The mission craft is aptly called Perseverance. Names matter, the ship James Cook used to make the first trip of discovery to Australia was aptly called Endeavour and a replica can still be seen at the British Museum. The mission will provide clues to why the planet Mars once warm and wet turned into a dry desert, what about its ancient history made this happen. The mission will send rock samples back to earth, investigate the geology and climate on the planet, search for any signs of life, and look at the prospects for human exploration. A small helicopter Ingenuity will make the first flight on another planet.  Some facts about this mission- It can only be launched every 26 months as the earth and the planet Mars have to be on the same side of the sun which happens every 26 months for 3 weeks.  It costs 500 million dollars just to store the craft if the mission was delayed 26 months because of the pandemic. Other than the cost the reason for launching now without error was the need to give America enthusiasm about new frontiers to be explored even as it conducted the fight against the pandemic. NASA has 2000 scientists and engineers at JPL in California and 400 technical workers at KSC in Florida who do the work for missions. This mission used an essential team that did the work during the lockdown even as other scientists and engineers worked from home.   ...

Britain's High Court gives a ruling on November 2, 2016, that the government must consult parliament, and that parliament has to approve the plan for Brexit before invoking Article 50. This means that the government has to lay out the details of its plans which make it harder to conduct negotiations. The Conservative Party also does not have a majority in the House of Lords. Legal experts say the decision which caught the government by surprise was expected from a constitutional law standpoint which looks at whether the sovereign or parliament is supreme in making such a decision. Members of parliament in general were not in favor of leaving the European Union, making this add an element of uncertainty about Brexit. Political experts say one way out for Theresa May who earlier announced that she would invoke Article 50 by March 2017, is to call a general election. Today she has 329 seats in a 650 member parliament, with many of the MP's opposed to Brexit. May's government is expected to appeal the High Court decision to the Supreme Court. ...

The BBC's Political Editor, Laura Kuenssberg, says there are significant hurdles to reaching an agreement in talks between Conservative Party leader Theresa May and Jeremy Corbyn of the Labour Party. Labour seeks some assurance on Britain remaining in the customs union. Ironically the very reason Brexiteers such as Mr. Davis and Mr. Rees-Moog oppose the Theresa May deal - the arrangement on the Irish backstop a way for keeping the borders open between the two Irelands - is the reason Labour could find a way to support an agreement with Theresa May. For the Brexiteers this is unacceptable because it would keep Britain indefinitely in the EU.  There are two other obstacles. Theresa May has promised to resign after negotiating a compromise with Labour Party. Would her successor including possibly a Brexiteer such as Mr. Boris Johnson, support the agreed to deal with Labour. This is highly unlikely. Another obstacle is that a majority of Labour party members of parliament favor a second referendum, a ratificatory referendum, or a confirmatory referendum whatever you call it.  A related article today on this issue in BBC News by Katya Adler describes the person on the other side, the person who heads Germany's ruling CDU Party, and who is likely the next chancellor. This is AKK, Anne-Margaret Kampbrauer. She wrote an article in The Times about a month earlier with other German leaders saying she would love to see Britain change her mind and stay in the EU. She is in favor of a second referendum. Parts of the Conservative Party also support a second referendum- those Conservative MP's who are boxed in between the extreme Brexiteers who care for nothing except their vision of Britain outside the EU as a Franco-German arrangement, and the MP's who left the Conservative Party or now support a second referendum.  Kuenssberg says that necessity is the mother of invention and something could come out of the talks between May and Corbyn- but the obstacles she mentions may not be overcome leading to a new popular vote as the best option. ...

The European carmakers also plan to bring cars to the U..S. that are economically priced and have luxury features. White points out that baby boomer buyers in their fifties and sixties are particularly careful to compare these cars with the luxury features on a moderately priced Accord and Taurus, and can see any flaws in the near-luxury cars which indicate compromise such as afour cylinder engine or manual controls where electronic controls are expected. Honda's marketing people have looked at American buyers and see the new profile of a customer who is sophisticated but is also looking at price in today's more fugal environment for purchases, as the buyer they are targeting. But they will have to be careful as this category bumps up against the moderately priced cars that have some luxury features and are competitively priced to attract buyers.

Chnages to Mexico's labor laws passed in Congress and to be signed by president Calderon include companies having to pay only one year of back wages to laidoff workers for lawsuits on unfair dismissals. The law also formalized part-time work and temproary training contracts. The effort is likely to foster greater formalization of the workforce and push fewer workers into the underground economy. About 29% of Mexican workers are in the underground economy, where worker protections and legal benefits are lacking. Also made part of the law an yearly audit of union finances and election by secret ballot for unions. Mexico's large public sectors form a core base for support of the newly elected PRI government.

"If you look at the major buyers of Russian oil and gas you will find most of them are in Europe. Reorganizing a large and ineffective sales force at H-P is one of the biggest challenges facing new CEO Mark Hurd, who took the job in 2005. Under CEO Carly Fiorina the situation had deteriorated. The H-P sales force has become a large bureaucracy which takes much longer to get things done, with the added problems of duplication, redundant layers of management, delays getting approvals and so on. Corporate customers had difficulty reaching salespeople, and getting simple tasks done such as price quotes or getting a sample product took way too long for customers. Salespeople spent only 30% of their time in front of customers, with the bulk of their time spent navigating the large H-P bureaucracy to get things done. Out of 17000 salespeople only 10000 sell to customers, 7000 or 40% are in support or administrative positions. Four people from different groups can be found chasing the same customer, and different quotes from different salespeople cause duplication and confusion. H-P corporate salespeople did not specialize in any particular product area. And salespeople used 30 different types of software to track sales because of years of acquisitions, including the acquisition of Compaq. There are 11 layers of managers between the CEO and corporate customers. Hurd's solution was to organize the sales force so that it was responsible for specific products and specific countries, similiar to the situation he had seen at his previous company NCR. Responsibility and authority for decisionmaking were matched and clearly assigned. Each salesperson had a narrower focus and was to be limited to 3 accounts. H-P's 2000 corporate accounts would have just one salesperson to interface with. Sales would only use one type of software from Oracle Corporation. Changing an organization the size of H-P is a slow process. A year after these changes, the VP of Information Technology at Lear Corporation, says he still does not know who has been assigned as the salesperson for Lear. He has not seen much change in H-P sales. Hurd also reduced the number of employees by 10%, or about 14,500 people. After these layoffs the layers of management have been cut from eleven to eight between Hurd and the corporate customer, still too big a set of layers. ...

New rules by the Government Accounting Standards Board (GASB) and Moody's would show U.S. public pension funds as about 57% funded instead of 75% funded under earlier rules. This will open up an even wider gap in how much they have in the funds and their promises to retirees to about an estimated $2.2 trillion. This puts pressure on state and local governments to either reduce benefits for new hires, have workers increase contributions, or set aside more money from the budget. Local governments face the risk of credit downgrades and higher borrowing costs if no action is taken and finances are worsening. An example is Illinois retired teachers who earn annual pensions of about $46,000 on average, and do not participate in Social Security under state opt-out. Even under old accounting rules this pension fund had $37 billion of assets and $81 in future liabilities. Under the new rules the unfunded liabilities could jump to 83% by one estimate, from over 50%.

David Brooks who has covered Joe Biden for decades from his time in the U.S. Senate to Vice President under president Obama, says he comes not from an elite tradition of Democrats such as Adlai Stevenson, but that of Harry Truman, for and of the common man- the "average Joe" in American slang.  Strengths Brooks finds in Joe Biden are his emotional transparency, knowing at any time in interactions what Biden is thinking and feeling. The candour in his conversations. Biden is also like Truman in how spirited he is in defending the common man and his interests in the true Democratic tradition of being for the working class and ordinary people, something lost in recent years. Having lost his wife and daughter in a traffic accident when he was first elected to the Senate, also gives Joe Biden a sense of how it feels to go through this experience. He later lost a son to cancer.  Biden is now the front runner for president. Like Truman Biden has faced criticism for speaking his mind, sometimes awkwardly. Yet as David Brooks points out Biden brings some of the qualities of a Harry Truman, at a time when the mood of the nation has changed and the Democratic Party is returning to its roots fighting for the common man. Harry Truman is thought of highly as American president because of the qualities of simplicity, courage, tenacity, and hard work that he brought to the presidency during the war and during the recovery after 1945. Few people are aware of the fact that Harry Truman returned to the small town of Independence, Missouri, after retiring, at a time when there was no presidential pension, and lived a simple life accepting no favors, without any of the trappings of a former president. ...

Amy Goldstein spends time in Janesville, Wisconsin, in U.S. vice presidential candidate Paul Ryan's congressional district, and talks to local people to give a glimpse of life in Janesville after the closing of the GM plant and the 2008 financial crisis. She looks at the effects of long-term unemployment and cuts in services in communities such as Janesville as a public policy scholar at the Woodrow Wilson International Center for Scholars, while on leave from the national staff of the Washington Post. Ryan was first elected to the U.S. Congress in 1998, about a decade before the closing of the GM plant, and has been reelected to Congress each time for 7 consecutive terms. Goldstein says Janesville is typical of the communities across America that have suffered job losses- the loss of more jobs in manufacturing than any other sector, a greater impact of job loss for men than women, and a large impact on people who had less education but well paid jobs. As shown by the recent settlement for a Caterpillar plant in Joliet, Illinois, and across the U.S. manufacturing landscape, older workers who enjoyed higher wages are retiring with newer workers coming in at a lower wage, which is improving U.S. manufacturing competitiveness but also increasing the importance of education for higher paying jobs....

Stress test performed by the consulting firms of Oliver Wyman and Roland Berger used data as of Dec 31, 2011, and a scenario of a 6.5% decline in GDP and a 26.4% fall in housing prices by 2014. An international panel of experts from the Bank of Spain, the Spanish government, the ECB, the IMF, the European Banking Authority and the EC was formed to oversee the consultancies report. A separate more detailed audit of 14 individual banks will be made by Deloitte Touche, Pricewaterhouse Coopers, Ernst & Young, and KPMG International with results by the end of July. The four banks that need capital injections are Bankia, CatalunyaCaixa, NovaCaixaGalicia and Banco de Valencia. The consultancies estimate was for 51-62 billion euros needed according to Oliver Wyman, and 51.8 billion euros needed according to Roland Berger, for recapitalization of Spanish banks by 2014. The issue now is about any remaining questions about additional losses, and whether rescue funds from the EU fund the EFSF should go directly to the banks as favored by the IMF and the government of Spain. This is because of the stress on yields of Spain's 10 year bonds with rescue money going to the Spanish government at the insistence of German chancellor Merkel....

This report describes the contrast between the National Front under Jean Le Pen and his daughter, Marie Le Pen. Marie took over the party leadership in 2011, and has downplayed her father's more racist ideology, even calling her self Marine dropping her last name. About 22% of French women are expected to vote for Marine, according to Elabe polling agency. In previous elections only 12% of French women had supported Marine's father because of overt racism. Yet recent remarks by Marine about Vichy regime shootings have revived some of the old memories of the National Front among some women. High unemployment and sense of neglect has led to a search for alternatives, and the terrorist incidents in Nice and Paris have added to the momentum for the National Front that calls for tougher measures. The Republican Party candidate Fillon, now has the support of Alain Juppe of Bordeaux, and former president Sarkozy. Fillon is also advocating tougher measures, and it is not clear how many votes would shift from Fillon on the right to Le Pen.  ...

The lack of funds at the end of the primaries and an extreme position on immigration taken to win close primary contests left Romney with serious problems as he entered the fall presidential elections in the U.S. The Obama campaign sensed the weakness, especially that Romney's new fund raising effort would leave him short of campaigning time in key midwestern states and short of funds to match an attack on his Bain Capital record. The attacks in these states in radio and television advertising created voter unease with Romney compared to Obama about caring for people like themselves. Krugman points out that the high growth during Jeb Bush's period as governor of Florida was a result of the housing boom years. When that boom collapsed by 2008 the economy slumped badly. Taken as an average for the boom and slump years Florida's growth rate is slightly below the national average, says Krugman. Economists and other experts say productivity is a key factor for increasing wages and growth, which is a result of factors depending on the use of technology, business investment in productivity, human capital. It is stuck at a low level of 0.4% since 2010, according to economists, and not a factor that is dependent on who is president. During the two terms of president Obama growth was 2.1%, George H.W. Bush 2.0%, George W. Bush 1.6%- making the Bush and Obama years in office similiar in terms of growth. Before 2000 we see higher growth rates under a Republican president Reagan 3.4% and a Democratic president Clinton 3.7%. A significant factor since 2008 is the financial crisis and housing bubble which has in many countries such as Japan and Mexico, and to a lesser extent in the U.S., led to a lost decade....

Juan Manuel Santos, former president of Colombia helped negotiate the peace with the FARC guerilla movement in Colombia. Here he points out the changes in South America that have led to the end of guerilla conflicts. This achievement comes after extended conflicts that affected Peru, Colombia, central American countries Nicaragua, San Salvador, Guatemala, following conflicts in Brazil and Argentina that led to the formation of military dictatorships that fought battles with guerilla movements. This goes back to the Castro movement in Cuba against the dictatorship of Batista, and the Cold War during the Krushchev days of the Soviet Union in the sixties. Much of this has ended, yet Santos draws a conclusion that the Western hemisphere is in peace that ignores the legacy of these conflicts. In many places the drug trade has simply moved to places further north, to destabilize governments in central America. The guerillas have become part of the drug trade as ways to integrate them into society have lagged behind or not worked. As a result life is difficult in central America leading to migration northward, similar to migration to Europe from war torn regions in North Africa. Mexico has continued as a key part of the drug trade affecting rural communities in places previously untouched by drugs such as New Hampshire and places in the northeastern U.S., even after a decade of war against drug trafficking gangs by Mexican president Calderon. It also destabilizes Mexican politics such as the murder of 42 students in Guerrero province for civil activism. It is also destabilizing a major democracy such as the U.S. as Donald Trump has sought support from communities devastated by drugs in the U.S., and sought support for a racist approach to politics. For these reasons the more visible conflicts of North and South America are now replaced with a less visible but no less insidious and dangerous mix in politics that has entered civil life and discourse across the region.  ...

Improvements in birth rate and more immigrants in Germany are making the demographic picture look better in Germany. About 13 million people are expected to reach retirement age in just a few years, according to Prof Enzo Weber, Institute of Employment Research. This means 13 million new pensioners. Birthrate today is about 1.4 children per woman. At this level of birthrate and even a low rate of immigration of 100,000 per year Germany's population of 83 million today would decline over time. Between 1990 and 2008 more people left Germany than came in with a net outflow. Some level of immigration would be the only way to keep the level of people in the workforce of 43 million today to become stable in the future. This would be needed to support the increasing number of pensioners. Yet the general aging of the population is expected to continue. And a high level of immigration in too short a time such as from the Syrian refugee crisis creates other tensions in the social fabric of society. Germany's very homogenous society faces a challenge that goes beyond the politics of the refugee crisis of today. Too many immigrants in too short a time is not the solution, immigration has become too politicized in today's context, good and early integration of immigrants through language and culture training needs to be established. Prof. Weber points out that the influx of immigrants from Southern and Eastern Europe has helped the labor market, and there is no reason that the labor market could not dry up with the number of people retiring soon. Tackling that will involve making family and career life choices easier and enabling flexible work-life choices, increasing retirement age, and some level of healthy immigration. A demographic summit will be held on March 16th in Berlin to look at the problem. ...
