The election win of Sebastian Pinera in Chile marks a shift in Latin America away from left parties. Economic conditions improved initially with the left parties in Brazil, Chile and Argentina, following currency crises and debt problems. The commodities boom helped the left party governments finance social programs which increased their popularity. The middle class also benefited with increased consumer spending and a growing economy. All this changed as the commodities boom collapsed and state finances were stretched thin in Brazil and Argentina. Corruption scandals, and decline in economic growth exposed serious problems in delivery of services, infrastructure and other areas which had been neglected. Voters decided to turn to alternatives and parties from centre right with Macri in Argentina and Pinera in Chile as a consequence.   The striking fact is that instead of shifting to the right leaders of the centre right, Macri in Argentina and Pinera in Chile have decided it is best to keep some of the best initiatives and achievements of the previous governments that have created a broader middle class in Chile and Argentina. Pinera says he will preserve some of Bachelet's initiatives in bringing broader access to education and health care. In this sense Latin America has matured so that the sharp conflicts have been set aside to set a more conciliatory tone and work together. Compared to Chile and Argentina Brazil is different in that corruption scandals affect most parties and there is a general loss of confidence in Congress and politicians across the spectrum. Brazil is looking at a situation in which a whole generation of politicians would have to give way to a new generation for the public to gain a renewal of confidence- so deep is the loss of confidence.  ...

Argentina, South Africa, Mexico, India, UK, European Union elections are taking place by June 2024 and US in November 2024. Yet it is misleading to lump them together. Much discontent is there to see as in the UK with cost of living, governance, time wasted on Brexit, India with lingering effects of the pandemic on rural voters, caste based voting. In India protest vote of lower caste Dalit voters in Uttar Pradesh and Maharashtra, even with government support in forms of universal healthcare, food for poor households during pandemic extended, cooking gas, housing support, clean tap water, direct bank account deposit to accounts of poor and farmers. Yet in the states in the south and east in Orissa and Andhra Pradesh, and generally in the south the BJP vote count increased so that losses in the north were made up leaving the percentage of vote for India for Modi's BJP party at 37 percent in 2024 instead of 38% in 2019, losing the absolute majority 240 seats of 543 yet having campaigned heavily for partners who added seats 294 of 543. In the UK Keir Starmer may see some vote preference for Labor erode yet the Conservative record is in shambles even conservative experts will say, as in India where the opposition parties offer no prospects for the future and little track record for making India the second or third largest economy in the world which the BJP has set and shown to have achieved over 10 years by taking India to No. 5 in the world economies. ...

That worst case scenario detailed in an internal oil company report suggested earlier in 2006 that the field's output could fall by about 75% by 2008. Output at Cantarell fell from 1.92 million barrels a day in January to 1.74 million barrels a day in June according to the Mexican Energy Ministry. (Mexico's total crude oil production was 3.3 million barrels a day and it exported 2 million barrels a day in 2005). 2. POLITICS AND HISTORY CONSTRAIN PEMEX EXPLORATION. The Mexican constitution bars Pemex from joining with foreign oil companies to conduct exploration in difficult environment like deep water exploration using the technology of privte oil companies. Mexico however depends on oil revenuesfor a third of its federal budget and declining oil output and future price declines could severely dent Mexico's finances. So there is a new awareness that this situation requires change and action to encourage collaboration and investment in exploration and new technologies. Felipe Calderon who won narrowly in the July Presidential election promised such changesto allow private oil companies to participate. Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process. The position was too important to the world- most of the advanced countries had forgotten about the danger of epidemics to let this happen by 2017, as shown in the way the austerity years led to cancellation of the preparations for pandemic in France and Britain. The austerity years and neglect of public health during these tech boom years in the western world made it possible for this to happen. 3.   Along with the 1 month ultimatum action is already being taken to restore the effectiveness of the importance of the Executive Board. The head of the health ministry in India, Dr. Harsh Vardhan, has been appointed the new chairman of the Executive Board on May 22. This restores the voice of billions of people in Asia in the process, and brings the major countries with the greatest risk in a pandemic into the decision process for tackling the pandemic, this includes the rest of the world.     ...

Both the Tories in Britain and the Democrats in the US were caught by surprise by the sudden surge after the pandemic of illegal migrations flows in 2023-2024 which dropped to all time lows in 2019-2021 with the covid lockdowns. Tories with factional infighting and Democrats falsely believing they were virtuous humane could not take effective decisive immediate action costing them the defeats in 2024. The size of the illegal migration problem to the UK was underestimated in 2023. Tory rhetoric alone failed to convince the British public. In the US Biden not confronting it head on also failed to reassure the American people as the US Border also meant destructive Mexico/China fentanyl flows. Even today the action proposed falls short and new US bipartisan legislation is needed to make it the law of the land, closing three decades of stealth in immigration policies. ONS now estimates that it missed 166,000 people. The real figure for the year ending June 2023 for net migration was 906,000 not 748,000 as previously estimated. In the year ending June 2024 this figure for net migration was 728,000. Labour party under Keir Starmer made setting up the new structures for tackling alarming rise in migration the top priority in 2024. That lesson was not learned in the US and the issue not confronted head on to win public confidence- the Biden support for Republican Senator Lankford's legislation on illegal migrants and the border came late in 2023 and the issue was left to fester for 2 years eroding public confidence. In the US the issue of illegal fentanyl flows at the US Border and from China makes the Border and China relations issues that required effective and immediate action overriding everything else. In the end Tories confusion and internal factions, other controversies, led to lack of vigilance and lack of effective action as net migration deceptively hit lows of 254,000, 111,000, and 254,000 in the pandemic years 2019, 2020, and 2021, only to surge tremendously to 634,000 and 906,00 in the years 2022 and 2023.  Labour's Starmer took action to make it No. 1 priority in the platform going into the 2024 election winning public confidence. A similar surge in migration happened in the US after a deceptive slowdown in the pandemic, compunded by Venezuela and central American states collapsing. ...

U.S. president Obama is critical of the role played by the media in the 2016 election campaign in a keynote speech at a journalism dinner for the Toner Prize for Excellence in Political Reporting. Obama said lately " I spend a lot of time reflecting on how this system- how this crazy system of self-government works. How we can make it work. And this is as important to making it work as anything. People getting information they can trust and that has substance and truth and facts behind it." He added that "what we are seeing right now does corrode our democracy and our society. When our elected officials and political campaigns become entirely untethered to reason and facts and analysis, when it doesn't matter what is true or not, that makes it impossible for us to make decisions on behalf of future generations." On the way Donald Trump's campaign has lowered the level of public debate Obama had this to say- referring indirectly to the NYT report of over $1.9 billion of free television coverage given to Donald Trump by the media- the country, "would be better servedif billions of dollars in free media came with serious accountability, especially when the politicians issue unworkable plans or make promises they can't keep.. and there are reporters here who know they can't keep them." The wall between the U.S. and Mexico to be built with Mexico's financing, the deportation of millions of illegal immigrants, the 45% tariff on imports from China, reducing support for NATO, are some of the campaign themes used to appeal to disaffected voters by Mr. Trump in the election, which are some of the puzzling ways in which the election campaign for 2016 has evolved- without proper media scrutiny, and what some critics say panders to ratings at a time of shrinking television staffs and budgets. ...

A new report, "China: 2030," by the World Bank and the Development Research Center (DRC), has major implications for the course of action taken by new Chinese leaders. The limits to China's economic model with the dominant role of state owned companies has been pointed out in the past. It has now reached a point where China must choose to move to a modified model or face the "middle income trap" of countries like Brazil and Mexico, where income levels and growth reaches a certain level and then decelerates suddenly with little warning. The report makes some major recommendations that would modify the current system. It says the state owned companies should be supervised by asset management firms focussed on commercializing these companies, and not supervised by the State-owned Assets Supervision and Administration Commission (SASAC). The asset management firms would restrict the state owned companies on what areas they participate and sell off businesses to make it possible for private companies to compete. Zoellick says- "China needs to restrict the role of the state-owned companies, break up monopolies, diversify ownership and lower entry barriers to private firms." The state owned companies would be required to pay sharply higher dividends to the government which could then be used for social programs. Currently state owned companies invest in land which is sold by local governments for revenue helping fuel the real estate bubble. Significantly, the report had its origins when it was proposed by Mr. Zoellick, head of the World Bank, during a visit to Beijing in Sept 2010. It was supported by Li Keqiang, then vice premier, and now expected to be the new prime minister of China. The World Bank is widely respected by Chinese leaders because of its assistance during the early stages of reform in the 1980's. The DRC reports to China's State Council, a top governmental institution, and the No. 2 person at DRC, Liu He, is a senior advisor to the Politburo Standing Committee. He helped draft the current five year plan and is close to Li and Xi Jinping, the next president of China. The SASAC has opposed these ideas, especially any shift in its personnel selection of management at the state owned companies, which it shares with the Communist party's personnel department. Respected China economists say China faces large risks of a sudden sharp slowdown because the the state owned companies have largely copied foreign technology and have not generated enough technological advances, which will be needed for the next stage of growth. Lower growth rates could worsen problems in China's banking system leading to a crisis. The Conference Board, estimates China's growth at 8% for 2012, slowing to an average annual growth rate of 6.6% from 2013 to 2016. Barry Eichengreen of UC Berkeley, Donghyun Park of the Asian Development Bank, and Kwanho Shin of Korea University, say the annual growth rate will drop by at least 2 percentage points by 2015....

Venezuela faces an uncertain future after U.S. efforts to support Mr. Guaido and call for new free and fair elections have failed. With help from Russia the Venezuelan economy is showing signs of recovery from the steep decline and high inflation in 2019. Oil production is expected to reach 1 million barrels a day in 2020 after falling to 650,000- 700,000 barrels a day in 2019. Russia's oil company Rosneft provides critical help for Venezuelan oil sales and maintenance in oil fields.  National Security Adviser John Bolton is faulted for his advice to president Trump on Venezuela, that merely voicing support for 36 year old Guaido, would lead to regime change without action from the U.S. With the recovery in Venezuela with help from Russia and Cuba, Mr. Guaido's popularity has dropped by 20 points to 38%, according to a Venezuelan pollster Datanalisis. Most Cubans and Venezuelans in the U.S. are in Florida where there is support for new elections, and Mr. Trump continues to support Mr. Guaido. The lack of support for change from other countries including Europe, India, Turkey, and Mexico have led to a stalled situation in Venezuela. There is concern for the steep inflation, the migration of about 4.5 million Venezuelans, the shortages of critical supplies as a result of the economic collapse in 2019. The situation is stabilizing for the government yet the future of Venezuela with U.S. sanctions and weak economy leaves Venezuela in a precarious situation. Venezuela continues to be an example of how well meaning changes for social justice can lead to political changes that bring about economic collapse. This happens  when business and the economy flounder under mismanagement and corruption under crony socialism, a variant of crony capitalism. The old capitalist class and the privileged families who ran the country under its old two party system are gone. Replaced with a new class. The trying out of untested economic ideas in the quest for social balance leads to economic mismanagement, loss of critical human resources which leave the country, and a higher degree of poverty with shortages than before.  Today in Latin America Brazil shows how allowing generous pension benefits at the expense of basic needs and public services in the budget can hurt the economy. Argentina's overborrowing once again shows how this leads to IMF loans and harsh economic austerity. Chile shows how not financing pensions and public services can lead to collapse of public confidence and riots. Venezuela shows how the quest for social justice and reducing privilege can itself get flawed, leading to mass migration of as many as 4.5 million citizens. This happens under models that vary from free enterprise models to socialist or nationalist models showing that models can be less relevant than good sense and good management. In the beginning and for some time each of these models worked well, commodity price supported booms concealed real problems. Avoiding extremes, prudent spending, good investment and hard work, investment in education and infrastructure, building consensus, and good management, is critical for the future to avoid the bad outcomes facing much of Latin America. A lesson also for Asian and African countries that basic virtue is more important than socialism or free enterprise or nationalism when it comes to development.   ...

This is also leading to anxiety among whites about uncontrolled immigration, and behind the Republican party's moves on immigration. The effects of world trade and the hollowing out of some industries with the effect on local communities in the U.S. has exacerbated the anxiety. The campaign rhetoric for renegotiating NAFTA and building a wall at the border has had a sharply negative effect on growth in Mexico. Growth slowed in 2016 and is expected to be close to zero in 2017 with declining foreign investment in the economy. The uncertainty is leading to sharp decline in foreign direct investment of 24% in the first 9 months of 2016, according to the Bank of Mexico. Further declines can be expected in 2017. The decline in the value of the peso of 16% since May 2016 has led to 6 interest rate increases in the past year. Inflation on annual basis was at 4.72% in Jan. 2017 and is rising. As Mexico depends on exports for one third of its output growth, and 80% is sent to the U.S., there is a need to diversify with trade agreements made with the European Union and other countries. Mexicans now question the value of NAFTA trade agreement as average growth of 2.6 since NAFTA was signed is below the 4.6% in the 2 decades prior to that. And poverty level is the same with about 60% of people in the underground economy. In addition crime, drug trade, a weak education system, weak rule of law, political corruption, show that Mexico has not made the progress since NAFTA that it should have made. ...

The second is from Linda Barnes of Ashland, New Hampshire, who faults the Post for not having the headline about "Disastrous debate performance by Trump who failed to answer most questions and lied relentlessly." Lauri Costello of Las Cruces, New Mexico, says every American would have benefitted from an in depth analysis of the debate rather than a focus on how each debater looked and spoke. Diana Hasuly of Ashburn, Virginia, says the debate was an opportunity to see two men's perspectives about the future of America, and the Post had done a great disservice to America, as have the NYT, WSJ and the Media in general, by not spelling what each man was offering America for the future. To take just three Climate change, manufacturing investment and jobs, infrastructure spending, Biden is getting so much done and has the plan for 2030, the former president has none, simply none and did not talk about this. Mark Parkhurst of Silver Spring, Maryland, says of the June 28 front page in the Post that the Post uses "falshoods" not "lies" when a lie needs to be called a lie from the former president. And says to be fair the Media needs to point out the actual achievements of president Biden not dwell on MAGA rhetoric. Is the Post or the Media in general overreaching, is it listening? About three fifths of voters in the Michigan primary considered this a major issue. Many less educated younger workers see their job prospects diminish and wages drop with free trade that hurts American manufacturing jobs. Bill Clinton signed the NAFTA agreement with Mexico, and as a member of the Obama administration Clinton supported the Trans Pacific Trade Agreement, later opposing TPP when she left the cabinet. Sentiment against trade that hurts manufacturing jobs in the U.S. is strongest in midwestern states such as Michigan, Ohio and Illinois. This was also a major issue benefitting the Liberals under Justin Trudeau who won in Canada's industrial Ontario province which has suffered hollowing out and loss of manufacturing jobs under the Conservative Harper administration. In the U.S. the issue goes back to the Clinton Administration for two decades. New jobs created by Apple, Google, and other tech companies pale in comparison with the industrial jobs created in another era that benefitted working class families. This issue and high unemployment or under employment, lower wages for working class families, was a major issue in the 2016 U.S. presidential election campaign. Widening wealth disparities, and lack of upward mobility, high tution and healthcare costs for ordinary families, dominated the campaign in the U.S....
