A draft decree in the prime minister's office shows a plan to place quarantine covering the Lombardy region of Italy and nearby provinces, including the cities of Milan, Venice and Modena. The population in this region of 10 million people will face restrictions on mobility. The draft decree says transit in and out of the quarantine zones will be granted only in the event of "grave situations." It urges people to stay inside their homes and not travel. A similar quarantine in China around the Wuhan region helped limit the spread of coronavirus and bring it under control. Today the worst hit and not yet under control are Iran and Italy.

This New York Times Editorial Board says the Indian border with Pakistan is a more dangerous place for escalation into nuclear conflict than North Korea. The lull and the calm after the initial hostilities is deceiving says NYT. It says the Trump administration needs to take an active role to reduce tensions and China needs to take firm action in opposing terrorist activities conducted from Pakistan into India. 

It also points out that even though this is seen as not possible there is still the need for India, Pakistan and Kashmir to talk about solutions that could work instead of just giving up and continuing as before. Without mentioning it NYT appears to be saying that other intractable conflicts have been resolved including in the Balkans (religious conflict), in Ireland (religious conflict), with the right kind of effort and determination, and men of goodwill on all sides.

This WSJ story shows how China started its steel industry from small beginnings when Chinese leader Deng visited a Nippon Steel plant in 1978. He made the decision to go big with Baosteel, with an investment of $6 billion, with the words- "if we do it lets do it big." This was 36 times the Chinese foreign exchange reserves at the time. From 4% of steel production, this went up and up, passing the U.S. in 1993, past Japan in 1996, and in 2018 producing three times the steel of U.S., Russia and China combined, producing 923 million metric tons of steel in 2018, or more than half of world production of steel. With steel China was able to build its automobile industry, shipbuilding, bridges, infrastructure, high speed rail network. This was done using global demand, subsidies from the government, cheap loans and tax breaks. Markets worldwide were affected by substantial excess production in China. From Baosteel the spread of the steel industry to all 23 Chinese provinces led to China accounting for 25% of world exports. By 2016 5 million workers mostly from the agrarian countryside were employed in the steel industry, helping China transform itself into an rapidly urbanizing and modern economy. It was a period when the rail network was tripled between 1975-2017, with shipping companies that ensured access to Australian coal and Brazilian iron ore. From 2011 to 2017 Chinese steel dropped global prices by 57% triggering closure of steel mills in EUrope and the U.S. About a third of trade complaints since 2001 by G20 countries against China are about steel. After entry into the WOrld Trade Organization Chinese steel exports rose to 8% of GDP from 2%. Subsidies, cheap energy, and shift of agrarian workers to cities. U.S. investigations around 2006 showed Chinese steelmakers subsidies covered 30% to 45% of the subsidized value of steel pipes exported overseas. China's steel prices were set 20-40% lower than the U.S. China responded to complaints saying it was trade protectionism. The WTO rules call for full disclosing of all subsidies. This was disclosed 5 years after joining WTO in 2001, and only for central subsidies. Local government subsidies were not disclosed till 2016- the U.S. says 15 years late. Still the Bush and Obama administrations failed to take action. In 2018 Mr. Trump seized on this as a campaign issue that resonated with American workers in manufacturing communities across the U.S. In 2018 November president Trump announced a 25% tariff on imports of Chinese steel. A six month probe by U.S. officials had already shown 40% of sales value came from subsidies for corrosion resistant steel from China. The U.S. Trade Commission imposed tariffs of its own from 39% to 241%, with the Trump tariffs of 25% coming as an additional tariff to tackle the trade surplus with China. Meanwhile in China the government is closing uncompetitive smaller steel mills and in 2016 it combined baosteel with Wuhan Steel to create a larger company, and consolidate remaining companies. Baosteel now provides the steel for CIMC to dominate the steel container business, and to make ship to shore cranes, and make the San Francisco-Oakland Bay Bridge.  It also goes to show what can be accomplished from small beginnings for countries in the developing world from Asia to Africa and Latin America, with government and industry focussed on development and growth.   ...

Few industries are impacted by Russia's total isolation as the car industry says this report. Car sales in Russia have dropped by 84% according to the Association for European Business and car prices are up 50%. Import substitution is not working for the car industry say experts. The owner of a car repair firm in Moscow says speculation for car parts is rampant with parts cost up by 800% and original oil up 1000%. Reports show counterfeit or stolen parts flooding the market. The airline industry is also impacted by the severe shortage of aircraft parts. One Russian pilot says there are enough aircraft wheels and pads for one month maximum. A manager of Sukhoi Superjet says he gives the Russian airline industry one year if nothing changes. Safety concerns of pilots are being ignored says one pilot. Parts are being cannibalized from older planes for new ones to keep them running. With the nation's automobile and airline industries affected in this way the quality of living is affected in Russia only 3 months into this war. Having a large inflow of revenues from oil and gas for the 6-12 month period that it takes Europe to respond, and a large reserve fund of about $610 billion is not a real reflection of the strength of a country. In today's interconnected system of supply chain no degree of industrial strength would allow a nation to wage war through invasion with impunity without finding itself in severe difficulties for the quality of life in the country as the world community responds. The response is to prevent the wrong lessons being drawn by one nation using full scale war to occupy another nation and getting away with it.    ...

Compared to 1971 Bangladesh has come a long, long way, on its 50th anniversary. From 80% of the population struggling with extreme poverty in 1971, Bangladesh now produces enough food for its 167 million population. The economy is only 13% agriculture with most of GDP coming from industrial production and services. Girls education is remarkable. 98% of children have attended primary school and there are more girls in secondary schools than boys. Norwegians and other European observers who visited Bangladesh in 1970's compare the situation with today and are astonished says this report in DW.com. By 2030 the GDP of $409 billion is expected to double, bringing the country close to 1 trillion dollar economy. The garment industry is the second largest after China, with $35 billion a year in exports. It has changed life of women in Bangladesh, employing 4 million people. Remittances from overseas bring in $24.7 billion for 2021. Overall target for exports is $51 billion for 2022. Problems include the rural urban divide with development concentrated in Dhaka and Chittagong, and increased urban poverty. And despite rise in number of children and girls in school the quality of education for a skilled workforce remains poor, says this report in DW.com ...

Senior Republicans Wicker and McConnell both push for the putting pieces of the defense puzzle in place so that American can offer leadership to the world in the 21st century. Biden has put pieces of the puzzle on the economic front, these are the pieces in defense and security. On D-Day 80 senior Republican leader Mitch McConnell cautions against the lethargy of so called left parties and the isolationist tendencies of so called right parties. He says America should put preparedness first, that the better part of valor is to build credible defenses before they are necessary so that American leadership is not doubted further as it has been before. He commends the plan put forward by Roger Wicker in the US Congress Senate Armed Services Committee. The plan calls for raising defense spending to about 5% from 2.9% now over 5-7 years, with $55 billion more in 2025. Wicker says the military has a backlog of $180 billion just for maintenance. For the Navy 357 new ships by 2035, for the Air Force 340 additional fighters. This in light of China's additions and in light of the Russian economy being put into a position for a long term conflict with NATO over Ukraine.  ...

Krugman says in NYT that inflation is receding and its causes lie mainly in pandemic related supply chain issues not fiscal efforts to fix dilapidated infrastructure, invest in fighting climate change, or help for needy workers and families.  He looks at Fed chair Jerome Powell’s discussion on inflation and this he says shows that fiscal policy or government spending to fight the pandemic and US needs for infrastructure and science/chips played at most a distinctly secondary role. What Krugman does not say is that this does not mean that inflation is not an issue for many families living from paycheck to paycheck. Harris clearly spelled out a Plan for housing costs and cost of food and this is the kind of effort needed to tackle this issue secondary or not in astatistical sense. Also not given recognition is that the government spending is changing the very nature of the US economy by creating more potential for it to grow till 2030 in a way that would not be possible if this investment by president Biden was not wisely made. One has only to look at Germany to see its crumbling rail system and failing infrastructure to see that what Biden did right and Merkel did wrong. ...

Fed's Powell sees only a temporary slight effect of DJT tariffs on inflation to 2.7% in 2025 that he says can be "looked through without action by us." Fed will wait for clarity in coming days and weeks. Powell says in March 2025 “It can be the case that it’s appropriate sometimes to look through inflation if it’s going to go away quickly without action by us. And that can be the case in the case of tariff inflation.” Tariffs are intended as they were in the first term of DJT and retained by Democrats led by Biden to create a level playing field after hidden subsidies by China, and to rebuild American manufacturing. This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

Oxfam agency does a study to show the extent of damage done by colonialism in Asia-taking one of three examples India, China and Indonesia with population today of about 3 billion people. British colonial rule in India-from the 1750's to 1950,  estimate is about $34 trillion. It is important because Gandhi's Hind Swaraj (1910) is the result of work done by Dadabhai Naoroji in Poverty and Un-British Rule in India (1901) in coming up with an estimate in the $trillions that showed Gandhi "the extent of the poverty of India." Gandhi's famous letter to the Viceroy in 1923 comes from looking at the British budget for India where little is invested in Indian development much of it going to policing India. An average of $650- $750 per capita income in1600 for both Britain, Netherlands and India, China and Indonesia diverges to $100 in India, China and Indonesia and $10,000 in Britain in 1947. The Dutch and Britain had financed their industrial Revolution that generated most of this prosperity using funds squeezed from taxation, seizure of provincial treasuries,  and unfair trade in India by the British and Dutch East India Companies from 1750 to 1940.  What made this possible is the advance of science and technology that gives the British Navy and the smaller Dutch Navy the edge beginning in the 1600's and maintained for two hundred years to 1800's to defeat the French Navy. And with a leap forward in the Industrial Revolution propelled by science and technology to maintain this edge against all newcomers till 1920's when the US and Japanese Navies contended for superiority. In 1588 the British Navy under Queen Elizabeth had more 400 ton ships and bigger ship guns than the Spanish Empire's Navy under Phillip the Second that dominated Spain, Italy and Germany, and Latin America. This was the turning point the year 1588, when the Spanish Armada was destroyed by the English Navy and by storms in the English Channel. A new book "Armada" by English historians Martin and Parker (2023) shows this as a turning point from which the British and the Dutch started after defeating Spain. There are questions about what led to attitudes towards science and technology moving forward in Northern Europe and stagnating in not just India and China but also in Spain in 1600-1900. One could arguably say and ask how is it that Spain became as poor as India and China by 1900-1950?  Adam Smith (Wealth of Nations) says it is the insulated agricultural valleys of the Ganges and the Yangste river civilizations of India and China that are at fault. Yet one could say this for the Rhine, Danube or the other river based civilizations of Europe. It is primarily the advance of the Renaissance philosophy that opened up thinking in Europe and not in Asia, to ask questions about the world around us, to venture out, to test and experiment then invest capital where Asia and Europe moved apart.      ...

Wal-Mart and five other companies will invest $500 million in Chinese online retailer 360buy.com. Wal-Mart operates more than 200 stores in China. 360buy.com says it is growing fast, with sales in 2010 at $1.5 billon, up from $200 million in 2008. This coincides with rapid growth and the convenience of online retailing in China. Analysts says 360 buy manages its own goods and distribution, which are mostly consumer electronics. 360buy resembles Amazon in the US. i-Research, a firm in Shanghai, says online retail sales in China are taking off with sales growing from $8.5 billion in 2007, to $75 billion in 2010. Before 360buy the other major online retailer was Taobao.com, a subsidiary of Alibaba, which does not resemble Amazon or 360buy, as it is more of an online bazaar that maches buyers and sellers.

Sharply lower consumer spending is hurting Apple sales in China. Apple cut sales and issued a sales warning in January 2019. This follows Apple's sharp slowdown in India with its uncompetitive pricing.

Retail sales growth in China- which bounced back in previous downturns- dropped to the lowest level in 15 years in November 2018. Auto sales are down with the sharpest drop in 7 years- the first annual drop in sales since 1990. Fears of a housing bubble have led to restrictions on home purchases for speculation which have not been lifted. Income tax reduction has not increased spending. GDP growth for the fourth quarter dropped to 6.4%.

Further signs of a sharp pullback are seen in the drop in consumption tax revenue falling by 61% in October and 71% in November 2018. The consumption tax is placed on cars, gasoline and luxury goods, and is paid by the companies making the products.

Johnson Controls offered $1.25 billion for Visteon's auto interiors and electronics businesses. Visteon is reorganizing under Chapter 11 protection. Johnson Controls CEO, Roell, says the combined operations would give global scale and complementary capabilities. For Johnson Controls there are particular advantages to combining the Visteon operations in China with its own operations there, resulting in scale and combined revenues for China of $7 billion. On one hand Chinese environmental officials are aware of the pollution problems in Beijing and Shanghai and other cities. Levels of nitrogen dioxide in Beijing exceed the WHO clean air guidelines by 78%. On the other hand the newly emerging middle class is seeking car ownership, and the local government officials need growth in the car industry to show good GNP and GDP growth numbers on which their performance is judged. Beijing and Shanghai and Anhui province local governments are part owners of some auto companies. About 416,000 people are employed in the Shanghai area auto industry alone and the auto industry in Shanghai pays about 900 millon dollars in taxes, according to government figures. At seven cars per 1000 population car sales are just beginning to take off. And with China's population its clearly not going to be possible to have the same level of ownership as in the US. The same is true for India. This would increase by many times the current demand for crude oil and increase emissions to the point of creating a disaster. And even today because of lax enforcement, and older models on the road, about 40% of vehicles in Beijing have no pollution controls and the other 60% have varying degrees of pollution controls. Experts say changes to the subsidized oil price policy, refineries that produce cleaner gasoline, policies to build more mass transit which has lagged behind in China as car sales took off (and probably more GNP impact from car plants than mass transit which act as inducement for local officials), and stricter fuel efficiency and auto emissions standards are needed....

Otis Elevator is moving a plant based in Nogales, Mexico, back to the U.S. This plant was moved to Mexico in 1998 for cost reasons. Now Otis CEO, Didier Michaud-Daniel, says producing at a new South Carolina plant will cost less than Mexico. Logistics and freight costs are 17.3% less in the U.S. than Mexico, and an additional 20% in savings come from "efficiencies" gained by having all its white collar workers associated with elevator design and production. Most companies that manufacture in China and Mexico keep their design and engineering jobs in the the U.S. It is not clear to what extent American companies have considered all the costs of separating design and engineering from manufacturing, including the opportunities for close cooperation possible in one location that are lost when everything is so spread out. At Otis toolmakers in Dallas and engineers and designers located in Indiana and Arizona traveled to the Nogales, Mexico plant. This can be especially important when as in Otis's case the new plant in Florence, South Carolina, plans the launch of a new generation of elevator designs. In this case there is an added benefit by making it easier for customers to visit the plant and look at the product. The new plant will have more automation and use fewer workers on the factory floor. The new factory will employ 360 workers including white collar workers, the same as the Nogales, Mexico, plant with a lower number of factory floor workers. ...

The surge in the value of the dollar is creating turmoil in the world economy. The dollar reached 1.04 to the euro and 118 Japanese yen by Dec. 15, 2016. This means Japanese and European exports will be more competitive and lower U.S corporate earnings.  Emerging market economies hold about $200 billion in dollar denominated debt and this will become harder to repay with the surge in the value of the dollar. China faces larger capital outflows and the Bank of Japan has to navigate a new situation. Some countries such as Mexico are raising interest rates to reduce inflation as the value of the peso drops. The prospect of trade wars is also another aspect of uncertainty with the new Trump administration in the U.S.

This WSJ report traces the development of rail, trucking, container shipping and forklift use in Germany, Russia and the US. The World Bank Logistics Index shows Germany ranking first, the US 14th, China 26th, Russia 75th out of 160 countries.  Russia's military relies on a supply system that uses crates instead of container shipping, not much use of forklifts, and relies on rail and conscript labor. During the invasion of Ukraine in April Russian supply lines that did not control rail failed to supply forces leading to slow progress. Because of dense rail lines in the eastern Donbas region Russian supply lines have worked to sustain advances. About 750 miles of rail lines have also been repaired by a special force set up for this purpose.  In a larger sense the problem of logistics and supplying front lines remains. This report shows the contrast between the development of Russian logistics and American logistics described by military experts in the US. The Russian system evolved in the early years of the 20th century based on conscript or free and abundant labor compared to the US where labor was scarce and costly. Automation progressed rapidly with American business taking up use of forklifts and containers during the 1940's extending to its use in the military. During the Vietnam war Cam Ranh Bay US bases were converted to modern container and forklift use. Russia continued through the sixties till today with a different and less automated system of logistics and movement of goods.    The use of modern logistics in Russia is limited to the amount of freight that gets moved in Colombia and much less than France says this report in WSJ. Much of the industrial base in Russia is built around oil and gas exports and manufacturing with movement of supply chain parts has never taken the importance that it has in Germany or the US. This limits the capacity of the Russian military outside the rail lines located towns and cities in Donbas where it has recently made gains. ...

For the Carney hospital in Massachusetts Steward paid $12.5 million and MPT put in $263 million in 2018 to buy the Carney hospital buildings which it then rented back to Carney, according to this WSJ report. Steward now owns 31 hospitals in 8 states including 8 in Florida some of which are shown here in a deep cash crunch. The state of Massachusetts has now sent nine monitors to each of the hospitals in Massachusetts.

This inflation is different from anything that happened before as it is driven by both demand and supply side situation. Seeing it as only demand side and acting on that would only damage the economy, says Greg Ip in the WSJ. On supply chain shortages there is little the government or the central bank can do to fix this in the short term. This is also why the Families and Workers Plan and Infrastructure plan of president Biden with about $2 trillion dollars in spending is not expected to cause much impact on inflation. The Fed is carefully looking at the situation because of the unique nature of the problem in 2021 to avoid any missteps that hurt the US economy and US growth for the coming decade, on which so much of the hope of America and the world rests.
