As president Jinping begins a second five year term his focus is on the small communities like Chashan, only a 6 hour drive from Beijing, that were neglected in the rush to industrialization. He has vowed to get rid of poverty in China by 2020. About 43 million people live in rural communities that have mostly older people and live on 95 cents a day. There is another challenge say experts which is the much larger popuation that lives in rural and urban areas- including urban migrants without property and residence rights- who live on less than $5.50 per day, $165 a month, according to the World Bank. This is about 1070 yuan per month, or in Indian rupees for a comparison with India- which was at a similar stage of development in 1990- of Rs 10,000 per month. About 40% of China's population or 560 million people are in this group. With a rapidly aging society as a result of the earlier one child policy, China faces the risk of not advancing from the level of a middle income country, in the way that South Korea and Japan have moved to levels similar to Western Europe and the U.S. As China's growth level slows and with an aging society this remains a major challenge. As this report shows there is great pressure on local officials to eliminate the poverty level of people living below $30 or about 200 yuan a month, as targets are set at local levels and corruption weakens the effort. There is concern at the lack of an effort to improve the living conditions of the 200 million rural migrants living in cities, who under China's "hukou" system are not considered residents and are not getting education and health benefits. ...

The Trump administration's early proposal for NAFTA moves away from campaign pledges to completely renegotiate the treaty, instead taking the approach of working to improve the U.S. trade position in relation to Mexico and Canada. It includes seven objectives for tougher rules for labor and the environment favored by Democrats in Congress, and it also has support from Republicans with its effort to update NAFTA for changes in technology and in other areas since the accord was signed during the Clinton administration. The area in which U.S. and Mexican business are wary is one in which the Trump administration still seeks to keep the option of imposing protective tariffs, and a border-adjusted tax to level playing field for differences in taxes, as well as other measures to protect American jobs and interests. Because any renegotiated NAFTA also has to pass both houses of Congress this proposal took into account the different constituencies and interests for this issue. Robert Lighthizer, trade representative under president Reagan is likely to become the next U.S. Trade Representative and lead negotiator. A number of issues came up at the Women20 Summit in Berlin. Annette Niederfranke, Director of the International Labor Organization, brought up the issue of family reconciliation as "one of the toughest challenges for working women worldwide," that in order to meet obligations women tended to work in "non standard forms of employment and in part time work linked to lower wages, lower social security, lower benefits, and fewer training possibilities." Childcare was also an issue that was prominent considering the lack of adequate childcare in many countries including in the European Union. With responsibilities for the elderly, babies, and small children women tend to be in the workforce for shorter periods leading to men taking up many of the higher positions. Angela Merkel pointed out that Gemany tended to take a narrow view of professions available to girls, saying- "So it is very very important that we take a broader view of things while girls are still at school." Merkel also supports a Africa compact that would help women set up small and middle size businesses in poor countries. The "Digital" aspects of this and other efforts for women were a major topic being discussed. One idea that came up was that more cooperation from men was needed to make things happen. This is the third Women20 Summit after ones in Turkey and China, and a sense of momentum was felt by women. ...

During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. Britain's prime minister survives a vote in parliament called by the camp in her part that opposes a hard Brexit that calls for Britain severing connections with the EU. After she caved in to some demands from the camp that supports a hard Brexit on the issue of EU customs union, others with different views in her party called for a vote in parliament through an amendment. Theresa May survived this vote by just 6 votes following a vote a few days before called by the Brexit hard liner camp in her party which she survived. Britain's electoral Commission ruled that the Vote Leave campaign had violated the law by exceeding the spending limit of 7 million pounds by funnelling 675,000 pounds to BeLeave a pro Brexit youth group. There is now no certainty that a Brexit deal can make it through parliament if it is reached with the EU. A fresh election, or a second referendum on Brexit or terms of Brexit are likely if May's government collapses in 2018.  ...

In this look at China's One Belt One Road Inititative, DW.com analyst Siegfried Wolf is critical of the way it was put together. It has no institutional structure, and is mostly based on bilateral not multilateral arrangement, and lacks transparency. He says its will complicate geopolitics in the region. This is already evident with Japanese foreign minister Kono calling for Japan, Australia, India and the U.S. to come up with an alternative to OBOR. Wolf says the EU has concerns about corruption, exclusion of regions inside countries such as Pakistan in economic arrangements, and seeks free trade guarantees. His biggest criticism of the Silk Road Initiative is that being based on Chinese loans it will pose a severe challenge in terms of debt buildup for weaker economies. This was already evident with the effort to convert part of about $6 billion in loans to Sri Lanka, through a $1.12 billion lease to China of the port of Hambantota. Wolf says many of the projects inside OBOR were already planned before it was setup, and now put under OBOR as part of president Jinping's initiative.  ...

This essay in the Economist magazine points out the special nature of the 2017 presidential election in France with the rejection of establishment candidates- Manuel Valls, Sarkozy, Juppe, and now Fillon. Fillon and Valls were prime ministers under Sarkozy and Hollande, from the Republican and Socialist parties respectively. With unemployment high in the areas outside the major cities their is a surge in support in these areas for the National Front. Emmanuel Macron, former Economy minister in the Hollande government, is the only candidate leading Marie Le Pen at this time. In a second round of voting he has to bring in centre right supporters and centre left voters and moderate voters, and appeal enough to working class voters, young unemployed people, offering hope for a better future to win this election against Le Pen. Economist magazine research shows support highest for Le Pen outside major cities in outlying areas, and for Macron in the major cities. There is also an education divide as seen in the U.S. election and Brexit referendum with less educated voters preferring the nationalist sentiment, church support sentiment fostered by the National Front.  ...

The Affordable Care Act subsidies are basically a band aid approach to a fundamentally broken health care system in the US, says Washington Post Editorial Board on Nov. 1, 2025. The 22 million ACA subsidies will cost $350 billion over 10 years. Democrats have the government shutdown over this issue of extending Obama ACA subsidies where enrolment increased in the covid and Biden years with generous subsidies. The Washington Post looks at how we got here since 1945, decisions made about employer insurance plans that created a patchwork of plans from private sector and other plans outside it with perverse incentives and inefficient subsidies. It calls the system stupid, and politicians looking to the next 2 year midterm elections wary of addressing the whole problem in the proper way for a system that will benefit all the people of the US.

48% of British voters see immigration as the most important issue says Ipsos. And 31% say their local area is housing more than its fair share of asylum seekers growing to 61% of Reform UK voters. Reform UK is now leading party with 34% of the vote to Labour's 25% and Liberals 11%. The report in the WSJ on Augu 28 shows how the Labour government did not live up to it's talk on immigration. It also shows how the Conservatives and Boris Johnson failed by opening up non EU immigration from Asia on the grounds that it would bring in the brightest and yet dropped the basic colege degree requirement paradoxically. Lobbying from health care home care increased migration for this field under Conservatives and is only now being reversed by Labour. Labour has been too slow and the culture of Britain and Labour has not changed enough to grasp the problem. Their are vested interests in Britain such as universities and home care health care that have influenced the conduct of policy so that migration on non-eu has replaced eu migration after Brexit but not attracted the most qualified immigrants. The 4% of the British population that entered Britain after Brexit as immigrants, millions arrived and now when Labour is trying to bring this down faces a large number of dependent applications.University students are now bringing in their dependents at rates that have skyrocketed. ...

The Permanent Court of Arbitration in the Hague, Netherlands, rules in favor of the Philippines and rejects China's claims of sovereignty in the South China Sea over some islets in the Spratly archipelago. The claims were made by China on a historical basis. Bernd Riegert in the DW.com expresses the view that the sooner that the "obstinate" Britons invoke Article 50 and start negotiations the better, so that a lot of uncertainty for the European Union can be removed. After the High Court ruling that parliament has to approve Brexit, it says that it is strange that a hairdresser and an investment manager should be the ones taking it to the High Court, but that nothing is strange in the Brexit saga anymore. The political turbulence as Ms.May mulls over calling another election is not in the European Union's interest, Riegert says, as this causes more uncertainty for the European Union that it does not need at this time.
