendous asset in the fight against coronavirus. India is already the largest producer of vaccines in the world, the new effort will make give it a decisive advantage in meeting not only India's but the world's need for new vaccines. ...

Much of the economic debate by economists in the US takes place separated by walls from the reality of huge inequalities in the country such as half of retirees having zero savings, the cost of living surge, job insecurity, and two third of children in 4th grade no able to pass the ACT test for reading comprehension. Here economists at the US Fed are cited in a discussion about ultra low interest rates that hurt savers and in particular retirees who number 57 million. Ultra low interest rates lead to wasteful use of capital and misallocation of capital in the US, and were largely a result of the effort to correct for the mistakes of the financial industry causing the crisis of 2009. The US was the leading economy in th world and the standards of living in the US were higher during the post war period 1950-1990 that covered the Kennedy-LBJ, Reagan administrations when inflation was accepted at 4% and interest rates were for the most part around 5-8% on average. As Krugman points in a recent NYT column in August 2023 Fed research has been wrong in estimating the right inflation rate for the economy. The best rate for the economy requires knowledge of and careful judgement about the situation of different parts of the American population, of workers and families that are struggling with the cost of living, and half of retirees with no savings. ...

This Editorial in Le Monde says the French president faced a contradictory challenge he did not quite resolve and which gets worse in his second term. He has called for dissolution of the National Assembly as a result. That challenge was to reduce he far right vote but he had done little to implement a policy that would remove the causes of people supporting the far right. It is not only immigration. Immigration has also been tackled across Europe by agreement across all parties to keep out migrants. The lingering issues of worker discontent stem from struggles to make a living during cost of living crisis, and this is true across Europe and also in the US, even in India in the last elections. The other issue is loss of manufacturing that has led to deindustrialization and affected standards of living across Europe and the US. Small and midsized towns in France and in Europe have suffered from the stress of loss of manufacturing and public services without the local revenues to build better living spaces and communities. The policy to reverse this has started in the US, and requires more investment across Europe in infrastructure and public services, timely delivery, so that people across France and Europe can see the results in their daily lives. This then is the challenge for France, and for Germany, and for Europe. It is also the challenge in the US and in India. ...

Border crossings and encounters have fallen to 83,000 under president Biden with unilateral action by Biden in the absence of the Republican Lankford Biden legislation that would have shut the Border down. Border crossings of 83,000 are close to the border crossings that reached 74,000 under president Trump even with the building of a border wall. This was achieved with the support of the Mexican president and with Biden's action to effectively close the Border. The best action would have been to implement the legislation that Republican senator Lankford negotiated with Biden by February 2024 and which was allowed to languish in Congress by new Speaker Mike Johnson under the advice of the former president, which is incomprehensible as it is the first time in decades both parties came on to the same page to slow or diminish migrant entry into the US and remake the asylum laws. Many Republicans and Democrats protested this action of the new Speaker. It was a historic and missed opportunity to fix the Border once and for all, and took the courage of Senator Lankford and Biden. For this action Lankford goes down as a senator who belongs in Kennedy's Profiles of Courage, a book of Congressional leaders since 1800 whose courage and leadership have made America the leading democracy and industrialized nation that has won the respect of the world. ...

Britain's Home secretary, Yvette Cooper, is setting up a Young Future's unit to help teenagers exposed to social media, mental health issues, and other pressures who could get into trouble with the law. This was seen during the UK riots with persons ages 12-15 in court for throwing stones or rioting. David Muir and Linsey Davis maybe remembered in history for setting the record straight for the first time in 9 long years as they corrected every false statement or exaggeration in the Pittsburgh Harris Trump television debate. NYT reports Trump stated that a governor had supported killing of babies. Linsey Davis- “There is no state in this country where it is legal to kill a baby after it’s born.”  Trump painted a portrait of an America besieged by migrant crime. David Muir- “As you know, the F.B.I. says overall violent crime is coming down in this country.” Time and again during the debate Linsey Davis and David Muir corrected misstatement of facts. Something amazingly- and a huge comment on the way reporting has been practiced in America on its very real problems and opportunity, on its frustrations and its possibilities- that amazingly had never happened till September 10 in Pittsburgh. 89% in IPSOS poll support deporting illegal immigrants who have committed crimes, says the Washington Post. Americans both Democrats and Republicans want safer neighborhoods. There is majority support to deport all immigrants here illegally. The Washington Post-Ipsos poll in February says 51% of Americans support trying to deport all Americans here illegally estimated at 11 million. Not only this there is something in the air about building a Nation anew- that means a new effort to build cultural literacy is also taking off. Cultural Literacy is a title of a book by H.D. Hirsch, from the 1980's and is a movement about nationhood that is more relevant today than in the 1980's, as the results of three decades of education based on skills development have failed in America's school system for K-12. Content as the core of education was allowed to decline.This has created huge gaps in the nation in communication, in a grasp by succeeding generations of what this Nation was founded on and has been for over two centuries. Jake Spring of the Washingotn Post shows how DJT, Kevin Hassett of the National Economic council and NY Governor Kathy Hochul are putting jobs first to work together to revive the northeastern communities that have hurt the most. This one is a waterfront that has seen better days in Brooklyn before 1945, when it was one of the busiest ports in the world- gone into disrepair and abandoned by the 1970's. Norwegian company Equinor invested $2.7 billion in a huge wind farm for Sunset Park in Brooklyn which would bring clean air to a chemically polluted Asian and Latino neighborhood. It would create thousands of jobs and provide clean energy for a million homes.  The DJT Interior Department under Doug Borghum stopped the project and it could have been cancelled, if not for NY Governor Kathy Hochul working with the DJT administration to support pipelines that will take Pennsylvania shale gas to New York hub for where it can reach all parts of the northeast. Interior Secretary Borghum wrote on X- “I am encouraged by Governor Hochul’s comments about her willingness to move forward on critical pipeline capacity.” Hochul supported the revival of the Constitution pipeline for shale gas.  It is this kind of cooperation to support jobs, workers and create a space for projects in the public interest that are needed today. ...

Adjusted for inflation wages for automakers have fallen 19% since 2008 because of tiers new workers making about $17 an hour significantly less than the $32 an hour. UAW seeks an end to tiered hiring.  For GM it is about committing to a long term contract in an industry that is unpredictable and uncertain. GM wants to make substantial investments in the EV industry with president Biden's help even when not making profits from EV's. For the UAW Ms. Janis of Jobs to Move America says labor is a very small part of what it costs to make EV's, batteries are the most. None of the earlier difficulties are likely because much fewer workers are needed making labor cost a much smaller component. Toyota has been slow in its EV start, BYD in China is leading but US carmakers are supported by the US government for EV's. Auto workers want a fair contract . And GM working with partners can still build joint venture factories for batteries in the South just like Tesla where work is not unionized. In the competition in EV's R&D and quality of management will play a bigger role. Fairness for workers will motivate American carmakers, with worker training and quality+value of EV's important for success.   ...

The artificial nature of the target of debt to GDP of 120% for Greece in 2020. This is the target being followed in negotiations by the troika of the ECB, IMF and the EU. Experts say the sustainable level would be much lower for Greece -this would be much lower because of the aging population in Greece and lower level of workers to support retirees in future years, the inefficient tax collection system and poor prospects for changing it, the degree of control over monetary policy and the rate of change of debt. A recent study by the Bank for International Settlements shows debt sustainability at 85% after studying 18 countries from 1980 to 2010. No precise source has been found for the 120% target. An IMF Report in 2011 said the 120% was the "maximum level considered sustainable." Alan Auerbach at UC Berkeley and Michael Woodford at Columbia University, say the additional factors are relevant to Greece. The many unpredictables over the course of ten years is another serious difficulty.

Edward DeMarco is head of the Federal Housing Finance Agency (FHFA), which is the independent regulatory agency overseeing U.S. housing lenders Fannie Mae and Freddie Mac. The FHFA was formed in 2008 after merging two existing agencies. Later that year Fannie and Freddie were taken over by the government. FHFA head, DeMarco, is reluctant to help homeowners with underwater mortgages on their homes with reduced payments because this would mean losses to the taxpayer. He sees his mandate as protecting the taxpayer. Sheila Bair, former head of the FDIC, says she understands DeMarco's mandate is not to provide fiscal stimulus, and the Obama administration has been all over the place when it comes to providing homeowner assistance. The result is that there is little help by the U.S. government to homeowners with underwater mortgages since 2008, and this creates larger headwinds for the Federal Reserve Bank to provide momentum to the U.S. economy. Many experts see this as a serious problem and a well respected economist, Martin Feldstein, has made repeated proposals for structuring the help to homeowners since 2008. ...

"Perhaps most importantly though, Bobby created a nationwide movement made up of millions and millions of mothers and fathers and young people and concerned citizens of every background who want to end this horrible chronic disease crisis that exists, exists in America. Venetians say their city is being invaded by hordes of tourists who live in hotels on Mestre and cross a causeway to come to Venice. Venice gets an estimated 2 million tourists. A new referendum seeks to separate the city administration of Venice from Mestre giving Venice the autonomy to protect the city against floods and overburdening by tourists. Mestre has 3 times the population of Venice and is on dry land so that decisions made in Mestre are not in the interests of Venice.  The referendum is intended to stop cruise ships from coming to Venice at a time when new hotels are coming up in Mestre. The mayor and city administration oppose the referendum creating a situation after the damage caused by floods on November 12 which show how chaotic it is. Seventy two submersible yellow flood gates designed to prevent the flood were tested and could have been made activated on November 12, but no action was taken, causing about $1 billion in damage. The city is offering $5000 as compensation for businesses, but a bakery that sustained close to $77,000 of damage like other businesses is looking to the referendum to change the way the place is governed.  ...

Pictures of Sheikh Sabah of Kuwait in peacekeeping roles as a diplomat for the Gulf region including Iran, Saudi Arabia, and Gulf states. He passed away at the age of 91. The pictures include one with British prime minister Alec Douglas of Britain in 1964 three years after gaining independence from Britain in 1961. With the renewed effort for peace in the Gulf region his role is better appreciated not only as an ally of the U.S. but also as a diplomat keeping good relations for the Gulf states and neighbors. He was foreign minister since the sixties and ruler since 2006. He was one of an older group of leaders in the region who operated with a slow ruling style but sought consensus. During the divisions in the Gulf Cooperation Council with Qatar splitting from the rest in 2016, Sabah was active in keeping the Gulf states together. When he was born in 1929 oil had not been discovered in Kuwait and the area the size of New Jersey was run by his father as part of a dynasty that ruled for 3 centuries. Useful tips as people go back to the office, from a number of experts in the WSJ. Walking, biking to work or driving to work is safest. Use of public transit requires masks, sanitizer, frequent hand washing afterwards and caution. Surfaces such as elevator buttons, doorknobs and printer or device buttons should be disinfected regularly- use a tissue paper or paper towel to handle them and then use hand sanitizer. Meetings should be done with social distancing of six feet distance, and reduced number of participants. All should wear masks. Taking meetings outside where airflow is more is a good idea. Reduce number of meetings, as the meetings have not been very productive ways to get work done and many workplaces already have too many meetings. Avoid lunch dates outside, even in the open, with colleagues. A better way is to eat on your own and then take a masked or socially distanced walk with a colleague afterwards, say experts. High touch communal items should be replaced in offices such as coffeepots water coolers, and bulk snacks and this should be done by the companies as they prepare the new layout and arrangements.   ...

Simo Romero describes the serious self-reflection among Brazilians, as protests against the games and a climate of indifference replaces the euphoria in 2009 of getting to host the Summer Olympics in 2016. About 63 percent of Brazilians believe hosting the Olympics will hurt the country, 51 percent say they are not interested and only 16 percent are enthusiastic about the games, according to polling company Datafolha. The problems Brazil faces now stem from corruption scandals at Petrobras, impeachment proceedings against president Rousseff, and appointment of an interim president Temer, both extremely unpopular. Rio de Janeiro state's finances are in severe condition, and Brazil appears to have wasted the boom years by running up too much debt and not investing in public infrastructure, education, healthcare, and public services. As a result during the Olympics the sailing competition in Guanabara Bay near Rio is faced with the unpleasant problem of raw sewage that has not been cleaned up. Security needs in the Olympics area has led to reduced security in the northeast where prison run gangs operate in some areas against public property. Former president Lula da Silva who was once popular as Brazil experienced the commodities boom is now under investigation related to the corruption at Petrobras.  ...
