As the pandemic continues to spread and numbers grow with reopening of the economy the question remains -what can we learn from other countries positive experience in controlling spread? Here the Times provides the example of German contact tracing- chancellor Merkel has emphasized that a lot depends on "total" contact tracing, and contact tracing "above all else." Germany's experience is that even if you don't get everything right, you make an honest effort with everything you've got and do it early it makes a real difference. Some of the offices across Germany are stretched and short of staff but they have been working since the beginning of March, sometimes in the early days 7 days a week. Only 33% or one third of the offices throughout Germany for contact tracing have the required 5 person team for every 20,000 people, and 35% are overstretched or at their limit, according to one survey. No apps, just a low tech effort with people from the state administrations who were not working during lockdown trying doing something else, or volunteers. Mainly using the phone, talking to people and tracing the contact chain of people testing positive. Putting this information on the computer with a central database.  The Berlin office has 115 workers and has tracked down every one of 666 virus cases it was given. Because of privacy concerns at the Munich office sometimes even the patient's name is not given and office staff have to locate the name and the person. It requires dedication, flexibility and above all resilience, says Harold Rau, the deputy Mayor of the Cologne office, cited in this Times report. The doctor alerts the local office with a test result. The office calls the person and finds out who he has been in contact with for the last 14 days. Then the people who were in contact with are grouped based on the directness of contact, face to face, so on. These people are asked to quarantine for 14 days, sometimes with the rest of their household. They get daily call to find out how their doing for symptoms. The effort goes back to Robert Koch in the 1892 cholera epidemic in Hamburg. Robert Koch, microbe hunter in Germany, was called in after the epidemic spread from Moscow. It devastated Moscow and Tokyo, but Hamburg suffered far less about 8605 deaths as a result of the contact tracing and strict closing off quarantining of affected chains after isolating them, closing off affected parts of the city. Bit by bit the cholera epidemics sparks were put out before turning into flames, says Koch. In the current pandemic Germany has suffered 8241 deaths and 178,000 confirmed cases. So far this is in line with the cholera epidemic in Hamburg 1892, and this for all of Germany. And it is not just affluent nations that can do this. where there is a will there is a way. In Kerala state in southwestern India, similar efforts have worked to limit spread  with even better results than Germany. ...

Add to this the angst of free trade and globalization creating marginalized communities that depended on manufacturing in the heydays of the period after World War II for three decades till the eighties. Politicians and people in the US worry about other things. Jake Sullivan, NSA adviser at the White House says- "The project of the 202's and 2030's is different from the project of the 1990's. The US has a different set of fundamental priorities than simply bringing down tariffs."

Former federal prosecutors say proving a second crime exists that converts a misdeameanor into a felony under New York law is important for the prosecution's case in the indictment of Mr. Trump. This they say depends on whether the hush money payments made to a porn actress were personal or political for the campaign to protect the candidate. The specifics of the case and obvious intent matters a lot in the case, say experts. NYT says the groping issue that came up in the Trump campaign's early days- and which could have tanked the Trump campaign- was at about the time that this story may have come out if it was not stopped with hush money payments.

China is building a new hospital in Wuhan the center of the coronavirus outbreak, to contain the outbreak. The plan is to build it in just 6 days. China has taken a new approach to tackling this health crisis, isolating the area and speeding up action to find solutions to the virus. A shortage of hospital beds and resources in Wuhan led to the decision to build a new hospital rapidly. China's rapid response is the first high speed response and could be a model for future outbreaks. Before this during the SARS crisis in China, and other health crises worldwide, action was taken gradually by hospital and government authorites leading to more deaths and wider spread of disease.

Scott McCartney retires from the WSJ after 29 years. Since 2001 he writes the Middle Seat column in the WSJ to give readers better ideas on how to travel. Looking back he says things have not become that much better these days, even a bit worse with crowded planes and costly flights.

International business class is one of the things that are better with lie flat seats. Planes are safer today. This report in the WSJ points to Democrats having won consistently 18 states plus District of Columbia adding upto 242 Electoral College votes in every election since 1992. Democrats need 28 more to cross the needed 270 votes. Republicans consistently having 13 states with 102 electoral College votes. Demographic changes in recent years have shifted to where Hillary Clinton may not need to devote resources to Colorado and Virginia because of a more favorable position there.  Carrying Pennsylvania with these 2 states would put Clinton over the 270 required. Vice Presidential candidate for Clinton, Senator Keane is from Virginia and is popular in the state.  Pennsylvania has a long history favoring Democrats. North Carolina has also seen demographic changes favoring Democrats. The Clinton campaign is focussing ads on these states as well as the swing states of Nevada, Iowa and New Hampshire, as well as Georgia, Arizona and Utah which are becoming competitive for Democrats. By keeping up the effort in Georgia, Arizona and Utah, Clinton hopes to make Trump divert resources there. Other two swing states are Ohio and Florida, but this WSJ report says Clinton has to win only one of the four swing states of Pennsylvania, Ohio, Florida, and North Carolina to go over 270 and Trump needs all four. Of the 20 media markets Clinton or her super PACs have focussed their ads on 16 are in these 4 states. The Clinton campaign is looking at several alternative routes to 270 Electoral College votes, which gives it more flexibility to plan the campaign.  ...

UK has reached 50% of people vaccinated or 33 million people, with July 31, 2021, the target date for all adults to be vaccinated. It took 136 days to do this for 64% of adults. The NHS Nightingale hospital was built in 9 days by converting the ExCel convention center in east London. This is the largest hospital of this kind ever built with 4000 beds. Prince Charles opening it by video link from his home in Scotland said it was " a spectacular and almost unbelievable feat of work." The hospital is named after the founder of modern nursing Florence Nightingale. The British government drafted hundreds of army engineers to help contractors build the hospital in record time. China has also sent its top diplomat to France, Germany and Russia to come up with a solution.

WSJ Editorial Board asks the question what is the second crime in the Trump indictment that turns a misdemeanor into a felony under New York law. District Attorney Alvin Bragg says "under New York election law it is illegal to promote a candidacy by unlawful means." With the hush money payments Mr. Trump is seen as promoting his candidacy unlawfully, and the payments themselves as illegally done campaign contributions. Another aspect of law is that the situation was not brought up in 2017, yet is perceived very differently in 2023. Much more is known in 2023 than in the early days of  the election campaign in 2017.

China's healthcare system is overburdened and overwhelmed, says this report in the NYT. The changes in living and investment in infrastructure and housing are not matched by similar investments in the health system. Shortages of hospital beds and doctors is making tackling the coronavirus in the Wuhan region more difficult. A new hospital is being built in 6 days in late January 2020 in Wuhan for the coronavirus patients, showing how severe the situation is. 

The lack of strict regulation and lack of enforcement at the local level is leading to the situation where the virus was detected in twice- in 2003 in wild animal meat and again in 2019. Public anger and call for a ban on wild animal meat is happening today.

This WSJ report looks at the staggering waste that come from expiration dates on food. A 2019 Harvard-Hopkins study shows over 80% of people occasionally throw out food with expired date and close to 40% do so usually. About 54% think it is unsafe if expired. Where do these dates come from? Contrary to first impressions it is not mandated and it does not mean unsafe if expired. It matters because it means waste, and also adds to climate change and disposal. Over 6 billion pounds are wasted each year from expiration and another 6 billion from leaving it out too long out of about 80 billion pounds wasted each year. Keep the refrigerator at 37  degrees and store food in the refrigerator, suggests WSJ.
