U.S. States faced a shortfall of $86 billion during the 2011 budget season, according to the National Conference of State Legislatures. This was after a rise in tax collections during the last year from an improving economy, and about $30 billion of tax increases passed in 2009 and 2010. States faced the end of $66 billion in federal stimulus aid, and their share of Medicaid costs are expected to go up by $16 billion in this fiscal year, according to the National Association of State Budget Officers. The political mood has shifted with worries about the deficit and fears that tax increases could make the states less attractive for employers. As a result there is a focus on spending cuts with very few tax increases. Forty six states began a new fiscal year this week after legislatures focussed on spending cuts, mostly avoided tax increases, and some states placed restrictions on the pay and benefits of public employees.

HDFC Bank CEO, Aditya Puri, has succeeded with conservative practices in lending. It is now India's second biggest lender by market value, after the government owned State Bank of India. HDFC's lending to consumers has doubled since 2008 under Puri. He believes in prudent lending and keeps an autographed copy of Michael Lewis's The Big Short in his office. This has enabled Puri to avoid the losses experienced by other banks such ICICI, and with India's growing economy HDFC has profit increases of over 30% for the last decade. HDFC is adding 2 million customers a year, says Puri. The bad loan ratio is estimated to be 0.2% in the third quarter of 2011, one tenth of that at State Bank of India. India's largest mortgage lender, Housing Development Finance Corporation, is the largest shareholder with 23%. Puri says he will focus on growth in India, and will continue to avoid taking the kind of risks that would make depositor's lose sleep at night.

Estimates are for the online business to generate $400 million in revenues and $200 million in operating income in 2011. Kirchhoff sees new opportunities in China, where poor lifestyles- the use of the internet instead of being outdoors, and the increased access to all kinds of food- is creating a surge in obesity.

Britain's Office of National Statistics said that GDP declined by 0.2% in the first quarter of 2012 from the prior quarter. GDP declined by 0.3% in the fourth quarter of 2011. This means Britain is officially in a recession, with two consecutive quarters of negative growth. The ONS said GDP was 4.3% below its precrisis peak in the first quarter of 2008. The UK registered growth of a mere 0.4% since the coalition government of David Cameron took over in May 2010. This presents problems for prime minister Cameron in tackling the UK deficit. It also shows how difficult it will be for EU countries to address their deficits without economic growth. This has come into increasing focus with recent events in the Netherlands with the collapse of the government and upcoming elections on the issue of austerity cuts, and in France with the presidential elections and the swing to parties questioning austerity measures without economic growth.

Prof. Brandon Garrett of the University of Virginia, School of Law, says the $2.6 billion settlement of Credit Suisse with the U.S. Justice Department does not provide accountability for the financial crisis. The settlement comes with an agreement to protect Credit Suisse from U.S. regulatory agencies such as the S.E.C. The Swiss bank will be allowed to conduct business as investment advisor, something not allowed if it is indicted for a criminal offense. And the focus of the investigation on secret Swiss bank accounts is unresolved, as the names of these account holders will continue to remain a secret for Swiss banks. Protess and Greenberg say if this was intended to burnish the image of the Justice Department and Attorney General Holder, after its lack of prosecution to hold individuals accountable following the 2008 financial crisis, it is not clear how long this will happen. The changes at Sony Pictures outlined in an interview with CEO, Michael Lynton. Sony Pictures will look for savings of $350 million. Motion Pictures showed declining revenues and revenue from TV shows increased in 2013. Sony Pictures will expand its TV shows business. Part of the expansion will be through buying and starting up new television channels in the growing markets of India and Brazil. In this interview Lynton points to the risks in seeing franchises in big budget movies before they become franchises and before the first movie in the series is successful. Smaller budget movies such as "The Conjuring," "We're the Millers," have been profitable for Sony Pictures, so he sees the tendency to focus on franchises alone as risky. Sony pioneered in producing for cable but did not see this as being a large revenue generator five years earlier. What changed Lynton says, is the increase in subscription video-on-demand services and growth in Netflix reaching new buyers.

He would remove the cap of $100,000 on FDIC insurance and put $500 billion into the FDIC and more resources for the FBI and hire the auditors and investigators needed to clean up the mess. Next he would use $200 billion to buy the preferred shares in the banks that need the money. He would let the investmet banks and hedge funds to themselves. And he woul provide federal funds to stte and local governments in a Nixon administration type of revenue sharing scheme so that local governments do not cut essential services and investments in education and so on. Infiniti president Johan de Nysschen comes from Audi, and the brand is now located in Hong Kong in an effort to target the Chinese market. President Trump announces the U.S. withdrawal from the Iran Nuclear Agreement of 2015 signed by president Obama. He calls it a bad deal and "a one sided agreement, that "didn't bring, calm, didn't bring peace, and never will." Since the signing of the agreement the conflicts in the Middle East have increased and relations between the U.S. and Iran have deteriorated under the Trump administration. During the election campaign candidate Trump and Republicans had criticized the deal and deal never gained Republican support. It was also not initially supported by France which called for stronger safeguards on nuclear weapons development. The appointment of John Bolton as National Security Adviser, and Mike Pompeo as the new Secretary of State, who were strong critics of the Iran nuclear deal also influenced president Trump. He was also influenced say aides by the success of his policy with North Korea of imposing strong bargaining pressure with tough sanctions on North Korea including Chinese sanctions, which led to the talks between North and South Korean presidents and the planned Trump meeting with Kim Jong-Un of North Korea. Iran's president Rouhani says Iran will stay with the agreement as the EU countries Germany, France plan to support the agreement. This could also leave an opening for future talks with Iran on a new peace agreement as  president Trump talked about Iranian people deserving a better deal at the end of his 11 minute announcement. As Stephens points out in a op-ed in the NYT Iran's economy needs the removal of sanctions so that focus could shift to economic development, as the lifting of sanctions have yet to result in increasing living standards and building infrastructure neglected during the sanctions years. ...

The former Surgeon General of the U.S., Vivek Murthy, has tackled issues such as the opioid crisis, obesity and poor health outcomes. In his new book "Together: The Healing Power of Human Connection in a Sometimes Lonely World," Murthy looks at the loneliness he says is pervasive in the new culture of iphones and social media that have perversely reduced not increased social connection and the feelings coming from good relationships and social concerns.  A 2020 Cigna survey shows 61% of American adults are lonely, up from 54% in the 2019 survey. It is not about having a lot of people around you, it is about feeling a genuine connection and the quality of relationships. Murthy finds this lack of genuine social concerns and social connection as fairly pervasive from his conversations with people all across the country. Normally it is felt in the fifties as life changes, and in the eighties with loss of mobility. Today the tech devices and what is called scoal media that appear to have increased communication have actually reduced the level of quality connections and interactions. Dr. Murthy suggests volunteering, and service in the community or larger communities worldwide as a way of breaking this. Capitalizing on informal day to day contacts, including with people one has not known before, is another way. This shifts the focus to the people around us and brings a new dimension and quality to our lives.  Saying hello often and smiling genuinely, says Murthy. Improving the  quality of time in day to relationships is another. This can also give us the confidence to connect with people on a regular basis.  ...

President Macron of France puts forward the basic building blocks for an agreement to reduce tensions with Iran. In a speech to the General Assembly of the United Nations he says that there should be negotiations between Iran, its regional neighbors, the U.S. , European countries and China. The Obama period nuclear deal of 2015 failed because of a lack of a comprehensive settlement and including Iran's neighbors in the region. Macron pointed out that the U.S. approach under president Trump of "maximum pressure" with tighter economic sanctions has produced a response from Iran of maximum pressure on its neighbors, including the attack on Saudi oil facilities with drones that took out half of the Saudi oil supplies. Macron put forward five issues for negpotiations to focus on: certaity that Iran never acquires nuclear weapons, solution to the Yemen civil war, a regional security plan that addresses other conflicts, ensuring security of maritime navigation especially in Straits of Hormuz, lifting of economic sanctions. He pointed out that "today we have a risk of serious conflict based on miscalculation and disproportionate responses." Mr. Trump even alluded to this when he told reporters after the dismissal of John Bolton as National Security Adviser, saying Bolton made Trump look like a voice of moderation. A lot depends on who are the advisers and whether moderation is exercised on all sides.  Macron, Merkel and Britain's prime minister Johnson met with Rouhani on the sidelines of the UN meetings to encourage dialogue. Countries likely to be severely affected by oil shutoff through the Straits of Hormuz are Japan, South Korea, India and China, and are quietly pushing for an easing of tensions.  ...

This discussion in WSJ brings up an important topic- how can America get the most out of its infrastructure dollars, make the $1 trillion infrastructure go a long way towards fixing the nation's dilapidated and crumbling roads, highways, bridges, and other infrastructure? The three experts point out that there is lack of coordination between different government agencies, between agencies and the private sector engineering firms. They are all working in silos with little connection to delivery times and delivery quality of end product. There is a lack of transparency at all levels of infrastructure work and spending, so that the end delivery and problems are not seen in relation to final delivery of end product, visible to all on one site. There is a third problem say the three experts in the lack of investment in professional development and training and technology for the people in the government agencies.  The result is that the US with its higher costs for construction work and the delays for getting approval, and the bureaucratic hurdles, ends up with getting much less for the buck than other countries. Even a newcomer to infrastructure development if it gets it right can be ahead of the US. India is looking at the pitfalls of infrastructure development and eliminating hurdles. With its Gati Shakti Master plan given the personal support of the prime minister India is correcting precisely these three missteps that are cited in the WSJ for the US infrastructure buildup. Under Gati Shakti all government agencies at city, state and federal levels fall under one umbrella to work in coordination. The focus is always on end product and delivery of end product. The siloing of projects is considered a serious pitfall and avoided at all costs. Transparency is considered essential and so is visibility in that at any time one can turn on a site and see where a project stands in its delivery date of end product. If there are problems they are put on the site so that all participants can see it to come up with solutions. By doing this a country with fewer resources can make them go a long way to come up with the kind of infrastructure that is seen in rich countries with more waste built into the process.   ...
