Because of inflation running at 11% in India and the rising wages and the industries it is serving facing finacnail difficulties and cutting IT spending profits growth is not as strong as it used to be. New hurdle for the banks. Floating rate notes which the banks use come due in over the next year or so beginning in September and banks will have to pay off at least $787 billion in floating rate notes and other medium term obligations by the end of 2009 according to analyst at JP Morgan Chase Alex Roever. As banks scramble for funds to pay off these notes they be less willing to make new loans worsening the credit crunch in the USA and Europe.

Some positive signs that drivers are sticking to their new fuel efficient ways even as gas prices drop below $3 a gallon in the USA mindful that the economy just got worse, jobs are shrinking, may be paying less, and the cost of groceries and other things have gone up. This will mean contiued decline in gasoline consumption that should help ease oil prices in the long run even as conservation helps reduce consumption, helps fight climate change, and sends fewer dollars overseas to pay for oil.

Wagoner became President at age 45, CEO at age 48. So you would think that young blood is coming in to GM, but that does not appear to be the case. At the Board level most of the Board members like George Fisher formerly of Motorola, have been around for a long time, and there does not appear to be new blood that would bring in fresh thinking. And serious decisions about investment in developing new technologies to develop fuel efficient cars, like hybrid technologies, electric and other alternative technologies, diesel technology, have been held up for years at General Motors. The way decisions are made on such issues with Board members voicing their opinions more than wrestling seriously with the issues, shows serious shortcomings of management and the Board. At key points of decision making the CEO and key members of his team had not prepared carefully, and Board members did not come up with serious thinking on the problems facing GM. It, appears that the investment in technologies to develop fuel efficient cars much earlier, long before they were finally being addressed in 2006, was a failure of Wagoner's management and of the Board. Management discussed this but continued to be mired in old ways of thinking that continuing with the status quo- cars with existing low fuel efficiency- would not expose GM to illwinds as preferences changed. Its clear from the description here of discussions within GM that the old thinking is quite entrenched at GM, and Wagoner just was not the kind of person who could vigorously articulate a new vision for GM. A couple of things are noteworthy in this account of management indecision at GM. When fuel prices began hurting sales of SUV's and large vehicles in 2005, efforts to get a decision on investments in new technologies for fuel efficiency for the whole product lineup failed at the Board level in an April 2005 meeting. One Board member saying at that meeting, that" do we want to lose another billion dollars in developing new technology for fuel efficient cars." And no one calling him to account that the remark still did not address the point that GM had to respond to the changing market and world oil dynamics, and not just hope for the best, as GM had aggressive competitors, and faced continually diminishing role in the market place for the entire decade of the 1990's. While April 2005 was already at the tail end of the previous era of gas guzzling cars and a decision then would still not have shown a forward looking vision of things, it was not until 10 months later that a decision was reached. And this almost from necessity, as oil prices jumped in 2006 after hurricane Katrina, and by this time President Bush was also calling for higher mandated fuel efficiency standards. The other noteworthy point here is that by making the changes so late in the game, GM had to compress the development cycle for new and some cases unknown technologies into short time frames. If the ingenuity of its engineers comes to its rescue it still faces another hurdle that of cost, because the technologies have to be perfected and improved, so that the costs are low enough for customers, and importantly comparable with what it is costing competitors to make the same fuel efficient technology engine or other part. Which is why one Honda executive remarked, "GM like everyone else is serious about this, because they have to be, but how many of their hybrids and how many Volts will they sell? Their technology is very expensive." Even if GM develops the Volt electric car by 2010, GM will need a whole range of fuel efficient technolgies to power its large product lineup. Its just to hard to avoid the conclusion that this is going to prove costly. All the dragging of feet and indecision, and failure to prepare GM for a different world in case something drastically different from what was expected happened, will prove very costly especially considering how aggressive and well financed some of the Japanese and German competitors are. It also hard to avoid the conclusion that there is too much bureaucracy at the large auto companies, and getting new blood and new ideas and fresh thinking is tough in a place where everybody agrees with everybody else, and there is uniformity of thinking. This makes it difficult for any original or wayward types to thrive. These bureaucracies look up to the top for direction. Initiative is discouraged on one hand, and at the same time even if a new direction is taken at the top. a lot of resistance can be expected to implementing it throughout the company without persistent persuasion and reminder of new facts and realities. This is true for both Wagoner and Mullaly as they face the skepticism of subordinates to new direction. Mullaly for instance has to remind his managers that large vehicles are only a small percentage of the entire global market, and if Toyota is making money in small cars so can Ford. See the link to this. Is Toyota immune from bureaucracy type behaviour throughout the company? Not really, Toyota's chairman emeritus came out of retirement in fact and went out of the way to caution its CEO and management about their complacency a year or so before. Shoichiro Toyoda personally intervened to caution against too much expansion in the US and climbing wage costs, and other risks they perceived such as the company managers in the USA appearing to be resting on their laurels. See the link to this. A lot of discussion is probably going on within these companies about the present state of affairs, and considerable anxiety for what the future will bring. It may be useful to ask the question is there something that makes it difficult for once successful organizations -now with entrenched bureaucracy and set ways -to put forward leaders with vision and foresight, till it becomes very late? The vision and foresight about where their markets and the world is heading, and the ability to move their organizations in that direction. Or to break out of old patterns of behaviour and thinking....

The failure of the MF Global Board of Directors to question the huge bets on European sovereign bonds taken by Jon Corzine. This board had members with sophisticated knowledge of financial markets. Then why did it act passively, asks Davidoff. Boards have some of the same blinkers that the CEO has, and may have been led to believe that this was a good course of action. Failure of boards of directors in recent times include a long list- Lehman Brothers, GM, H-P, Toyota, most recently Olympus, and others. In some cases as with Corzine and the head of Lehman, one sees a headstrong executive with a history of success, in others as at GM and Toyota the Board is stacked with members selected by or favorable to voting with the CEO. And at H-P or Olympus, an inside group that runs things the way they see fit. Most boards of this type are highly insulated from outside opinion, and highly confirmed in the correctness of their own opinion even when the situation has dangerously deteriorated.

Shamil Shams interview with Shakuntala Banaji, expert on media and communication at the London School of Economics, on the general election in Britain. Banaji says there has been persistent negative coverage given to Jeremy Corbyn of the Labor Party for the last two years. A lot of hard work has been done by Labor MP's, Labor activists, volunteers, to get the Labor message across. Corbyn is seen as giving a calm composed performance in the face of hostile media and audience, including the televised interview in which he talked of real issues facing ordinary British people. One of the ways Corbyn has softened the media distorted image of him is by acting calmly under pressure and not taking on an autocratic style. This was best seen on the day he first handed out the Labor party manifesto with the focus on the message- for the many, not the few. Some of the coverage of Corbyn is described here as being improper and unacceptable.

This NYT editorial brings up the 14-19% tax proposed by U.S. president Obama for overseas profits of U.S. companies. The 5.25% tax in 2005 under the Bush administration for repatriation of about $300 billion did not result in a positive experience says NYT, as most of the money went into dividend payments, share buybacks, and severance for laid off employees. It led to a new surge in unrepatriated profits in the expectation of another tax holiday of this type. A Senate investigation in 2013 showed Apple has $100 billion in Ireland with no tax paid on much of this amount, as cited here. The NYT says Apple shows arrogance in thinking the EU Commission which has taken up cases on tax avoidance of Fiat, Starbucks, Amazon, BASF, would not look at Apple in Ireland. It calls tax deferral on overseas profits as the root of the problem, as it allowed companies initially to look at investment opportunities, but now simply to stash the money abroad till some better tax arrangement can be achieved with U.S. Treasury. The Obama administration proposal was to immediately tax existing profits at 14%, whether repatriated or not, and thereafter at 19% on profits moved offshore. The NYT is in favor of ending corporate tax deferral altogether, and applying taxes on profits in the same year they are made.  ...

Greenspan testifes before the House Oversight Committee headed by Congressman Henry Waxman (D., California). Congressmen read back quotations from Greenspan where he talked about the resilience and efficiency of American free markets and defended derivatives and complex financial instruments. Some referred to the comments he made saying that housing markets would not collapse and the worst may well be over. Almost by 10 to 1 the readers responding to a WSJ poll say Greenspan was responsible for easy money for most of the decade and his lack of the most elementary safeguards for the economy instead defending derivatives and complex financial instruments, and considering the bubble in house prices as not the Fed's concern. Many used expletives deleted or the words "clowns" or "illiterates" for Greenspan and associates at Treasury. A congresswoman from Minnesota asked pointed questions about state effforts to stop predatory lending that were nixed by the federal authorites under Greenspan and Treasury's watch. She thensuggested that they the stewards of the economy try pragmatism and commonsense for policy decisions. Describing the present crisis he seemed so out of touch that when asked about rising foreclosures and need to stabilize home prices, he still was trapped in his libertarian ideology and impulses. He said transfer payments should be tried instead as modifying the mortgages would not be good in the long run when markets return to normal. He said this crisis has still some months to go. In these observations he showed that he has still not grasped the full extent of the crisis, as a realistic assessment of the economy suggests that the economic downturn has not really hit in terms of unemployment and drops in consumption, which will hit in 2009 and 2010 and years beyond. He looked old and worn out showing every bit of his 81 years, which begs the question how could he have been chairman for 17 years till he was nearly 80, as he was still Fed chairman just 2 years ago. There are term limits for mayors, and for President, how is it that there are no term limits for Fed chairman? Should'nt the Clinton administration or the Bush administration have made a new appointment to get fresh blood, fresh thinking, just as corporations do. Wells Fargo chairman Kovacevich is supposed to retire, even though he has good skills for accomplishing the merger of Wachovia having done this for Norwest. Bloomberg is fighting the term limits to stay on for another term and will need a special vote. Doesn't senility hit the best of us, and isn't there an age when people should have to retire from these positions, long before they get close to 80. An assessment of Greenspan watching him over the years would show that he loved data and data analysis, and trusted data as almost carrying infallible weight. As most of the data he looked at was for the postwar expansion of the USA economy, he saw as he himself testified this week data that showed the economy with small setbacks to be sure but on a constant upward trend. The way down he said in response to a question the data looks completely different, with fear and lack of trust and other things making this pattern have no relationship whatsoever with the way up. Greenspan and the nation's misfortune maybe that for too long the country's political leaders trusted over two decades a man who did not have the healthy skepticism of data even when it appeared to reflect certainty, and did not have the healthy impulses for safety and safeguards that surpass all ideological thinking, and a respect for basic ethics and common sense that goes beyond everything and puts it above everything else. This is a misfortune because these are qualities required for good leadership especially leadership entrusted with such huge responsibilities which can never be taken lightly. ...

Karen Carney played for England that night in Helsinki in 2009 when Germany won 6-2. She recalls that night and how the German team seemed better prepared. Now she says it is level ground as women players in Britain are getting better opportunities to play as professionals and treated that much better, not required to train at the park or go to the gym on their own time. 

Jill Scott she says is amazing for her longevity and her humility as the only player who is still playing from that night in Helsinki. She would tell any player to learn from Jill's work ethic and the hard work she put in to better herself and learn. 

Karen says Sarina Weigman is very special as the female coach, she would love to play for Wiegman, that she is inspiring. She sees this event at Wembley as really special for women's soccer.

She points to this concept called "mattering" in sociology, that is important in helping children build resilience. It begins with the parent showing that the child matters and is important, and creating a nurturing environment where the child feels that she is important for the world around her, that she matters, and that people care for him or her, and also rely on the child. Children feel emotions while growing up and in daily interactions at school and social life, and this includes negative emotions that can bring them down. It is important to have these coping skills and feel strong at that time to deal with these emotions and situations that give rise to a range of emotions, some even with destructive tendencies. The coping also includes keeping memories of the missing parent alive through videos and audio with memories of the missing parent.

Zhou Xiaochuan, is head of the People's Bank of China since 2002. For a long time Zhou has tried to convince party leaders in China to make financial sector changes. The new leadership of Jinping-Li Keqiang has now adopted most of the road map and priorities drawn up by Xiaochuan. The first is bank deposit insurance, which would especially protect small depositors and provide a basis for new private banks to compete with large state owned banks, creating competition in the financial sector. By supporting creation of privately owned banks impetus could be given to loans to the private sector to rebalance the economy away from state owned banks and state owned enterprises. This is a key goal in the road map drawn up by the think tank Development Research Center (DRC) which has the backing of premier Li Keqiang. Competition from new private banks would let banks compete to offer higher rates to depositors, another goal. In a September article for the Communist Party Seeking Truth magazine, Zhou pointed out the pressing need for " supporting private capital to set up private banks and guide them to position themselves in serving small and micro companies." These new companies especially in tech and information technology fields can be the new drivers for growth in the future as the burst of infrastructure building generated growth slows down. The one area Zhou faces resistance is his idea of opening up China to foreign capital inflows and outflows. Here critics,including younger economists, say this protected China in the Asian financial markets crisis of 1997, and would protect China in the event it faces outflows of the type that are happening in India in 2013 after the U.S. Fed's plan to withdraw from its quantitative easing. Xiaochuan sees the flow of foreign capital as another way for capital to flow to new private companies and balance away from the state owned enterprises, and for China's savers to be able to obtain more attractive returns. Zhou says his plan would include the option for China to reintroduce capial controls in a crisis. As China's debt to GDP ratio is set on a trajectory to approach the levels reached in Japan before its banking crisis there is greater awareness from party leaders about the need for prudence. Xiaochuan has worked with party leader Jinping's key economic advisor Liu He for years, and has the support of He and Jinping for introducing deposit insurance as a top priority. President Jinping and Premier Li Keqiang see the need for Xiaochuan's experience and foresight "as a talent who can be counted on," as the sense of importance of changing the economic structure has deepened in 2013. Mandatory retirement for Xiaochuan at 65 was set aside to give him a third five year term, and his road map long ignored by former premier Wen Biao, is now at the top of China's agenda. ...

A good account of the history and weaknesses of the Amtrak based system of rail service in the USA. Questions abound about the queer situation where you find rail popular in Europe and so not prevalent and scarce in the USA. How efficient is Amtrak's rail service in conserving energy? Amtrak uses electricity made from coal, it uses 17% less fuel than a passenger car and 32% less than a airline airplane according to the Oak Ridge National Laboratory. Is this based on new fuel efficient locomotives? No the locomotives are old and Amtrak equipment is aging, so much more fuel efficiency gains could probably be made with new technology and investment. Rail service is coming out of a 40 year period of neglect, and Amtrak itself was probably created to put in one place and hold together a dwindling service, as the passenger services of freight railroads were consolidated to create Amtrak in 1970 by the federal government after the interstate highway system built during the postwar Eishenhower years led to a boom in car travel and the spread of housing to spread out suburbs. At the time private operation was not a consideration as Amtrak itself was a rescue operation to preserve some semblence of rail service before it died out. Now with fresh incentive to do mass transit the whole question being posed is whether private operators should be brought in and would do a better job than Amtrak. Today Amtrak has in all 632 usable rail cars an astonishingly small number, its Amfleet cars are 30 years old, and the Acela trains are 8 years old. In all it carried 25 million passengers last year and in 2008 probably will get to 27 million. Many of these are on long haul routes and where passengers can get to small towns where there is no plane service. Its labor contracts require it to keep these routes. So its a peculiar Amtrak that exists today as a result of historical events and shift to road travel, and it may not be the best vehicle to move the USA towards greater use of mass transit to conserve energy, as its slow to change and takes years to introduce new technology and is not spread out evenly over short and long haul routes. The customer service suffered all these years with no competiton and competition may be healthy for better technology, better service and service on new routes. The UK rail service from London to different parts of the country has been privatised for instance. Better technology and fast service are essential to attract new customers and this is an area in which Europe has made significant progress. At this point even with federal money Amtrak would take years to get new technology from the current manner of writing specification for bids, picking a vendor and waiting for delivery especially as vendors have dwindled because of the lack of demand in prior years....

The biggest part of oil use in the USA is in transportation and this is where the savings have to come from. Americans were driving twice as many miles a day as they did in the last oil crisis in 1979. So a lot of the savings are to be expected in fewer miles driven as prices rise. The other saving will have to come from more efficient cars with better fuel efficiency and use of alternative fuels. Americans consumed 9.1 million barrels a day of gsoline in April 2008, two million barrels a day more than in April 1979. In 1979 of every 100 barrels of oil produced globally 29 wnet into American transportation, homes and power plants. This figure is only slightly down to 24 barrels so there is much room for significant reduction in a world economy where new technology can be accessed and the Japanese model for conservation shows further gains have already been made in other countries. So Chinese and Indian demand and demand in other newly developing countries will play a part but the US and Europe by showing the way in new technologies that can be adapted for use to reduce overall emissions and to get more out of each barrel of oil would find that these technologies are attractive to China and India in stretching a limited resource for increasing numbers of users in large demographics. Hong and Inman describe the deep experience in capital markets that Hong Kong has and Shanghai lacks, which China needs for further development. Even before the handover capital markets in Hong Kong have helped China, and many of China's largest companies have listings in Hong Kong. Hong is also the laboratory for China to make financial innovations for the last three decades, because of capital account controls on the mainland. A bad bank Cinda Asset management Company only recently raised $2.5 billion for buying non-performing loans from Chinese banks. Hong Kong's separate status within China, its Briain based legal system which has credibility in the international community, the rule of law, independent judiciary and independent police are critical to how it developed into an international financial hub for Asia. Any crackdown on protestors would disturb this arrangement. As China has already promised universal suffrage in 2017- which implies free elections not limited by restricted nominations as is now proposed in a change in 2014- and the Basic Law passed before the handover by Britain in 1997 also ensuring this, any retraction is only going back on past promises. A crackdown would create fears about Hong Kong's future autonomy for international financial institutions, and the bad publicity for China would affect Hong Kong and China adversely. ...
