Some of these areas suffered as manufacturing shifted to China, as in the industrial midwest of the US. Some of this is also communities involved in the Yellow Vest protests about cost of living for working class voters. Macron draws support from the western and south west regions around the cities of Toulouse, Bordeaux, Lyon, and affluent areas of Paris that have gained during the Tech and advanced industrial revolution. This also includes rural areas. Melenchon as former socialist candidate draws support from less affluent suburbs of Paris and all parts of the country looking for a shift from power concentrated in the presidency. About 13.2% of the vote is for smaller parties,  showing the kind of fragmentation that happened also in Germany as the main parties the Socialists and the Republicans lost significant numbers of voters. Valerie Pecresse of Sarkozy's Republicans received only 4.7%, showing severe losses for the main parties. ...

Biden sees his plan for American workers and families put together in the $3.5 trillion spending package that covers child care, education, healthcare, services, climate change proposals, infrastructure building, as a way to show that democratic governments can work for the people. After two decades when American workers and families were largely put aside in the nation's priorities during a tech driven and capital markets driven expansion that benefited large corporations, America is returning to its core concept of government by the people, for the people, of the people. White House officials say this is to be seen even in the program he put forward in his upset victory many years ago for the US Senate from Delaware. Because economic strength of America depends on a strong middle class, and strong working class, strong families, and underpins the world leadership role of America, even Republicans and hesitant Democrats, cannot give in to the current situation of doing nothing or too little for workers and families which weakens America. And at a time when its leadership role in Asia and Latin America, Africa is sorely needed. The size of the package in $3.5 trillion is because too little was done in the past in the mistaken acceptance of Reagan policies of no government role in the economy- surrendering this role of guidance entirely to the capital markets driven from New York, London, and Silicon Valley. The rise of China today, and also of Japan and South Korea, and of India as it plans for 2030 shows that government guidance of the economy is needed in global competition. Trade entirely driven by capital markets, without a role for government to emphasize national priorities in spending can lead to disastrous results such as we see today where manufacturing even in critical fields such as healthcare, semiconductor driven technology, entire parts of the economic structure are ceded to China and supply chains outside the US. German elections are also leading in the same direction with Social Democrats emphasizing national priorities in child care, education, healthcare, and delivery of social services, building of infrastructure. And the Greens emphasizing climate change. Merkel in Germany and in the European Union, her predecessor Schroeder, pursued policies of no government role in emphasizing and articulating national priorities, in a way that past US presidents have done, resulting in the CDU falling to 20% support in the September German elections. Across all parts of the world, from India, China, to Europe and the US, the focus is on government voicing the national priorities  and allocating funding instead of capital markets driven from London, New York and Silicon Valley, or capital markets in Shanghai or Mumbai, as the pandemic runs into its second year. ...

This report in the WSJ points out that president Trump's much hyped infrastructure plan is not the $1.5 trillion federal spending plan as reported, but more in the range of $200 billion over a decade. This means fixing the crumbling infrastructure in transport, energy and water systems remains uncertain under the Trump administration, and will leave this problem to a future administration to tackle. Jakab cites the basket of 10 infrastructure stocks that lag behind the broader market in Feb. 2018. Further evidence cited is the ratio of four to one of nonfederal money to federal money under the Trump infrastructure plan, and that much of the nonfederal  money has to come from state and local governments than private entities.  Additional problem is that with the tax cut leading to a growing federal budget deficit, rising bond yields would make borrowing more costly for state and local governments.  About $100 billion will be needed for the Highway Trust Fund over the next decade to keep it solvent. Jakab of the WSJ sees overall spending stagnant, with the $100 billion Trump Incentives program for infrastructure offset by cuts elsewhere. Bottom line the revenue side is absent making this more hype than substance for much needed infrastructure spending, that is once again being postponed in America. ...

Ensuring proper temperature control of complexities, cold chain infrastructure across the length and breadth of the country, timely delivery from the manufacturing plant to the remotest vaccination delivery point, supply of needles and syringes, training of vaccinators and preparing for adverse reactions, from quick registration to certificate generation to reminder for next appointment. We needed to look at the entire logistics, planning, and progress of the vaccination drive." To understand the person completely one has to go back to the origins of his experience, skills learned, and his inspiration for the effort. "Global experience says government should be there for those whom nobody is there. Government's whole focus should be on helping them." To do this, to meet the needs of that last person left out in India, he could see that old notions of opposites had to be set aside. "Outdated theories such as the private sector vs the public sector, government vs. people, rich vs. poor, urban vs. rural, are still on people's minds and they try to fit everything into this." Governments since independence in 1947 followed the same political and economic thought. After Gandhi negotiated with the British government for self rule or Swaraj an experimental form was set up with provincial governments ministries with limited powers formed in the 1930's through elections. Many of these ministries had the same problems that were found after independence in 1947, as one sees in the writings in the Gandhi library. They lasted for a few years before they were dissolved by the British government. These problems were more evident under Nehru and Indira Gandhi right into the 1970's and beyond. This was followed by a period of relative stagnation. Most ministries failed to seriously address India's economic problems, urbanization issues and agricultural issues remained unaddressed, and industry building was done with a limited vision and scaled down goals. In some ways the elections created a political class interested in perpetuating itself and did not build administrations based on learning, hard work and delivering on projects with scaled up targets to match the dire needs of the country. One sees similarities with France before 1960, before De Gaulle. A mosaic of peoples all separate from each other, with agriculture the main occupation, and most agriculture done the way it was in the nineteenth century by hand and using horses and cattle- this is the picture of France shown in Nous Paysouns, We Farmers, a documentary on Le Monde French television in October 2021. It was De Gaulle who supported a shift to presidential form of government for France that helped with the transformation through modernization and infrastructure development. Tractors were introduced in 1960 to mechanize agriculture. Road, bridges, rail transport, logistics were planned in the way Gati Shakti master plan for India is now being executed. There can be no transformation without this. Unstable coalition governments in France and lack of clarity and decision making before 1960 made such development impossible. India entered such a period in the 1970's. "The politics of our country is such that till now, we have seen only one model in which governments are run to build the next government (sarkar banane ke liye chalayi jaati haye). My fundamental thinking is different. I believe we have to run the government to build the nation (desh banane ke liye sarkar chalani haye)."  Chalta haye, Chalne do. What is will not change. Families, farmers and workers in India, for a long time accepted this without questioning.  "I take decisions based on Gandhiji's talisman that sees how my decisions will benefit or harm the poorest or weakest person." "While taking decisions, I stop even if the slightest of vested interests is visible to me. The decision should be pure and authentic, and if the decision passes through all these tests, then I firmly move forward to implement such a decision."           ...

This editorial in the New York Times is strongly critical of former president Barack Obama for accepting $400,000 in speaking fees from Wall Street for a single speech. It says the news is causing people to question the ideas and words presented by Obama in his books about the dangers of losing sight of the interests of ordinary people. It gives the impression says the NYT, that Obama is cashing in like everybody else, and that his talk was empty. The editorial says the millions raised by Hillary Clinton led to her defeat in the election. Obama is reported to plan a foundation with the work of training a new generation of political leaders. This NYT editorial says it would be better to stay true to vision and purpose, to walk the talk for president Obama, especially now that a recent poll shows two thirds of voters, including about half of Democrats say that the Democratic Party is out of touch with the interests of the American People. By associating this closely with wealthy donors leading Democrats contributed to this. During a period when some of the remarkable achievements of the last fifty years such as the European Union are being called into question, when ordinary working people, young people and older people are struggling, this is all the more a tone deaf approach by politicians. The idea of helping train a new generation of political leaders through a foundation sounds bizarre in this context, and seems to suggest politicians believe there is always a solution through marketing their audacity and money.   ...

The Trump administration sends an official notice to Congress that it intends to renegotiate the NAFTA treaty with Mexico and Canada. The new U.S. Trade Representative Mr. Lighthizer served as Deputy Trade Representative under president Reagan in 1983. He says the focus of the negotiation will to promote economic growth and jobs by making improvements to the treaty. The notice does not mention major modifications of the type that were hinted at by president Trump earlier. The leaders of Canada and Mexico had asked president Trump to renegotiate. Republicans in Congress and business in the U.S. favor improvements instead of the drastic changes. Mr. Lighthizer's approach is stated in his letter that said "NAFTA was negotiated 25 years ago, and while our economy and business has changed considerably in that period, NAFTA has not." New provisions will be needed said Lighthizer for intellectual property rights, state owned enterprises, labor and environmental areas, with effective enforcement.  Because of the rhetoric and language used in the election campaign, it is important to note that Lighthizer has in the past negotiated favorable terms for the U.S. steel industry to prevent dumping from overseas. His style is the opposite of the president. He has stated- "I am friendly when negotiating. I am not theatrical. The art of persuasion is knowing where the leverage is." ...

An intimate biographical account of new Chinese leader Xi Jinping and his connections with Muscatine Iowa, where he visited as a head of a Chinese farm delegation in 1985. Xi Jinping remembers the trip vivdly and plans to spend time with friends from that visit during a visit to the U.S. in 2012. He spent two nights during that visit in the bedroom of two college age boys of the Dvorchak family. This revealing account of Jinping's life shows that the actual story of his life is quite different from the title of "princelings" or privileged sons of former communist leaders that is suggested by this reference in the media. Because of the volatile nature of Chinese politics, his father Xi Zhongxun, who led communist partisans in the struggle of the pre World War II years, was rehabilitated twice after falling out of favor. The first period was in 1962 and it was not till 1979 when he was fully rehabilitated. During this period which coincides with the growing up period of Xi from 9-26 years of age, Xi experienced many hardships. During the years of the Cultural revoultion Xi was sent at age 15 to Shanxi province where his father had led partisans. He lived there for 7 years in a traditional cave dwelling in the village of Liangjahe doing farm work. He was denied admission to Tsinghua University twice before being accepted in 1974. There he graduated with a degree in organic chemistry. This was followed by three years working as an assistant to Geng Biao, defense minister and a partisan who was a colleague of his father. The next job was deputy Communist party chief of Zhengding county in Hebei province. Iowa Governor Branstad visited Hebei in 1984, and Branstad played host to a animal-feed delegation led by Jinping in 1985- the visit to Muscatine was part of this trip and which Jinping has told others he enjoyed more than his visits to Oregon or California that year. The second time Xinping's father went out of favor was after his criticism of the crackdown of protests at Tienanmen Square. These experiences have given Xinping a confidence and experience in different situations that other Chinese leaders including the current leaders lacked. If Jinping has inherited some characteristics from his father he may also have the courage to take China in a new direction, and make the kind of changes China needs as it shifts away from an export based economy. At the same time rule in China is by consensus of leaders on the communist party's standing committee. His father helped initiate the special economic zone in Guangdong province in 1978, and Xi Xinping held senior posts in the provinces of Fujian and Zhejiang and in Shanghai, giving him close ties with industry and local government in areas that led the export based economy. Prime Minister Lee Kuan Yew of Singapore puts Jinping in the" class of Nelson Mandela type leaders, who has great emotional stability to not let his personal misfortunes and sufferings cloud his personal judgement." Of political positions Jinping has a certain wariness. He once responded to mention of him as the potential leader with the words: "Are you trying to give me a fright."...

After this was raised in a question by Anderson Cooper of CNN, at a CNN Town Hall in Derrry, New Hampshire, on Feb. 3, 2016, Hillary Clinton has postponed 2 speaking events, one at an affiliate of Bain Capital and one organized by the chief legal officer of BlackRock asset management firm. Anderson Cooper's question to Hillary was whether she had made " bad error in judgement" by accepting that amount for 3 speeches. Her answers "that's what they offered," and "they're not giving me very much money now," were not seen positively in the media. Federal Election Commission reports cited by the Washington Post show that donors from hedge fnds, banks, insurance companies, financial services firms gave $21.4 million for Clinton's 2016 campaign, out of a total of $157.8 million. Including allied superPACS the Clinton 2016 campaign received $44.1 million from financial industry donors compared to $39.7 million received by Bill Clinton, according to this WP report. Compared to Hillary Clinton, Bernie Sanders has raised about $75,000 of the $75 million he raised for the 2016 campaign from the financial industry, says WP....

The first Democratic debate for the presidential election of 2016 gives Hillary Clinton a huge boost. Democratic voters find her to be more convincing in the debate than Sanders. Without Biden in the race a Oct 2015 ABC News/Washington Post poll shows Clinton draws 64 percent support among Democrats, and Sanders 25 percent, with O'Malley, Webb and Chafee less than 2%. Even on questions such as who "is closer to you" on the issues, who "understands the problems of people like you," Clinton beats Sanders by 53-36 percent and 51-37 percent in the poll. On honesty she is about even with Sanders. The careful low key approach getting a feel for the voters and their concerns appears to be paying off for Hillary Clinton where it really counts. The picture of Clinton in the media accounts is not affecting Democratic voters.

Fed chairman Jerome Powell gets Biden's support for another term as chairman of America's central bank. Powell is utterly different from previous Fed governors under previous administrations because of his concentration and clarity of mind that let him focus on the job of renewing America, after the missteps of previous governors and administrations. The WSJ says he is viewed by president Biden and by markets as a steady hand whose extensive, personal outreach helped restore bipartisan support for the central bank one decade after its reputation was badly hurt by the 2008 financial crisis.  People from both sides of the aisle in Congress and in markets see his personal outreach reflected in his understanding of the country and the needs of its people. Rep Emmanuel Cleaver, Democrat of Missouri says Powell visited  Missouri several years ago and talked to a cross section of rural Missourians and Kansas City residents. And everybody who met Powell thought he was frank, nothing partisan about him, as straight shooter. After what America went through during the financial crisis of 2008 and the utterly aloof and distant central bank governors of the last 3 decades Powell brings a needed quality for all who head America's central bank -a direct on the ground understanding of the needs of the people and the country. Senator John Kennedy, Republican of Louisiana says "You kept this thing in the middle of the road. Some days you had to do it with spit and happy thoughts but you kept this thing in the middle of the road." Powell's senior thesis at Princeton University was titled "South Africa- Forces for Change," and the years since then reflect a concern for the people, for families and working class Americans. Supporting Powell is Lael Brainard, Fed governor, who will be vice chairman. Brainard brings experience to tackle the regulation of banks that was missed under previous administrations.   ...

Not a very flattering picture of the chancellor. She has already lost 1.3 million CDU voters to the Greens, and about 260,000 to the far right AfD party. In all about 4.3 million CDU voters have shifted from Merkel's CDU to other parties on the right or the left and to the Greens, between the general elections of 2017 and the European elections in 2019, according to Infratest Dimap. It had 33% of the vote in 2017, now it polls at 27%, down 6 points. The Greens come next at 22%, in recent Politico poll. Merkel's sentiments may have overtaken the reality of how much Germans wanted to integrate war and economic refugees from Africa and Asia. She has since revised her judgement that it was a decision made at the time based on what happened at that time without enough time to prepare for the sudden influx of refugees from Budapest. A new party the Alternative for Germany AfD emerged from the migrant crisis in the eastern part of Germany that had 13% of the votes in 2016, building on discontent from reunification, depopulation of the east, and a sense of drift and neglect. Even a sense that the affluent western part of Germany was more concerned about refugees than its own economically insecure countrymen in the east. After being in power since 2005 Merkel's period shows signs of aging. Her record on investment infrastructure and health, education and child care is also found to be weak. The effort to maintain austerity for so long following the financial crisis of 2008 by profligate banking and bad accounting by member states in the EU including Ireland, Spain and Greece, has hurt parts of the middle and working class stuck with low wages and inequality in the EU and in Germany. The migrant crisis and refugees have split her party and German opinion adding to the problems of the economy in the EU and Germany.  ...

The Pirate Party, a party of digital activists favoring more transparency and sharing of information online has about 10% of voter support according to recent polls. The Pirate party concept started first in Sweden, but it is in Germany where it has gained political support. This party was founded in 2006 in an underground Berlin nightspot C-Base, where many digital activists gathered. In Sept. 2011, the German Pirate Party gained 9% of the vote, 15 of 249 seats in the Berlin state elections. This was repeated in the Saarland state elections, and now is likely to happen in elections in Schleswig-Holstein and North Rhine-Westphalia. These votes are coming at the expense of the Free Democrats and the Greens. The Free Democrats are hurt badly, and may not make the 5% of votes needed to win seats in North Rhine-Westphalia. The Greens are seen as part of the establishment, giving the Pirate party support from people thinking outside of the establishment. The polls show the Christian Democrats having voter support of 35%, Social Democrats 27%, Left 7%, Greens 14%, Free Democrats 3%....
