Disunion follows the civil war as it unfolded. This piece is on President James Buchanan's ineffectiveness in the face of southern secessionists. He was known asthe "Old Public Functionary," and sought another compromise to settle the issue of slavery and secession. The issues between free-states and slave-states was settled several times after independence through compromise, most notably when Missouri joined the union, known as the Missouri Compromise of 1820-21. Another compromise followed in 1850 over the spread of slavery to territories conquered from Mexico. Buchanan's efforts were directed at reaching keeping the Democratic party's southern and northern wings together, and keeping the peace with the southern secession prone states. In the end he was despised by most of the country, and not seen as being in control by the northern Republicans. He allowed the handing of deep south federal forts to southern states.

The quality of training, the active participation of industry and manufacturing in the training, the setup of vocational training of high quality in schools, has to be the focus of new efforts. Lack of results in meeting the needs of unemployed young people, is also because of the lack of growth in the industrial sector. For this to happen getting rid of the problems of non-performing loans has to be speeded up, partly through recapitalization of banks, and partly through other methods.

This report by Goodman in the NYT shows that the ANC has lost most of the moral authority it had under Mandela. After 9 years under president Zuma, and after the term of his predecessor Mr. Mbeki from 1999-2008, South Africa remains stuck with stagnant economy, and about two thirds of young people in the townships being jobless. The challenge is how to change the economy to where growth is generated and benefits go to a broader section of the population. Problems the new president Ramaphosa faces are how to change the protections given to conglomerates that dominated the economy under Apatheid, and the patronage network that evolved with the ANC in the post Apartheid era. Growth performance of the South African economy is dismal. According to the World Bank the South African economy in 2016 was about the size of the economy in 2009. Many warnings about the economy and the operation of the state run electric utility appeared during Mr. Zuma's presidency, including one by former president De Klerk. Growth in 2018 is expected to be only about 1.1%. The economic gains by the largely black population have suffered with lack of growth and mismanagement of the economy. Official unemployment is at 27%, with about two thirds of the young people in the townships being jobless.  ...

The battle of Dien Bien Phu has another significance as looking back it was not the cold war conflict with the soviets but a struggle for freedom and independence from French colonial rule. The conflict cast a shadow over the Kennedy administration, and after John Kennedy lost his life in Dallas, led to a loss of Kennedy's vision of the New Frontier, ideas that were lost for 4 decades of mediocre or inexperienced leaders from Nixon to Clinton, Bush and Obama and Trump that embroiled America in distant wars and wasted resources needed at home for infrastructure and needs of the people. FR24 looks back at the Battle of Dien Bien Phu 1954, that gave Vietnam freedom from colonial rule and independence. The French ended their rule and Vietnam was divided into 2 states. The US was drawn into the struggle by support and advisers to the new government in the South. Just 6 months after Dien Bien Phu the French were faced with another conflict with the Algerian war of independence that went on till 1962. In the South Vietnam situation it happened in the backdrop of the struggle of the US with the Soviet Union and the People's Republic founded by Mao in 1949, called the Cold War. In 1956 Soviet tanks rolled into Budapest to crush the Hungarian revolution. It is in this context that president Kennedy was pulled into the conflict of North and South Vietnam. Would Kennedy in a second term have handled it differently than Lyndon Johnson who with the Tonkin resolution had America drawn into the conflict left behind by the colonial French power. It is possible Kennedy would have handled it by consulting Congress and the people and looked for solutions outside Cold War conflict. The result and the end of Kennedy's term led to the vision of the New Frontier and Kennedy's imaginative leadership being forgotten with a series of mediocre presidents Nixon, Carter, Reagan, Clinton, Bush, Obama and Trump for three decades leaving America into expanded wars in Cambodia, Star Wars competition wit the Soviets, Iraq, Afghanistan and wasted America's resources, neglecting its infrastructure and needs of its people in health and education. ...

About 18 million people are affected by student loan repayments out of 47 million borrowers and $1.6 trillion in loans outstanding. The move to restart student loan payments affects the good credit ratings of about 2.4 million young people who will now have less access to credit and have to pay more for loans. The states that are poorest are affected the most. The students who did no complete their degrees are hit hard, so are the students who have the least resources to pay.

This will affect the US economy and lower purchases with student loan payments of $3 billion a month to bring the GDP down by 0.1% or more. Another 8 million people under Biden SAVE program may be added to begin payment next year.

The small segment of society in Pakistan that controls business, has large agricultural holdings, and the politicians in parliament, all benefit from a system in which they pay very little in taxes. These groups draw the maximum benefit from their privileged position. According to a transparency promotion organization in Pakistan, the average member of parliament in Pakistan has net worth of over $900,000 and pays little in taxes. A senior tax offical says the tax revenues in 2009 were the lowest in the country's history. According to Pakistan's tax rules income taxes are owed by anyone making more than $3,488 a year. Analysts estimate that of the 10 million who should be paying taxes only 2.5 million are actually paying taxes. And the tax collection is extremely poor, so that less than 2% of the population of 170 million pay taxes, with tax collection as a percent of GDP among the lowest in the world. Pakistan's laws do not allow questioning of money transferred from abroad, so a lot of money can be channeled to Dubai and brought back into Pakistan. This is important becuase the burden of this falls on the poor, in the appalling quality of infrastructure and public services, and the widening gap in the quality of life of most people in the country compared to the affluent few. ...

Though it would appear that Poilievre is a new face in Canadian politics suddenly leading Justin Trudeau by 29% in some polls for prime minister, he is a young highly experienced Alberta politician since age 25. And is married to Anaida Galindo who immigrated at age 8 in 1995 from Caracas, Venezuela to Montreal. Pierre Poilievre is the adopted son of schoolteachers from Alberta. He was active in politics at the University of Calgary, Alberta, obtaining a BA in international relations and being part of  Reform party that considered the progressive Conservative Party unprincipled. He was elected to the Canadian parliament from Carleton-Nepean in 2004 for Conservative party and in subsequent elections won this seat by over 50% of the vote, becoming the youngest member of the Canadian parliament  at age 25. He was appointed Parliamentary Secretary to a ministry, to the prime minister, and Minister of state for Democratic Reform of the Canadian Senate, during the years  Stephen Harper of the Progressive Conservative Party was prime minister 2005-2015. IKEA is raising the minimum hourly wage by 10% in 2016. From Jan 1, 2016 the minimum hourly wage at its existing U.S. stores will go up from $10.76 an hour to $11.87 an hour. IKEA is working to reduce staff turnover by raising the wages. In 2014 IKEA indicated that it would calculate the minimum wage taking into account local living costs in each market.. Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. Germany's unemployment rate stands at 6.3% in March 2025. The economy weathered a energy crisis with the cutoff of energy supplies from Russia during the term of chancellor Scholz. Infrastructure, child care, was neglected under Merkel and previous administrations as it was in the US under Clinton, Bush and Obama administrations. The 2009 financial crisis, the eurozone debt crisis and the pandemic, Ukraine crisis from 2009 to 2024 have provided headwinds for action to renew Germany till now. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. After the secession of South Carolina in late December 1860, for a brief period New York city's governing body, the Common Council, considered secession to become an independent city state. Pro-independence position was because as an independent city state, similiar to the northern German port cities, New York could keep to itself the tax revenue of $56 million- tariffs on imported goods collected at ports- as two thirds of imports by value passed through New York. The state's merchant class was pro-south, especially as most of the cotton exports passed through New York. New York made 40 cents on every dollar that Europeans paid for cotton from the South. The money came from warehouse fees, shipping, insurance and profits. Cotton helped build most of the mercantile buildings in lower Manhattan and rows of upscale brownstones. Wall street businessmen and The New York Herald newspaper opposed Lincoln's election. The New York Daily News was edited by the mayor's brother, Benjamin Wood, and it warned working class whites about competing with emancipated black labor. New York financiers even threatened to stop buying federal bonds. At which point Horace Greeley, pro-Union publisher of the New York Tribune, urged the Treasury to sell bonds directly to individuals. What changed all this was the firing of the cannon at Fort Sumter on April 12, 1861. Hundreds of thousands of New Yorkers gathered in a patriotic rally in Union Square on April 20. New York quickly declared its support for the Union alongside other Northern states that April. ...

The ruble has declined from 35 to the dollar before the Ukraine crisis and sanctions in 2014 to 86 to the dollar in Jan. 2016. Interest rates were increased to tackle inflation.A key rate was raised to 17% in Dec. 2014, dropping by Jan 2016 to 11%. Inflation was 12.9% in Dec. 2015, the target for 2017 is 4%. The economy has contracted by 3.7% in 2015, and expected to contract by 1% in 2016, according to the IMF. Alexsei Kudrin, former finance minister, expects modest growth in 2017.
