This opinion in The Guardian points out the difficulty that Lula da Silva faces in governing after a narrow margin of victory of about 1.8 percentage points in the presidential election in Brazil. It is a very different country than the one in which he was first elected in 2003. The right wing parties gained 249 seats compared to 141 seats for the Lula PT party in the lower house of parliament. This means Lula will have a harder time governing, needing centrist party support, and tackling the large fiscal deficit of 8% of GDP.

In the elections for the governors of states Bolsonaro won in 14 of 27 states including the large state of Sao Paulo. Lula owed his victory to large margins in the 10 relatively poor northeastern states where incomes are below $400 a month including Bahia. Where incomes are over $400 as in Sao Paulo the vote was in Bolsonaro's favor.

The story of Milkha Singh, India's fastest runner, is told wonderfully here in the Indian Express.

Milkha Singh came through a period of life growing up in a poor part of the Punjab, then partition, and finding a place in post independence India on track and field. He joined the army on his third attempt. Finished fourth in the Rome Olympics, just 0.1 seconds behind Pence and with it missing a Bronze medal.

He said after this - that he was taken for an interview, and he could only say in whatever English he knew, "your son has fulfilled his duty, and I demand this from every youngster in the country." This could be the message to all the youngsters in the country that are volunteering for the PM's effort for 100,000 trained healthcare youngsters to help with Covid work in villages and towns throughout India.

Consider the number 76%. That is how many of the population of Ghana that are at risk of drinking contaminated water. Today March 22 is World Water Day. Ghana is one of Africa's better developed regions, which suggests that much of Africa is also at 76%, and it may also be true for much of Asia outside of China and now India with PM Modi's Jal Jeevan Mission, and for Latin America. Nothing could be more vital than water and it shows how little is known outside India of Jal Jeevan and what it does for 1.4 billion people, that it does not get mentioned in UNESCO's report. Behind this is the will and tenacity and a belief that it can be done that clean tap water can reach every household in India once resources are set aside to do it and it is executed on time.

Apple gets 19% of its sales in China with a manufacturing base that includes 1 million people employed in one Chinese city. In an effort to promote Make in China China is giving Huawei more room to compete with Apple. Huawei is bringing out a new 5G phone as an alternative and has banned use of Aplle iphones in government agencies. This means about 56 million people will have to turn to locally made products. China presents this move as an effort to protect data and cybersecurity. Yet Apple has a share price increase of 46% this year even in an environment in which US and China are restricting the export of key technologies (by US) or critical materials for electric cars (by China). Apple's responses to this have been slow preferring to keep its supply chain the way it is in a strategy based on the short run, with some minor shift to India and Vietnam.

India lags way behind China in electric vehicles. About 1.35 million electric automobiles on Chinese streets compared to about 6000 on Indian streets. Where India is ahead is in the electric rickshaws, 3 wheeled vehicles that form an important part of public transportation in India. About 132,000 electric rickshaws are added each year and annual sales of $1.5 billion are expected to increase by 9% by 2021. These electric three wheeler rickshaws are cheaper to operate, cleaner and more profitable to operate, making it attractive for operators of gasoline rickshaws to switch to e-rickshaws. Kinetic Engineering and Mahindra & Mahindra are the largest manufacturers in India.  About 695,000 three wheeler electric vehicles were sold in India for the fiscal year ending in March, with a 24% increase over the prior year. India's Ministry of Finance is planning to invest 40 billion rupees or $600 million over the next 5 years to promote charging infrastructure and e-buses. The action taken by local and government officials to address the high PM 2.5 pollutant levels and smog in Harbin, China, in October 2013. For the first time the Ministry of Environmental Protection has powers to take serious action. It is sending out inspection teams to cities across China for the winter to make sure environmental regulations are enforced. One big change is that cities now report in real time the change in pollutant levels for PM 2.5, the worst pollutant. By Oct. 2013 113 cities in China carried the live reports on websites. The Ministry has published a list of the 4189 factories in China that create 65% of total industrial air pollutants in China. The Jinping-Li Keqiang administration supports the stronger enforcement and has set a goal of reducing PM 2.5 levels by 15- 25% each year for Tianjin, Beijin and Hebi province in northern China, compared to 2012 levels. Daisy Maxey of the WSJ talks to 3 financial advisers during Dec. 2014 about how investors should approach stock market volatility, the U.S. Federal Reserve's plan to raise interest rates, and tax issues in 2015. The advisers say investors should not let the volatility affect a steady long term investing strategy. Joel Isaacson says he prefers high-dividend paying stocks over the 10 year U.S.Treasury bonds because of the lack of much upside in bonds. He adds that taking extra risks on high yield bonds is not warranted. The advisers refer to opportunities in areas which are not doing well in 2014 such as in Europe. On tax issues having some money in Roth IRA's is suggested, to have money in tax deferred as well as tax free accounts. Annuities depend on individual situations.

The pandemic brings together companies in three countries U.S, Italy and France with the merger of Fiat Chrysler with PSA. Fiat Chrysler is owned by the company Exor owned by the Agnelli family in Italy. PSA is owned by the Peugeot family in France. In addition the government of France and Dongfeng Motors in China have stakes in PSA.  During the 2008-2009 crisis Chrysler merged with Fiat with the help of the Obama administration which pursued a policy of promoting small cars. Instead the merger saved jobs but led to the PR effort for small Fiat cars and the focus on the Jeep Cherokee and SUV's like the Dodge Ram. Today one hardly ever hears about small Fiats from Fiat Chrysler that was the basis for government help on the merger.
