President Obama tells Hispanic high school students he supports a bipartisan plan for immigration reform from Senators Graham, McCain, Rubio, and Schumer. A critical part of the plan and the President's plan is a pathway to citizenship for 11 million illegal immigrants. Obama wants to see a pathway "from the outset," senators say this should happen after stricter enforcement requirements are met. If the senators do not move ahead with this plan the White House will put forward his own plan.

Al Shater talks to the WSJ's Kaminski on his plans for Egypt and his demands for reinstatement of the elected parliament, the newly elected president of Egypt Mohammed Morsi taking that position, and the military backing off from its decree of unlimited powers over the president and parliament. He says he does not want a collision with the military and prefers to achieve the goals over three or four years, feels the military betrayed them, and admits to having too many disagreements with other pro-democracy groups in Egypt. His new emphasis is on a broad based effort and national accord to bring democracy and the rule of law in Egypt. Al Shater is a new breed of Muslim Brotherhood leaders in that he is a businessman having made money in furniture, software and other businesses, and at the same time a devout Muslim who spent years in Saudi Arabia. An interesting fact about the Muslim Brotherhood is that many of the leaders are academics, engineers and doctors or businesspersons, yet devout Muslims....

The Obama administration's proposed budget for fiscal 2013- for the year beginning Oct. 1, 2012- shows the budget deficit for the year at over $1 trillion. It shows new revenue of $1.7 trillion over 10 years mostly from ending the Bush period tax cuts on families earning more than $250,000 a year, restoring the estate tax to the 2009 level and limiting subsidies for oil and gas companies. It proposes raising the tax rate on dividends from 15% to as much as 39.6%, for households earning more than $250,000 a year. This measure is expected to generate $206 billion over 10 years. The budget also offers "principles" for future tax reform by proposing the Buffett rule replace the Alternative Minimum Tax (AMT). The AMT was not indexed for inflation so it has the weakness of putting more middle class taxpayers into AMT, leading to temporary solutions by Congress. The Buffett rule would have people earning more than $1 million pay a tax rate of at least 30%. Many wealthy Americans like Mitt Romney paid lower taxes using deductions to lower tax rates- Romney's tax disclosures show he paid effective tax rate of 14%. The White House says the budget will reduce the deficit by $3 trillion over 10 years through the new taxes, and small changes to Medicare and Medicaid and other spending cuts. This is in addition to the $1 trillion in spending cuts agreed to in a deficit reduction agreement in 2011 between Democrats and Republicans in Congress. The budget proposal proposes investment in education and transportation projects of $137 billion, and continuing through Dec. 2012, a tax break for businesses to increase investment. It includes mandatory spending of $2.7 billion for new community college programs, $6 billion to modernize schools, and $1.8 billion to make homes more energy efficient. It also increases the resources of the Securities and Exchange Commission and the CFTC (two agencies overseeing the banks), $26 million for a new Interagency Trade Enforcement Center to counter unfair trade practices, and cuts U.S. postal delivery to 5 days a week. The result is a program designed to be balanced in terms of economic fairness, making modest investments in the future for education and energy, continuing policies to stimulate growth, and extending the date for bringing the deficit under control to 2018 instead of 2014 as planned earlier....

This response by experts on transatlantic relations rejects the other view expressed in Zeit Online that the U.S. under Trump remains estranged from Germany and the EU. These experts from the American Institute for German Contemporary Studies, American German Council, and Centers at John Hopkins and Georgetown for German Studies, reject the view that the Trump administration and Germany are that far apart on many issues as it appears from media coverage.  Foremost it points out that civil society relations are sound and growing. About 50 million Americans trace their descent to Germany, including president Trump, much larger to over half the U.S. population considering European descent. Much larger is the sense of a culturally shared future with the European Union, with the nations of Europe including Germany, France, Italy, Spain, the nations of Eastern Europe, and Britain. The civil society relationships run deep in a way that is hardly affected by the Trump administration. Within the Trump administration the policies to Europe these experts remind the reader, are determined by the "adults" in the administration, who are senior members of the administration. This is a crucial point as Trump administration policy is not determined by the president's liking for tweets as much as by senior cabinet members Tillerson at the State Department, Gen. Mattis at Defense, Kelly at the White House, and senior members of Congress including Senators Corker and other senior committee members. This is why Republican Senator Kay Hutchinson was chosen as Ambassador to NATO. It should be noted in this context of German-EU relations in president Trump's first year that there was a period of German disillusionment with president Obama, exacerbated by the NSA spying on German chancellor Merkel and on the EU delegation to the UN, with president Obama's failure to offer any apology. Relations recovered from that low point. No one suggested that there be a German led decoupling of the EU with America at that low point, or at another low point in German-U.S. relations with the setup of American Pershing II nuclear missiles on German soil under the Reagan administration when there were large scale protests.  The American view that the U.S. should not have to shoulder major responsibilities for defense and foreign relations by itself is not new say these experts, and goes back to earlier administrations before Trump.  The experts argue for an active role by Germany with its partners in Europe for defense and foreign relations, which should not be seen as a result of U.S. pressure, only responding to the situation as it has evolved upto this time. Views on immigration are also changing with effort by the EU and Germany, France, to reduce immigration from the source countries in Africa, and the changing perceptions about uncontrolled immigration in Germany and France, say the authors. A coordinated policy towards Russia  is seen as not having changed. And much as a reset in relations was advocated by Obama in the first year of his first term, the current policy of the Trump administration to work with Russia to lower tensions can be seen in the same way say these experts, and not as a fundamental shift in American policy. The deep relationship of Germany and the EU with China is another positive aspect that will also help the U.S. in framing its own policies towards China. The German-American relationship, and the European Union relationship with the U.S.  is seen as basic to the values and interests of the U.S. and Europe. This relationship is too deep and supported by civil society and Congress, the Republican Party, and the Democratic Party, by large trade relationships, to be affected by temporary differences under any one administration. Even these differences are part of a larger debate that is part of dialogue on issues in a democratic society, sometimes raucous and loud, and could be welcomed and carefully channelled in constructive ways.     ...

The director of research at one of two cybersecurity companies that monitors disinformation used by the Senate Intelligence Committee to analyze and give reports on the Russian disinformation activities 2014-2017, shares her conclusions. Information from Facebook, Google and Twitter was turned over to the U.S. Senate Intelligence Committee, which in turn handed it over to the two cybersecurity companies for analysis and reports. The Russian disinformation activities have continued in 2018, according to DeResta. The domestic propagandists and actors have taken these methods and used it to target sub groups, expanding the scope of these activities. The advertising related segmentation provided by these companies gives a ready made tool to easily target subgroups in the U.S. population. The viral activity arising from this means the message is carried over to other groups. As a result many groups are affected, affecting how democracy works through vigorous, yet intelligent debate. Explicit bias happens in election campaigns yet this is not spread through anonymous sources that are not identified and whose interests are known, as in disinformation efforts in a medium that spreads information quickly and without any depth whatsoever. For some minority subgroups the effects as ubiquitous, says the report. This report concludes that it is the responsibility of government, private organizations and individuals, and the tech companies combined to tackle this, as tech companies do not have the resources to deal with it. Its not enough to adjust how you sell advertising as tech companies are doing, says the report. The whole ecosystem of information is being compromised in multiple and still not fully understood ways, making it essential that a comprehensive solution with multiple combined efforts address it effectively. ...

Some manufacturing towns have done worse than others during this period of a surge in Chinese imports. Dunn, North Carolina is one of these towns. It is 40 miles south of Raleigh. In the 10 counties clustered around Raleigh factory employment declined by 40% between 1990 and 2007. Per capita cost of government payments for benefits such as unemployment insurance, food stamps, increased by 74%. Cleveland by contrast was relatively insulated and adapted to the imports by moving into areas of manufacturing that required more technology and complexity. Autor and Hanson studied 722 county clusters throughout the U.S. to discern the impact of the surge in imports and free trade.

The situation in 2010 in Monterrey, Mexico's third largest city after Mexico City and Guadalajara, which produces 10% of the country's economic output. Many Americans and affluent Mexicans are leaving Monterrey as two drug gangs the Zetas and the Gulf cartel launch a war in the city. Even the U.S. consulate is taking steps to move out children from the city. Long term resident expatriates are also leaving. Many leave for Texas. Local police forces are corrupted and this leaves the drug gangs free to roam in the city especially after 10 pm and often in broad daylight. So many executives from Cemex, headquartered in Monterrey, are leaving the city that CEO Zambrano is calling those leaving "cowards."

Defense spending under the new Obama 2012-2013 budget for the fiscal year starting Oct. 1, 2012, is $525 billion, and an additional $88 billion for Afghanistan. This is $6 billon below the $531 billion budget for the 2011-2012 budget of $531 billion approved by Congress, $22 billion less than the Obama administration's proposed budget. An additional $115.1 billion was for Afghanistan. In a move to bring financial discipline to additional appropriations for foreign conflicts, the Obama administration is proposing in the 2012-2013 budget proposal a limit to "overseas contingency operations" appropriations. The total proposed is $450 billion for fiscal 2013 to 2021.

Frederick Harris of Columbia University says there is a price to be paid for a black president and it may just be too much for the average black person. There is a difference betwen symbols and substance, betwen a role model and accountability in a representative democracy, which is sadly lacking when the black elites, clergy and politicians fail to debate the issues about the problems facing the black community. Problems related to the increasing poverty among black Americans, and the 14% unemployment for black people. There is he says a strange reticience among the black elite to hold the president accountable on these issues just as they would have done for any Democratic president, even one who was as popular with blacks as Mr. Clinton. He says the experience with Obama is not even remotely comparable to the transformative nature of the work of Rev. Martin Luther King in the black community. It may stem from Obama's multiracial background, growing up in many countries, his elite education and being part of a liberal elite more than of the black community. The price is too high in economic and social terms for the poor or average black person and it has created a divide between the average black person and the black elite, with different concerns and different priorities. Harris points out that poor and poverty are words not mentioned often by Obama. Related to this is the foreclosure crisis in which ordinary black people were hardest hit with no effective help from the president to homeowners badly needing relief. Sheila Bair of the FDIC and Martin Feldstein advocated aggressive help for homeowners under water which did not come from the president. Showing not just the limits of a black presidency, but false hopes, inexperience and lack of leadership in issues that mattered to all Americans in the housing and foreclosure crisis. A populist from Kansas, as Sheila Bair describes herself, had the right instincts and courage of convictions which the president lacked and the entire country needed....

In Bagour, Egypt, in the crowded Nile delta, the old order was represented by Kamal-al-Shazli, a member of Parliament from the ruling party for 46 years. This means he entered Parliament in 1964, eight years after the Suez Crisis of 1956, when Egypt under a young military officer Gamal Abdel Nasser confronted the British and the French over the Suez Canal. Only the slogans of the anti-colonialism days, the days of hope of improving the living conditions of the people, remain. Everything else has stayed much the same for the vast majority of people. Now the task of changing things requires people to think for themselves and learn to work together to guide their own affairs under a democratic system of government and free expression. And this is quite different from the system in place for over 50 years, just as happened in the old Soviet Union. The old system was held together through a patronage system, bribes, enforced by the ruling party and its state security, and one in which individuals had to trust in the state to do their thinking for them about running the country....

The 2010 census reveals significant changes in the population mix in the U.S. The number of Hispanic people increased significantly, especially so in the under 18 age group. The Hispanic population went up by 43%, increasing to 50.5 million in 2010, compared to 35.3 million in 2000. Overall Hispanics make up 16% of the U.S. population of 308.7 million. One of the striking facts in the change is that children under age of 18 make up one third of the Hispanic population compared to one fifth for the white population. Texas by itself added 979,000 people under age 18, with 931,000 being Hispanic. 92% of the population growth since 2000-of 25.1 million- came from minorities of all kinds. And mixed race is another major category with nine million people. Asian American population also increased, especially in major cities such as San Francisco, San Jose and New York. Overall 63.7% of people identified as white, 16.3% as Hispanic, 12.2% as black, 4.7% as Asian, 0.7% as American Indian or Alaska natives. New York and Washington saw black populations decline. Detroit dropped out of the top ten cities replaced by San Jose. Chicago's population declined, New York's went up by 2% to 8.2 million people. ...
