The agreement provides for reducing principal by $17 billion over 3 years for homeowners under water. Diggle points out that $17 billion is a drop compared to what is needed, because 11 million homeowners are now under water on their loans to the amount of $700 billion. The $17 billion is a mere 2.4% of the negative equity of $700 billion.

And the government's plans to sell all of its GM shares this summer at a loss create additional uncertainty about the value of GM stock. A sense that the IPO roadshow for GM last summer may have oversold GM and created expectations that may not be fulfilled.

The pro-independence party of Catalan president Arturo Mas called an election two years ahead of schedule in an effort to increase autonomy for Catalonia in relations with the central government of Spain. He failed in negotiations to reduce the tax burden for Catalonia in relations with the federal government in Madrid. Arturo Mas's party lost seats in the regional election, ending up with 50 seats compared to the 62 seats it held previously in the 135 seat regional parliament in Barcelona. Other pro independence parties gained seats. The left leaning Esquerra Republicana de Catalunya party increased its seats from 10 to 21 seats. The Partido Popular of Spain's premier Rajoy won 19 seats, up one seat from the 18 it held earlier. There is considerable questioning inside Spain about whether this issue should be brought up at a time of 25% unemployment and negotiations with the EU for loans to restore the health of Spain's banking system.

He calls the joblessness- six million Americans out of work for more than 6 months and four million jobless for more than one year- America's overriding problem. Recognizing and being aware of the changes in our minds and thinking  with new waves of coronavirus actually helps us deal with it. This report says that fear or anxiety even if it is pushed to the periphery of consciousness produces a whole range of behavioural, emotional and physiological weirdness that most people have experienced themselves or noticed in others since March of 2020. Even if one gets used to the additional load one carries it still can weigh one down. We all have only this much mental energy, so that the effort required to ignore, repress, or shoulder this load of fear or anxiety reduces one's ability to be creative, connected or productive. By dealing with it constructively one can diminish the impact it has on us. This means being aware of it, acknowledging it and managing it in useful ways.  Experts cited here show that fear masquerades as other emotions including sadness, anger, irritation, or even excessive feel good behaviour. It can also be expressed in intolerant behaviours or hypersensitive. On the other side it could even be expressed in aloofness and being distant, or unfriendly. Fear can also show up in ways that reduce our ability to read social and emotional cues leading to improper or inept exchanges. Physiological changes can include muscle tension and fatigue, headaches, heart irregularities, dry mouth, hair loss, skin problems, and gastrointestinal symptoms. These symptoms are unrelated to pathology say health experts and are normal reactions to feeling threatened over a long period. Different people experience anxiety differently, and most people don't even know that this is what is making you feel this way. Instead of having unproductive exchanges with fear going back and forth one can have calmer, more useful exchanges. One should always ask say health experts- "So how are you and your family coping up in these weird times?" Mindfulness and spiritual ways of dealing with this are very useful. People slow down, calm their minds, and ask "what is going on in my head right now? Where in my body am I putting my tension?" Health experts say neurobiology supports this way of tackling it. Other useful ways are to set some predictable routine in your daily life- helps you think you are still in control of the parts of your life you can control. Thinking of others and helping others is a good way of keeping ourselves sane and healthy. Fear and anxiety may also serve some purpose- the negative emotion can be harnessed to do something positive and meaningful in our life, make changes in our lives for the better by helping others in society who are less fortunate or in difficulty. Just being larger than ourselves makes us feel a lot better day after day, till it becomes a part of us. ...

The head of the Chinese Communist Party's rural policy office, Chen Xiwen, says about 20 million migrant workers or one sixth of a total of about 120 million migrant workers have lost their jobs in the 2008 global financial crisis. About 5-7 million migrants join the workforce each year, and this brings the total to about 25 million migrant workers looking for jobs. This presents a major problem in job losses for China. The government is making every effort to ease the problems of migrants, to retain jobs, talk to migrants to explain the situation, and provide asistance. Ian Johnson and Andrew Batson of the WSJ visit the village of Shuangyao in rural China and talk to migrants there.

Giridharadas cites artists, students, television commentators, and others in Istanbul as he looks at the change in Turkey under prime minister Erdogan. There are he says two Turkeys one secular setup by Kemal Ataturk to modernize Turkey, and the other fostered by Erdogan that looks to its Muslim roots, and the two are simply drifting away from each other. There is too little conversation between the two. In the middle are Turks who see the change as a necessary adjustment to accept the country's roots in Anatolia and the surrounding countryside, and see it possible for Turks to be secular in their public lives and world outlook and preserve Muslim traditons in their private lives. Turkey's economy is also changing with increasing trade relations with other Middle East countries including Iran, Iraq and Egypt balancing its ties with the European Union countries.

President Obama tells Hispanic high school students he supports a bipartisan plan for immigration reform from Senators Graham, McCain, Rubio, and Schumer. A critical part of the plan and the President's plan is a pathway to citizenship for 11 million illegal immigrants. Obama wants to see a pathway "from the outset," senators say this should happen after stricter enforcement requirements are met. If the senators do not move ahead with this plan the White House will put forward his own plan.

Under the $3.5 trillion workers and families plan, $1.3 trillion are already being used to finance investment projects across the US. The city of RIchmond, Virginia, is shown here in this NYT report and the projects underway in Richmond which get $155 million. One of the projects is for $20 million to build a dream complex which can provide child care and community college classes. Decaying neighborhoods will get the investment needed for renewal, which will change how America looks. Earlier reports in WSJ showed the new ways in which underfunded infrastructure is finally getting the funding needed in communities across the US under the Biden Plan, and how each city has a list of projects that were ready to launch.  Yet this report in NYT says most Americans are unaware that this is happening.
