Turkey's constitutional amendment to centralize powers in the office of the president was approved by 51.2% of voters with 48.8% voters saying "no." About 85% of 55 million eligible voters voted in the election. It was seen as not offering a level playing field for opposition parties to organize and have freedom of assembly, after action taken by the president against the media and opposition following the coup attempt in 2016. The opposition Republican Party says about 2.5 million votes may have been compromised. Also showing the wide split in the country between urban and rural, a majority of voters from the largest cities of Istanbul and Ankara voted against expanding the president's powers. The constitutional amendment now becomes effective in Nov. 2019 after new elections. Turkey's electoral boards are adminstered by judges, yet the integrity of the system of justice has suffered from the dismissal of about one third of all judges since July 2016.

Supreme Court of Panama annulls contract  as unconstitutional for the Panama Canal ports Balboa and Christobal given to CK Hutchinson of China. One more step towards asserting the Monroe Doctrine in the western hemisphere that dates back to Monre in 1824 and also to Teddy Roosevelt in 1904 who as Secretary of the Navy and president asserted the Monroe Doctrine and built up the US Navy. It was under TR that the Panama Canal was built. The story of the Canal is told by David McCollough in his book on the Panama Canal - "Path Between the Seas 1870-1914." It was an engineering feat for the US, and also one that involved fighting malaria and other diseases, and clearing jungle territory.

This Washington Post Editorial Board Opinion asks Europe to get serious about its energy needs and finding alternate supplies than Hormuz, that the US president DJT is sending the right message "Go get your own oil." And this is true also for China, Japan, South Korea and India. What there is no need for is the posturing of these countries when it is China and Japan that are dependent on Hormuz strait and that region for 90% of their imports, not the US which is zero dependent and self sufficient. Germany has shown the way with only 6% of its imports from that region, Italy and Britain have not acted to find other alternate supplies.

Peter Baker talks to experts on American presidents about Trump's 100 days in office. One expert says the presidency has changed Trump more than Trump has changed the presidency. Trump has told reporters recently that the job was harder than he thought, the decisions requiring much more thought and much harder. Described during the campaign as following instincts, impetuous and brushing off briefings, the Trump that has emerged in the early period is a president who surprisingly has been willing to listen to advice from Republican leaders in business and government. He has also changed course where appropriate on trade with Mexico, China, Germany and other countries, and shown decision making ability where appropriate such as over use of chemical weapons in Syria. He has listened to Muilenburg of Boeing on the Export-Import Bank, his Commerce Secretary Wilbur Ross on NAFTA and Mexico, to Gary Cohn his economic adviser for a careful studied approach on taxes and the economy, as covered here in Lyrarc.  And Trump has built a relationship based on discussions with president Jinping of China, which has helped create a stable climate for world trade and the economy after the ruffled period of the campaign. On NATO and South Korea he has given the lead to his advisers, Gen. Mattis, Tillerson and his vice president Pence. For this to happen president Trump with his exuberant and sometimes volatile personality has shown a capacity for learning and growth over this short period, surprising many. ...

This Economist opinion says even though some of the Mueller investigation findings are sensational, not much would happen unless 20 Republican Senators broke with the president. The final report from the Mueller investigation is not expected to be made public. And expectations of the impact may depend more on political facts in Congress and support for the president rather than the legal findings, says the Economist magazine. Views of many Republicans in Congress have not changed and many have figured out that their political future depends on publicly supporting the president.

Saakashvili, the President of Georgia who was elected in 2004 has spent a lot of time in New York, as a waiter, as a student at Columbia Law School, and was elected at the age of 36, and runs an administration with a lot of 30 year olds. He says he has "American va;ues". HE also ran for election in 2004 on the platform of taking back the two ethnic Russian regions of Abhkazia and South Ossetia. Note also that the mountains near Abkhazi border the region around Sochi where Putin goes for vacation and likes to ski in the mountains and where the winter Olympics are to be held in 2014. He has also had run ins when he has talked to Putin saying he has western support for his position and has met with disdain from Putin. In a first at Davos World Economic Forum, China's president Xi Jinping uses the 2017 meeting to give a one hour long spirited defense of the world trading system, critical of U.S. president elect Trump's protectionist views without naming him. Xi pointed out that "no one will be winners in a trade war." And went on to add that restricting world trade was like "locking oneself in a dark room, keeping out wind and rain from outside but also light and air." For the first time Jinping stated that China would take the U.S. role of defending the world trading system from attack as needed. On climate change Xi defended the Paris accords, and gave China's commitment to pursue changes regardless of what the U.S. under president Trump does. This follows Chancellor Merkel of Germany's statements on the issue critical of the views of president elect Trump, and taking the lead to defend the world trading system. Xi also pointed out that many of the ills that led to voter discontent in the West were not really from the freeing up of trade but from the pursuit of excessive profit with the financial crisis of 2008.   ...

Reince Preibus, former Rebublican National Committee chairman, has a law practice in Kenosha, Wisconsin. He is the new chief of staff for president Trump. Not much is said in this report on Preibus about his personal background, except that he has a close relationship with Speaker Paul Ryan, and that he initially gave Trump a 40 minute lecture to withdraw from the presidential race after the controversial tape involving remarks made by Trump was released. He was instrumental in winning the election for Trump by bringing in the party machinery to support Trump during the last 2 weeks of the election, and at the time in the closing days of the election considered the prospect of being Trump's chief of staff on the chance that Trump would win. He now models his behaviour with Trump to that of senior people who manage Trump's resort properties, says this report. The report also points out that president Obama had 4 persons in the chief of staff position, so that it is possible there could be a change at some point. ...

Closest to president Biden in 2024 is Ted Kaufman who sat next to Biden on these trips from the US Senate to his home in Delaware over three decades in Amtrak trains. Ted Kaufman 82, was Biden's Senate chief of staff from the early days when the youngest senator at 32 years started his 5 term Senate run in 1970. He is described by Biden's sister as Biden's alter ego. Kaufman was with the president during the 2020 run for president. In 2009 as Biden assumed the role of vice president Kaufman was made junior senator for Delaware in Biden's place. The other two who are in their late sixties are Ron Klain who was Biden's chief of staff at the White House till 2023. And Mike Donilon 69 years, who is the closest to the president today in his day to day work. He decamped from the White House in January 2024 to get a view from the outside so essential as the mood of the country changes and failures are not so clear from the inside, and  which must be addressed.  The younger group includes Jake Sullivan who the president has used with Tony Blinken to get his domestic policy reflected in foreign policy and economic policy. Of the older advisers Donilon must have addressed with Biden in turn migration and the border, the cost of living and the pandemic recovery residual effects that have affected the middle and lower class, the effects of world affairs in domestic politics. Dnilon says many presidents fail to answer the question "why are you running" with a direct answer. For Biden it is about the preservation of democracy and freedom. Donilon is a University of Virgina law graduate who worked in the Carter, Clinton and Obama White House. He even helped Carter phase into civilian life after his presidency. As chief of staff to Warren Christopher Clinton's Secretary of State. He was Obama's NSA adviser till 2013. He has a treasure trove of experience. Tony Blinken worked under him at the State Department showing the close connections Biden has with his extended group of advisers. This includes Anita Dunn communications, Steve Ricchetti Capitol Hill, Bruce Reed policy advice.   ...

This leader in The Economist reviews an essay in the magazine's October 8-14th, 2016 edition by U.S. president Obama. In it Obama points to the unfinished tasks of his presidency and what comes next as tasks to be done for the U.S. economy. The Economist points out the problems in the 2016 election campaign where there is a lack of discussion of economic issues as a serious problem. Obama lists as priorities efforts to improve conditions of people left out in the recovery, reducing inequality, offering more job opportunities, and increasing productivity.

DJT on Iran and the midterms-  "voters understand that" about Iran not having a nuclear weapon and calls for Saudis, Qatar, Pakistan, Oman, Turkey, to sign the Abraham Accords. He says the electon results in some states May 26 showed Republicans and much of the Nation with large majorities for candidates endorsed by DJT- voters understand the president's policy to not let Iran go for a nuclear weapon. This WSJ report cites concerns of Republicans about the midterms yet as soon as it appeared that the president was about to reach a  deal that would be similar to Obama's- that failed and financed Iran's third effort for nuclear weapons- over the weekend, as soon as this appeared to be the course many Republicans and the WSJ Editorial Board, said this was a bad idea. The president paused that effort. At a Cabinet meeting DJT said  about the Arab states signing the Abraham Accords- the Saudis and Qatar, Oman, Turkey,Jordan, “I think they owe that to us to be honest.”  “I’m not sure we should make the deal if they don’t sign." On Iran getting funds from the US which could go right into making a nuclear weapons program again as it did after the Obama administration did this, DJT had this to say- “We’re not talking about any easing of sanctions, no giving money. When they behave properly…we’ll let them have their money.” Repeatedly at campaign events and rallies across the country for 10 years DJT has said Obama made a serious mistake in handing over funds that were put right into building a nuclear weapons program with a ballistic weapons program, for a third time. This has happened before in North Korea. Obama allowed 11 tons of uranium enriched at 20% to be shipped to Russia- that did not stop Iran from a new nuclear weapons program and a threat to Israel. There is also considerable Republican skepticism about any deal that does not remove nuclear weapons. About sending the Iranian uranium to Russia or China DJT said- “No. That would not make me comfortable.”  About Iran's economy DJT said inflation is "at 250% "and they are negotiating on fumes." DJT calls it a "conflict" (the blockade not committing US troops) and not an open ended war. ...

Border crossings and encounters have fallen to 83,000 under president Biden with unilateral action by Biden in the absence of the Republican Lankford Biden legislation that would have shut the Border down. Border crossings of 83,000 are close to the border crossings that reached 74,000 under president Trump even with the building of a border wall. This was achieved with the support of the Mexican president and with Biden's action to effectively close the Border. The best action would have been to implement the legislation that Republican senator Lankford negotiated with Biden by February 2024 and which was allowed to languish in Congress by new Speaker Mike Johnson under the advice of the former president, which is incomprehensible as it is the first time in decades both parties came on to the same page to slow or diminish migrant entry into the US and remake the asylum laws. Many Republicans and Democrats protested this action of the new Speaker. It was a historic and missed opportunity to fix the Border once and for all, and took the courage of Senator Lankford and Biden. For this action Lankford goes down as a senator who belongs in Kennedy's Profiles of Courage, a book of Congressional leaders since 1800 whose courage and leadership have made America the leading democracy and industrialized nation that has won the respect of the world. ...

By April 22 2026 a measured and careful response from the US president as the US Naval blockade stays on and US exercises patient waiting. Iran fails to save its economy from disruptions, massive loss of jobs as supply chains fail, and inflation exceeds 50%, two million in job losses. The longer the war carries on and the naval blockade remains in place purely to hold on to enriched uranium for weapon systems and ballistic missiles, the larger the economic losses.

A series of attacks against foreign businesses takes place in South Africa. High unemployment and the failure of the African National Congress governments under recent presidents Mbeki and Zuma to tackle deep inequalities and poverty have aggravated tensions. The violence was seen in Johannesburg and Pretoria. This has worsened relations between South Africa and Nigeria, Tanzania. My Cyril Ramaphosa of the African National Congress was elected president after the dismissal of the former president. Ramaphosa in a national address recalled the support received from African nations in the struggle against Apartheid. Slow growth and high unemployment with corruption, in Nigeria and South Africa two dominant economies in Africa, have increased tensions and rivalry between the two countries. For South Africa trading ties to the continent are important. About 44% of agricultural exports of $3.9 billion go to African nations, increasing from 30% in the prior decade.  ...

Emma Tucker, chief editor of WSJ, interviews Argentina's new president Milei. Milei plans to overhaul the economy, as inflation surges even after a large devaluation of the peso. He was recently elected with 58% support, yet faces opposition from unions and the Peronist party who calld a one national strike this week. Argentines are fed up with inflation and the repeated financial crises, more than any other of the G-20 nations. Milei is pursuing a path of rapidly reducing the state intervention in the economy to calm down rampant inflation.
