Boris Johnson, chaired the meeting of G-7 leaders from US, Canada, Europe and Japan. He used the meeting to make a call for "levelling up" following the pandemic and avoiding the policies of the 2009 financial crisis and recession when little was done to help the people who faced hardships. Boris Johnson does not like the word "austerity" and he called for greater efforts to create opportunity, and to support women and girl's education in poor countries.

Rappaport of the NYT asks how it is possible that the U.S. Treasury is critical of the EU Commission's ruling that Apple pay back $13 billion in taxes because of its low tax rate of .005% in Europe, when Treasury is strongly critical of tax avoidance. The negligible tax by Ireland, base of Apple operations, is seen as a state subsidy not available to competitors. It also, as the EU Commission says, does not correspond to economic reality because the revenues are mostly made outside Ireland. An arrangement that is basically a strategy of tax avoidance. Today the leading candidates for president, Trump and Clinton, the major parties, and Congress, all are critical of tax avoidance strategies which deprive Treasury of much needed revenues. Restoring upward mobility is a priority today and programs to provide tution free access to public colleges, healthcare access, and infrastructure development, require public funding. Then why is the U.S.Treasury critical of the EU ruling? It is because Treasury sees this as money that should be coming to Treasury not the EU. However Treasury has failed to make this clear. The Financial Accountability and Corporate Transparency Coalition's Clark Gascoigne, calls it very ironic. And other experts say the money would not be coming to the U.S. anyway unless a low tax rate induces Apple to repatriate profits to the U.S. One expert calls it hypocritical. Senator Schumer says he agrees with Paul Ryan that tax legislation for a low tax rate for repatriation of profits back to the U.S. should be the next step, so that an infrastructure fund can be setup. Senator Levin and transparency advocates sees the EU action as normal and to be expected, as the anti-establishment sentiment today comes from such dealings that create the impression that the system is rigged in favor of some corporations. ...

An example of the kind of information spread even in BBC and American media about US inability to make the most advanced chips because TSMC founders have decades of experience. In fact TSMC founder Morris Chang acquired his experience in chips in the US. The decades of TSMC experience are merely since the late1990's. The US was the only country making these chips when China was mostly an agricultural economy in the 1990's. It is only because of hidden subsidies and bad economic theory, that US let the chip technology be outshored. As soon as the people of America make the decision, bad economic theory will be discarded, and US will support its own chip manufacturing under bipartisan support in Congress and the White House, with the full support and funding of the American government.  The US can get things done once it makes up it's mind as the whole Nation. Advanced chips will happen very quickly in the US with the process already under way and supported by the whole Nation. People forget that bigger than chips, bigger than technologies of today, the Industrial Revolution of the 20th century began under Frances Perkins and Franklin Roosevelt in New York during FDR's term as Governor as New York State. It was at that time that New York state  was setup as the model of industry and labor, with new institutions and industrial landscape engineered by FDR and Perkins. This was transferred to 50 states during the 1930-1950 period- this is the industrial structure and economic structure that brought the Second Industrial Revolution in the 20th century to the world. Taiwan did not exist till 1950's emerging from Japanese rule, China from Japanese occupation till 1945, not emerging till 1990. ...

We will drill, baby, drill. Prices will start to come down." Fact: Gas prices may come down a bit, but it will do little or nothing for the other major components of cost of living - for housing and mortgage rates of 6-7%, for automobile prices and auto repairs, for food and groceries.The problem of job creation will come to the fore because of an inherent contradiction of trying to commit to Republican old platform of tax cuts for the wealthy and efforts to take cost of living action for the now larger lower and middle classes. Without this money that goes to tax cuts for wealthy there is not much to invest in Make at Home, in manufacturing in US the way Biden is doing and plans for next 4 years creating hundreds of thousands of jobs every month and still keeping inflation low at 3% through an investment driven economy. ...

Philippe Varin faces some tough decisions when he takes over Peugeot-Citroen. Unlike the turnaroungd he achieved at Corus steel group where the booming demand from China for steel helped, this time the auto market in Europe is declining by about 30%. He has to navigate betwen the interests of the Peugeot family which has 45% of the voting rights, employees who are affected by the cost cutting, the French government which has required no closing of factories for as long as the company receives governement aid. Peugeot-Citroen received a low interest loan of 3 billion euros from the French government. Questions he will have to address, as do all auto manufacturers in the USA and Europe relate to overcapacity as demand declines. And for Peugeot this has to be tackled without factory closures. And the other major issue facing auto manufacturers worldwide is how much to focus on the fuel efficient small car segment. Peugeot has key strengths in this segment and Varin may decide on refocussing on this segment....

Biden and Xi meet at an estate outside of San Francisco in the most important meeting of 2023.  Biden says his government would continue "to preserve and pursue" high level diplomacy after the two leaders talks. President Xi said about this period of global transformations that are taking place in this century that it was important that the two countries act in a way that "benefits the two peoples and fulfills their responsibilities for human progress." The two leaders came to an agreement on fentanyl, and on AI, and setting up high level communications including direct conversation between Biden and Xi Jinping. Coming during the conflict in the Middle East and in Eastern Europe this is a really important accomplishment of Biden and Xi for the people of the two countries, setting aside differences and looking for shared interests.

Bob Herbert of the NYT after hearing that Obama told John Harwood in an interview with the Times recently that jobs is a lagging indicator, it comes last, and that the economy has turned the corner, is incredulous. The new numbers for September show 263,000 jobless. He asks does Obama get it? 15.1 million people are unemployed. ANd only 10-13 % of people polled by the Economic Policy Institute feel they have fared well. He is concerned that Obama is so focused on health care and Afghnistan that joblessness is not getting his attention the way it should be. And he is concerned that the infrastructure building that was supposed to set the new vision for America has been shelved under the new President.

Congressional Budget Office projections show the difficult choices facing the U.S. - tackling the deficit by letting the Bush tax cuts and the payroll tax cuts expire will lead to low growth. The alternative is growth with much higher deficits. GDP growth would be at about 2.3% in this fiscal year if the payroll tax cut is kept till December 2012. In fiscal 2013 if a number of tax cuts are permitted to expire and across the board spending cuts take effect as scheduled GDP growth would decline to 1.1%. Taxes would increase by $465 billion in 2013 over 2012 if tax cuts expire - individuals and companies would pay $2.99 trillion in taxes in fiscal year 2013 in that scenario. Spending cuts would take effect in Jan 2013 for $1.2 trillion over 10 years. The result- " a sharp fiscal contraction" in the words of CBO director Elmendorf. Unemployment would go up to 8.9% in 2012 year end and 9.2% in 2013 yearend from 8.5% today, if no agreement is made to extend tax cuts and block spending cuts. The risk of not taking the debt reduction actions is to let the debt grow to $11 trillion over 10 years, an unsustainable path, compared to about $3.1 trillion over 10 years if tax cuts are permitted to expire and spending cuts take place. This is the tough choice facing America in 2012, and comes when Europe is facing similar tough choices....

The neglect of British Council is happening at the same time that Germany is rejuvenating the Goethe Institut with new leadership and making it an instrument of cultural and educational exchange with Africa, Asia, and Latin America. This needs to happen with the British Council. People in these countries look for cultural and educational exchange with Europe and America through these institutions of culture and education. The libraries of these institutions perform an invaluable role. Long forgotten is the role these institutions including the US Information Service played in Asia, Africa and Latin America in the period after World War II, long before Misha Glenny's time. There is eagerness, even a hunger to learn about other countries in the young minds of Asia, Africa and Latin America, and this makes for a two way exchange that helps Europe and America learn about these countries- the way the Goethe Insitut is now setting as a new model for the future.      ...

Ford Motor Company profit increased in 2015. Ford made $1.9 billion net profit in the 2nd quarter 2015, a 44% increase over the prior year quarter. Revenue declined to $37.3 billion, as margins reach the projected 8-9% range for 2015. Full year operating profits are estimated by Ford between $8.5 and $9.5 billion. Prices on the F-150 truck were up $3600 over the prior year, reaching $44,000. Ford sold more larger vehicles and pickups than sedans. A favorable sales environment is helping sales of more profitable larger vehicles- low interest rates, low gas prices and higher fuel economy on newer F-150 vehicles, including an aluminium body on the new F-150 truck. Recent China sales also show increased demand for the larger vehicles and SUV's, with Ford China market share increasing to 4.5% for 2014. In the U.S. Ford and GM are losing market share, with a focus on profitability. In China sales are growing at a slower pace with the economic slowdown, with 2015 sales growth estimated at less than 1%. Worldwide sales for VW and GM increased to 5.04 million and 4.9 million for the first 6 months of 2015, on the basis of larger market share in China. Toyota worldwide sales declined slightly to 5.02 million. Future prospects may not be as good, as the market in China could become very competitive with too much capacity. The price competition in smaller cars could reach the larger vehicles at some point with the slowdown reducing profits from China....

Most people have not heard of Stellantis N.V. First there was Chrysler, then Fiat merged with Chrysler, now Fiat Chrysler merges with Citroen and Peugeot of France. The result is Stellantis N.V. with CEO Carlo Tavares. This group plans an investment of $35.5 billion in electric vehicles through 2025 and have 5 battery plants built in US and Europe. Tougher emissions standards worldwide are pushing car makers to make these investments in electrification of cars.

During the civil war the Libyan government of Gaddafi used mercenaries from Mali and the Shaharan region region to suppress the young people fighting for democracy. After the fall of Gaddafi, these troops with arms returned to Mali and the Sahel region and formed militias that now control the northern part of Mali. These mercenaries who linked up with Al Quaeda are suspected of the attack on the U.S. consulate in Benghazi. The U.S. with French support is only now focussing on this problem. During much of the Libyan struggle for democracy the Obama administration let France take the lead in Libya, and may have missed the volatile situation developing in the Saharan region of Niger and Mali as a result of the flow of arms into the region from people of Mali and Niger returning to their countries from Libya.

Dilan Isigloz leading Rutte's party gets 24 seats who also seeks control of immigration.  Netherlands is already seeing a surge in sentiment against high levels of immigration. About a quarter of all immigrants, 403,000 in 2022 up 150,000 from 2021, 103,000 are from Ukraine and 257,000 or 64% are from EU countries (Statistics Netherlands). Mark Rutte's coalition government collapsed when he sought curbs on immigration.
