Huaneng Power China's largest power utility company announced that electric power generation went up by 40% in the 1st quarter of 2010. Datang International Power said its electric power output was up by 33%. Continual power plant construction has led to China building 80% of the new generating capacity in recent years. Over the next 10 years China plans to spend $150 billion or so to increase capacity nine fold- it already has 21 nuclear plants being built. Much of the nuclear plant building knowhow is being acquired along the way. The Lingao plant in Guangdong which was started in 2005 and will be completed this year, uses 50% local content. In the next unit to be finished in 2011 it will reach 70%, and by 2012 China expects to reach 100%, and gain the ability to export its knowhow.

Germany is shutting down all nuclear energy when other countries are increasing reliance on nuclear energy. Westinghouse is building Poland's first nuclear plant. Britain, France and Finland are increasing nuclear energy with its very low carbon emissions. Biden administration in the US is backing the building of a new generation of smaller nuclear reactors. New LNG terminals and imports help replace Russian supplies. In the long term Germany is way ahead in renewable energy than other countries and will craft its own solution in its own way.

Tokyo Electric Power says that a total of 11,125 spent nuclear fuel rod assemblies were stored at the Fukushima nuclear plant. Experts say that this is 4 times as much radioactive material as in the reactor cores combined. Germany and China do not store these spent fuel rods at their nuclear plants for safety reasons. This is the practice in Japan, at Fukushima, and at some U.S. nuclear plants.The storage pools of water needed to keep these fuel rods has leaked because of the earthquake. And there are signs that some fuel rods have begun to melt and release extremely high levels of radiation. Richard Lafey, Jr., is a retired nuclear engineer who supervised General Electric's safety research for the type of reactor used in Fukushima. He says the zirconium cladding of the fuel rods can catch fire if exposed to air for hours, when the storage pool of water is lost. Zirconium, after it catches fire is so hot that its hard to extinguish.

Japanese prime minister Naoto Kan says he has requested the suspension of operations of all reactors a the Hamaoka nuclear plant in Shizuoka prefecture. This plant is operated by Chubu Electric. Another plant on the Japan sea coast has been shut temporarily to investigate above normal radiation levels. With the government moving away from its policy of cooperating with the industry, there are questions whether other nuclear plants that are on earthquake fault locations may face similiar restrictions. This move will further restrict electricity supplies to companies in the local areas supplied by the plant. The Hamaoka plant has been described as "the world's most dangerous" by Japanese media because it lies near an active fault zone. Government estimates are for an 87% likelihood of a magnitude 8 earthquake in the next 30 years. Pressure is growing on premier Kan to take action to show he is listening to public opinion and not following old practices of collusion between bureaucrats, politicians and the nuclear power companies....

Questions about the sanity of having a nuclear plant at Indian Point, only 35 miles from midtown Manhattan, in a metropolitan region with 20 million people. A 50 mile circle from the plant includes almost all of New York City, parts of New Jersey, Pennsylvania, and Connecticut. Indian Point's evacuation plans cover a 10 mile circle with about 300,000 people, twenty miles out the distance cited for Fukushima, is about a million people.

An independent parliamentary panel in Japan described the Fukushima nuclear plant disaster as a "profoundly man-made disaster." It was sharply critical of TEPCO, the company running the plant, and the Japanese government's response. The investigation chairman Kiyoshi Kurokawa said in the report: "What must be admitted- very painfully- is that this was a disaster 'Made in Japan,' its fundamental causes are to be found in the ingrained conventions of Japanese culture: our reflexive obedience; our reluctance to question authority; our devotion to 'sticking with the program'; our groupism; and our insularity." This comes as a report by TEPCO shifted public attention to "a tsunami beyond our imagination," creating a large credibility gap with the Japanese people, because the public is skeptical about TEPCO's attention to safety during the period leading to the accident. The parliamentary report calls attention to safety factors that were ignored so that companies would be required to take further steps including costly modifications of plant equipment. A critical flaw was the lack of a independent safety agency that could enforce safety measures that TEPCO might be reluctant to make because of cost considerations. Astonishing as this may sound, the Nuclear and Industrial Safety Agency (NISA) in Japan is part of the same government ministry that promotes nuclear power, creating a sort of "nuclear bloc," which before the accident connected the safety agency to the bloc. Because of this the panel report says, NISA did not require TEPCO to prepare for a full station blackout- the loss of main and backup power- because the "probability was small." Other factors that need to be addressed are the breakdown in communication and cooperation between the people operating the plant and the people responsible for Japan's nuclear safety. The prime minister's office waited too long before declaring a state of emergency. To come up with the conclusions the panel made 1000 intervews and conducted 900 hours of hearings. The questions left behind by the nuclear accident in Japan are whether Japan should continue with the same level of dependence on nuclear power, whether it should shift out of nuclear power on a gradual basis as Germany is doing ironically after the Fukushima accident while Japan is reactivating its nuclear plants to meet energy needs. If Japan continues with a smaller reliance on nuclear power what changes have to take place for an effective safety agency completely outside the "nuclear bloc," and the series of other changes that have to take place in the nuclear power industry's handling of safety. Public opposition continues to focus on this because of distrust of the nuclear power industry after the accident....

Nuclear plants cost much more, as much as $5 billion to $12 billion. Part of the cost increase is the huge increase in cost of cement, steel, copper etc and a shortage of skilled labor, and a shrunken supplier network for the nuclear industry because not many nuclear plants went up recently. This means if nuclear plants are built because of emissions problems with coal and natural gas then customers will have to pay higher utility bills. About 104 nuclear reactors operate in the USA and most are profitable in recent years only because they were sold to their current operators at less than what they actually cost. For 75 reactors built between 1966 and 1986 the average cost was $3 billion, so the cost now is double or triple what it cost then.

The Nuclear Safety Commission of Japan, one of two safety regulators in Japan, met in October 2010. At that meeting a presentation by Takanori Tanaka, head of the government supported Nuclear Power Engineering Center, advocated new technologies that would reduce risk in the event of earthquakes and tsunamis. The presentation focussed on new plants and did not go into retrofitting old plants with new backup solutions for cooling in the event of electrical failure. A recent article by Hitachi researchers brought up the idea of isolation condensers which could provide temporary power supplies in the event of electrical failure. One such device was on No. 1 reactor at Fukushima (built in 1971), and worked after the quake but later failed. The views of nuclear engineers at Hitachi discussed here show that cost remains a constraint in the design of nuclear reactor cooling systems, and redundancy with several layers of diverse backup systems for cooling are not being pushed by companies building the reactors. See the group articles for G.E.'s Mark 1 system which show cost and easier to build were factors behind the smaller containment systems favored for that design. Fukushima plant uses the Mark 1 reactors. Without independent safety regulation that does not rely on the companies for analysis and solutions, regulation risks becoming too dependent on companies for coming up with the strong safety precautions that are absolutely essential. Japan's regulatory structure for the nuclear power industry is weak because of the dual role played by the regulator- Japan's Ministry of Economy, Trade and Industry. It regulates the nuclear power industry, and also promotes Japanese nuclear technology in Japan and overseas. The tasks are separated in the U.S. The Nuclear Regulatory Commission supervises nuclear plants in the U.S. It is independent of the Department of Energy which does research and promotes nuclear power. An earlier effort to correct this dual role arrangement in Japan failed, when an independent Nuclear Safety Commission was created under the cabinet. This body was never given the authority to inspect companies and mandate changes. A body that supports the commission has 4000 scientists and staff. It does research in nuclear technologies, but it has ended up becoming nothing more than a think tank, in the words of a former commission deputy chairman. What makes this situation worse, is the practice of amakudari, or "descent from heaven," a practice in Japan where senior Ministry officials retire young and take up positions in the private sector at companies like Tokyo Electric Power Company. In recent years most of the retired officials have taken positions in the energy sector. In fact Japan's Bar association investigated problems after a 2007 earthquake that shutdown a TEPCO nuclear plant. It recommended an independent regulator. The Democratic Party of Japan supported this idea before taking power in 2009. ...

The smaller containment design of the Mark 1 Nuclear Reactor used at the Fukushima Daiichi nuclear plant in Japan makes it more prone to explosion and rupture from a buildup of hydrogen, according to some experts in the U.S. Nuclear Safety Program at the Union for Concerned Scientists. This design is smaller and cheaper to build but is less robust than other designs. In the U.S. there are 23 Mark 1 reactors at 16 locations, including the Oyster Creek plant in New Jersey, Dresden plant near Chicago, and Monticello plant near Minneapolis. Worldwide there are 32 such reactors in operation. The design was first developed in the 1960's by General Electric. Since then various modifications have been developed including venting systems to help reduce pressure in overheating situations.

This WSJ podcast looks at the Chernobyl nuclear site, the place where a nuclear disaster happened in 1986. About 200 Ukraine workers are at the plant. The plant was taken over by Russian forces on the first day of the war. WSJ reporters talked to workers at the plant. To protect against the nuclear contamination a giant structure of steel and concrete was built around the plant. Since 1986 the plant is completely closed down. The job of workers is to keep the nuclear waste safe underground. This report says the 12 hour shift crew was not allowed to leave and is working for days under considerable fatigue and stress.

As Japanese prime minister Noda prepares to restart the Oi nuclear plant in June 2012, former prime minister Naoto Kan, who was premier during the Fukushima nuclear disaster, answers questions in a parliamentary inquiry. He says he realized how dangerous nuclear power can be when it got to the point where the evalcuation of Tokyo was being considered, Japan was then on "the verge of national collapse." His fears were that a number of meltdowns could together " release into the air and sea many times, no, many dozens of times, many hundreds of times the radiation released by Chernobyl." The Japanese public has focussed on the parliamentary hearings because the previous inquiry is thought to have been perfunctory, and not really examined in depth all the issues the Fukushima disaster had raised, and the general feeling is that a proper public dialogue had not taken place. In contrast in Germany the issues had been discussed openly, and the Angela Merkel government which had been receptive to nuclear power reversed its stand on nuclear power. Germany is phasing out dependence on nuclear energy. Kan pointed out that the "nuclear village," the network of nuclear power companies, bureaucrats, and researchers, had hijacked national nuclear policy and was putting Japan back on the same path. He went so far as to compare it with the situation facing Gorbachev in Russia after Chernobyl: "Gorbachev said in his memoirs that the Chernobyl accident exposed the sickness of the Soviet system. The Fukushima accident did the same for Japan." In his assessment of what happened Kan said: "It is impossible to ensure safety sufficiently to prevent the risk of a national collapse. Experiencing the accident convinced me that the best way to make nuclear plants safe is not to rely on them, but rather to get rid of them."...
