In the U.S., Brazil, and now Mexico wearing masks during the coronavirus pandemic has become politicized. Here "Amlo" as president Lopez Obrador is popularly called says he will wear a mask once corruption is ended in Mexico and he does not need to talk about corruption. Amlo gives his own advice for fighting the pandemic- stop eating junk food or taking junk drinks, lose weight, and find spirituality, which is all good advice. President Trump recently wore a mask and called it "patriotic" to wear a mask taking some of the politics out of this simple and basic prevention action. The governor of Texas made it mandatory to wear a mask after initial hesitation.

California Governor Schwarznegger points out that about 80 cents on every government dollar in California goes to public employees compensation and benefits. He says spending on state employees went up three times as fast as state revenues during the last decade. The result is crowding out of other programs such as higher education, parks and recreation. Because of large unfunded pension and retirement health-care benefit committments, California faces $550 billion of retirement debt. Costs of servicing that debt have grown at the rate of 15% for the last decade. The result is that California will spend more on retirement benefits than on higher education in 2010. Schwarznegger points to the fact that most employees in the private sector do not have $1 million in savings, but are in effect guaranteeing a retirement account of $1 million to state employees who retire at 55 years age- with a $3000 inflation protected check for the rest of their lives- as evidence that politicians in the State Assembly have made committments for the future that they cannot keep. And if they are kept they will leave little money for essential programs in education and public services....

The Romney campaign's campaign manager Matt Rhoades is from Saratoga Springs, New York and attended Syracuse University. He rose through the ranks doing opposition research at the Republican National Committee. He has a good sense for the media cycle, getting the candidate out in the best light, and a willingness to use a barrage of ads at critical points to turn the tide. Rhoades is competitive and eager to win. He has conserved resources throughout the campaign, maintained a loyal team and tightly run the campaign to avoid the dysfunction of the previous Romney campaign in 2008. Some of the key decisions Rhoades pesuaded Romney to make are releasing his tax returns before the must win Florida primary given Romney's reluctance to do so, and getting the candidate to give up his suit and wear informal clothing. The informal dress and manner has taken away some of the negative image of a Romney as a business type not comfortable with ordinary people.

The US vaccination drive appears to be stalling when it comes to getting younger people vaccinated. On a recent day 1.13 million persons were vaccinated. About 150 million Americans are fully vaccinated or about 47% of the population. About 53% of the population have one dose. This still leaves the rest of the population close to one half unvaccinated as the US is opening up fully and removing the social distancing and mask mandates that existed before. The problem is that the coronavirus delta variant is about twice as transmissible than the original coronavirus of March 2020. Vaccination is uneven across the US. Large parts of the southern states and the western states lag behind. In these areas as well as areas with large urban concentrations of population, the densely populated cities where social distancing and mask mandates are being lifted as if the coronavirus crisis is over, are at risk of seeing a more powerful virus spread quickly before gene sequencing catches up with new variants- making the response lag behind in terms of weeks. That lag in response could lead to another wave in the US. Consider also that tourism is opening up in Europe with removal of mask mandates, that gene sequencing to track variants is tiny in even countries such as Italy and France. A WSJ report on June 22 shows gene sequencing to track variants at 1% of positive tests in Italy, and virologists in Italy saying they feel as if they are flying blind. This report in the Washington Post says surveys show as many as one third of Americans have no immediate plans to get vaccinated. This is showing up in the low numbers for the vaccination drive, of around 1 million a day at this time in June 2021. In April this was 3 million vaccine doses adminstered on a single day on average. India where the new delta variant has had the most serious impact has stepped up its response with the federal government taking complete responsibility for vaccine supplies and vaccination drives. It is now vaccinating aggressively in the range of 6 million to 8 million doses a day during the last 7 days with a plan to ensure enough vaccine supplies for 1.2 billion people to get vaccinated by December 31.  The European Union and the US have  vaccinated just over 50% of their population for a variant that is more than twice as transmissible than the original virus. This leaves the unvaccinated at real risk because all the social distancing and mask mandates that existed earlier are being removed- in the US, in France, in Italy, and other countries. Soccer stadiums are filling up in Europe, the kind of sports events that later hit Bergamo, Italy, in March 2020. Summer tourism is back in Portugal and Greece. The best intentions will not be enough. Are mask and social distancing protocols being lifted too quickly especially in tourist locations reminiscent of last summer in Europe and elsewhere. Germany and Britain are holding on to them a bit longer. Will this be enough to tackle a new variant. ...

The Leviathan gas field, 84 miles from Israel's northern coast and three miles below the Mediterranean seabed, is the largest deepwater gas find in the last ten years, estimated to contain 16 trillion cubic feet of gas. Houston based Noble Energy is an independent oil company that is operating the field. Before this find the US Geological Survey had released its first assessment of the zone- the Levant basin stretching offshore in the Mediterranean- estimating that it contained 1.7 billon barrels of oil and 122 trillion cubic feet of gas. This is equal to half the proven reserves in the US. Before this find Israel had failed to find much oil and gas and big oil and gas companies had stayed away not wanting to disturb relations with Arab and Iranian partners. Because of a 1952 petroleum law, Israel offers very attractive terms to oil companies such as Noble, with low royalties and low corporate taxes on exploration. Now the Israeli government is considering changing the terms retroactively on previously assigned leases. In November 2010, Finance Minister Steinitz says a government appointed committee has made preliminary recommendations to abolish tax breaks for energy firms and impose tax increases of 20% to 60% on windfall profits. Israel's Securities Authority has also started to clamp down on trading irregularities, and raided the offices of two enegy exploration companies. Rumors of big finds have set off a speculative frenzy in Israel's stock market. The energy index of the Tel Aviv stock exchange went up by 1700% in 2010, and energy stocks account for half of the activity on the exchange. ...

Greg Ip in the WSJ says president Biden's popularity has not surged because of lack of results in the fight against inflation. Yet inflation has been cut in half as reported in the WSJ recently, with May inflation of 4% in the US being about half of what it was at its peak of 9% in 2022.  Inflation is much worse in Europe. Biden policies that helped fight inflation included the Inflation Reduction Act to control health costs, the policies to keep Russian oil below a certain level that reduced oil prices to $75 a barrel, and the sequential interest rate increases by Jerome Powell at the Fed. The long term benefits of increased investment in manufacturing in the US for jobs growth, and competitive policy to gain US leadership in many technologies also provide for sound growth in the long term.

Boeing $50 billion new fighter jet program with profit guaranteed in the development stage. Boeing beat Lockheed to get the defense contract from the US government. In earlier defense contracts cost overruns led to Boeing losing money. Defense makes up a third of Boeing revenues. Boeing has reported six straight annual losses after problems with 737, a strike over wages, and safety problems on its planes, problems on the assembly line in quality control. The private equity type of management from finance executives has not worked well for Boeing as these executives lacked knowledge of what is happening on the manufacturing assembly lines. Boeing, a American icon for most of the twentieth century needs to get back to the basics of making good planes.

Robert Reilly, an assistant to President Reagan, former director of Voice of America, says don't underestimate the importance of what the younger Bush as president called "the vision thing." Efficiency experts like Hoover, and Republican candidates who had business and other professional experience but could not grasp the moral imperative in politics such as Alf Landon (1936), Wendell Wilkie (1940), Thomas Dewey (1944 and 1948) failed to convince voters. Democrats presented ideas like the Fair Deal, New Deal (FDR), New Frontier (Kennedy), Great Society (Johnson) and captured this "vision thing" to win. This is why he is skeptical about Romney as business and management consultant coming in and bringing change with a number of management consultants. Reagan also presented the choice in moral terms which were then translated into how the government would function to fulfill the moral imperative, says Reilly.

Nickel cadmium batteries - this year 2008 the European Union is banning the sale of all nickel cadmium batteries. Question is why is the US not banning them. And why are companies like Energizer, Duracell, P&G, Mattel, Toys R Us and Walmart still buying them? Why is Panasonic making them? A toy costs $1.50 less to make using nickel cadmium batteries. Are parents aware of what it does to workers making them? Are plants safe in developing countries especially in corruption prone coercive environments like the one in factories in China? Some of the owners of such factories are in Hong Kong, Hong Kong based companies, are they aware enough of the risks and the ethics of doing is? This story is of an engineer who was exposed to factory conditions in a company GP that was supposed to be a good company to work for, and few knew about the effects of cadmium in the year 1995 when she joined. The Panasonic factory is in Wuxi which is not in some remote part of China. And note this about 10% of China's arable land is contaminated with heavy metals such as cadmium according to China's own State Environmental Protection Agency, and the metals are entering China's food supply. 12 studies have shown unsafe level of cadmium in fruits and vegetables. Is this a necessary price of industrialization or is it possible to find a way thats better- a challenge for countries like India. Can there be better protection of workers and still have industrialization? Wouldn't it make sense that a motivated well treated work force will perform better in better working conditions. Aren't there costs involved for workers and owners of such plants. Owners also bear costs, bad press, medical payments, workers leave and good workers are hard to find in the wave of bad publicity and health risks, customers in the west refuse to buy the product, the company's brand name is tarnished forever, as would happen for GP in this case. The coercive patterns of using police to suppress publicity for a Hong Kong Company shows owners in Hong Kong have the same disregard for worker rights, even when living in an area that one hears talk about democratic rights. The skills to navigate different personalities and work patiently on the issues surrounding changes to the U.S. tax system of Rep. Dave Camp (MI), chairman of the U.S House of Representatives Ways and Means Committee, will be immensely useful in the effort to make changes to the U.S. tax system. Camp works well with fellow House Republican leaders Boehner, Ryan, Cantor, and his Democratic counterpart in the U.S. Senate Max Baucus. Camp is a good listener, refuses to engage in partisan criticism, and has the patience to work through difficult issues of achieving savings and keeping fairness in the the tax changes. Earlier efforts to achieve consensus in late 2011 failed, making it even more important to have leadership which can create productive debate and bridge the differences. The tax changes are part of the overall effort for U.S. economic recovery by reducing the deficit.
