Concern that the $1.6 trillion aid package could become a bailout for business delayed passage in U.S. Congress, with Republicans trying to allay these concerns. The legislation in Congress would offer $350 billion for small business loans that may be fogiven if firms use them to keep workers on payroll and $500 billion to allow the Treasury Secretary to make loans, loan guarantees or investments to support businesses, states or municipalities. Democrats want less power over the money given to the Treasury Secretary and for money to be directly allocated to the states. The legislation also includes $200 billion for unemployment insurance, and direct payments to households estimated at $300 billion.  Another $242 billion includes appropriations, including money for hospitals and protective gear.  The one time payment to households is $1200 per person and $500 per child, with payments stopping at a specific income level. Unemployment assistane will now be given for 36 weeks instead of 26 weeks. These two items have universal support. It is the $500 billion for businesses with authority given to the Treasury Secretary that is the controversial part. Not so much the money given to businesses and required to go to payroll as the money to businesses in loans and other action with the Treasury Secretary making the decision. ...

David Brooks says one of the good things about the ugly election campaign of 2016 and its depletion of moral capital, is the way people are responding to it by finding their voice for something better and uplifting. He cites Michelle Obama as one example of someone who acts not as a politician but as a mother in her behaviour and talk. He praises Hillary Clinton for adopting this Michelle tone and giving 3 answers he calls great in the final debate with Trump. The answers came on the questions about Trump and denigration of women,  on the contrast between the experience gained on a television show "Apprentice," and the experience of Clinton as senator and secretary of state. Brooks says they were given in a gradual understated manner, showing moral sentiment and a quiet contempt, similar to how a mother or parent would respond and not a politician. Another way to look at it is that the contrast was so great between her and her opponent's experience and respect for parenthood, and the campaign so long with so many people who had shown indifference when they should have known and done better, that Hillary Clinton simply stood her own ground based on her own Protestant Methodist faith and conviction.  ...

Former Secretary of State James Baker III on the Obama administration's negotiations with Iran for a nuclear deal. He points out the importance of the U.S. making the removal of sanctions gradual manner as Iran fulfills its part of the agreement. Baker says Iran in the past has broken agreements to resume nuclear weapons research, making the verification process and snap back of sanctions critical. Baker does not address the issues related to how effective verification would take place, calling this the work of negotiators to work out the bureaucratic and cumbersome provisions.  Frustration has grown with the poor early management response from U.S. Health and Human Services Secretary Alex Azar, says WSJ.  The president responded at one point with a tweet that "he told me nothing until later." The WSJ looked into Mr. Azar's missteps in a report recently. The president is considering replacing Mr. Azar says WSJ. Ms. Verma the head of Medicaid and Medicare Services is being considered. She has worked closely with vice president Mike Pence throughout this crisis. Mr. Azar served as HHS general counsel and later deputy secretary under president George W. Bush. He then worked as lobbyist for Eli Lilly.  This WSJ report says Mr. Trump called Mr. Azar on his flight from India to Washington, and the next day replaced Mr. Azar as head of the White House coronavirus task force with Mr. Pence. The president says repeatedly that vice president Mike Pence, as head of the White House task force has worked night and day round the clock to guide the effort- including talking to 51 state governors, coordinating the entire effort, and providing the president with reliable advice. In the depths of this crisis never has so much depended on so few- on vice president Pence, a former governor of Indiana, Admiral Polowczyk, Dr. Birx, Dr. Fauci, and the governors of states worst affected by the coronavirus. ...

Sargent offers an assessment of Hillary Clinton's years in office as U.S. Senator and Secretary of State following her role as First Lady. Less polarizing, respected by 4 of 10 Republicans, and respected for her tenacity and effort. He cites Hillary's remarks in 2008 that the glass ceiling has about 18 million cracks in it- that Hillary who grew up during the feminist revolution helped take it further even if the achievements were incomplete. In retrospect the Clintons served the country with passion and dedication right upto to the end, and strove hard to put behind them any blemishes to their record. The Obama administration was itself built upon the public servants who gained experience in the Clinton administration, more so than previous aministrations, because of Obama's relative obscurity as a community activist in Chicago. Names like Panetta, Lew, Napolitano, show how much of the old is in the new, and the humility to work with them as colleagues and fill the lack of experience of the new president, may be the best example of public service the Clintons could offer....

In the New York Times Interview January 2026 the US president says about international law- it all depends on what you mean by international law. Presumably saying that if it is ok under international law to send drugs in to the US that kill hundreds of thousands of young people a year as is happening with gangs in Mexico and Venezuela, Colombia, and this is not a problem under international law for a decade now, then there is something wrong. The local population in these countries also suffers from such gangs and crime and this destroys the rule of law in these countries. Not much appears in the BBC, The Guardian, the Times of London, and the NYT, raising this issue in the name of international law and the rule of law. This leaves the president of the US to take actions based on his own sense of what is morally right in the case of Venezuela. On Greenland DJT has this to say. There is a long term lease of bases in Greenland but ownership is critical for it's defense and for protecting the eastern seaboard of the US. This is nothing new as Secretary of State Seward sought to get Greenland along with the Alaska Purchase in 1867. US made offers in the 1900's. And in 1946 Democrat Harry Truman offered $100 million in gold for Greenland. Today as in 1946 in the words of the US Commanders in chief "it is completely useless for Denmark." Denmark is a colonial power from Europe and has done little to develop Greenland. Less than 60,000 people live in the harsh climate of Greenland and mostly Inuits tribes. The US can better develop Greenland and invest in it. “Ownership is very important,” Trump said, adding: “Because that’s what I feel is psychologically needed for success. I think that ownership gives you a thing that you can’t do with, you’re talking about a lease or a treaty. Ownership gives you things and elements that you can’t get from just signing a document.” On China and Taiwan DJT says- “This was a real threat … You didn’t have people pouring into China. You didn’t have drugs pouring into China. You didn’t have all of the bad things that we’ve had. You didn’t have the jails of Taiwan opened up and the people pouring into China,”  DJT also said that no criminals were “pouring into Russia”. ...

The recent appointment of fast food executive Andrew Puzder as Labor Secretary has caused great concern among union leaders. Puzder supports a $9 minimum wage compared to $15 supported by Democrats. Unions now represent 7% of the labor force, down from a high of 20% during Reagan's time when Reagan appointed a construction company executive as Labor Secretary and cut regulations.  Globalization has thinned the ranks of workers in unions. And the failure of Democratic administrations to stem the shift of factories overseas to China, Mexico and other places, as part of global supply chains focussed on cost, has weakened Democratic support among workers since the period of Bill Clinton. It eroded to the point where Obama won 65% of support among unions and Hillary Clinton won 56% in 2016. Interestingly the Republican Romney gained 33% versus 37% for Trump, showing voters were more inclined to move away from Democrats and only a smaller number willing to support Republicans, but the shift enough to give Republicans a win in 2016 for the presidency. The figures are from a Election Day survey of trade union AFL-CIO, and a larger proportion in midwestern states showed disaffection with policies from Clinton to Obama. In fact Obama spent years promoting another free trade agreement TPP that favored tech more than auto and older industries, just as Bill Clinton had promoted NAFTA, without giving thought to what this was doing to its worker base of support. A similar situation happened with Social Democrats in Germany as a SPD administration moved to the centre and handed Christian Democrats led by Merkel a win in parliamentary elections. As Democrats such as former Labor Secretary Reich, a professor at UC Berkeley who served under Bill Clinton, describe the problems of working class people their is less reflection on the impact of the changes from globalization and how Democrats handled or mishandled it, and more on the politics between the two parties.   ...

Dulles with closeness to Churchill assumed a benevolent perception of the British Empire in Asia even with the enormous suffering and lack of development in China and India from the policies of the British. Such perceptions continued under Kissinger/Nixon, and Reagan/Rumsfeld. John Foster Dulles was Eisenhower's Secretary of State during the Cold War. He stated his ideas in Foreign Affairs in 1957 that were colored heavily by the China conflict (1949) Korean conflict (1950)  the Vietnam conflict (1954), the Hungarian Revolution (1956), and the struggle with the Soviet Union. Many of his ideas continued through the 1960's to the 1980's determining US policy in Vietnam, towards China and India, and in Rumsfeld's policies in the Middle East that involved the US in local and religious wars.  Dulles sought to respond to the aspirations of colonized nations in Asia - China, India, Vietnam- but lacked an understanding of the hundreds of years of colonial rule and suppression of freedom, increasing poverty by lack of investment in education, health and industry, faced by these countries in dealings with the British Empire.    ...

A former Interior Secretary Bruce Babbitt says the Interior Department needs to take up authority it has for contract approval on use of water by individual entities in the states of California and Arizona. The department can look at how efficiently water is being use to give approval. About 275,000 people and 100,000 children are in the war torn area in northern Syria. His Socialist party voted with 87% in favor of forming a new government with smaller parties without using the word amnesty for Catalans who protested in 2017 for independence. PSOE's organizational secretary Santos Leon says the party is determined to not let the opposition Partido Popular weaken the welfare state at a time of cost of living crisis and following the pandemic by coming to power at the federal level. Liz Truss decides to appoint only loyalists to her cabinet after a leadership contest for the Tory party. Kwasi Kwarteng as chancellor, Susana Braverman as Home Secretary, and James Cleverly as Foreign Secretary. All conservatives lining up for positions in the new government were told in no uncertain terms not to criticize a plan first suggested by the Labour party to freeze energy bills at the current level. This could cost 100 billion pounds. Kwasi Kwarteng, Truss's nominee for finance minister says there will be need for some fiscal loosening. Under the 100 billion pound plan to help households with bills the energy bills would be frozen at current level of 1975 pounds per year. Under the plan, commercial banks would deposit money in a state backed fund, which suppliers could then draw on to freeze customer's bills. The government would pay this back over 10-15 years through taxation or a surcharge on bills. By making such quick moves to help households Truss would be putting Britons in a position similar to that in France where energy prices have been capped and Germany where cash payments help households cope with higher energy bills.  ...

A new security law for Hong Kong is passed at the end of a weeklong session of the National People's Congress. This gives China's agencies powers to police activities in Hong Kong and removes Hong Kong's autonomous status established by a treaty with Britain that arranged the handover in 1997. 2878 lawmakers voted with one dissent. China says it is intended to control separatism, terrorism and foreign interference in Hong Kong. It bypasses Hong Kong governing authorites and the effect is that it removes the "one country, two systems" basis of the handover by the British.  This sets the stage for the U.S. to remove Hong Kong special status in trading relations. The U.S. is joined by Canada, Australia and Britain in expression of "deep concern," and Japan has also said it is "seriously concerned" and "will address the situation in an appropriate manner." Under the U.S. Hong Kong Policy Act of 1992 the U.S. treated Hong Kong as autonomous for trade and economic matters. Mr. Pompeo, the Secretary of State for U.S. says this status will no longer continue. As supply chains are being reassessed during the coronavirus, the end of autonomous status for Hong Kong would mean the beginning of a new period in changing economic relations across Asia and the Pacific. ...
