Egypt plans to tackle the financial crisis after the pandemic and the war in Ukraine by increasing natural gas exports by one third. It has the LNG terminals to do this which are underutilized. The LNG could be exported to Asia or Europe at ten times the price buyers in Egypt pay for it. The way this additional natural gas is to be exported is to impose 15% cut in use of natural gas in Egypt similar to what the European Union has done with its 15% mandated reduction. This will then be diverted to LNG terminals. The max temperature for air conditioning is 25 degrees under the new plan and lights are dimmed or shut off after 11 pm in streets, shops and malls.  The war in Ukraine has doubled the price of wheat and other basic food necessities imported from Ukraine and Russia. This put a heavy burden on state finances in Egypt with subsidies on bread and other food for 70 million people out of 102 million people. Investment needs are also affected. Saudi Arabia has stepped in with help as no IMF program has been set. A 14% devaluation of the currency took place in 2022 and another devaluation of the currency is expected. ...

Mario Draghi, president of the European Central Bank appears before the Economic and Monetary Affairs Committee of the European Parliament. He said the ECB had resumed normal lending to Greece's four major banks after the 18 billion euro recapitalization of the Greek banks by the government of Greece using bailout funds assigned for this purpose. Draghi tod the parliament: "The ECB will continue lending to solvent banks. We will avoid bank runs on solvent banks." At the same time he asked the EU to setup a deposit insurance fund for European banks and regulation of banks at the European level. On the actions taken by European leaders Draghi had strong criticism for the slow response always one step behind action needed and a day late, saying: "The next step is for our leaders to clarify what is the vision for a certain number of years from now. The sooner this has been specified the better. Dispel this fog." He described the configuration for the eurozone of the last ten years as unsustainable unless steps are taken, with leaders having to decide quickly what kind of eurozone they want to see. On Bankia's recapitalization by the Spanish government, Draghi said everybody winds up doing the right thing after many delays at the highest possible cost and price. It showed the need for centralization of supervision at the Europe wide level because Spain took too long to tackle the bad real estate loans at Bankia....

Wounded or maimed veterans get psychological closure by visiting the scenes where theywere injured. Here wounded veterans visit locations in Dyala province under Operation Proper Exit, eight wounded men- five amputees and one blinded soldier- places tey left while unconscious or in agony. This is the second such trip and the results in development, stopping night tremors for the wounded men, and psychological closure have been phenomenal. Rick Kell, head of of Troops First, who got General Ray Odierno to agree to the idea says wounded soldiers said they wanted to go back, and he kept hearing it repeatedly. Sgt. Luke Wilson, 29, from Hermiston, Oregon. He lost his left leg above the knee in agrenade attack in Baghdad in 2004. Kell arranged that they fly in Business Class for the 13 hour flight so they could lie down or take their legs off. When they walked off the helicopters they walked under their own power to be greeted by American officers and soldiers, clapped on their backs and welcomed as old friends. All in uniform and none of their injuries or prostheses visible except up close. Sgt. John Hyland, 38, from San Antonio, who lost his left leg and sufffered back injuries when an improvised explosive device hit his Humvee in 2007, and Specialist Craig Chavez, 29, from Temecula, California blinded by a2006 I.E.D. blast that destroyed his face- which was reconstructed- injuries which meant losing his left eye and most of the vision in his right. Specialist Chavez says it was apoint of special pride for him to walk around the base without any help. And Sgt. Hyland was amazed by the silence, the silence from no sounds of mortar shells going off and exploding L.E.D. devices. In the memorial hall Sgt. Hyland pauses at a picture of Specialist Jonathan Rivadeneira, 22, from Queens, who saved his life in an Humvee attack on Sept. 11, 2007, only three days later Rivadeneira was killed. Sgt. Hyland began crying quietly and lowered himself in pain onto his right knee and began to pray. Outside he was still shaken by the experience and the other wounded soldiers gathered around him till he recovered ....

Israel said it will withdraw from half of Gaza and establish its presence in the other half of Gaza as Israel tries to figure out a way to ensure its security and end threats from Gaza Palestinian area. For the world community including the US and European leaders in Egypt including Britain, Spain, Germany, and other leaders this was an opportunity to remove divisions in their countries on the issue of Palestine as the continuation of the war had led to hunger and flattened most of Gaza's buildings. The issues of Palestine and Israel's right to exist without wars and threats, of new settlements, once again are left for another day as the oil rich kingdoms of the Middle East and the Arab countries, US, Israel and Europe fail to open a new chapter for Israel and for Palestine. Most importantly the Palestinian and Israeli leaders exercizing the foresight to bring peace in the ways that have ended strife over territory and control in places like the Irish Republic, Northern Ireland and Britain which have been in conflict from the year 1500. It is striking how little was gained from initial events leading to the war and how little the war had to do with the problems of illegal migration, of cost of living, of infrastructure neglect facing the US, Europe. It is certain that the peace deal will now allow the focus on the problems facing the US and Europe, removing the distraction of this sudden flareup of conflict that never should have happened.  ...

He thinks inflation targeting is where the Fed should be, and lender of last resort is a qualification of this role in exceptional times when there is a bank run type phenomena in the market. However he argues caution in the role of lender of last resort so that it does not become automatic based on questionable economic forecasting as this part of economic forecasting can be fuzzy, for example who knows with reasonable certainty that something bad is going to happen. So a good case has to be made for lowering rates and a cautious approach like the one Ben Bernanke took is not at all a bad one. he did lower rates the day prior to this article appearing, by half a point.

Overall the European parliament elections shows the EPP with CDU in Germany winning over 30 percent of the vote, the SPD 14 percent and the Afd 15 percent, Greens 12 percent. In terms of next EU government the EPP, Socialists and Renew have 59.1% of the vote, and with the Greens included 62.6% of the vote of 360 million EU voters. The European parliament elections show the Renaissance Party that includes Macron En Marche and FDP in Germany losing 23 seats, with some seats going to Conservatives and the ID. Conservatives and Reformists right alliance led by Meloni of Italy including National Rally in France added 4 seats, ID of Denmark adding 9 seats. The Socialists including SPD lost 4 seats and the European People's Party including CDU/CSU led by Leyen won the most seats adding 10 seats. Greens/EFA lost 18 seats as the other parties adopted green energy planks. Leyen says the centrist parties held off challenges from the right and left parties. Like Japan China is looking to wean its exporters away from dependence in the export markets- one of the steps agreed on at G-2- in Pittsburgh- and increase spending by Chinese consumers to buy more of the same products at home. Bicycle manufacturer Tandem has lost 40% of the American sales, now it is looking to the Chinese market as incomes are rising in China. As Tandem's general manager puts it in the US the shift is now to buying cheap things. Chinese exports after rising 20% each year for years, recorded a drop in August 2009 of 23% down over August 2008. In China urban household spending was up 9.2%. THe savings by American households jumped to an annualized $566 billion in the second quarter of 2009, quadruple the rate at the start of 2008. Batson gives this account from Shunde in Chinawhere Tandem has it head offices. He talks with managers at Tandem and sees the struggle within the company to some up with anew mindset, and organization, to sell bicycles in the domestic market where other bicycle manufaturers like Giant Manufacturing Company of Taiwan already have a large share in the high end market. Mr Tseng had to convince his fellow managers and the board that it was a good idea, as the domestic market is tough to pentetrate, kickoffs are common, and competition is intense. Tseng says Tandem will approach first the children's market where competitors haven't focussed, and treat as atoy for kids. Tandem will bring higher quality better built bikes into this market. And this is similiar to what it sells to American kids with lots of colors and funny names. Tandem managers aren't sure Chinese distributors or retailers will pay enough attention to their bicycles so they decided to open astore in Shunde and start small and scale up. Tseng says that Tandem will have to pay its tution first and learn about the market. This means it will still continue selling to America and Europe. Chinea's government is now encouraging these efforts to target the domestic market with tax breaks and coupons. But as China and Japn also become more inward looking economies and trade inside Asia increases, the domestic demand is not enough to make up for the loss in the American and European markets. This piece in the Economist says the men involved in sexual harassment in Cologne identifed so far were Moroccans and Algerians, not Syrians. The police in Cologne are seen as failing to identify sexual attackers and apprehend them on the spot. Tensions will exist because of the different values in the Middle East, and as in America, the Economist says the refugees must be required to adopt the values and norms of the new country. Because most of the refugees are men, this could skew the men to women ratio in some places which welcome refugees, and for this reason the men should be allowed to bring their spouses. So far German chancellor Merkel has acted firmly, calling the sexual attacks "disgusting," passing laws that would make it possible to quickly deport those migrants and refugees who break the law in Germany. This is the right way to tackle the problem. In the long run the immigration will help countries such as Germany tackle the problem of aging of the labor force, yet in the short run stronger action is needed to prevent any abuses to the humanitarian welcome offered refugees. The problem of economically motivated migrants remains- Britain, Germany and France all agree that these migrants should go back to their home countries, as prime minister Cameron and chancellor Merkel have already affirmed....

California introduces vaccine mandate for all school children. All schoolchildren from elementary school to high school will have to get vaccinated once the government completes full approval of vaccines for children. The government has fully approved children's vaccine for over 16 years and emergency authorization for 12-15 years old children. California's governor Newsom has taken this step for vaccine mandates after defeating a recall effort for governor recently.

Also helping reach this decision is the result in Los Angeles School district, where the vaccine mandate for all school children over 12 years has resulted in cutting by half the number of daily infections of schoolchildren. Schools reopened in Los Angles last month and this is an encouraging sign that schools can be kept open with the right policies.

The new coronavirus test for antibody detects antibodies Immunoglobulin G and M. It is designed for people with symptoms and is a quick test used in China, and to be deployed in Britain. The FDA approved the first antibody test for coronavirus developed by Cellex. Immunoglobulin M is made a few days after infection. Immunoglobulin G is made later and is designed by nature in the human body to neutralize the invading virus. The test gives a positive or negative answer whether these antibodies are present to overcome the virus. Unlike the swab test for the nose this test takes only a pin prick and is quick with quick results. For asymptomatic people the swab test is needed as it detects the material in the nose which carries the virus itself.

Major decline in oil prices in Oct. 2014 as prices drop to $81 per barrel and are forecast to reach $70. U.S. oil production increased by about 56% or 3.1 million barrels a day since 2004. U.S. demand for gas and fuel declined 8% compared to 2004. Initially instability and wars in the Middle East sustained high oil prices in 2012-2013. Yet with growing output from shale and other sources in N. America and slowing economies of Europe and China, the situation reached a point in 2014 where supply exceeds demand. This shift more than offsets any instability in trouble spots. The situation affects the U.S. consumer favorably with an estimate of $1 billion in savings for American consumers with every one cent drop in price at the gas pump, by one estimate from Deutsche Bank analysts. Typical American families gained an extra $50 a month from the decline June to October 2014, according to analysts at Gasbuddy.com. The declines are a boost for the slowing economies of Europe, Japan, China, S, Korea and India. China's imports for 2015 are estimated at 61% of oil consumption, using official estimates. In the current slowdown the lower prices offer relief. India which imports 75% of its energy benefits signficantly, as this helps lower inflation and reduces cost of fuel subsidies for state run companies. Russia is adversely affected by the declines as it depends on oil and gas exports for 50% of the nation's budget. Estimates by AFK Sistema economists show the Russian economy contracting in 2015 with oil at near $90 per barrel (Brent crude is at about $85, and WTI at $81 in early Oct. 2014). Russia's former Finance Minister Alexei Kudrin reflects opinion among Russian executives and politicians, when he told state television that Saudi Arabia may be pushing prices lower to target Russia's oil resource based economy and Mr. Putin, in an effort to broaden the effect of sanctions. Mark Landler of the NYT intervews Ben Bernanke at his office overlooking the Washington Mall, and Secretary Paulson in his Treasury office. Both men look back at events that led to Chinese savings financing excessive American consumption, and currency and other policies on both sides perpetuating the dependence of America on lowpriced Chinese products, and of China on the American export market. Now that this export market is collapsing it presents China with serious problems with unemployment in the export sector, and pesents America with the hangover from a consumption binge that now must be paid for with years of low or negative growth. Could this have been foreseen and if foreseen could things either have been mitigated or prevented. In March 2005, Prof. Bernanke at Princeton was not at the Fed (his Fed job started in 2006), and cautioned about the imbalances presented by Chinese savings finacing American consumption. But Bernanke saw this as a market phenomenon that would take years, even a decade to work itself out in a global economy. He said "for now, we have little choice except to be patient." The prevailing opinion among Greenspan, Bernanke and others was that the global economy worked in ways that were ultimately benign and regulation was not a good thing. After all the situation benefitted American consumers and kept inflation low while also providing China as an additional engine for global economic growth. The American economy it was believed was large and resilient, and it would not be adversely affected in the long run by such a large dependence on foreign savings. Only the positive effects were visible and the adverse effects were simply talked away as not serious for now. Zoellick, who was deputy secretary of state says that successful models are very hard to change, and Paulson says that without some kind of crisis its hard to get changes made once asituation gets entrenched. For China efforts to strengthen the currency that would slow exports and improve internal consumption were stymied by a reluctance to disturb the status quo, and Americans were lulled into complacency as years of low priced imports provided the best of both worlds, high growth and low inflation. ...

As India increases its growth rate to 7-8% India will increasingly be dependent on coal. The Modi government plans to double coal production. About 300 million people in India have no access to electricity. The country faces energy shortages in other areas. Even with a push for renewable solar and wind energy, coal is expected to provide 60% of energy needs in India in 2030. One government model shows solar and wind increasing from 6% to 18% by 2030. India points to per capita emissions which are 1.7 for India, 6.2 for China, and 17.6 for the U.S., according to the Carbon Dioxide Information Analysis Center.

Very important interview with the Vice Chairman of Chevron, Peter Robertson. He gives a very thoughtful view of the answers to the most important questions about oil, what will the price be like, what will it depend on happening, are some of the numbers being put out for 2030 realistic, and what can materially change the scenarios. He is frank about not knowing how this will come out, who knows the production numbers some years from now, it depends on a number of things happening, Iraq, Iran, Venezuela, Mexico, Russia, can potentially increase production if they make the necessary investments. In the case of Iraq having a stable government and peaceful transition. What happens in efficiency will define the picture on the demand side as we are already seeing new fuel economy standards and conservation across the board in all uses of energy. Robertson sees a lower price, but over time as new production comes on stream and bottlenecks in investment such as shortage of technical resources pool are overcome, and at the same time as conservation really kicks in including fuel economy and other methods. He sees production of 125 million barrels per day as a stretch, a twice stretch as the 80 million barrels per day now produced will become a low number so that will have to be pulled up too to reach the 125 number....

Ken Martin the new head of the Texas Democrats says the party has to show that it is present and give people a sense that we give a damn about their lives. This report in NYT says Texas is urbanizing and 5 of the 15 largest cities in America are San Antonio, Dallas, Fort Worth, Houston, Austin. For Democrats to be competitive the road runs through Texas says this report in NYT. France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.

Signs that the consumer credit boom in Turkey is reaching alarming proportions are evident from the surge in credit card use. Credit card debt has increased by 20% in 2011, after an increase of 23% in 2010. There are an estimated 3.7 million delinquent cardholders and 2.5 million cardholders who only make the monthly payments. The Turkish regulators are now requiring cardholders to payoff at least half of the balances before they can use ATM's for cash. Banks charge interest rates of about 29% and cardholders who are using credit cards for the first time -as more of the Turkish people are joining the middle class during the country's decade of high growth- do not understand the risks. Turkish banks, Garanti, Yapi Kredi, and Isbank, are in the list of top ten card issuers in Europe, according to Nilson Report. Card purchases average $3,500 per year, in a country with per capita income of $12,300. Turkish banks have pushed card use, with Garanti Bank's website giving users cash for frequent use of cards, and asking users to show the card even if they are buying an apple at the grocery store. The volume of personal consumer loans has doubled since 2009, because Turks use the consumer loans to pay off the high interest rate balances on credit card debt. Analysts at ING Group in London who follow Turkish banks say the delinquency rates will be above 9% in 2012. The IMF's Global Financial Stability Report of Sept. 2011 has identified the credit growth to GDP ratio as one of the key factors leading to an economic crisis.
