The Chicago Sun Times files for bankruptcy. It owes the IRS $510 million in back taxes for 1996-2003 when Hollinger International, which controls the Sun Times, was owned by Conrad Black, who was convicted of fraud. It had an operating loss of $344 million in 2008. Its newspaper the Sun Times has a circulation of 313,000. The Sun Times had expected advertising revenue to drop 30% this year. Zhou Xiaochuan, is head of the People's Bank of China since 2002. For a long time Zhou has tried to convince party leaders in China to make financial sector changes. The new leadership of Jinping-Li Keqiang has now adopted most of the road map and priorities drawn up by Xiaochuan. The first is bank deposit insurance, which would especially protect small depositors and provide a basis for new private banks to compete with large state owned banks, creating competition in the financial sector. By supporting creation of privately owned banks impetus could be given to loans to the private sector to rebalance the economy away from state owned banks and state owned enterprises. This is a key goal in the road map drawn up by the think tank Development Research Center (DRC) which has the backing of premier Li Keqiang. Competition from new private banks would let banks compete to offer higher rates to depositors, another goal. In a September article for the Communist Party Seeking Truth magazine, Zhou pointed out the pressing need for " supporting private capital to set up private banks and guide them to position themselves in serving small and micro companies." These new companies especially in tech and information technology fields can be the new drivers for growth in the future as the burst of infrastructure building generated growth slows down. The one area Zhou faces resistance is his idea of opening up China to foreign capital inflows and outflows. Here critics,including younger economists, say this protected China in the Asian financial markets crisis of 1997, and would protect China in the event it faces outflows of the type that are happening in India in 2013 after the U.S. Fed's plan to withdraw from its quantitative easing. Xiaochuan sees the flow of foreign capital as another way for capital to flow to new private companies and balance away from the state owned enterprises, and for China's savers to be able to obtain more attractive returns. Zhou says his plan would include the option for China to reintroduce capial controls in a crisis. As China's debt to GDP ratio is set on a trajectory to approach the levels reached in Japan before its banking crisis there is greater awareness from party leaders about the need for prudence. Xiaochuan has worked with party leader Jinping's key economic advisor Liu He for years, and has the support of He and Jinping for introducing deposit insurance as a top priority. President Jinping and Premier Li Keqiang see the need for Xiaochuan's experience and foresight "as a talent who can be counted on," as the sense of importance of changing the economic structure has deepened in 2013. Mandatory retirement for Xiaochuan at 65 was set aside to give him a third five year term, and his road map long ignored by former premier Wen Biao, is now at the top of China's agenda. ...

The 2011 forecasts of EU lenders estimated a much lower level of contraction in the economy and unemployment. The forecasts in 2013 estimate the economic contraction at 7% for 2011-2013, with unemployment reaching 17.3%. Prime minister Coelho is criticized for increasing taxes and making spending cuts blindly. He is being hired mainly for the work he did at GE, for his work promoting Six Sigma and quality control which would come in useful at Chrysler, and his work in doubling the power generation business at GE with large earnings increase. His experience at Home Depot has been discounted, probably seen as a bad fit for Nardelli. Moreover even as CEO he will have to work closely with the owners and theadvisers and with La Sorda who has experience running Chrysler, and he won't be involved with a retail market or with shareholders in the way it happened at Home Depot. As far as huge compensation which could alienate the unions Nardelli will be compensated on the basis of ownership in the new Chrysler if it meets its goals. So it could be a way to take advantage of experience at GE, carefully limiting the downside of Nardelli because of the nature of the position in the Cerberus owned Chrysler. And Cerberus may be thinking also that Nardelli would have learned from his recent experience and also that he is motivated to do his best to rebuild his reputation....

Mr. Johnson, a public school union leader won over a well known Democrat Mr. Vallas who fought the election on tougher action to fight crime, winning 51% to 49%. Mr. Johnson carried wards with black majority population by over 80%. Johnson pitched voters on a public safety plan that went beyond policing while supporting police yet getting the community involved. Johnson also did well in white neighborhoods along the lake and in the northwest Hispanic neighborhoods of Chicago. Bernie Sanders was out campaigning with Johnson in the final days of the campaign. And Representative Jesse Garcia also supported Johnson in the Hispanic neighborhoods. Mr. Quezada, a Cook County Commissioner for the northwest side says people just felt- "we want to be invested in, we don't want to just be punished."  ...

The testing shortages in the states and the lack of enough cartridges provided by the U.S. government for Abbott Labs testing machines is causing much frustration, as shown here in the WSJ. Illinois one hotspot is an example. Illinois governor Pritzker says he spoke to Abbott Labs a week ago and thought he had an agreement to conduct 3000 tests a day. He then learned that the U.S. government was taking over the purchasing and distribution of the tests.  He  received 15 Abbott machines and 120 cartridges for all of Illinois which would enable 120 tests from the U.S. government. Abbott currently is making 50,000 test cartridges a day for the rapid test. Detroit which had better experience with the Abbott machines says it has conducted 1000 Abbott rapid tests, shortly after Abbott got approval on March 27. With the 1000 tests Detroit was able to test first responders and bus drivers in quarantine. Detroit recently purchased another 4000 additional tests from Abbott which it wants to use in nursing homes and homeless shelters, vulnerable populations in the city. The Abbott test provides result in 15 minutes making it very effective in implementing fast quarantine action when the virus is spreading quickly in a specific population.  Other governors say they are banging their head against a wall trying to get more tests. ...

It follows other detailed reports in NYT that looked at years of neglect and mismanagement of the New York subway system with interviews of key officials. This is costing subway users dearly as they face delays, and the poor quality of rides on the system compared to other systems worldwide. This report describes a subway accident with a loose piece of rail on a track on June 27, 2017 that could have been prevented with proper maintenance. This was one of 82000 delays on the system in June 2017 alone, one of the worst months in many years. A NYT examination of MTA records and reports shows the neglect of maintenance was one of the main cause of delays, including problems with turnover, and lack of training for new employees. The system's age (113 years old) and its size complicates problems leaving less room for the errors it is experiencing today. The world's oldest subway system in the most advanced of industrialized countries in the worst possible shape, showing the nation's lack of investment in essential infrastructure. This was happening over two decades as leaders appealed to immigration fears on the right to win voters and the leaders of the Labor party failed to protect their traditional working class base. Voter turnout declined and it points out that Cameron of the Conservative party won the election in 2015 with only 24 percent of the eligible voters, as the hold of the Conservatives and Labor parties declined with each successive election on their voter base as they desperately tried to shore up support by appealing to voters fears even as they literally abandoned their traditional voter base and appeared elitist to less educated, poor workers. The economic crisis and austerity policies created a new voter group of disaffected voters who turned to the UK Independence Party (UKIP) and the Scottish National Party (SNP). The referendum offered by Cameron in 2015 on the EU against the advice of coalition partner Vince Cable and the Liberal Party, without an understanding of the situation in the country after years of austerity policies was only one of a long series of developments that unfolded over two decades unraveling years of work building a better Britain following 1945. ...

Problems with China's one child policy are becoming more urgent. New census figures show China's birth rate has dropped to below the replacement rate. Based on the national census in 2010, the figures show the total population at 1.34 billion. The average annual population growth rate for 2000-2010 is 0.57%, which is half the rate of 1.07% in the prior decade. This data suggests a total fertility rate, the number of children a childbearing woman can have at just 1.4, way below the replacement rate of 2.1. This is also happening as the population is ageing rapidly and the gender balance is being skewed because of the bias towards males under the one child policy. The percentage of the population above age 60 is 13.3%, up from 10.3% in 2000. The percentage of the population under the age of 14 declined from 23% to 17%- a big drop. This means that the demographic dividend China experienced is being exhausted. Wang Feng, director of the Brookings-Tsinghua Centre for Public Policy, is one of those trying to get the governmet to change its one child policy. He says the demographic patterns in China were changing even before the one child policy came into effect in 1980. The total fertility rate of 2.3 in 1980 had gone down significantly from the 5.8 in 1950. Indonesia and other countries in Asia also saw signficant drops in the total fertility rate without a one child policy. A large Chinese bureaucracy has formed around the one child policy and it is reluctant to admit the need for change, but policymakers are now paying attention to the facts from the census. ...

Lehman Brothers and Morgan Stanley say that there were signs of the problems even a year earlier, HSBC a British bank set aside $1.76 billion to cover potential losses, and a former Federal Reserve Governor published a book in June on subprime mortages going bust. So for ratings agencies to wait till July 2007, to reduce their ratings makes them look ridiculous. Lehman's Malvey, global fixed income strategist quoted here sees a recession in 2008 into 2009, as the impact spreads to retail stores and to car buyers. One reason for this is that jumbo loans on homes are going to cost much more than before, slowing the housing market even more, and the number of housing loans going bad will rise in coming months.

German exports to Russia are growing at a rate of 25% for the first quarter of 2008, according to Mangold of the Ost-Ausschuss, a group promoting trade with Russia, even though it is only 3% of all German exports. Russia- Germany trade has reached 57 billion euros for 2007. German exports to Russia are vital to the continued growth of the small and middle sized companies in Germany. About 4600 of these companies operate in Russia today. These companies produce chemicals, autos and machine tools. The promotion of this trade was the focus ofa conference in Dresden last month with top level officials from both countries.

The U.S. trade deficit widened sharply in March from February 2015, increasing by 43.1%, after the ending of a labor dispute at West coast ports. The deficit widened to $51.37 billion. This is more than expected from a strong dollar. This could make 1st quarter GDP figures show a contraction for the U.S. economy. Products imported from China were up 32%, compared with March 2014. Exports were up only 0.9%. Experts estimate GDP contraction of 0.4%- 0.5% for the 1st quarter 2015. In 2014 a similiar situation happened but growth was up for the rest of the year and experts see this happening again in 2015.

The U.S. House of Representatives votes 285-144 to suspend the debt ceiling till Feb. 7, 2014. The deal forged in the Senate by Democrat Reid and Republican McConnell passed in th Senate by 81-18. The U.S. stock markets closed with the DJIA at 15374, up 1.6% compared to Sept 30 when the government shutdown began. The Republicans opposing the passage outnumbered those supporting it 144 to 87 in the House of Representatives. Because this was a repeat of similiar failure to reach agreement and last minute deals in 2012 and 2011 the equity markets appear to have taken the conflict between the two parties in stride.

10% tariff on Canada's exports to the US after Ontario Reagan ad misrepresenting trade facts is aired on television. The ad seeks to show US tariffs in the light of the Smoot Hawley tariffs of the 1930's, when the tariffs today date back to Reagan's use of tariffs when Asian partners (at that time Japan in the 1980's) followed unfair trade practices to the detriment of American workers and industry. The US Trade Representative who acted for Reagan was Lighthizer, the same USTR who worked for DJT in the first term to fight the unfair trading practices of China, and whose deputy USTR Jamieson is now the USTR in DJT second term negotiating with Asian partners. Tariffs ae being used as an additional tookl in the toolbox by DJT and Lighthizer/Jamieson to counter the unfair trading practices of other nations, which includes partners of the US such as Japan, South Korea, Taiwan, and EU. It also includes nations such as Switzerland who ignored US interests in trade whie having open access to the US market. Most of these nations know that these practices harmful to world trade exist, only Canada, China and some other countries have pretended they do not exist and they are the so called "champions of free trade." These nations attempt to make DJT appear to be doing this on whim when this is an issue in trade relations between the US and Asian partners, the EU, and Canada/Mexico for the last 50 years. DJT pointed this out- “The sole purpose of this FRAUD was Canada’s hope that the United States Supreme Court will come to their “rescue” on Tariffs that they have used for years to hurt the United States,” Mr. Trump said in a social media post Saturday afternoon. “Because of their serious misrepresentation of the facts, and hostile act, I am increasing the Tariff on Canada by 10% over and above what they are paying now. Work requirements is one area in which Biden and McCarthy have a point of agreement in the debt ceiling discussions. Biden says he has supported work requirements in the past. Biden also says he would do nothing that affects health benefits. Under Biden the jobs market is the best it has been for over two decades which makes it easier to have some sort of work requirement for people able to work before they can collect government aid benefits. This makes an agreement possible in which Biden and McCarthy continue discussions with Biden building some form of rapport with a Congressman he has known in the past from his days in the US Congress. An agreement he pulls together would then have the support of most Republicans and be passed with the help of all Democrats. This would meet with opposition from a small faction of the Republican party, opposition that McCarty has become accustomed to including the prolonged voting it took to get himself elected as Speaker. McCarthy and most Republicans are in favor of Ukraine and the EU support for Ukraine at a critical time. They including Mitch McConnell who is present in the negotiations would not want to do anything that spirals America into a financial crisis during a Ukraine counteroffensive with Biden and Scholz's support that could end the war in Ukraine. Biden probably shared the concerns of his G7 counterparts with the Republicans about this. McCarthy and Biden could then simply say they only worked to do the possible and move on to the bigger battle in 2024. ...
