Krugman points to the connection between the failure to achieve debt reduction through debt forgiveness and the sluggish economic growth in the eurozone and U.S., five years after the global banking and financial crisis of 2009 and four years after the beginning of the eurozone debt crisis in 2010. In the U.S. debt reduction for homeowners was delayed with a wave of foreclosures, and in Europe austerity budgets were the norm as Germany pushed hard for austerity policies. In 2014 small relaxation of austerity to give relief to voters took place in Greece, France, Italy and Spain, with austerity budgets still in place. Growth also slowed in Germany to slight contraction in the third quarter and no growth in the fourth quarter of 2014. This is leading to the formulation of new policy to address growth challenges in the eurozone. Debt to GDP is growing in eurozone countries and Britain because of lack of growth, even though spending cuts have been made, showing the need for rethinking policy. ...

Nicolas Tenzer, who teaches at Sciences Po in Paris, says that the new relationship between U.S. president Trump  and the French president Macron, is a result of Macron having the capacity to react quickly and follow his intuition. He says there is even a bit of seduction in this for the younger Macron to bring the older Trump back into the circle, knowing that Europe needed someone who could talk to the American president in a way that others did not choose to or just could not. This includes chancellor Merkel of Germany. The relationship started out awkwardly with Macron expressing some disdain after the Trump decision to withdraw from the Paris climate change agreement. Soon after the initial differences Macron's spokesperson Castaner said that it was an important task, that "of bringing the president of the United States back into the circle." It is an intelligent move and typical of Macron to move quickly and do things that make sense in the interest of the EU and America. On Bastille day the French are also honoring the U.S. for the sacrifices in two wars, and it made sense to bring the U.S. president in so that other differences could be set aside to work together on issues such as terrorism, mutual security, and trade. It is not uncommon to have seen such differences, and they were handled differently in the past. German chancellor Schmidt had a difficult relationship with president Jimmy Carter. Carter with his rural Georgia background as a peanut farmer was seen in the way Trump is seen in many parts of Europe. President Bush was also treated with skepticism in Germany, more for policies of going to war in Iraq.  For Macron it shows his uncanny ability to do things which for other people may not sound convincing. Being critical of the U.S. president may also have set the stage for a real relationship because it may have earned him the respect of being someone who had his views and was not hesitant to express them, just as he was on Algeria and other issues. And yet willing to have a friendly, open conversation with someone from a different background and with different views. China adopts a two child policy nationwide in October 2015, abandoning a one child policy adopted in 1980. Experts had warned for years of a policy that would lead to fewer young people, and a rapidly aging society. UN forecasts show China will have about 400 million people over the age of 60 in 2030, 25% of the population in 2030, compared to 14% today if current trends continued. Growth of elderly people would burden the pension and health care systems. The birth rate of 1.4 children per woman is lower than in the U.S. today.

Britain's David Cameron leads the successful effort to hold down spending in the European Union's next 7 year budget plan, supported by Germany and the Netherlands. The new 2014-2020 EU budget plan holds down government contributions to the budget to 959.99 billion euros. There is a 35 billion decrease from the last budget plan after adjusting for inflation, and less than the 1.03 trillion euros proposed by the European Commission, the EU's executive body. Actual spending is set at 908 billion euros compared to 943 billion euros for 2007-2013. Cuts were made in some areas- direct subsidies to farmers went down to 277 billion euros from 337 billion euros. EU funding to tackle high youth unemployment and build transnational infrastructure increased 37% to 126 billion euros. Funds allocated for investment projects in poorer regions slightly declined to 325 billion euros. Special rebates to the UK and the Netherlands remain- the Netherlands rebate is 1 billion euros. The mood of European leaders was summarized in the words of Britain's prime minister Cameron: "Frankly, the European Union should not be immune from the sorts of pressures that we have to reduce spending, find efficiencies and make sure that we spend money wisely that we are all having to do right across Europe."...

Bilateral trade between China and Russia is down 31% for the first half of 2015, and Chinese investment in Russia down by 20%, according to Moscow Carnegie Center. This is a result of the fall in oil prices, declining demand for commodities in China, and the economic downturn in Russia. After the western sanctions on Russia Chinese investors are cautious about making investments. This means Russia's large expectations that this would act as an offset for economic relations with Germany and other western nations is not working out in reality. The contract for the second gas deal for gas from western Siberia, for which a memorandum was signed with China in Nov. 2014, was not signed during Putin's visit to Beijing in September 2015. Experts say the economic environment is not favorable for gas deals with the uncertain economic outlook in China.

Lawyers Buchheit and and Gulati help Greece design a legal agreement that writes in a new collective action clause. The collective action clause ensures a 95% participation for the bond restructuring deal Greece is doing in March 2012 to cut its debt to sustainable levels. A similiar deal could be designed for Portugal says Mitu Gulati, a law professor at Duke University. Because Greece's bonds are written under Greek law, writing in a new collective action clause is a legal mechanism for achieving a meaningful debt reduction and bond restructuring deal- this is something Gulati and Buchheit figured out because of their expertise in this field. A joint paper by Buchheit and Gulati in 2010, first explored the way in which private bondholders of Greek bonds who reject a bond debt restructuring could be forced to accept the same losses as other investors who accepted the deal. They are now advisors to the government of Greece. In early 2011 there was serious discussion that the Brady Bonds debt restructuring for Latin American debt of Argentina, Mexico and Brazil of the 1980's, under which private investors traded in their old bonds for new bonds with longer duration at reduced interest rates and lower value- reflecting voluntary losses accepted by bondholders- was the approach needed for Greece, Portugal, Ireland and other eurozone countries. Then U.S. Treasury Secretary Nicholas Brady took the lead- in Landon Thomas Jr., NYT, 11/30/2010. Bondholders held out throughout this period, with Charles Dallara, one of the architects of the Brady bonds restructuring, hired by European banks to negotiate on their behalf. It was only when German Chancellor Merkel delivered an ultimatum by telling Dallara "this is the last offer," during a late night meeting on Oct. 27, 2011, at EU headquarters in Brussels, was an agreement reached on serious debt reduction- in Walker, Forelle, Meichtry, WSJ, 12/30/2011. How Hiroshi Harunari is changing the way Mitsubishi is doing business. He personally answers emails from employees and dealers from 7 to 9 am every day to know what frustrated employees and dealers are thinking and have to deal with. He flies into Dallas and personally drives an Outlander to dealers in Dallas, San Antonio, Austin and other cities to talk to them and listen to what they are struggling with and what their customers are telling them. In 2 months in early 2006 his first 2 months on the job, Hiroshi visited 139 Mitsubishi dealerships in 29 states. He has launched a dealer co-op program to help dealers with advertising (as dealers had suggested) and Mitsubishi uses an upbeat advertising slogan " the next 25 years begin today" suggesting a completely new way of doing things. Hiroshi came from the Mitsubishi Group which financed struggling Mitsubishi Motors with $3 billion infusion after Daimler Chrysler pulled out in 1995. As part of the new plan for Mitsubishi it decided to get out of the old situation where younger drivers with bad credit had been targeted resulting in bad consumer loan losses. It now targeted more financially able customers with the Lancer sedan. It had Merrill Lynch do the financing of customer loans. For the year ending March 31, 2007 Misubishi sold 124,000 cars up 8% over the previous year with sales at dealerships increasing 24%, reversing a 4 year decline in sales, and pulling Mitsubishi USA to a $5 million profit. In 2005 Mitsubishi had lost nearly $2 billion so its quite a reversal. Hiroshi says he had to show that he was ready to pick up the chestnut from the flames, that he had the courage and energy to go out and listen to hundreds of dealers and customers and employees in 29 states in the USA and act immediately to satisfy their concerns. ...

Some of the ideas of Richard Holbrooke that have never been disclosed before on the conflicts in Pakistan and Afghanistan are disclosed by Kristof of the Times. Holbrooke believed the Obama administration's military approach to the conflict would not work. He worked hard to build a diplomatic solution similiar to the Dayton accords that he helped negotiate for the ethnically divided Yugoslavia. He earned the respect of Pakistanis in working for a long term solution to problems in the region.

Report from the ground giving an unbiased account by a captain in the army who served tours in Iraq and Afghanistan. He spent 7 months as aspecial advisor to the NATO director of communications. He avoide the official tours through the countryside and tried to see and hear what ordinatry Afghans were saying. He says the outbursts against the corruption in the Karzai government reveal a level of distrust that is so great that it greatly diminishes the credibility of the American effort in Afgahnistan, and increases the difficulties of the mission there. He suggests ombudsmens committees to handle complaints of corruption, and the withholding of funds to districts and government agencies that do not meet transpanrency and accountability goals.

The IMF's changing views on the value of fiscal austerity. In the current debate about the value of fiscal austerity, there is the IMF view, a German view based on its own experience, and the views of other countries in Europe. The IMF's view has shifted over time. The IMF World Economic Outlook 2010, describes its view of the effects of austerity measures in the form of spending cuts and tax increases- "Fiscal consolidation typically has a contractionary effect on output. A fiscal consolidation equal to 1% of GDP typically reduces GDP by about 0.5% within 2 years and raises the unemployment rate by about 0.3% percentage points." Over the longer term there are benefits as the private sector is not crowded out in the search for captal funding by the excessive government borrowing. The IMF's economic models suggest that it would take 5 years before reaching the breakeven point when the benefits of austerity measures exceed the effects of austerity. The German view held by German central bankers is that the actions stimulate growth in the short term. Manfred Neumann, professor emeritus at the Institute for Economic Policy at the University of Bonn, says this is called the "German hypothesis" as it reflects the experience of Germany from austerity actions taken by Germany. Laurence Ball, professor of Economics at John Hopkins University, is critical of the "German hypothesis" and its application across Europe in different situations. Germany is a large exporting nation and exports helped counterbalance the effects of austerity measures. Within the eurozone with fixed exchange rates the exports of less competitive countries cannot be boosted through devaluing the currency to gain price competitiveness. The other problem is that with interest rates close to zero in the euro zone the central banks cannot cut rates aggressively to counteract the effects of spending cuts. The problem gets compounded when a number of countries are taking austerity measures at the same time accentuating the downturn....
