The government of China increased allocation of funds to build low-income housing from 780 billion yuan in 2010 to 1.3 trillion yuan ($198 billion) for 2011. The target is to build 10 million units of subsidized housing in 2011, up from the 5.9 million units started in 2010.

Moody's downgraded the country's rating by two nothches to A3. Analysts say that these higher funding costs will lead to a bailout for Portugal. The yield spread between 10 year Portuguese and German bonds is now at 4.35%.

The RBI, India's central bank, raised its interest rate by half a percentage point moving it up to 7.25% to fight inflation. The RBI's inflation target is 6%. Inflation is currently running at a headline inflation rate of 8.98% for March 2011. The RBI governor, Duvvuri Subbarao, says the bank's policy is for giving precedence to controlling inflation even if this means lowering the growth rate. RBI estimates are for the economy to grow at 8% in the current fiscal year compared to 8.6% in the last fiscal year.

Fiat announced that it will buy all the U.S. government's shares in Chrysler. This comes a few days after Fiat payed back $1.3 billion to buy an additional 16% of Chrysler, increasing ownership to 46%. Fiat will have a 52% ownership stake in Chrysler after the purchase. By the end of the year Fiat says it expects to own 57% of Chrysler. Under the loan agreement Fiat automatically gets 5% of Chrysler if it begins producing a car rated at 40 miles per gallon.
